Reports that a New York State judge has ruled that a state law denying gay couples the right to marry is a violation of constitutional rights. Justice Doris Ling-Cohan who issued a 62-page decision which would allow the city to issue marriage licenses to same-sex couples in as soon as a month; How the ruling far from settles the issue as President Bush hopes for a constitutional amendment to ban it; Ruling which only applies to New York City and not the entire state; The city which has 30 days to appeal the ruling or issue the licenses.
