Approaches to risk assessment in tunnelling and underground spaces were introduced in 2004 as a result of several serious accidents in tunnels such as Mont Blanc and Tauern Tunnel in 1999. The EU has published the minimum safety requirements for tunnels over 500 m on Trans-European Road Network. The risk assessment is mandatory and should cover all components of the system, i.e. infrastructure, operation, users and vehicles. The professional community has started using the quantitative risk assessment approach, where the crucial issue is the consequence analysis of fire scenarios in a tunnel. Fire development is a complex physical phenomenon and its calculation is time consuming, therefore, complex models have rarely been used in quantitative risk assessment approaches. This paper presents the methodology of integrating fast-processing risk assessment methods with time-consuming CFD methods for fire consequence analysis in the process of tunnel safety assessment. The main variables are soot density and temperature, which are analyzed in one-minute time steps during the fire. Human behavior is considered with the evacuation model, which is needed to evaluate fatalities during the fire process. The application of the methodology is presented based on the evaluation of the national tolerable risk for tunnel transport and compared with referenced EU risk criteria. Detecting anomalies in crowd scenes holds a critical task in automated video inspection to prevent any casualties in the regions that witness the higher quantity of footfalls. The main confront for the automated classification of crowd anomalies in images is the utilization of feature sets and methods that could be simulated in each crowded scenario. This research aims to provide a novel crowd anomaly detection approach with 4 key steps. Initially, video frame conversion takes place during preprocessing and then the segmentation process is done via Entropy based FCM (EFCM). Further, a Histogram of Gradients (HoG), Local Gradient Pattern (LGP), and improved spatiotemporal features are derived. The DCNN classifier is then used to classify these traits, and the exact discovered results are obtained. For exact detection, this paper intends to optimize the weights of DCNN using Self Improved Dingo Optimization (SI-DOX) model. The proposed technique has achieved high accuracy values at the 90th LP, better than the existing methods like DCNN + DOX, DCNN + SNFO, DCNN + PRO, DCNN + GOA, and DCNN + GWO by 3.23%, 10.75%, 4.3%, 3.23%, and 4.3%, respectively. This paper improves the visual change-based personnel evacuation model by considering the evacuees' gravity. Specifically, first, the new model incorporates the gravity formula in the model's mechanic part to consider the influence of gravity. Second, the new model involves rules for determining the visual range of personnel moving in the stairwell. Third, the proposed model investigates the influence of the angle and width of the stairwell, the number of people, and other factors during personnel evacuation under the influence of gravity. The model is developed in Python and is compared with actual results, revealing that the proposed model is more realistic considering the evacuation time compared to current models. Indeed, under a fixed number of people, when the stairwell angle is less than 34°, the evacuation time decreases as the angle increases, and when the stairwell angle exceeds 34°, the evacuation time is almost unchanged. Additionally, under a fixed number of evacuees, the evacuation time decreases as the width of the stairwell increases, and due to stairwell width space redundancy, the evacuation time tends to stabilize. A calamitous landslide happened at 22:00 on September 1, 2014 in the Yunyang area of Chongqing City, southwest China, enforcing the evacuation of 508 people and damaging 23 buildings. The landslide volume comprised 1.44 million m3 of material in the source area and 0.4 million m3 of shoveled material. The debris flow runout extended 400 m vertically and 1600 m horizontally. The Xianchi reservoir landslide event has been investigated as follows: (1) samples collected from the main body of landslide were carried out using GCTS ring shear apparatus; (2) the parameters of shear and pore water pressure have been measured; and (3) the post‐failure characteristics of landslide have been analyzed using the numerical simulation method. The excess pore‐water pressure and erosion in the motion path are considered to be the key reasons for the long‐runout motion and the scale‐up of landslides, such as that at Xianchi, were caused by the heavy rainfall. Counting the number of people in a specific area is crucial in maintaining proper crowd safety and management especially in highly-congested indoor scenarios. Recent convolutional neural network (CNN) approaches integrate auxiliary sub-networks to increase the accuracy of the model in estimating crowd size. However, these models require large computational costs due to additional calculations, resulting in an impractically slow inference speed for real-world applications. In this paper, we propose a fast, efficient, and robust crowd counting model called Condensed Network or ConNet. We utilize a composite technique composed of multiple compression methods to reduce the number of parameters of our proposed model. ConNet attains counting accuracy on par with state-of-the-art crowd counting methods on benchmark datasets featuring indoor scenes, while significantly reducing parameter count and increasing inference speed. Moreover, ConNet still performs accurately even with extreme changes in lighting conditions, image resolutions, and camera orientations. With the characteristics of high-speed transportation, the elevator has an overwhelmingly crucial meaning footnote in an auxiliary evacuation high-rise building with more than 30 floors causing the time to be the deciding factor under the emergency condition. The study shows that using the stairway or elevator separately cannot achieve the best effect. The elevator's evacuation time depends on the number of occupants on each floor and the elevator's carrying capacity. This paper discusses how to use the stair and elevator to optimize the hybrid evacuation in high-rise buildings and proposes two goals for the evacuation model of high-rise buildings under emergency conditions. One is that both the last occupant to use the stairway and the last occupant to use the elevator reach the safe place simultaneously. The other is that we fine-tune the evacuation destinations of the occupants to balance the utilization of each evacuation path as much as possible. We present the optimization method with three steps, and the evacuation time shrunk by up to 57% according to the baseline. This paper investigates the effects of chair burning on the concentration of toxic gases and heat exhaust in a cinema hall. Different ventilation systems, including displacement ventilation (DV), impingement jets ventilation (IJV), stratum ventilation (SV), and hybrid ventilation (combination of displacement and stratum ventilation) were considered in this study. Large Eddy Simulation (LES) of the turbulent flows was performed