The article discusses the decision of the U.S. House Armed Services Committee in 2014 to distribute amendments to its Fiscal Year 2015 National Defense Authorization Act (NDAA) through its website and through e-mail to a special distribution list, instead of giving out paper copies. What has emerged from recent media coverage, White House statements, and congressional hearings is a fairly clear picture of the threat to public health posed by "rogue" online pharmacies and the obstacles facing state and federal agencies in regulating them. Exactly who should be regulating online pharmacies and what, if any, additional legislation is necessary is less clear. Several different courses of actions have been proposed to address the almost universally perceived threats to public health and the privacy of consumer information. What is very clear is that nobody is certain how to address the fact that many of these "rogue" online pharmacies are based in foreign countries, and this is cause for serious concern. The following discussion provides an overview of how online pharmacies operate and what potential risks they pose to public health. It also outlines the laws and authorities that regulate online pharmacies, the obstacles to enforcing existing laws, and recent actions taken against "rogue" websites. Finally, it offers an overview of several different recent proposals designed to meet the challenges of online pharmacies.

Millions of people worldwide are using computer technology that allows them to visit websites, communicate with others and conduct business online without leaving a trace of their identity or location. That so-called anonymizing technology has created what experts call the Dark Web, a murky layer of the online world far less visible than the one accessible by Google and other common search engines. Proponents say the Dark Web's ability to mask identities helps protect dissidents in repressive regimes, allows police and military personnel to conduct covert operations and lets human rights activists report atrocities without risking reprisal. But critics say the Dark Web is a pathway for cybercrime, used by child pornographers, drug dealers and sex traffickers to hide their illegal dealings. Some law enforcement officials say the technology cripples their ability to catch criminals.
