Japan has looked to the UK as a role model for its political system, and Japanese observers have been concerned about the emphasis on negative campiagning in the UK 1997 election. The UK election also appears to place little emphasis on issues, which is common in Japan. The two major parties appear to agree about most key issues. There has been an emphasis on corruption which may have become important simply because the UK electorate wishes for a change. The strengthening of Europe could be a threat to Japan, so Japanese observers are interested in the outcome of the election and the extent to which the UK could hamper the unification of Europe.