using Pyrosim software. Concentrations of the toxic gases (CO and CO2) and the heat generated by the fire in the exit doors have been discussed in detail. Concentrations of the generated toxic gases from the fire in all three systems were within the permissible safe ranges. However, among the tested systems, displacement ventilation and impingement jet had better results. Displacement ventilation could decrease the concentrations of soot by 31%, CO by 16%, and CO2 by 11% rather than stratum ventilation. The maximum concentrations of CO and CO2 were 6.35 ppm and 335 ppm, respectively, in the displacement ventilation system. For the stratum ventilation, the concentrations of CO and CO2 were reported 7.5 ppm and 370 ppm, respectively. Using the displacement and the impingement jet ventilation systems, the heat exhaust from door #1 and door #2 are, respectively, 66.6%, and 96% lower than those obtained by the stratum ventilation system. Risk-based catastrophe bonds require the estimation of losses from the convolution of hazard, exposure and vulnerability models. These models are affected by different uncertainties that arise from the definition of their input parameters. In this paper, we propose a stochastic approach to treat the uncertainty in the asset location and attributes of the exposure model. The proposed method uses the Monte Carlo sampling approach to generate a stochastic exposure database, where each asset location is generated randomly within the geometric bound of the administration, while the asset attributes (i.e. construction type and material, number of storey, building activity type and number of dwelling) are sampled from distributions built from census data. Finally, a sensitivity analysis is performed to investigate the influence of the spatial resolution of the exposure model on the average annual losses (AAL) and catastrophe bond prices. To this end, we implement four exposure models, with spatial resolution at the asset, municipality and province levels, on a study region comprising ten provinces in southern Italy. Compared to the proposed model, the exposure model where assets are relocated and aggregated at the geometric centroid of the municipality underestimates AAL by 8 % , while a higher difference (up to 20 % ) is observed for the exposure model where assets are relocated and aggregated at the geometric centroid of the province. We also consider an exposure model whose asset locations are extracted from publicly available building footprints. Yet, this latter model was incomplete for some provinces resulting in underestimation of AAL up to 90 % . Differences in catastrophe bond prices obtained from the four exposure models are less evident, with the exposure model built based on the building footprints showing a difference up to 9.5 % . Crowd evacuation simulation is an essential element when it comes to planning and preparation in evacuation management. This paper presents the survey based on systematic literature review (SLR) technique that aims to identify the crowd evacuation under microscopic model integrated with soft computing technique from previous works. In the review process, renowned databases were searched to retrieve the primary articles and total 38 studies were thoroughly studied. The researcher has identified the potential optimization factors in simulating crowd evacuation and research gaps based on acquired issues, limitation and challenges in this domain. The results of this SLR will serve as a guideline for the researchers that have same interest to develop better and effective crowd evacuation simulation model. The future direction from this SLR also suggests that there is a potential to hybrid the model with soft-computing optimization focusing on latest nature-inspired algorithms in improving the crowd evacuation model. Due to the advantages of high integration, modular steel buildings have recently received extensive attention and research. The connection between modules (inter-module connection) plays an important role in ensuring the safety and integrity of modular steel buildings. However, most of the existing inter-module connections have problems such as insufficient construction space, difficulty in disassembly, lack of design specifications, etc. An innovative inter-module connection with bolt and shear key fitting was proposed. The connection separates the horizontal load-bearing component and the vertical load-bearing component, which greatly reduces the difficulty of analysis and design. The structure of the connection is convenient for construction and insensitive to installation errors. The structure and advantages of the connection were introduced in this paper, and the shear performance of the connection was studied by the monotonic static test. A finite element model verified with the experiment was proposed to simulate the shear performance of the connection. The influence of errors in fabrication on the performance of the connection was studied using the finite element model, and connection's operating status in a modular frame was analyzed. Thus the allowance for the clearance between the shear key and slot was obtained. Based on the experimental and numerical study results, a formula was proposed to predict the shear capacity of the connection for the practical design of inter-module connection in modular steel buildings. It depends on both the pedestrians and the building whether they can be evacuated from a building safely and quickly in any situation. Understanding pedestrian behavior is crucial when designing buildings for safe evacuation in emergencies like earthquakes and fires. Since this topic has yet to be fully explored in Ghana, we conducted experiments in a classroom to capture the characteristics of pedestrian movements during an emergency. In this experimental study, students were asked to pretend to evacuate during an emergency. The simulation and comparison of the evacuation of students from a classroom were conducted using a multi-grid model in our study. The study examines several factors that influence evacuation characteristics. These factors include pedestrian density, speed, time, door width, body mass index, and classroom capacity. The paper describes in detail all study phases, including planning, preliminary work, observational studies, empirical data collection, and statistical analysis. It thoroughly examines premovement time, group density, and velocities for groups and individuals moving through doorways, traveling distances, and walking in educational settings. A person's state of mind and psychological abilities are also taken into account, as well as their level of emotional involvement in the movement. Poor earthquake response in suspended ceilings can cause wide-scale injuries and financial losses, which underscores the need to understand such systems better. This paper presents a study on a plasterboard suspended ceiling system (PSCS) installed in a 3.00-m tall steel building. The PSCS is an assembly of a plasterboard with plan dimensions of 2.69 m×2.27 m attached to a horizontal metal frame suspended from the roof. The building was subjected to Taft motion in the principal horizontal directions. The