The author comments on the vulnerable social conditions in Yemen, which he observes have been unchanged since the beginning of the 20th century. He says that while other countries in the Arabian peninsula have been experiencing enlightening changes in education, culture, science and economy, political instability has made it difficult for changes to take place in Yemen. He thinks that Yemen has no enlightening achievements and believes that those in authority should enhance stability among opposition leaders and allocate funds for enlightening projects.

The author reflects on the importance of democratic education in democratic development. He believes that it is impossible for democracy to develop without the knowledge of real democratic awareness. Information on democratic education is presented. The author comments that the principle of equality should be recognized as a basic element for achieving justice among members of society in order for democratic education to be possible.

The author discusses the obstacles that hinder the political and democratic development of the Yemen Republic. He identifies these obstacles as including the absence of a representative character, lack of sovereignty and ability to bring all citizens together and engage all social groups in political development. He points out that what happens in Yemen is that the state remained representing the natural expansion of fragmentations and splits with the local community. He says that Yemen failed to overcome pressing totalitarianism-related problems.
