The comparative study is two-folds: proceeding papers vs. “regular” journal articles, and computer science/information technology vs. economics, business & management. Though proceeding papers occupied a large share of publications in Computer science/information technology, they didn't succeed in gaining the equivalent citation impact as the “regular” journal articles in general. Comparatively, the proportion of proceedings in Economics, business & management is much smaller, however, with an almost equal citation impact of “regular” journal publications. Journals with more interests in publishing proceeding papers were presented in both fields, which might give some guides for researchers' submission and retrieval solutions.

On the contribution to scientific publications, The Faculty of Computer Science Universitas Indonesia (Fasilkom UI) holds an annual international conference entitled International Conference on Advance Computer Science and Information Systems (ICACSIS). This international conference is aimed to be a platform for scientists all over the world to present their findings to other colleagues of the same interest. The process of collecting papers from these particular countries is not easy. Thus, a system that can automatically manage the paper submission process is needed. There are numerous webbased conference management systems on the Internet. Despite the basic common features, many of them offer various features that distinguish them from the others. This paper presents various features that are available in the market, analyzes the functions of features that meets the ICACSIS paper management’s requirement and integrating both the former and the later.

MLA-L, the electronic-mail distribution list for music librarians, is now twenty years old. Before the establishment of the list in 1989, professional communication among music librarians was paper based and slow. The growth of computer networks in the early 1980s led to the development of applications to promote group communication, including LIST-SERV, an e-mail distribution application released in 1986. With the help of Mary Papakhian, a member of the information technology staff at Indiana University, Ralph Papakhian established MLA-L as the first distribution list on the university's LISTSERV server. Growth of the list was rapid: by the end of 1995, there were over 1,000 subscribers, and since then the number has slowly increased to over 1,100. The topics of discussion on MLA-L cover all aspects of the profession, and the archives of messages posted to the list provide a rich resource for the study of the history of music librarianship.

Purpose With the recent developments in information technologies, natural language processing (NLP) practices have made tasks in many areas easier and more practical. Nowadays, especially when big data are used in most research, NLP provides fast and easy methods for processing these data. The purpose of this paper is to identify subfields of library and information science (LIS) where NLP can be used and to provide a guide based on bibliometrics and social network analyses for researchers who intend to study this subject. Design/methodology/approach Within the scope of this study, 6,607 publications, including NLP methods published in the field of LIS, are examined and visualized by social network analysis methods. Findings After evaluating the obtained results, the subject categories of publications, frequently used keywords in these publications and the relationships between these words are revealed. Finally, the core journals and articles are classified thematically for researchers working in the field of LIS and planning to apply NLP in their research. Originality/value The results of this paper draw a general framework for LIS field and guides researchers on new techniques that may be useful in the field.

This paper presents results of bibliometric and text-based analysis of Computer Science research output produced by academia from the Republic of Moldova during the 2013-2018 years. The authors have collected data for research output indexed in three databases: Web of Science (WoS), Scopus, and National Bibliometric Instrument (NBI). Data from these databases were collected to obtain important indicators such as total number of research papers and citations, citation impact, h-index, collaboration patterns, top institutions, authors and publication sources. A detailed comparative analysis was performed based on these data. The authors also have performed a text-based analysis on keywords of papers indexed to identify thematic trends for research in Computer Science field. The analytical results present a detailed and useful picture of the status and the competence in Computer Science research in the Republic of Moldova.

The growing popularity of big data analysis and cloud computing has created new big data management standards. Sometimes, programmers may interact with a number of heterogeneous data stores depending on the information they are responsible for: SQL and NoSQL data stores. Interacting with heterogeneous data models via numerous APIs and query languages imposes challenging tasks on multi-data processing developers. Indeed, complex queries concerning homogenous data structures cannot currently be performed in a declarative manner when found in single data storage applications and therefore require additional development efforts. Many models were presented in order to address complex queries Via multistore applications. Some of these models implemented a complex unified and fast model, while others’ efficiency is not good enough to solve this type of complex database queries. This paper provides an automated, fast and easy unified architecture to solve simple and complex SQL and NoSQL queries over heterogeneous data stores (CQNS). This proposed framework can be used in cloud environments or for any big data application to automatically help developers to manage basic and complicated database queries. CQNS consists of three layers: matching selector layer, processing layer, and query execution layer. The matching selector layer is the heart of this architecture in which five of the user queries are examined if they are matched with another five queries stored in a single engine stored in the architecture library. This is achieved through a proposed algorithm that directs the query to the right SQL or NoSQL database engine. Furthermore, CQNS deal with many NoSQL Databases like MongoDB, Cassandra, Riak, CouchDB, and NOE4J databases. This paper presents a spark framework that can handle both SQL and NoSQL Databases. Four scenarios’ benchmarks datasets are used to evaluate the proposed CQNS for querying different NoSQL Databases in terms of optimization process performance and query execution time. The results show that, the CQNS achieves best latency and throughput in less time among the compared systems.

All research streams can trace their lineage to an initial paper or series of papers. The information systems (IS) field – despite its relative youthfulness – can point to examples of seminal research by Davis (1989) on technology acceptance or Brynjolfsson and Hitt (1996) on information technology (IT) payoffs as the foundation of whole new areas of research. After almost a quarter century and 3200 citations (as of October 2014), many researchers would also include work by Henderson and Venkatraman (1993) – first published in the IBM Systems Journal under the heading, ‘Strategic Alignment: Leveraging Information Technology for Transforming Organizations’ – on the list of seminal and transformative IS publications.

