This report shares the findings and lessons learned from an investigation into the economics of disaggregated models for assessing and accrediting informal learners undertaking post secondary education. It presents some key economic and governance challenges for universities to consider in implementing OER assessment and accreditation policies. It also includes discussion of findings from a small-scale survey conducted by two of the authors on perceptions, practices and policies relating to openness in assessment and accreditation in post secondary institutions, with a particular focus on the "OER universitas" (OERu) concept. The quest for structural transformation has been a crucial challenge in Africa in spite of the huge amounts of aid disbursed, investments undertaken, policies implemented, etc. Notwithstanding several important reasons highlighted in the literature, they are insufficient because they focus on the role of financial resources but neglect non-financial issues and resources that are required to guarantee efficient mobilisation, utilisation and prudent management of public resources. Consequently, this paper examines these non-financial issues and resources through a systematic review of the relevant literature and analysis of their contents. The major finding was that most policy efforts at structurally transforming finance in Africa achieved little success because they were not rooted in the continent's cultures and traditions, which should be employed to enhance sound financial management and control systems.

In this article we address the debate on regional skills formation systems in Africa. We draw on the social ecosystems model (SEM) developed by Hodgson and Spours to analyse data from four case studies that reflect the complexities of African economies, rural and urban, formal and informal. The SEM model helps us focus on the three dimensions of a strong skills ecosystem: collaboration between a range of actors, key institutions and system leaders within the region (the horizontal); top-down policies, regulations, and funding streams that enable or constrain the regional skills ecosystem (the vertical); and the points where these two interact, often through mediation activities. In the case of the last of these three, our cases point to the importance of nurturing organisations which can provide SEM leadership, particularly in more fragile ecosystems. Yet, in none of the cases, are public vocational institutions playing the strong anchor role envisaged in the model. The significance of the paper lies in three ways it develops the SEM in relation to regional skills ecosystems. First, we problematise the notion of a facilitatory state and place it within wider national and global webs of power. Second, we insist that the local or regional is always embedded in and networked into myriad national and international levels. This requires a more complex understanding of how social skills ecosystems operate. Third, the notion of an anchor institution requires further elaboration. In most social ecosystems these institutions need to be built or strengthened and a clearer understanding is required of the processes of institutionalisation and what mechanisms make it possible to build this capacity and sustain it over time.

This paper analyzes China's new approaches of education aid to Africa through a case study of Cameroon. China's cooperation has been characterized by different discourses and different historic relationships with recipient countries than those of traditional donors. Sino-African policies have gone through different stages, each connected to wider political and economic realities. Currently, a broadening of China's engagement with Africa can be noticed through increasing aid packages and the inclusion of African countries other than those that had traditionally been close to China. Cameroon has been one of the countries that have had a relatively extended cooperation with China. Four types of Chinese education aid to Africa are illustrated by this paper: (i) Confucius Institutes, which are providing language and culture-related training in host countries; (ii) longer term scholarships and short-term training for Africans in China; (iii) school construction; and (iv) stand-alone education projects. By analyzing how these three different types of aid are taking place in Cameroon, various and apparently contradictory strategies and discourses materialize.

The number of highly skilled Africans leaving their country of origin, many with PhDs, has reached disturbing proportions. Meanwhile, Africa spends billions per year to fill the capacity gaps that are created by the exodus of the highly skilled. In Africa, Ethiopia ranked first in terms of rate of loss of human capital. Many African governments are unable to match salaries or offer incentives to draw the highly skilled to return home in this context. The article focuses on the knowledge Diaspora, and the possibilities that exist to offset the potential impact of brain drain on their country of origin. The paper examines pathways for the mobilisation of the African Intellectual Diasporas, in particular the Ethiopian knowledge Diaspora, by addressing the main factors that played a role in shaping the new direction of the brain drain phenomenon. This paper looks at the vulnerability of today's youth worldwide, with a particular focus on the Middle East and North Africa (MENA), where the proportion of citizens aged 12-24 is particularly high at one-third of the total population. Cursed with poor education and few work opportunities, the youth unemployment rate has risen to 50 per cent in this region. There is a consequent lack of participation at all levels, and a large number of youth are showing symptoms of low self-esteem, frustration, anger and unrest. After discussing the outcomes of years of an inhuman economic system on a global level, this article points to a more humane and empowering path. The author argues that, instead of continuing with profit-oriented capitalism or relying on the informal sector, the co-operative way represents a third alternative to existing economic sectors within the dominant contemporary economic system. The article analyses the many benefits of this path for the realisation of a humane economy. In so doing, it touches on issues of equity and social protection. Finally, the article outlines what needs to be done if this is to be a viable solution for a human economy. While giving many examples of successful co-operative enterprises worldwide, the author singles out the MENA region as one which could also benefit from the new trends outlined.

This paper examines the importance of trade openness for attracting Foreign Direct Investment (FDI) inflows, using a sample of 36 developing economies for the period 1990-2008. It provides a direct test of causality between FDI inflows, trade openness and other key variables in developing regions of the world: Latin America, Asia, Africa, CIS (Commonwealth of Independent States) and Eastern Europe. Trade openness is measured by using eight different indicators. The main empirical findings of the panel regression analysis reveal that in the long run, trade openness contributes positively to the inflow of FDI in developing economies.
