1. The Community College System in Canada with a Focus on Assiniboine Community College, Brandon Manitoba.

Abstract

This report traces the historical development of the college system in Canada and identifies the nature, roles, similarities, and differences that exist in the provinces and territories. It also discusses whether the provincial system in Manitoba has mirrored the developments on the national level. In order to ascertain this, an examination of the programs and organizational development of Assiniboine Community College (ACC) in Brandon, Manitoba was undertaken. Special attention was paid to the extent to which the college maintained its initial principle of being responsive to changing community needs while confronting both internal and external influences. The study determined that ACC has delivered programs consistent with its mandate. In response to the 1993 Roblin Commission Report recommendations, ACC has increased its offering of diploma programs, credit transfer arrangements, and student mobility between institutions. Although the total participation rate in programs has increased, Aboriginal student and sequential student participation rates have significantly dropped in comparison to the years prior to the Roblin Commission Report. Recommendations are made for further investigation of these findings. Ten appendixes contain: 5 organizational charts; a map of the Manitoba Community Colleges geographic area; a map of the Assiniboine Community College geographic area; a table of programs offered at Assiniboine Community College (1960-2000); and a provincial comparison of community college structures. 2. A Measurement Model for Employment Counseling: ERIC Digest.

Abstract

Employment counseling is a set of interventions designed to help clients identify and resolve issues in employment-related decisions. This digest examines Canada's measurement model which was designed to enhance understanding of counseling's function. The model uses four employability dimensions: (1) career/occupation decision making; (2) skills enhancement; (3) job search; and (4) employment maintenance. In theory, these dimensions are sequential. Clients should make occupational choices prior to undertaking training programs. However, counselors are expected to assist clients with any employability issue. To assess progress, results are gathered at three stages of the counseling process. In stage one, goal setting and achievement, up to nine goals can be set and measured in each of the four employability dimensions. Stage two, outcome, assesses three possible outcomes after service termination. And in the third stage, impact, indicators of impact of service on clients are measured. Although much quantitative data has been recorded, more such analysis is anticipated. Also, a better tracking system is being developed for human and financial resource allocation in order to determine if employment counseling services are cost effective. Similarly, a monitoring guide for employment counseling services is under preparation and service standards for employment counseling are being developed. (RJM)

3. Delivery of Career Counseling Services: Videodisc & Multimedia Career Interventions: ERIC Digest.

Abstract

Over one-third of high school students in Canada are dropping out of school. However, the advent of multimedia computer technology has increased the potential of career interventions, particularly for at-risk youth. This digest describes such a program entitled Knowledge for Youth About Careers (KYAC). KYAC is based on attribution change theory and self-efficacy theory. Its video scenes model career development skills like information interviewing, networking, and other strategies. In KYAC, students select one of two main characters and then follow the character as he or she ages from 17 to 28 years old by touching their chosen character's face on the computer screen. During scenes, the action stops at key points and small graphic "thought balloons" appear on the screen so as to enhance user identification with characters. Users will actively seek the information in the thought balloons. Approximately two and a half hours of interaction time is available in the main character decision sequences. In addition, 32 hours of classroom and workshop activities reinforce and provide more personal application of the skills. Some 275 youth were used to evaluate the KYAC program; it was found that students sought better ways to resolve problems with learning, math, reading, and other skills and that they discovered good reasons to finish high school, among other findings. 4. Performance Assessments of Career Development: ERIC Digest.

Abstract

As career development becomes established in Canadian secondary schools, the pressure increases to use performance assessments to demonstrate both the effectiveness of programs and the soundness of instructional decisions. This digest examines issues surrounding performance assessments of career development programs. Performance assessments can be implemented in different ways: student performances can be judged against a set of criteria or can be evaluated by individuals other than the students' teachers, and portfolios of student work can be used to assess their understanding. Some career development programs like "Pathways" have built in performance assessments, such as application forms, simulated interviews, and other measures. Critics of such programs claim that performance assessments are too task specific, emphasizing one area rather than evaluating skills that support a wide range of performances. While proponents of performance assessments admit that they emphasize validity over reliability, recent studies have indicated that such assessments may offer useful information. But widespread implementation of performance assessments requires that counselors undertake a number of goals. They must articulate the desired outcomes of career development, state the specific requirements of performances, develop tests of performances so that they demonstrate learning, and educate others so that everyone can work together. 5. Delivery of Career Counseling Services: Community Access--The Role of Employers: ERIC Digest.