The paper presents a bibliometric analysis of the 4821 cited documents appended to the 295 articles published in DJLIT during 2011-15. The citation analysis is based on various strictures such as studying distribution of citations, authorship pattern, degree of collaboration, distribution of reference sources, prominent authors and ranked list of core journals. The study revealed that there is dominance of single authorship with 1912 (39.65%) citations followed by two authors with 1152 (23.89%) citations, three authors with 456 (9.45%) citations and more than three authors with 386 (8%) citations. There has been the availability of a good degree of institutional publications as well. Year-wise authorship pattern is also specified so as to see the dominance of particular authorship pattern for the period considered under the study. The degree of authors’ collaboration for the present study is 0.51 and modified collaborative coefficient is 0.3661. Dr B.M. Gupta with 52 citations is the most prolific author. Dr K.C. Garg and Dr B.S. Kademani are at the second and third position respectively. The study further exposed the journal to be the mostly cited information source 2560 (53.10%) followed by websites (22.69%) and books (10.81%). Conference papers, reports, theses, workshop papers and seminar papers equally seem to be preferred domain with regard to using pertinent information source. Ranked list of journals denotes Scientometrics to be the most used journal (6.60%) by the authors contributing in DJLIT. The source journal is at the second position in the ranked list with 5.43%. A glance at the ranked core list of journals suggests that maximum journals are from foreign countries.

The 31st International Symposium on Computer and Information Sciences was held during October 27–28, 2016, in Kraków, Poland, under the auspices of the Institute of Theoretical and Applied Informatics of the Polish Academy of Sciences, Gliwice and of Imperial College, London. This was the 31st event in the ISCIS series of conferences that have brought together computer scientists from around the world, including Ankara, Izmir, and Antalya in Turkey, Orlando, Florida, Paris, London, and Kraków. Thus this conference follows the tradition of very successful previous annual editions, and most recently ISCIS 2015, ISCIS 2014, ISCIS 2013, ISCIS 2012, ISCIS 2011, and ISCIS 2010. The proceedings of previous editions have been included in major research indexes, such as ISI WoS, DBLP, and Google Scholar. ISCIS 2016 included three invited keynote presentations by leading contributors to the field of computer science, as well as peer-reviewed contributed research papers. The program was established from the submitted papers, and covered relevant and timely aspects of computer science and engineering research, with a clear contribution presenting experimental evidence or theoretical developments and proofs that support the claims of the paper. The topics included in this year’s edition included computer architectures and digital systems, algorithms, theory, software engineering, data engineering, computational intelligence, system security, computer systems and networks, performance modelling and analysis, distributed and parallel systems, bioinformatics, computer vision, and significant applications such as medical informatics and imaging. All the accepted papers were peer reviewed by two or three referees and evaluated on the basis of technical quality, relevance, significance, and clarity. The organizers and proceedings editors thank the dedicated Program Committee members and other reviewers for their contributions, and would especially like to thank all those who submitted papers, even though only a fraction could be accepted. We also thank Springer for producing these high-quality proceedings of ISCIS 2016.

This paper studies the output of South African universities in terms of computing-related doctorates in order to determine trends in numbers of doctorates awarded and to identify strong doctoral study research areas. Data collected from a variety of sources relating to Computing doctorates conferred since the late 1970s was used to compare the situation in Computing with that of all doctorates. The number of Computing doctorates awarded has increased considerably over the period of study. Nearly three times as many doctorates were awarded in the period 2010–2014 as in 2000–2004. The universities producing the most Computing doctorates were either previously “traditional” universities or comprehensive universities formed by amalgamating a traditional research university with a technikon. Universities of technology have not yet produced many doctorates as they do not have a strong research tradition. The analysis of topic keywords using ACM Computing classifications is preliminary but shows that professional issues are dominant in Information Systems, models are often built in Computer Science and several topics, including computing in education, are evident in both IS and CS. The relevant data is in the public domain but access is difficult as record keeping was generally inconsistent and incomplete. In addition, electronic databases at universities are not easily searchable and access to HEMIS data is limited. The database built for this paper is more inclusive in terms of discipline-related data than others.

PurposeThe paper aims to report on the 30th IATUL Annual Conference held in Leuven, Belgium, 1‐4 June, 2009Design/methodology/approachThe paper summarises the major themes of the conference as well as giving some specific details of developments at the Indira Gandhi National Open University in India, which supplement the author's presentation at the conference.FindingsThe IATUL conference included a wide gamut of important issues faced by the libraries in the knowledge society of the twenty‐first century. The delegates exchanged ideas and learnt of best practices prevalent in libraries across the globe. The conference provided insights into the issues of innovation, change, benchmarking, quality assurance, Web 2.0 tools, information literacy, free internet resources and so forth.Originality/valueIt was a conference of immense value for library and information professionals. It raised important issues; problems faced by the libraries today and offered tentative solutions.

