The spirit of Britain in 1994 is far removed from the spirit of Britain in 1944 when the country was working towards the goals of full employment and a universal welfare state. The notion of achieving a truce in the class war ran through all the post-war reconstruction plans, linking people of different ideological persuasions. Support for a more egalitarian society grew during the war as the public's imagination was caught by the basic assumption of the 1942 Beveridge Report, that Britain's citizens form a single integrated community which has a responsibility for the welfare of every individual.