peak input accelerations ranged between 0.05g and 0.25g (0.05g and 0.70g) in the short–edge (long-edge) direction; the natural period of the PSCS increased from 0.91 to 0.99 s (0.32 to 0.99 s) during the tests. The peak plasterboard acceleration ranged between 1.1 and 2.4 times the peak roof acceleration (except during impact). Damage was observed primarily in the suspender struts near its lower end, attributable to the "rigid" connection between strut and horizontal metal frame. Response of the PSCS in the "softer" direction was greater and more sensitive to the response of the superstructure compared to the orthogonal direction. Static tests on the joint between the suspender and the roof of the building provided information for the development of the numerical model. Separate models were developed for the two principal horizontal directions due to different degradation characteristics. An ambient damping of 2% in the numerical model (experimental value was 8%) led to a much better simulation in the "softer" direction, indicating that damping during "large-amplitude motions" can be considerably less than that during "low-amplitude motions." Building collapse is a major cause of casualties after an earthquake, so accurately extracting building damage information is critical for post-earthquake assessment and rescue. Currently, most deep learning methods focus on the end-to-end detection of building collapse. However, in real-world earthquake scenarios, the end-to-end computational process often lacks flexibility and struggles to meet the requirements of rapid emergency response. To address this issue, this paper proposes a cascaded framework that combines pre-earthquake building extraction and post-earthquake building damage classification. The proposed framework includes two sections: (1) Progressive building semantic segmentation model in the joint frequency domain. This model is designed to accurately extract buildings prior to an earthquake, with the goal of minimizing error propagation throughout the cascading process. The model addresses the spatial similarity of buildings under complicated backgrounds, as well as the high internal heterogeneity of buildings, by utilizing frequency domain techniques. It compensates for the shortcomings of traditional models in terms of incomplete information extraction through the effective integration of global and local information. Finally, the model employs edge priors for edge regularization. (2) Rapid building damage classification process. Based on the accurate building extraction results, a fast and efficient classification process is developed. This process uses a simple and lightweight classification network to effectively extract building damage information caused by the earthquake. The superiority of the proposed framework is validated through comparison with traditional cascading architectures and end-to-end models. The results show that the cascading framework not only provides accurate pre-earthquake building extraction, but also enables efficient and accurate post-earthquake damage classification, which meets the requirements of rapid post-earthquake emergency response. Kamaishi in Iwate Prefecture has suffered devastating damage on several occasions, including the 1896 Meiji Sanriku tsunami, the 1933 Showa Sanriku tsunami, the 1945 naval bombardment during W.W. II and the 2011 Great East Japan Earthquake. Each time, the city has recovered. This paper explores the history of reconstruction planning and urban development in Kamaishi and how the city's landscape and urban space have been shaped by disaster and reconstruction. In the Kamaishi area in modern times, temples, shrines and public facilities have been moved and new infrastructure has been developed repeatedly, after each disaster. The accumulated reconstructions have generated a landscape in which the city is centred on wide streets that form a vertical axis connecting the coast and the highlands. The need to evacuate has been woven into the urban space of Kamaishi through repeated experiences of disaster and reconstruction. In the reconstruction that took place after the Great East Japan Earthquake, new layers and facilities were added for commercial recovery and residential reconstruction, but the underlying intention was to build a network of evacuation routes. Researching the methods to identify and predict thermodynamic disasters during deep coal mining is a very important work for the design of mine emergency systems and the decision-making of mine rescue and personnel evacuation, however, existing studies only built static models without evaluating or predicting the development trend of thermodynamic disasters, the research on dynamic modeling methods and rescue decisionmaking is insufficient, and they generally ignored the mechanism of mutual conversion between fire and gas explosion in deep coal mines. Thus, this paper aims to study the identification and prediction of thermodynamic disasters during deep coal mining. At first, the method for analyzing the thermal field in deep coal mining areas is introduced in detail, and the finite element thermal analysis method is adopted to study the thermodynamic disasters during deep coal mining; then, this paper establishes a thermodynamic disaster prediction model based on the improved Kernel-based Extreme Learning Machine (KELM), and introduces the improved Crow Search Algorithm (CSA) to solve the instability of prediction results caused by artificial selection of model parameters. The evacuation of buildings in case of fire is a sensitive issue for civil society that also motivates the academic community to develop and study solutions to improve the efficiency of evacuating these spaces. The study of human behavior in fire emergencies has been one of the areas that have deserved the attention of researchers. However, this modeling of human behavior is difficult and complex because it depends on factors that are difficult to know and that vary from country to country. In this paper, a paradigm shift is proposed which, instead of focusing on modeling the behavior of occupants, focuses on conditioning this behavior by providing real-time information on the most efficient evacuation routes. Making this information available to occupants is possible with a solution that takes advantage of the growing use of the IoT (Internet of Things) in buildings to help occupants adapt to the environment. Supported by the IoT, multi-agent recommender systems can help users to adapt to the environment and provide the occupants with the most efficient evacuation routes. This paradigm shift is achieved through a context-based multi-agent recommender system based on contextual data obtained from IoT devices, which recommends the most efficient evacuation routes at any given time. The obtained results suggest that the proposed solution can improve the efficiency of evacuating buildings in the event of a fire; for a scenario with two hundred people following the system recommendations, the time they take to reach a safe place decreases by 17.7%. The manuscript is focused on the problems of evacuation in case of fire from the buildings of museums as places