This paper attempts to analyse quantitatively the growth and development of Knowledge Management Research in India in terms of publication output as reflected in Scopus database. During 1999-2007 a total of 51 papers were published by the Knowledge Management researchers to various domains: Business, Management and Accounting (24), Engineering (18), Social Sciences (7), Computer Science (6), Decision Sciences (6), Multidisciplinary (4), Mathematics (3), Environmental Science (2), Agricultural and Biological Sciences (1), Earth and Planetary Sciences (1), Economics, Econometrics and Finance (1), Materials Science (1). Year-wise growth of publications and input of records to Scopus database by India is analyzed. More than 80 percent of publications were published in journals. The most preferred journals were International Journal of Information Technology and Management (7), Journal of Scientific and Industrial Research (4), Electronic Library (2), Human Systems Management (2), Journal of Knowledge Management (2), International Journal of Technology Management (2), International Conference on Information and Knowledge Management Proceedings (2), Proceedings Frontiers in Education Conference (2), others journals each (1). There were as many as 24 (47.06) papers contributed by single author. There were five authors contributions is zero and more than 5 authors contribution is less than 1(1.96). The publication behavior indicates that the Knowledge management researchers were lowly selective in publishing. New and innovative information technologies drive the ever-evolving library profession. From clay tablet to parchment scroll to manufactured paper to computer screen pixel, information storage, retrieval, and delivery methods continue to evolve, and each advance irrevocably affects the way libraries, and librarians, work. The Internet has forever altered information and library science, both in theory and practice, but even within this context the progression continues. Though ambiguously defined, Web 2.0 offers a new outlook and new software, presenting librarians with potentially invaluable new tools and methods. This paper discusses the creation, implementation, and maintenance of a Web 2.0 technology, the wiki, as a resource tool for an academic biomedical library.

PurposeThe purpose of this paper is to discuss the findings of a faculty survey, collaborative efforts between the Library, the Information Technology Services, and the School of Nursing at Auburn University at Montgomery, and methods to persuade faculty to deliver the Library to their students using WebCT.Design/methodology/approachA survey was distributed to 102 faculty with WebCT shells residing on the campus server. Follow‐up interviews were conducted, and the Library's server log was examined to determine the number of referrals to the Library originating from WebCT. A case study using the recommendations is included.Research limitations/implicationsResearch was limited to a single university campus. Similar studies elsewhere would likely support the need for librarian involvement in course management system supported courses.FindingsWhile a small percentage of faculty actually linked to the Library, a significant number indicated interest in doing so. Increase in Library access through School of Nursing WebCT courses supports the conclusion that librarians must be proactive in developing collaborations.Practical implicationsSimilar collaborative efforts and the methods suggested in this paper can be used by librarians elsewhere to promote library use and development of information literacy skills utilizing campus course management systems.Originality/valueThis paper indicates that faculty are willing to integrate the campus library into their courses if they are educated about the process, and it offers suggestions for reaching faculty.

PurposeThe purpose of this paper is to contribute to the evolving concept of “Information Commons” through the documentation of one library's renovation and the comparison of that library's experience with the earlier theoretical and case study literature.Design/methodology/approachThe paper cites gate counts, a user‐satisfaction survey, and examples of emerging collaboration between library and information technology staff as evidence of substantial changes in how the library is used by both staff and students following its transformation into an information commons.FindingsThis paper finds that the library's transformation into an information commons has resulted in dramatically high gate counts, indications of user satisfaction, and anecdotal evidence that demand for reference service is increasing. The author also finds that, perhaps equally as important, the blending of information technology and library staffs as the information commons was implemented has led to a number of collaborative partnerships developing among them.Practical implicationsShows that the Westminster College's experience has transformed its library to an information commons, and demonstrates how one library chose to remain a vital and effective resource for its students.Originality/valueThe paper shows that although a growing number of libraries are moving towards various forms of an information commons, few case studies describing how these changes have affected library services one year or more after the changes have been made have appeared.

Precisely twelve years have passed since 2000, when the first issue of the 5 series of “Computer Science, Applied Computer Systems” was compiled into the Scientific Journal of Riga Technical University. According to the Chinese Zodiac based on a twelve year cycle, in which each year in a cycle is related to an animal sign and its reputed attributes, the Scientific Journal of Applied Computer Systems is attributed the sign of a Dragon. Dragon is a mythical powerful creature highly worshiped in Chinese culture that symbolizes strength, health, harmony, and intellectual power. Many consider Dragons extremely lucky and blessed. Most entities born or created under this Chinese Horoscope sign are generally charismatic, endued with great powers and are likely to evolve into great inventors, scientists, actors, lawyers, politicians, and managers. Likewise, we are convinced that the Journal publishing the research results in the traditional fields of Institute of Applied Computer Systems, which has been born under the Dragon’s sign, is endowed with all these features. The first 12-year cycle is over, and the co-editors of the Journal of Applied Computer Systems would like to give a brief overview by looking back into the history of the journal formation and reaching its current status. The first issue was published in 2000 in response to the appeal by professor Ivars Knets to regenerate scientific traditions and to provide an opportunity for the scientists to publish major results of their research. The volume contained 9 papers that were presented at the 40 RTU International Scientific Conference. In its turn, to go on with the tradition of publishing scientific papers in the journal next year, the editors issued the call for paper with the announcement that the applications from PhD students would be of special interest. As a result, the amount of the submitted papers doubled. The second compiled issue bridged the 20 years' gap between the so-called “old” scientific school lead by professor Janis Osis, who developed the original approach to complex technical system diagnostics based on topological models, and the young generation of scientists. It is quite significant that the first paper of this issue was the paper dedicated to the history of research on system modeling at RTU, in which professor Janis Osis in honor of 40-year anniversary of the faculty of Computer Science and Information Technology described the evolution of the faculty scientific school over the last 40 years and presented its structure. The third issue of the series opened with the five papers presented at the international conference “Information System Development” (ISD), which for the first time was held in Eastern Europe and organized by the Division of System Theory of RTU. The papers devoted to the common problems investigated by the scientists of the Institute of Applied Computer Systems were also included in the agenda. In 2002 the editorial board had already 38 submissions of papers, which required a careful review. Therefore, the evaluation of the papers for this issue was characterized, first, by two blend reviewers for each paper, where disputable papers were additionally evaluated by one of the core editors. Figure 1 shows statistical data on the number of the published and rejected papers for all 13 issues launched during the last twelve years.

