The same balancing of current accounts is achieved by taxing savings in lender economies; however, this policy hurts most households by reducing global capital. FINDINGS: To encourage higher-value use of telemedicine and discourage overuse of care, we recommend that payments should be limited to services for selected patient populations and health conditions, or to services from providers that are paid via alternative payment methods. While we recommend permanently eliminating many regulatory barriers, we do not support telemedicine payment parity.
