The immediate purpose of this consultation paper is to plan for a proposed seminar or seminars which would offer training to personnel concerned with the development of population education and its introduction in education systems. Some aspects of the broader setting for this training are briefly sketched, such as: a) the formal actions taken by the various United Nations agencies indicating the programs and services available in population and family planning; and, b) ways in which Unesco's role in educational systems in population/family planning differs from Unesco's work in other areas. A number of problems need to be considered: 1) definition and delineation of population education; 2) problems of curriculum development; 3) instructional materials and aids; 4) teacher education; 5) training of leadership personnel; and, 6) evaluation. In considering possible answers to these problem areas, the meeting may be in a position to provide guidance not only on specific matters such as objectives, content and scope of the proposed training courses, but also on the wider overall program of action into which the course should fit. Abstracts of 23 addresses given at the Sixteenth Annual Conference on Linguistics are presented in this report. The papers given at the conference deal with French, American English, English, Japanese, Cantonese, Latin, and Proto-Indo-European and cover a wide variety of topics, including dialectology, form classes, grammar, and semantics. These two volumes contain author abstracts of papers presented during the American Educational Research Association 1970 annual meeting. Both volumes are organized into six topical divisions: (1) administration, (2) curriculum and objectives, (3) instruction and learning, (4) measurement and research methodology, (5) student development and personnel services, and (6) social context of education. Each table of contents lists paper or symposia sessions, arranged alphabetically by title within each division. Individual paper abstracts can be located by means of either the title index or the author/coauthor index at the end of volume one. More and better research should be undertaken, nationally and internationally, on the effect of mass media upon society. Prior to such research, there needs to be an awareness of the realities of society today and of broadcasting structure. There should also be an understanding of the research that has already been done and of the gaps in that research. Also, an assessment should be made of the kind of organization and funding most likely to produce independent and useful research. Future research efforts might be devoted to educational media, to communication satellites, to media in transitional societies, to violence and aggression, to the social contributions of media, to the producer and broadcaster, to what is regarded as news, and to the professional training of broadcasters and researchers. A cautionary comment upon research is that the methodology tends to determine the results. Developing countries need to undertake their own research programs on the social effect of mass communications. In the increased research effort recommended, there should be cooperation at the national and international levels. The role of UNESCO (United Nations Educational, Scientific and Cultural Organization) is viewed as one of leadership, encouragement, and liaison. (MF)

The proceedings contain papers given by the members of the chapter who come from both the University and Business environments. Some operational indexing, bibliographic, SDI and Retrospective Search Systems which include CAN/SDI, Compendex, TEXT-PAC, SIS II & III, KWOC and FAMULUS are discussed. Also included are papers on two projects conducted by the Computing Science department of the University of Alberta; the one project is an on-line thesaurus and the second an Information Retrieval Laboratory. Other papers are about the computerized circulation system at the University of Calgary's library, the Marc project at the University of Saskatchewan and the problems of design and coding questionnaires. The annual bulletin of the French 8 section of the Annual Meeting of the Modern Language Association of America is presented with the texts of papers read at both the 1969 and 1970 sessions. The 1970 papers, in French, include Jean Louis Darbelnet's "Etude Sociolinguistique des contacts entre 1'Anglais et le Francais au Canada et en Nouvelle-Angleterre" and "Les Problemes de contact entre le Francais et le Creole en Haiti" by Jacques Zephyr. Texts of the 1969 presentations include Jacques Cotnam's "Nationalisme et litterature: le cas du Quebec" and Cecile Cloutier-Wojcieckowska's "Le Poetique de Rejean Ducharme." Introductory notes by the 1970 group leader, Professor Albert Valdman, examine the rationale behind changes in the format of the section meetings. (RL)

An examination of the scholarly convention as an information system reveals two problems: the word orientation of the usual convention format, excluding other communication variables; and the extent to which suggestions, complaints, or comments are isolated from an overall system orientation. Information gathering on conventions has centered on vital statistics about attendance and papers or on interviews with those attending about their perceptions. Conventions tend to serve in three capacities: as recruiter for the association and its programs, as a "bazaar," or marketplace, for the exchange of ideas, and as an educational experience. The "nonverbal" variables of the convention experience, particularly in the communications field, are worthy of further study. (RN)

"Goal-Setting for Organizational Accountability: A Leadership Strategy" (GOALS) is a program designed by the National Laboratory for Higher Education to provide a realistic strategy for integrating the people and purpose of 2-year colleges. The development of the GOALS product is accomplished in two steps: (1) identifying and classifying appropriate goals statements and (2) devising a strategy to achieve goal consensus and set goal priorities. Three types of goals identified were: (1) overall purpose goals, gleaned from publicly stated roles and college philosophies; (2) instructional goals which define desired college outputs; and (3) management support goals, which are statements of desired administrative ends. The strategy used to achieve consensus involves participation of a representative sampling of the entire college community. Participants in a workshop rank order goals in three stages: the first and last stages using individual judgments, and the middle stage requiring consensus by heterogeneous teams (students, teachers, administrators, and citizens). The program, which has been tested in several community college environments, allows for a realistic examination of goals, utilizing both participation and consensus. (RN)