Introduction his is the third paper in a series on diversifying assessment in undergraduate history of science programmes (Jarvis and Cain, 2002; 2003). This paper considers the use of assessable projects that either use or create Web-based resources. Our project on promoting diversified assessment involves a survey of existing literature from the educational literature and a synthesis of practical advice on the design, implementation, and likely problems while introducing these concepts into an overall assessment strategy. Use of the Web in course assessment is controversial in the history of science teaching community (Gooday, 2001) but, we think, for no good reason. Computer and information technology (C&IT) skills are key skills. Students use the Web extensively. Parents and employers expect graduates to be adept users. Information access through libraries increasingly emphasises on-line outlets. Learning and Technology Minister Michael Willis explained in 2001 that people need C&IT skills “in almost every job. And a successful Britain needs them too.” (BBC, 2001a). Tutors have a firm responsibility to develop these skills in their degree programmes.

The American Intellectual Property Law Association (AIPLA) held its 23rd Mid-Winter Institute at the La Quinta Resort & Club in La Quinta, California. The January 26–29, 2000, conference was entitled “A New Millennium of IP Practice: Meeting the Challenge of Protecting and Enforcing IP Rights in Emerging and Converging Technologies.”1 The Institute focused on protecting and enforcing intellectual property in emerging technologies developed through the rapid convergence of computer science and biotechnology. The Institute brought together distinguished individuals from the scientific and academic communities and private practice, as well as representatives from the U.S., European, and Japanese Patent Offices. Some of the topics covered were bioinformatics, USPTO implementation of the newly enacted Patent Law Reform Act, new directions in trademark law, e-commerce patents, copyright evolution, and bioethics. The Institute was organized around three broad topics. The first was the changes in the statutory law and the regulations regarding patent prosecution. The second was practical discussions of USPTO policy and implementation. The third was an introduction to emerging technologies, including the rapid convergence of computers and biotechnology. The author of this paper was unable to attend every track offered during the four-day conference and is not reporting on all of the discussions on how to implement some of the guidelines. Instead, this paper concentrates on the Institute as it pertains to new and existing issues in biotechnology patent law. Track 4 of the Wednesday session, entitled “Advanced Chem/Biotech Practice: Genomics, Bioinformatics, Cloning, Stem Cells, Chimeras” began with an introduction by Cathryn Campbell, Ph.D., of Campbell & Flores LLP in San Diego. Dr. Campbell then introduced Christopher J. Palermo, of McDermott, Will & Emery in San Jose, to discuss the patenting implications of bioinformatics. Mr. Palermo’s talk, entitled “Disclosing & Claiming Software Aspects of Bioinformatics Inventions,” defined “bioinformatics” as the application of information technology and mathematics to biology. With the development of this emerging technology, IP practitioners are required to have hybrid skills that combine a familiarity with biotechnology and computers. In order to comply with 35 USC §112, ¶1, the written description must be adequate for both the biotechnology and the computer aspects of the invention.

The paper is devoted to the pilot implementation of CPD programs for universities academic staff advanced training in the International Computer Science Continuous Professional Development Centre of Tomsk State University. The Centre was created within the framework of the project “Human Resources for the Digital Economy” of the national program “Digital Economy of the Russian Federation”. The article presents the structure of CPD programs by tracks: research and development, advanced educational technologies and academic programs of a new generation in the IT field. The authors discuss the results of online training of more than 1000 academic stuff members from more than 100 universities for 4 months in the second half of 2020.

The Association of Computing Machinery Special Interest Group in University and College Computing Services (ACM SIGUCCS) is made up of professionals who support and manage of information technology services at higher education institutions. SIGUCCS sponsors an annual conference that is drawn together by volunteers. The conference program takes the form of paper authors presenting their findings in 30 minute talks, as part of a panel, or in a poster session. Papers are presented on a variety of tracks such as management, technology, customer support, documentation and training, or instructional technology. The track titles can change over time. Attending and contributing to the SIGUCCS conference program is an opportunity for professional development. This paper seeks to demystify the process of contributing to the SIGUCCS conference program as a reader, author, and presenter and thus make the opportunity to obtain professional development through contributing to the SIGUCCS conference program easier.

This paper describes the milestones/achievements in the past 30 years and the future directions for the Entity-Relationship (ER) Conferences or the Conceptual Modeling Conferences. The first ER Conference was held in 1979 in Los Angeles. The major milestones and achievements of the ER Conferences are stated. Several interesting points about the ER Conferences are pointed out including: (1) it is one of the few longest running IT conference series, (2) It is not a conference sponsored directly by a major IT professional societies such as ACM or IEEE, (3) It does not depend on the financial support of a major IT professional society or a commercial company, (4) It maintains very high quality standards for papers and presentations. The reasons for the successes of the ER Conferences are analyzed. Suggestions for its continued successes are presented.