with a mass presence of people. Features specific to museums and how they affect safe evacuation conditions are discussed. Most attention is paid to evacuation management, since the vast majority of museum visitors are not familiar with the layout of the building. In this case, the actions of staff in evacuation management are decisive. The paper considers the development of evacuation schemes, taking into account the spread of fire hazards in the building and the development of instructions on their basis for the staff. Using the example of the Winter Palace of the State Hermitage Museum, the solution of the marked tasks with the use of computer simulation of evacuation during a fire is given. The analysis of the simulation results showed the vulnerabilities of the museum. In this work, the evacuation schemes for the scenarios are considered. The maximum number of visitors at a single time in the Winter Palace has been set at 4000. The principles of making evacuation schemes are formulated, including taking into account the peculiarities of space-planning solutions inherent in museums, such as enfilades and the connections of rooms. Identifying fire risk in urban centres is instrumental for supporting informed decision-making and outlining efficient vulnerability mitigation strategies. Historic centres are particularly complex in this regard due to the high density of combustible materials in these areas, the favourable fire propagation conditions between buildings, and the complex urban morphology, which makes the evacuation of inhabitants difficult in case of a fire emergency. Recent safety regulations tend not to be fully applicable to historic city centres, where the specificities of the buildings, together with the need to safeguard their heritage value, make the rules for new buildings incompatible. For that reason, an adaptation of current evaluation methods is required to assure the safety of these places. The present paper aims to contribute to this topic by presenting and discussing the results obtained from the application of a simplified fire risk assessment methodology to a representative part of the historic city centre of Aveiro, Portugal. Data were collected through fieldwork building inspections and the results were mapped using a Geographic Information System tool. The study reveals that around 63% of the assessed buildings have a level of fire risk greater than the level of risk which is acceptable for buildings with this type of use and value. Based on the work developed, different mitigation strategies are suggested and compared. Regular shelves configuration forms unique characteristics of internal obstacles in a supermarket. It is crucial to study the crowd evacuation affected by obstacles during accidents or disasters in supermarkets as assembly occupancies. Based on the Tri-14 model, this paper studied the influence of safety exit designs and shelves' configuration on the crowd evacuation efficiency with different densities in a supermarket through parameters and images. The results mainly indicate that: (1) The evacuation distance of farthest grid (Dfg) is the key factor to determine the total evacuation time of a low-density crowd. (2) For a high-density crowd, the closer the proportion ratio of the number of evacuees choosing each exit is to that of designed strand numbers of crowd flow at each exit, the higher the evacuation efficiency and average utilization efficiency of exits get; the scattered arrangement of exits will not necessarily lead to improving evacuation efficiency. Shelves' configuration could lead to the extension of Dfg, but the change may reduce evacuation time instead, especially when forming effective advanced-gathering zones. (3) Under appropriate conditions, the impact of shelves' configuration on evacuation efficiency can be negligible. In the past decade, there is an increasing interest in the deployment of unmanned surface vehicles (USVs) for undertaking ocean missions in dynamic, complex maritime environments. The success of these missions largely relies on motion planning algorithms that can generate optimal navigational trajectories to guide a USV. Apart from minimising the distance of a path, when deployed a USVs’ motion planning algorithms also need to consider other constraints such as energy consumption, the affected of ocean currents as well as the fast collision avoidance capability. In this paper, we propose a new algorithm named anisotropic GPMP2 to revolutionise motion planning for USVs based upon the fundamentals of GP (Gaussian process) motion planning (GPMP, or its updated version GPMP2). Firstly, we integrated the anisotropy into GPMP2 to make the generated trajectories follow ocean currents where necessary to reduce energy consumption on resisting ocean currents. Secondly, to further improve the computational speed and trajectory quality, a dynamic fast GP interpolation is integrated in the algorithm. Finally, the new algorithm has been validated on a WAM-V 20 USV in a ROS environment to show the practicability of anisotropic GPMP2. Note to Practitioners—The work reported in this article will be significant for USVs to conduct missions in complex, dynamic maritime environments where various obstacles and time-varying ocean currents exit. We develop this novel motion planning algorithm based on Gaussian process and optimise the trajectory using probabilistic inferences. The new algorithm can generate collision free trajectories that also minimise the influences caused by adverse ocean currents in a highly efficient way. In addition, the planning has been undertaken in a continuous-time domain making the generated trajectory have a guaranteed smoothness and readily feasible for autopilots to track. We use a coastal area with time-varying vortexes to present a challenging practical maritime environment. The presented algorithm integrates the available information about a fluid field regarding energy consumption and hazard level, along with the density of obstacles to plan a navigational route efficiently. To increase the practical performance of the proposed method, diverse models for generating ocean currents need to be developed in the future to tackle unpredictable situations. Zonal occupant level is of great practical interest for building energy saving under normal operations and for fast evacuation under emergency. Though there are many existing sensing systems to estimate this information, the problem is still challenging due to the privacy concerns, the random human movement, and the accumulative error. In this paper, we consider this important problem and focus on infrared beam systems that monitor the zonal arrival and departure events. We make the following contributions. First, a rule (i.e., Rule 1) based on the stay time is developed to reduce the accumulated estimation error in each zone. Second, a rule (i.e., Rule 2) is designed to coordinate the estimation among neighboring zones. A decentralized estimation method is then developed using these two rules. Third, the advantage of this method is demonstrated through simulation results and field tests. In the indoor design process, architects make crucial decisions regarding