In 2007, the EU adopted the most comprehensive chemical regulation in the world. The so-called REACH requires all chemical producers and importers to register and evaluate their chemical products and, when necessary, replace them with safer alternatives. For the administration of REACH, a new European Chemicals Agency (ECHA) was established. Establishment of this specialized body under the close supervision of the European Commission created in many ways an untraditional relationship which differs from the agent-principal model. The main aim of this article is to explore the specific nature of the agent-principal relationship between the ECHA and the European Commission in the areas of delegation, information asymmetry, motivation and control structures and emphasize how specific measures may limit the negative outcomes of the agent-principal dilemma. New Ethernet standards are under development, which provide two to five times higher data rates than the original Ethernet data rates, while operating over the prior generation of standard unshielded twisted pair cabling. The primary purpose is to gain full utilization of the installed base of Category 5e and Category 6 structured cabling. The 10GBASE-T Ethernet technology, originally specified for operating at lOGb/s over 100m of Category 6A cabling, has been adapted to operate at 2.5Gb/s over Category 5e cabling and 5Gb/s over Category 6 cabling. Although the existing Category 5e and Category 6 cabling standards cannot be changed, actual cabling can be requalified for the new higher data-rates by re-evaluating certain transmission parameters. The requalification guidelines use practical techniques to determine the effective data capacity of a particular channel. The use of these techniques implies the means to determine the potential rate, reach and margin for any cabling channel implementation. [ABSTRACT FROM AUTHOR]

Abstract: REACH (Realistic Extension Algorithm via Covariance Hessian) is a program package for residue-scale coarse-grained biomolecular simulation. The program calculates the force constants of a residue-scale elastic network model in single-domain proteins using the variance–covariance matrix obtained from atomistic molecular dynamics simulation. Secondary-structure dependence of the force constants is integrated. The method involves self-consistent, direct mapping of atomistic simulation results onto a coarse-grained force field in an efficient automated procedure without requiring iterative fits and avoiding system dependence.