This paper traces the development of information literacy initiatives at the various levels within the Malaysian edu cational system. Information literacy has been embedded within the Malaysi an educational system for some time. Information literacy means information skills delivered by the teachers at both the primary and secondary levels. Subsequently, information literacy competencies are further imparted to undergraduates and postgraduates by various academic libraries. The paper looks at the formulation of the Na tional Information Technology Agenda and the initial emer gence of information literacy initiatives within Malaysi an society. Efforts are being made by various entities to create an information literate society in line with the gov ern ment’s aim of attaining Vision 2020 – the creation of a civil society whereby all citizens will be information lit erate and well-equipped as knowledge workers

Mol Syst Biol. 3: 105 A key challenge of Systems Biology is that it must integrate several disciplines, each with a very different culture for disseminating results. Within biology, manuscripts describing new work are almost always published in peer‐reviewed periodicals. In contrast, within computer science and the engineering fields, new methods and results are typically presented as full‐length papers at meetings and workshops. Just as journals have Editorial Boards that handle review of manuscripts, such conferences assemble large and reputable Program Committees, which fulfill the same purpose. Publication in the best conferences, as for the best journals, is highly competitive. This past December, several hundred scientists convened in La Jolla, California for the Second Annual RECOMB Workshop on Systems Biology (December 1–3, 2006; http://chianti.ucsd.edu/recombsysbio06/). The meeting, which was held jointly with the RECOMB Workshop on Computational Proteomics, took place at the California Institute for Information Technology and Telecommunications in the University of California San Diego campus. RECOMB, which stands for Research in Computational Biology , has for a decade sponsored conferences that attract high‐quality papers in bioinformatics, primarily from computer science. In an effort to integrate the computational and experimental biology communities, RECOMB and Molecular Systems Biology entered into a partnership by which original, peer‐reviewed papers are presented orally at the Workshop on Systems Biology and then appear as full‐length manuscripts in the pages of the journal. The precise publication model was formulated after much discussion between the editors of the journal and the organizers of RECOMB. Where corpus linguistics has offered new perspectives on linguistic analyses, it has provided a myriad of opportunities to academic discourse analysts also. Much work has been done on the academic (MICASE) and scientific discourse (Atkinson, 1993; Cooper, 1985; Peng 1987; Swales and Najjar, 1987; Thompson, 1993). With the advent of the computer revolution, information technology continues to steamroll into our lives. In this information society a few linguists have paid scholarly attention to the discourse of computer science (CS) (Anthony 1999, 2000, 2001 and Pestiguillo 1999). This paper discusses the patterns of the ending of the introductions to research articles in CS based on the structures of introductions presented by Swales (forthcoming) and Lewin et.al. (2001) with a special focus on outlining the structure of the text of a CS research article A corpus of authentic academic texts of 56 research articles published during 2003 in five different journals of IEEE was analyzed using Wordsmith tools .The study reveals that the need for this metadiscourse of outlining the structure of the paper in the CS introductions arises because of the variable number of the sections, ranging from 4-11, and follows a variable order according to the technical needs of the paper. The use of the word SECTION, found throughout the corpus, is discussed with reference to the lack of structural variation in Computer Science research papers.

This second issue of 2015 collects some papers in the area of communications, information technology, power systems, aerospace, cyberphysical systems, and system engineering. Papers address various topics encompassing theory, technologies, design methodologies, and applications. In order to increase the effectiveness in serving our community, the IEEE Systems Council (which is sponsoring our journal) approved a new policy concerning the page limits, i.e., up to 8 pages are complimentary (including text, figures, and tables, as well as optional authors’ biographies and photographs) and up to additional 4 pages are allowed with the extra page charge of $150 per page. On behalf of ISCIT 2004 organizing committee, I would like to sincerely welcome all of participations to the symposium. The 2004 symposium is held in the Sapporo Convention Center, Sapporo, Japan. The first ISCIT was held in Chiangmai, Thailand, 4 years ago. We have the honor of supporting the first ISCIT symposium held in Japan. The city of Sapporo is quite famous for snow festival in winter season and beautiful tinted autumnal leaves in October. You can see a lot of nice spectacles. The ISCIT 2004 has many scopes in Communications and Information Technology. In particular, we are introducing a new approach in these research fields, i.e., Smart /i!fit-;lfdiu .Sivwis. In this scope, intelligent systems and advanced systems are discussed and studied. Over 350 papers are submitted in this year. Among them, 255 novel papers are carefully selected by our committee. Accordingly, we have scheduled six parallel sessions during three days. As keynote speakers in our symposium, Prof. B. H. Juang, School of Electrical & Computer Engineering, Georgia Institute of Technology, and Prof. Gilbert Strang, Department of Mathematics, Massachusetts Institute of Technology (MIT) are invited. Prof. Juang presents “Interactive Multimedia & Intelligent Broadband - Key to Telecom Revival”. Prof. Strang presents “Mathematics in Signal Processing, Meshing for CAD, and Circuit Simulation”. These are truly key research topics in the field of smart info-media systems. I really expect all of participations are discussing about the topics of ISCIT in all sessions.