architectural layout and the selection of non-structural elements. However, there is a lack of comprehensive consideration for human evacuation behavior, specifically in the event of earthquake evacuation, during the design process. This paper bridges this gap by presenting the application of Agent-Based Building Earthquake Evacuation Simulation (AB2E2S). The paper assesses a post-earthquake evacuation simulation prototype, which integrates an agent-based simulation technique with probabilistic earthquake damage assessment. The model is applied to the case of the engineering building at The University of Auckland, to evaluate the impact of earthquake intensity, design, and behavioral variables on Safe Evacuation Time and number of casualties. This scoping review addresses the role of functional limitations on evacuation performance of adults in public buildings. Although this topic has been addressed in evacuation research, no linkage is currently available between functional limitations, the predominant activities affected by them and evacuation performance. This review strives to open a debate on the need to classify the impact of disability in terms of functional limitations on evacuation performance according to methods adopted in health science. This paper reviews literature concerning evacuation from public buildings with adults aged ≥ 60 years and/or adults aged ≥ 18 years with functional limitations. The International Classification of Functioning, Disability and Health has been used to identify predominant activities during an evacuation and to perform a structured classification at different levels of resolution to address self-evacuation possibilities. Results of the review are presented in a tabular form linking predominant activities in terms of the International Classification of Functioning, Disability and Health and six categories of functional limitations with the engineering evacuation time-line. The suggested classification can facilitate the assessment of the evacuation-related issues in buildings in relation to the population under consideration. The main research gaps identified include the lack of studies concerning the impact of cognitive limitations on egress, and the need to add the temporal dimension to the methods adopted in accessibility research to allow for their use in the egress field. Probabilistic analysis is receiving increased attention from fire engineers, assessment bodies and researchers. It is however often unclear which probabilistic models are appropriate for the analysis. For example, in probabilistic structural fire engineering, the models used to describe the permanent and live loads differ widely between studies. Through a literature review, it is observed that these diverging load models are based on surveys conducted between 1893 and 1976 and that widely adopted assumptions, such as the rule for combining permanent and live loads into the total load effect, are commonly adopted based on precedent. The diverging current models however relate to mostly the same underlying datasets and basic methodologies. Differences can be attributed (largely) to specific assumptions in different background papers, which have become consolidated through repeated use in research papers and adoption in background documents to codes. By reviewing the studies underlying currently applied probabilistic load models in structural fire engineering, a consolidated probabilistic load model is proposed in this paper. It is concluded that the total load effect is ideally described by KE·(G + Q), with KE the model uncertainty for the load effect, G the permanent load, and Q the imposed load. The model uncertainty KE can be described by a lognormal distribution with mean equal to unity and coefficient of variation (COV) of 0.10. The permanent load is preferably modelled by a normal distribution with mean equal to the nominal permanent load, and a COV which can either be assessed on a project specific basis, or can be set to 0.10 for a first assessment. For common occupancies (office, residential), the live load is preferably modelled by a Gamma distribution. The mean live load can be taken as 0.2 times the nominal, and the live load COV can be taken as 0.60 for large load areas (> 200 m2) and 0.95 for smaller load areas (< 100 m2). Comparison between the failure probabilities of steel and concrete columns subject to fire, considering the proposed consolidated model and two currently commonly used models, indicates that relative differences of the probability of failure can be in the order of 10%. The purpose of this paper is to clarify the state of the disposition of building evacuation sites in Sendai, including the processes and background, whilst considering the project environment surrounding the disposition in central ministries and Sendai. The Home Ministry, which had been responsible for building evacuation during the wartime period, consistently promoted the conversion of evacuation sites into urban planning sites immediately following the end of World War II. The Ministry of Transport and the War‐Damage Reconstruction Institute also planned to convert evacuation sites into urban planning sites and railway land. Therefore, in Sendai, there were plans to convert two evacuation sites into streets. However, due to differences in the project environment surrounding the disposition of evacuation sites; such as the number of evacuated houses, required expenses, regional characteristics, and differences in project characteristics; only one street was completed. Considering the influence of pre‐war urban planning on building evacuation, and thus war‐damage reconstruction: three streets coincided with preceding pre‐war plans, and the pre‐war urban planning street was taken over in a manner consistent with war‐damage reconstruction through building evacuation. During the last few years, the technical and scientific advances in the Geomatics research field have led to the validation of new mapping and surveying strategies, without neglecting already consolidated practices. The use of remote sensing data for damage assessment in post-disaster scenarios underlined, in several contexts and situations, the importance of the Geomatics applied techniques for disaster management operations, and nowadays their reliability and suitability in environmental emergencies is globally recognized. In this paper, the authors present their experiences in the framework of the 2016 earthquake in Central Italy and the 2019 Cyclone Idai in Mozambique. Thanks to the use of image-based survey techniques as the main acquisition methods (UAV photogrammetry), damage assessment analysis has been carried out to assess and map the damages that occurred in Pescara del Tronto village, using DEEP (Digital Engine for Emergency Photo-analysis) a deep learning tool for automatic building footprint segmentation and building damage classification, functional to the rapid production of cartography to be used in emergency response operations. The performed analyses have been presented, and the strengths and weaknesses of the employed methods and techniques have been outlined. In conclusion and based on the authors' experience, some