The U.S. Department of Health and Human Services (HHS) has recommended to the Drug Enforcement Agency (DEA) that marijuana be rescheduled to Schedule III of the Controlled Substances Act (CSA). HHS concluded that cannabis is not as risky or prone to abuse as other Schedule I substances and has potential medical benefits. This recommendation is significant as it represents a pivotal moment in U.S. federal drug policy. The rescheduling of cannabis would have wide-ranging effects on the legal, banking and financing, taxation, and medical and scientific research aspects of the cannabis industry.
