Atmospheric pollution levels for sulphur dioxide in Karachi, Pakistan, a city of 13 million people growing at a rate of 750,000/yr., are on average three times the safe levels set by the World Health Organisation. There are no controls on exhausts and Karachi's thermal power stations run on furnace oil, the dirtiest fuel oil in the world. Karachi lacks electricity and a proper water supply and its sewage system is grossly inadequate. The number of species in Karachi's mangrove swamp has declined from eight to just one in 30 years. Environmental degradation costs Pakistan over 1 billion pounds sterling/yr.