Abstract

Despite professional counseling and courses on career choice in school, students say they are poorly prepared to meet society's challenges. This digest looks at a career counseling initiative in Canada that unites the academic world and the workplace. Clearer ties must be established between education and the workplace; in the collaboration-based, educational approach described here, employers play a central role. However, even if an employer's commitment to education is strong, the rules of the game must be spelled out at the beginning if a real partnership is to be established. It is important to set up a council made up of representatives of the various partners to oversee the partnership. It is necessary to define objectives together, to reach consensus on the common goals, and to name someone credible to manage the project. The project described here addressed two key issues: (1) developing an education resource database, and (2) giving pedagogical support to work-related educational resource experiments. Employers showed enthusiasm for the project and participating educators were happy with the collaboration and appreciated the information in the database. Furthermore, students seemed happy with the curriculum changes and showed greater interest in the classroom. (RJM)

6. The Manitoba School Act of 1890: An Insult to the French Roman Catholics.

Abstract

The Manitoba School Act of 1890 was an insult to the French Canadian culture and religion. New settlers in Manitoba brought with them the model of the Ontario school system, and as the new majority of Manitoba, they, through the Manitoba government, abolished French as an official language. At the same time, single, tax supported public schools were set up and that meant the Catholic schools would no longer receive public funding. The reaction of the Roman Catholic French minority was evident in the comments made in newspapers and a petition signed by many members of the Roman Catholic Hierarchy of Canada. Most Francophones wanted the federal government to disallow or even cancel the Provincial Act of Manitoba. For years the school question went before the courts and the federal government. In 1896 the Laurier-Greenway Compromise agreement was reached among the English speaking Protestant majority of Manitoba. Serving as an amendment to the Manitoba School Act of 1890, the Laurier-Greenway Compromise was an attempt to erase the insult directed toward the French speaking Catholic minority in 1890. Although the Compromise eased the crisis, the insult was not completely erased. (Author/CK)

8. The Better Idea Book: A Resource Book on Gender, Culture, Science, and Schools.

Abstract

"The Idea Book" was first published in 1988 by the Canadian Teachers Federation and examined females in the mathematics, science, and technology fields. "The Better Idea Book" is a re-publication that includes new studies and other resources that relate to the increased numbers of females in technological fields. The first section examines the increased importance of science and technology based on recent events and trends and discusses how schools have retooled to produce more highly skilled workers. "Gendered Science; Gendered Schools" examines whether biological makeup has anything to do with male and female representation in the field of science. The quality of girls' lives is covered in chapter 4, which summarizes three Canadian and one American study on adolescents. Chapter 5 probes testing and examines biases, jurisdictional comparisons, and biological data. In chapter 6. data from studies of the impact of the study of mathematics, science, and technology after secondary education are analyzed. Teachers are the focus of chapter 7, which looks at who is involved in mathematics, science, and technology programs. Conclusions show that improvement has been made in Canada in the participation rate of girls in mathematics, science, and technology but that further studies need to be done in order to assure that the success rate continues. A 71-item listing of end notes and a 72-page annotated bibliography conclude the text. (JAG)

9. Preparing New Teachers for Teaching in a Multicultural Society: British Columbia.

Abstract

This paper uses the ethno-cultural composition of the Canadian population and the framework of multicultural policies as a springboard for examining how a democratic state prepares new teachers for teaching in a multicultural society. The education community has come to accept multiculturalism as a foundation of Canadian identity, although there are different levels of understanding and different organizational positions. All stakeholders in the British Columbia (Canada) educational system have agreed that the recruitment of visible minority students to teaching rather than specific program offerings in teacher education is one significant way to address multiculturalism and race relations in the public education system. The paper is divided into the following sections: (1) Introduction; (2) "Multicultural Composition of Canada and British Columbia"; (3) "Multiculturalism in Policy"; (4) "Multiculturalism in Social Studies Curriculum: British Columbia"; (5) "Multiculturalism and Pre-service Teacher Education in British Columbia"; and (6) Conclusion. This handbook is a general resource to assist Saskatchewan, Canada educators in preparing archaeological units of study for their classrooms, or in using archaeological concepts in existing units of study. 12. Stages of Learning: Building a Native Curriculum. Teachers' Guide, Student Activities--Part I, Research Unit--Part II.

