In this article, the author discusses the potential adverse effects of the Gainful Employment Rule, released by the U.S. Department of Education which may cut the federal financial aid to for-profit career colleges, on low-income and minority students. He argues that the rule would force many poor students and minorities to abandon their studies due to the absence of federal student aid. He also contends that the rulemaking process undertaken by the department lacks an appropriate guidance.