operational suggestions and best practices are provided and future research perspectives within the same research topic are introduced. Emergency evacuation in high-rise buildings is a crucial problem. The evacuation strategy of using stairs and evacuation elevators should be optimized. In this paper, simulation-based optimization method is used to optimize the evacuation strategy of using stairs and elevators in high-rise buildings. The stair simulation is based on a cellular automata model, and several typical pedestrians' walk preferences are considered in this model. In the simulation, evacuation elevators can arrive at the refuge floors, and the scheduling of the elevators is optimized based on the GA algorithm. The simulation-based optimization is designed as a two-level problem: The upper level is a strategy level; the lower level is an operation level. In the study case, the evacuation strategy of a 100-floor ultra-high-rise office building is optimized. We find that if evacuees follow the traditional stair evacuation strategy, the evacuation time is 42.6 min. After optimization, the evacuation time of optimal strategy by using both stairs and elevators is 25.1 min. Compared with the traditional stair evacuation strategy, the efficiency of evacuation is improved by 41.1%. It is also found that the merging behavior in stairwells will decrease the velocity of the pedestrian flow. In large buildings, during the situation of fire or other hazards, a smart evacuation guidance system needs to fully consider manifold aspects of hazards to guide evacuees through exit gates as fast as possible by dynamic and safe routes. In this paper, we propose a smart evacuation guidance system with a dynamic evacuation routing approach by using the LCDT (Length-Capacity-Density-Trustiness) weighted graph model and partial view (PV) information which represents the hazard intensity and the crowd congestion information of a group of sections/floors in the building. The proposed system is designed as a distributed system with multiple layers of computing by using smart indicators. Given such a system, we develop an efficient distributed approach, so-called LCDT&PV, to find out effective evacuation routes dynamically. We then propose an estimating congestion strategy in order to improve the efficiency of dynamic evacuation routes. To validate the proposed system, we implement a simulator to compare the proposed evacuation routing approach with baseline approaches. Experimental results show that the proposed approach reduces up to 30% of the total evacuation time compared with others. During disasters, individuals witness various dreadful scenes and situations. These scenes and situations generate a sense of panic and cause panic attacks to individuals. Panic attacks cause various disorders like Panic Disorder, Post Traumatic Stress Disorder, and Anxiety Disorder, etc. On the other side, smart cities are becoming the mainstay for urbanization. Hence, the increasing incidents of disruptions due to disasters require the smart cities to adopt emergency response and resilience as the most critical dimension for its design so that the disaster-related risks can be prevented and controlled. This dimension of smart city design helps in minimizing the disruption, human, and socio-economic loss through Information and Communication Technologies (ICT) and called smart disaster management. In this paper, a Fog-Cloud centric Internet of Things (IoT)-based cyber physical framework is proposed, which prioritizes the evacuation of the panicked stranded individuals and provides timely medical support. The physical subsystem of the framework acquires data from stranded individuals and disaster-affected environment and provides various information services to the respective stakeholders (evacuation personnel and stranded individuals). Whereas, the cyber subsystem of the proposed framework, initially at the Fog layer classifies the Panic Health Status (PHS) of the stranded individuals in real-time based on the acquired health data and analyzes the novelty of the data for avoiding unnecessary data traffic to Cloud. After PHS diagnosis, the cyber subsystem uses Bayesian Belief Network (BBN) to monitor the panic health sensitivity of the stranded panicked individuals using disaster-related health and environmental data, at the Cloud layer. This subsystem also builds the evacuation map using acquired disaster-related environmental data at the Cloud layer. Based on the evacuation map and monitored panic health sensitivity of the individuals, the subsystem prepares evacuation strategy, which prioritizes the evacuation of the stranded individuals. The vital points of this proposed framework are the immediate panic-related diagnostic and curative alert generation to the mobile devices of the stranded individuals from the Fog layer, and the preparation of the evacuation strategy based on the evacuation map and panic health sensitivity monitoring of the stranded individuals, at the Cloud layer. The experimental evaluation of the proposed framework depicts the classification efficiency of Support Vector Machine (SVM) for classifying the PHS of the stranded individuals in real-time, and efficiency of Data Novelty Analysis (DNA) for avoiding unnecessary data traffic, at the Fog layer. The experimental evaluation also acknowledges the efficiency of evacuation map building using Unmanned Aerial Vehicles (UAVs), and panic health sensitivity monitoring using BBN at the Cloud layer. One of the essential proceedings to save the lives of the occupants of a multifloor and large building in emergency situations (such as fire and chemical spills) is the proper, timely, and safe evacuation of the building. This paper addresses the building evacuation planning as an important predisaster task and presents two equivalent mixed-integer linear programming (MILP) formulations where the first model is based on arc flows, and the second one is based on path flows. For each model, some valid inequalities are introduced to make the linear programming (LP) relaxation space closer to the convex hull of the original problem and speed up the model resolution via MILP solvers. Further, to solve large instances of the problem, a heuristic algorithm is developed. The performance of the proposed models, the effect of valid inequalities, and the efficiency of the proposed algorithm were evaluated on some instances taken from the literature and some randomly generated instances. Numerous evacuation performance data for the utilization in evacuation modelling and simulations have been established for the conventional/widely studied scenarios, such as building evacuation scenarios. However, such data are typically scarce for a new scenario in literature — evacuation from high-deck coaches. This paper fulfills this gap by presenting empirical high-deck coach evacuation data-sets that can be used for model configuration and validation. To this end, firstly, five essential and commonly used performance metrics, i.e., evacuation time, flow rate, alighting time gap, velocity on stairways and exit choice, were collected and derived from two series of controlled experiments with 7 and 22 runs