This presentation is comprised of 17 session papers and the transcripts of two group discussions all dealing with various aspects of campus physical plant maintenance. Among the subjects covered are: the post-traditional campus, central environmental control, contract management service, operational and maintenance planning, air handling systems, problems of and solutions to campus security, supervising the disadvantaged worker, and grounds care. This compilation of abstracts summarizes the papers and symposia proceedings of the 2nd Convocation (1971) of the Northeastern Educational Research Association. Many topics in educational research are covered, such as: measurement, accountability, evaluation, instructional techniques, disadvantaged youth, testing, and special programs. A listing of conference participants is also included. (CK)

The actual performance and use of library technical assistants (LTSs) and the question of certification were the topics considered by the sixty participants at this meeting. Evidence of the existence and use of LTAs was given by Mrs. Elnora Portteus in her paper entitled: "The Role of Library Technical Assistants - Actual and Potential," in which she described the performance of LTAs in the Cleveland Public School system. Currently employed LTAs presented their views of their career in the second session. All described their jobs as supportive and all work in cooperation with and are responsible to librarians. The question of certification was discussed in the third session by Ronald W. Scull who explained procedures and possible difficulties of certification of LTAs. At the final session of the meeting, Ruth Hyatt presented a preliminary statement on job description of LTAs. The supportive role of LTAs in preparation and performance was stressed. At this meeting, improvement of preparation and utilization of LTAs took precedence over the debate about acceptance and identity problems. Participants agreed that the best defense of the worth of the LTA is quality performance in a truly supportive role. (Author/NH)

This presentation is comprised of 12 session papers and the text of a large institution experience exchange session dealing with various aspects of campus physical plant maintenance. Among the subjects covered are unionism; fire safety; air conditioning water treatment; cost and performance control; housekeeping consultants; Building design for easy maintenance; a faculty office furniture and structure system; air conditioning; OSHA, Occupational Safety and Health Act; electrical equipment preventive maintenance; campus security; and economic justification for office landscaping. Teachers, counselors, administrators, and university personnel from five States participated in the conference whose purpose was to analyze their changing roles in emerging career education programs. Special emphasis was placed on Virginia's rapidly developing programs of career education. Norman Gysbers spoke on "Critical Issues in Career Education," reviewing key opinions concerning purposes and conceptualizations of career education. Byrl Shoemaker's paper, "Rationale for Career Education," focused on the skill, technological knowledge, educational background, work habits, and attitudes essential to the nation's growth rate, and described a career continuum differentiated by grade level used in Ohio. Deal L. Hummel spoke on "Work and the Changing Attitudes of Students and Parents." Career development, he syas, reinforces positive youth attitudes in helping develop personal identity and self respect. Group discussions were summarized by Tom Hohenshil. "Life Career Development: The Basis for Developmental Guidance," by Norman Gysbers, described the concept of integration of roles, settings, and events over a total life span used for improving and extending comprehensive, developmental guidance programs. The remainder of the proceedings consisted of reports on career education projects in Virginia. The conference program and participants are listed. (MS)

A portion of this meeting was devoted to three concurrent discussion groups. Each focused on one aspect of what generally can be termed a national program for research libraries. The first group discussed the more important elements of the report of the Committee on Specifications for a Study of a Periodicals Resources Center. The question of such a center or centers, that would provide access to the journal literature, has become extremely important, because the number of journals now published and their ever increasing costs make it clear that individual research libraries may not be able to meet the bulk of their users' needs for journal articles. The second discussion dealt with the concept of officially designating the stronger collections in the various disciplines as national resources, which would receive continuing support from the federal government. The third group concerned itself with the prospect of developing a research library corporation. Following the discussions, the chairman of each group presented summaries to the entire membership. A series of papers and deliberations of the conference are presented which--(1) identify the policies, practices, and procedures of the various agencies, (2) identify and discuss unresolved problems related to value engineering, and (3) derive conclusions regarding the future course of value engineering programs in federal construction agencies. Both the design and construction phases of value engineering are discussed in relation to their influence on new construction projects. Several federal construction agencies report on the relationship of value engineering to their agency. Specific problem areas in value engineering are analyzed such as--(1) principles of organizational arrangements, (2) cost reduction, (3) the position of value engineering in management, (4) contract incentive clauses, (5) project selection and initiation, (6) configuration management, (7) techniques and procedures, and (8) innovations and management support. It consists of the official program for the meeting, abstracts of the 78 papers presented there, and advertisements. Reported is a study of the subsequent dissemination of information by authors who presented material at a meeting of the American Society of Heating, Refrigerating, and Air Conditioning Engineers (ASHRAE). The results of the survey include the following: 57 percent of the authors submitted the material to journals, and, although some papers were not yet accepted, only one was rejected. Three percent of the authors still planned publication, and over half of the remaining 40 percent indicated that their presentations were not suitable for publication. Ninety percent of the material published appeared or will appear in the "ASHRAE Journal" or "ASHRAE Transactions". Within four months of the meeting, 67 percent of the material destined for publication had been published. The authors' publication plans reported at the meeting were not good predictors of their actual submissions: far more attempted journal publication than originally intended to do so. Twenty percent of the meeting presentations were disseminated only at the meeting. This report makes some recommendations to ASHRAE concerning this material. Some other characteristics of the publication behavior of the authors are identified, and a copy of the questionnaire used is appended. (Author/AL)