Dear Editor, During the early part of the 21 Century, AT&T and Verizon noted that revenue from traditional residence based land lines had been surpassed by wireless revenues. Likewise, Amazon noted just a few years ago a similar milestone when e-books surpassed paper books’ revenues. PC manufacturers such as HP are seeking declines in sales while mobile phone manufactures such as Samsung experience significant sales increase as more consumers globally access the internet via mobile connections. Similarly more and more of the millions of students enrolled around the world today take courses in some form of online education or Massive Online Open Courses (MOOCs). When I was working on my doctorate at Texas A&M University I represented my department at the annual accounting doctoral student symposium hosted by Deloitte in 1991. During that symposium the late Alvin Arens noted that the emergence of information technology was closing the gap between larger and smaller academic institutions. Arens notes that the inherent resource difference is mitigated by technology such as electronic databases with journal articles or financial information. Thereby, allowing faculty and doctoral students to conduct similar lines of inquiry despite the size of the institution. My co-author in a recently published book “Giraffes of Technology: The Making of the Twenty-First Leader” notes that technology provides a democratization of information. In other words from the most rural and lower socio economic level to the most developed and affluent groups, information is equally available. Finally, I recall submitting a proposal regarding the consolidation of university resources into one central electronic database and the elimination of paper subscriptions in 1994 at my first academic institution. The proposal was soundly rejected as it was premature. However, today, many colleges have reorganized their libraries to be part of the their information resources group, eliminated or greatly reduced paper based subscriptions and replaced with enterprise or bulk electronic subscriptions and access to mainstream and proprietary databases are a priority if not the norm. The economy has become clearly global as the recession that began in 2007 had an effect throughout the world as markets due to technology and trade are interconnected as never before. Just look at the US stock markets that ebb and flow on the economic reports from China to Greece. Today more than 100 companies have adopted International Financial Reporting Standards (IFRS) and many more will adopt in the future. The former G2 is now G20 and growing. Our scholarly activities should mirror the global market trends. I have sat on the boards of the American Institute of Certified Public Accountants (AICPA) and Institute of Management Accountants (IMA) who now have significant global strategies. I am also serving on the finance committee for the American Accounting Association (AAA) which has more than a third of its membership is international. Thus, I am excited about the latest trend in academic publishing which is open access. Some of our leading and prolific business scholars are now paying for open access to their articles. Despite their publication in tier one journal, I asked one of these leading scholars in accounting why he elected to pay thousands for open access and he noted “our goal is to advance the profession by contributing to the body of knowledge... hence it is essential that as many as possible access this contribution to generate an organic and dynamic response....” The launching of the Open Journal of Accounting is an innovative step to facilitating the requisite exchange of ideas, contributions to the body of knowledge and the access to best practices in research, pedagogy and other key issues facing our profession. In the United Kingdom the early 1970’s saw the introduction of teaching about computers, the early 1980’s the use of computers to enhance teaching and learning, and the early 1990’s have witnessed the wide scale introduction of Information Technology in Educational Management (ITEM). The first part of this paper examines briefly the impetus behind the broad adoption of ITEM in England and Wales. The major part of the paper reports on a survey of Local Education Authorities (LEAs) in England and Wales. Statistics are presented which demonstrate the comprehensive take up of ITEM over a short period of time. How projects were co-ordinated; what applications were being run, and what proprietary systems were chosen; the hardware used; the level of training and support provided for schools implementing and running ITEM systems, are all discussed.

Since its inception in 2003, the RIVF conference—Research, Innovation, and Vision for the Future—has become a major international scientific event in the field of Computing, Communication and Information Technologies. The IEEERIVF 2010 was the 8th in the series and hosted by Hanoi University of Science (Vietnam National University, Hanoi) and the Institute of Information Technology (Vietnam Academy of Science and Technology), during November 1–4, 2010. It was sponsored by the IEEE Vietnam Section, in cooperation with IEEE Region 10, and technically co-sponsored by the IEEE Communications Society and IEEE Computational Intelligence Society. This special issue comprises six of the best papers from IEEE-RIVF 2010. After the conference, based on the comments of the reviewers in the Program Committee, nine papers from the Computational Intelligence and the Information and Knowledge Management Tracks were identified and considered as candidates for the special issue. The authors of the papers were invited to submit extended and revised versions of their papers. Each paper then went through another peerreview process of two rounds. Finally, six papers were accepted for publication in this journal. The editors would like to thank all the authors for submitting their papers and the reviewers for their insightful and constructive comments. Special thanks go to this journal editor-in-chief, Prof. Vincenzo Loia, for his helpful guidance and support along the way making this special issue.