that involved 44 and 96 participants respectively. Then, all these datasets were structured in the distribution form, based on which three critical behavioural insights are revealed regardless of the evacuation conditions (the types of high-deck coaches, lighting conditions, and age groups). First, the evacuation behaviour in normal (experimental) conditions conforms to a multi-stage pattern (a modified four-stage pattern, i.e., reaction, acceleration, fluctuation and saturation stages). Second, the instantaneous flow rate can be well captured by the Burr, Loglogistic and Lognormal distributions, and the alighting time gap can be represented by the Burr distribution. Third, more than 50% of passengers evacuate through the rear door in the front-and-rear-door evacuations. The frequency of choosing the front door is found to shift towards the direction of the rear door compared to the ideal results (based on the shortest distance calculation) with a magnitude of approximately 1.95 seat rows. The presented data-sets are valuable resources for the development of high-deck coach evacuation models. In the aftermath of a seismic event, decision-makers have to decide quickly among alternative management actions with limited knowledge on the actual health condition of buildings. Each choice entails different direct and indirect consequences. For example, if a building sustains low damage in the mainshock but people are not evacuated, casualties may occur if aftershocks lead the structure to fail. On the other hand, the evacuation of a structurally sound building could lead to unnecessary financial losses due to business and occupancy interruption. A monitoring system can provide information about the condition of the building after an earthquake that can support the choice between several competing alternatives, targeting the minimization of consequences. This paper proposes a framework for quantifying the benefit of installing a permanent seismic structural health monitoring (S2HM) system to support building evacuation operations after a seismic event. One of the main problems of rescue workers in confrontation of fired complex buildings is the lack of sufficient information about the building indoor environment and their emergency exit ways. Building information modeling (BIM) is a database for building a 3D model of building information to create a 3D building geometry network model. This paper has implemented some GIS and BIM integration analyses to determine the shortest and safest paths to people under fire risk and simulate their movement in the building. Plasco building was a multi-story shop in Tehran which has been fired in 2017 and destroyed. This paper attempts to simulate the firefighting and rescue operations in Plasco Building using an integration of BIM and GIS. There is no detailed information about the building and the fire incident, therefore the developed BIM and corresponding geometric network might differ slightly. The shortest and safest paths to the exit door or windows where the fire ladders are located are computed and analyzed. As a result of 15 scenarios developed in this paper, it was found that at 87% of the cases, the safest paths for the emergency exit of the people at risk were longer than the shortest paths. This study has evaluated different scenarios for the shortest and safest paths using Dijkstra algorithm considering different origins and destination points in the 3D indoor environment to assist the rescue operations. It is of crucial importance whether or not evacuees follow the evacuation signs during building evacuation. It is necessary for effective evacuation signs to be designed in a way that helps the occupants follow building safety guidelines. In this paper, 658 evacuation experiments with wearable eye tracking devices were carried out to test the effectiveness of both the setting positions and design of evacuation signs in buildings. There are four factors considered in this paper: (1) position, (2) colour, (3) graphics, and (4) (or flashing). The results show that the effect of the green "arrow" evacuation sign is the best. The effect of low (corridor) signs works better than those of high (room) signs, but the signs of low (corridor) could be blocked by the front evacuees. Obtaining the ratio of people obeying the evacuation signs under different conditions provides an effective basis for the improvement in design for building safety, and provides data support for computer simulation modelling of crowd evacuation. In order to provide a reliable evacuation design assessment, data showing the variation in pre-movement time is of vital importance. The pre-movement time is in many cases regarded as the main time period during an evacuation assessment. Therefore, forty unannounced evacuation experiments for six different occupancies were analysed to quantify pre-movement time during building evacuation, i.e., the time taken between receiving the first cue and initiation of movement towards an exit during evacuation. The occupancies were office, cinema theatres, restaurants, department stores and night clubs. The occupancies were equipped with different types of evacuation alarm systems. The study resulted in 2486 data points for the pre-movement time. The pre-movement times were matched to statistical distributions to describe the variation. It was found that the pre-movement times in most cases could be represented with a lognormal or loglogistic distribution typically having a rapid initial increase representing the phase when people start reacting, which is followed by a less steep decrease representing the phase when some people linger before evacuating. Most reliable data are provided for the cinema theatre experiments which included 1954 data points from 30 experiments. The paper also presents a structure for performing an assessment of video recorded evacuation experiment determining actions, relevant time data and fitting a statistical distribution to the data. The collection of relevant information about the vulnerability of infrastructure damaged by landslides is not an easy task due to the existence of several compounding factors and uncertainties. This makes it difficult to quantitatively estimate their vulnerability to slow-moving landslides. This paper presents a new vulnerability assessment model for masonry buildings on slow-moving landslides based on physical models and field observations. A masonry building model is made of brick and concrete at a scale of 1:10 to physically simulate the damage in structures caused by ground tension cracks commonly developed on slow-moving landslides. The tension crack opening process is simulated through a load-controlled table with an aperture on which the building model is constructed. The strain on the wall and its foundation were measured, and the damage of the model (crack formation and evolution for each loading step) was collected, described, and analyzed. These data were used to develop failure criteria for masonry buildings in rural areas in China in terms of a quantitative vulnerability curve. The quantitative model of vulnerability for masonry structures was established based on fuzzy mathematics and the