Abstract

This language arts curriculum developed for Native American students in Manitoba (Canada) consists of a teachers' guide, a student guide, and a research unit. The curriculum includes reading selections and learning activities appropriate for the different reading levels of both upper elementary and secondary students. The purpose of the unit is for students to develop skills in brainstorming, biography writing, letter writing, note taking, researching, interviewing, spelling, and vocabulary. Reading selections focus on Elijah Harper, an Ojibway Cree Indian who helped defeat the Meech Lake Accord, an amendment to Canada's Constitution proposed in 1987. The Meech Lake Accord would have transferred power from the federal government to provincial governments and would have failed to take into account the interests of Natives, women, and minorities. The curriculum also includes reading selections on the creation of the Aboriginal Justice Inquiry and on Crazy Horse. The guide includes directions for pre-reading activities, ideas for discussions, post-reading activities, and answers to student learning activities. Students work together using notes from class discussions to write a biography of Elijah Harper. Students are then required to write a biography on a Native person of their choice who has been recognized for making a contribution to Native culture. The guide also includes additional resources; information on interviewing, letter writing, brainstorming, biographies, and spelling; background information on the Meech Lake Accord and the Aboriginal Justice Inquiry; and additional ideas for classroom activities. The student activities guide includes comprehension questions for discussion or written response; vocabulary, grammar, and spelling exercises drawing on the content of the reading selections; and supplementary word search activities. The research unit, written for upper elementary and secondary students covers the following topics: how to research, choosing a topic, organizing research, making notes, finding reference materials, using guide words, using the card catalogue, using the encyclopedia, using periodicals, making a research diary, using a bibliography, organizing by subtopics, organizing by outlining, using tables and graphs, and reference review. 14. Academic Relations between Canada and China: 1970-95.

Abstract

This report presents findings of a 1993 survey of the Association of Universities and Colleges of Canada members covering international educational activities at Canadian universities. The study was designed to identify and describe the administrative rationales and priorities attributed to internationalization, organizational factors related to integrating international studies into the mainstream university activities, and to examine trends in internationalization efforts and initiatives. The study was based on a questionnaire which collected comparable data from 58 of the 89 member institutions on the following: (1) the reasons and rationales for internationalizing higher education institutions, (2) internationalization as an institutional goal, (3) integration of internationalization into the administrative structure of the institution, (4) organizational factors, (5) leadership needs, (6) the meaning of internationalization, (7) elements of internationalization, (8) various types of internationalization efforts and activities, (9) comparison of findings from the current study with those of an earlier 1991 study, and (10) further issues. Appendixes include a copy of the Standing Advisory Committee on International Relations' Statement on Internationalization; the 1993 survey questionnaire; and a list of respondents' universities. This document provides historical research from the earliest French experiences on the upper North American peninsula through today. Approximately 50 maps have been provided outlining the evolution of information that has been collected by those who sought to explore the region. Most of these explorers were trading company employees who were hired as scientists to map out the best trade routes across this massive land. Later mapping expeditions were carried out by the government. Over time inventions such as the printing machine and better transportation allowed more information to be collected which produced better quality maps. These higher quality maps played a significant role in the way Canada was settled. The maps are presented in five sections: (1) The West before Exploration and Settlement, Maps 1-6; (2) Exploration through the Arctic, Maps 7-14; (3) Exploration and Settlement by Sea, Maps 15-31; (4) Exploration Overland, Maps 32-44; and (5) The Settlement Period, Maps 45-50.