This volume contains the Proceedings of the First Irish Conference on the Mathematical Foundations of Computer Science and Information Technology (MFCSIT2000). The conference was a two-day event and took place in the National University of Ireland, Cork, on 20th and 21st July, 2000. MFCSIT2000 was the first conference to be held in Ireland whose main focus was the mathematical and foundational issues arising out of computer science and information technology. It is now widely recognised that there has been a very significant increase in Ireland over the last few years in activities relating to the production of software and hardware by many computer manufacturers, including some of the world's best-known names in the computer industry. However, it was felt by a number of people, including the guest editors of this volume, that a need had emerged for a forum which could provide the means for discussion, within Ireland, of related theoretical questions, and so help maintain a balance between theory and practice. The MFCSIT conferences are intended to provide such a forum and hence to help maintain this balance. It is my pleasure to record a debt of gratitude to a considerable number of people who made the meeting the success it was, both on my own behalf and on behalf of my fellow editors: Ted Hurley, Micheal Mac an Airchinnigh, and Michel Schellekens. First, we were fortunate in having five internationally-known speakers who gave key-note addresses: Jaco de Bakker, Abbas Edalat, Dick Hamlet, Giorgio Levi, and Dana Scott. Not only did they give fascinating and stimulating talks, but they also represented the main themes of the conference amongst the many possible themes which legitimately fall within the wide scope of its title. We were fortunate also in having a Special Session on Security and Concurrency as part of the conference. This session was undoubtedly a very considerable success in its own right, and our thanks are due to Matthew Hennessy and Mike Mislove who so ably organized it. This paper offers an overview of the bibliometric study of the domain of library and information science (LIS), with the aim of giving a multidisciplinary perspective of the topical boundaries and the main areas and research tendencies. Based on a retrospective and selective search, we have obtained the bibliographical references (title and abstract) of academic production on LIS in the database LISA in the period 1978---2014, which runs to 92,705 documents. In the context of the statistical technique of topic modeling, we apply latent Dirichlet allocation, in order to identify the main topics and categories in the corpus of documents analyzed. The quantitative results reveal the existence of 19 important topics, which can be grouped together into four main areas: processes, information technology, library and specific areas of information application.

Purpose In this contribution, we want to detect the document type profiles of the three prestigious journals Nature, Science, and Proceedings of the National Academy of Sciences of the United States (PNAS) with regard to two levels: journal and country. Design/methodology/approach Using relative values based on fractional counting, we investigate the distribution of publications across document types at both the journal and country level, and we use (cosine) document type profile similarity values to compare pairs of publication years within countries. Findings Nature and Science mainly publish Editorial Material, Article, News Item and Letter, whereas the publications of PNAS are heavily concentrated on Article. The shares of Article for Nature and Science are decreasing slightly from 1999 to 2014, while the corresponding shares of Editorial Material are increasing. Most studied countries focus on Article and Letter in Nature, but on Letter in Science and PNAS. The document type profiles of some of the studied countries change to a relatively large extent over publication years. Research limitations The main limitation of this research concerns the Web of Science classification of publications into document types. Since the analysis of the paper is based on document types of Web of Science, the classification in question is not free from errors, and the accuracy of the analysis might be affected. Practical implications Results show that Nature and Science are quite diversified with regard to document types. In bibliometric assessments, where publications in Nature and Science play a role, other document types than Article and Review might therefore be taken into account. Originality/value Results highlight the importance of other document types than Article and Review in Nature and Science. Large differences are also found when comparing the country document type profiles of the three journals with the corresponding profiles in all Web of Science journals.

Digital Libraries (DL) are offering access to a vast amount of digital content, relevant to practically all domains of human knowledge, which makes it suitable to enhance teaching and learning. Background: Harold Jeghers, a well-known medical educator of the twentieth century, maintained a print collection of about one million medical articles from the late 1800s to the 1990s. This case study discusses how a print collection of these articles was transformed to a digital database.Case Presentation: Staff in the Jeghers Medical Index, St. Elizabeth Youngstown Hospital, converted paper articles to Adobe portable document format (PDF)/A-1a files. Optical character recognition was used to obtain searchable text. The data were then incorporated into a specialized database. Lastly, articles were matched to PubMed bibliographic metadata through automation and human review. An online database of the collection was ultimately created. The collection was made part of a discovery search service, and semantic technologies have been explored as a method of creating access points.Conclusions: This case study shows how a small medical library made medical writings of the nineteenth and twentieth centuries available in electronic format for historic or semantic research, highlighting the efficiencies of contemporary information technology.

PurposeElectronically stored data on libraries, librarians, library users, and the information industry that supports library collections can assist librarians in projecting trends for the future directions of the profession. The purpose of this paper is to direct librarians to a selected list of providers of this data and their publications, particularly those sources that aggregate data in systematic, accessible formats.Design/methodology/approachWeb sites of the organizations that collect data on libraries were examined for data reports generated either from research projects or from periodic reports.FindingsThere is a wealth of free data from ongoing research available on the web. In addition, there are proprietary data sets that librarians who need that specialized data should consider acquiring.Research limitations/implicationsLIS professionals require access to current and retrospective data to shape future research and inform decision making.Originality/valueThe article fills the need for an annotated directory to data sources specific to the needs of libraries and procurement information for those sources.

PurposeThis issue of Library Hi Tech aims to offer a retrospective over the last 30 years of information technology as used in libraries and other memory institutions, particularly archives and museums. This Editorial will add the Editor's reflections.Design/methodology/approachThe method uses historical documentation and relies heavily on personal recollection.FindingsThirty years ago information technology in libraries largely had to do with ways in which libraries could make their ordinary operations more efficient. Today the information science frontier has broken out of the comfortable institutional paradigm of the past and made libraries aware that they need to redefine themselves in a world where their buildings no longer represent a storehouse of knowledge unavailable elsewhere.Originality/valueThis paper reveals that information technology advances have not made libraries obsolete, but they have made it imperative that libraries redefine their role to be digital information managers and service providers for their readers.