Weibull function applied on the test data and observations. The vulnerability curve is verified with field cases of masonry buildings damaged by ground tension cracks associated with slow-moving landslides in the Three Gorges Reservoir area. Over the past few years there has been a significant change in fire safety design and management. As the possibility of safe escape is the most crucial aspect of a building's fire safety features, the understanding of human behaviour under fire conditions is important for a successful evacuation. Previous research studies have developed models, prototypes, and serious games that help engineers/architects to design or firefighters to improve design so that the building facilitates a smooth evacuation process. Although these studies have looked into human behaviour, perceptions of important stakeholders (such as occupants, structural engineers, fire engineers, facility managers) are still not understood. These perceptions are important for the appropriate application of technology for evacuation. The broader research effort, of which this paper is part, stems from the premise that bespoke evacuation instructions can be sent directly to evacuees' smartphones. Information from a BIM model with the aid of sensors can be used to customise these evacuation instructions. The prospect of information being delivered to occupants during a fire emergency is still at its premature phase and more research is needed. Twenty-three interviews were conducted with occupants who currently live in high-rise residential buildings in Egypt and the United Kingdom to understand their views of using smartphones to assist during fire evacuations. The sampling strategy targeted occupants who currently live in high-rise residential buildings but have not necessarily experienced a fire evacuation. The research clearly shows the importance of smartphones during evacuation and the role they can play in assisting occupants to find the fastest and safest egress route. The potential mega-earthquake at Mentawai Megathrust could trigger a deadly tsunami. The tsunami can reach Padang City within 20-30 minutes. Thus, people in Padang City need to be evacuated immediately either to the higher ground or to the high-rise buildings located in Padang City. Reaching higher ground is not easy as it takes time and is hampered by traffic. Therefore, vertical evacuation to high-rise buildings is very important to be studied. This paper aims to identify, analyze and measure the readiness of the potential buildings to be used as temporary evacuation shelters for tsunami disaster evacuation. The research was conducted using observation of twenty-three potential buildings and interviews. The readiness of the buildings is assessed using 23 criteria, which were divided into 6 main criteria and 17 supporting criteria. It was found that none of the buildings was ready as a tsunami evacuation shelter. To be ready as a tsunami evacuation shelter, seven buildings that meet all six main criteria need to improve their supporting facilities and infrastructure, while the other 16 buildings have to be improved to meet all the main and supporting criteria. This paper presents the use of tsunami evacuation drills within a coastal community in the Cascadia Subduction Zone (CSZ) to better understand evacuation behaviors and thus to improve tsunami evacuation preparedness and resilience. Evacuees' spatial trajectory data were collected by Global Navigation Satellite System (GNSS) embedded in mobile devices. Based on the empirical trajectory data, probability functions were employed to model people's walking speed during the evacuation drills. An Evacuation Hiking Function (EHF) was established to depict the speed–slope relationship and to inform evacuation modeling and planning. The regression analysis showed that evacuees' speed was significantly negatively associated with slope, time spent during evacuation, rough terrain surface, walking at night, and distance to destination. We also demonstrated the impacts of milling time on mortality rate based on participants' empirical evacuation behaviors and a state-of-the-art CSZ tsunami inundation model. Post-drill surveys revealed the importance of the drill as an educational and assessment tool. The results of this study can be used for public education, evacuation plan assessment, and evacuation simulation models. The drill procedures, designs, and the use of technology in data collection provide evidence-driven solutions to tsunami preparedness and inspire the use of drills in other types of natural disasters such as wildfires, hurricanes, volcanoes, and flooding. In order to achieve a comprehensive study regarding evacuation efficiency in underground space, globally accepted regulations and standards include, among other parameters, the maximum unimpeded travel speed of occupants in case of emergency evacuation. Researchers attempt to investigate the variation of travel speed using different approaches. The aim of this paper is to study occupants' travel speed during evacuation procedures in an underground space. Underground spaces have special requirements as they differentiate from a typical building regarding the absence of physical lighting, the fact that exit route paths are always ascending and the limited orientation awareness of their users. A total of 40 volunteers participated in a large-scale experiment that involved the evacuation of the underground space in real time. Two distinct evacuation drills took place, the first one in a smoke-free environment and the second simulated fire conditions via the presence of dense artificial smoke. During each trial, the required evacuation time as well as the walking speed of each occupant were monitored, with the aid of digital cameras positioned in appropriate spots inside the underground space. The evacuation speed resulted from the experiments is compared to those of international regulations (e.g., NFPA 130) regarding horizontal travelling, as well as travelling on an upward staircase. The effect of the presence of smoke on evacuation speed is discussed. The importance of direct and constant guidance to the occupants of an underground space is highlighted during evacuation in a smoked environment and its contribution to safety improvement. Finally, the effect of the egress route type of an underground space on occupants' speed is discussed and how this may affect the decision making during the design of an underground infrastructure, in order to achieve a safe environment. This paper focuses on the evacuation behavior of staffs in plant fire emergencies. It first conducts an experiment, which simulates the scenarios of a plant fire emergency. The experiment confirms that the risk preference and stress ability of a staff have a significant impact on its evacuation behavior in plant fire emergencies. Then, the paper employs the multi-agent system simulation platform to study the different evacuation decisions made by different types of staff groups in a plant fire emergency. The groups are distinguished by different risk preferences and stress abilities proportions of staffs. Afterwards, it simulates the optimal evacuation situation.