PurposeThe purpose of this paper is to give an insight to the motivation processes and learning strategies of the students of the Library and Information Systems (LIS) Department of Alexander Technological Educational Institute (ATEI), Thessaloniki, in courses encompassing Information Technology (IT).Design/methodology/approachThe students participated in the study between the 10th and 12th week of a 13‐week semester. Data were collected with the Science Motivation Questionnaire (SMQ) and the Self‐Regulated Learning Strategies component of the Motivational Strategies for Learning Questionnaire (MSLQ). Independent samples t‐tests were used to indicate any associations between motivation to learn and learning strategies, with students' background characteristics. Multiple regression analysis was used to predict students' levels of motivation from the background characteristics, and their intention to continue their studies and to work as librarians/information professionals.FindingsResults showed that participants reported relatively increased levels of motivation and employment of effective learning strategies. Participants' intention to continue their studies in library/information science emerged as the only variable that significantly contributed to the equation for predicting self‐regulated learning from the whole set of predictors and also to the prediction of motivation to learn.Research limitations/implicationsThe SMQ was originally designed for science courses and the use of the translated and slightly modified version did not seem to be very sensitive in the IT learning context. A follow up study with different methodologies, would add to the weight of the present findings. In addition, future studies could focus on the particular factors that motivate students to learn IT and to achieve the learning objectives of the IT courses.Practical implicationsThe intended outcome of this survey was to provide LIS students and instructors with an assessing tool to evaluate motivation to learn IT and the effectiveness of the strategies employed in the process of acquiring knowledge and skills. Based on the results, faculty members can provide learning environments that promote motivation towards learning and encourage students to select and use more advanced and effective learning strategies. In addition, the results of the study provide an additional argument for organizing a postgraduate program at the LIS Department of ATEI, Thessaloniki.Originality/valueEmpirical research on learning attitudes of LIS students is limited. Moreover, motivation and learning strategies use have never been studied in the Greek context of library education, although IT literacy is an essential task and all LIS Departments' instructors share the important goal of fostering students' motivation to learn IT.

With funding from the Institute of Museum and Library Services, the Libraries of the University of Massachusetts Medical School and Worcester Polytechnic Institute collaborated on a plan to expand the scope of science library practices and promote among medical, graduate, and undergraduate science students the preservation of scientific data in relevant repositories and archives. This paper outlines curriculum frameworks and learning needs for research data management instruction that can be delivered through a variety of methods. Individual modules are based on faculty and student interviews, as well as a comprehensive literature review. Background Student research projects are part of the core educational missions at both the University of Massachusetts Medical School (UMMS) and Worcester Polytechnic Institute (WPI). Both institutions struggle to manage massive data sets generated by students. The need to manage large data sets is well documented (Carlson 2006, Doctorow 2008, National Science Board 2005), and librarians are working to apply their skills in information management to this issue. The two libraries came together, with funding from the Institute of Museum and Library Services and the National Library of Medicine, to develop the preliminary tools for a full data management curriculum of open access educational tutorials that can be woven into any science, health science, or engineering curriculum. This article outlines the development of the curriculum, a curriculum framework, and competencies for instructing students on how to incorporate data management into the research process. The current study seeks to describe and analyze journal research publications in the top 10 Library and Information Science journals from 2007–8. The paper presents a statistical descriptive analysis of authorship patterns (geographical distribution and affiliation) and keywords. Furthermore, it displays a thorough content analysis of keywords and abstracts extracted from 10 leading Information Science journals in 2007–8, using Zins’ (2007) classification scheme of Information Science. The main results suggest the tendency of authors towards collaboration in authorship. North American and European authors – from the core discipline of Librarianship and Information Science – can be considered as leaders in the top 10 LIS journals. Furthermore, there are three major cores of research in these journals: information technology, methodology and social information science. It is important that LIS researchers, professionals, teachers and students be keenly aware of the updated main spheres of research in top leading LIS journals.

This article compares three self-developed subject guides and one commercial online subject guide (LibGuides) to provide information to other institutions which have a plan or are in the process of developing a plan to implement similar services to support online, distance and traditional education. This is a comparison of the current subject guides in use by three separate academic institutions: Murray State University, North Carolina State University, and The Ohio State University. This paper examines the creation and use of dynamic subject guides as a result of collaboration among departments: reference, systems, and campus information technology, through an examination of related articles.

This paper looks at the value of wikis as a collaborative resource for library science and digital libraries, briefly explores the history of wikis, cites examples of why wikis are viewed with hope and suspicion, and illustrates a wiki in use by the Digital Conversion Team at The Library of Congress.

The PhD degree is a requirement for promotion in academia. The brain drain experienced by Sudan and other neighbouring countries has led to a scarcity of PhD supervisors. Thus, many young Sudanese college lecturers holding Master degrees find it difficult to do their PhD locally in Sudan. Furthermore, they cannot seek education abroad due to economic, social and family commitments. This paper describes the PhD programme of Sudan University of Science and Technology which employs the Internet to facilitate the utilization of the international human and technical resources by providing PhD supervisors from renowned universities all over the world. PhD students from all over Sudan and the neighbouring countries participate in lectures, seminars and receive research supervision through interactive software (WebEX) providing audio, video and chat facilities. Students have to come to the university once or twice a year for face to face exams, discussions with supervisors and presentations or progress seminars.
