ABSTRACTThe requirement from IMO regarding an environment-friendly approach has prompted ship owners and shipbuilders to make sure their vessels complying the regulations. Green shipyards, incorporating best practices and technology, can reduce th polution generated during vessel construction. This paper investigates the current trends of green shipbuilding and proposes potential practices of green shipyard. A systematic review was conducted using publication databases such as Scopus, Science Direct, and Taylor & Francis from 2010 to 2022. It can be concluded that most of the studies have been discussing the Industry 4.0 (I4.0) technologies to be implemented in the shipyard where 16 potential practices and technology-based in the green shipyard were figured out. This study also found that automation is the most discussed topic in I4.0 technologies followed by an alternative fuel (LNG/LPG fuelled engine) and 3D printing and design. Furthermore, the study on green shipbuilding attracted the attention of China and Spain as these countries have published most papers. This study will help Malaysian shipbuilders and stakeholders to have a better view regarding the green shipyard concept and related practices and technology.

ABSTRACTSeaports enable national and international trade in nearly every country around the globe. The new digital world has led most seaport sectors to fully embrace new technologies and tools to better compete with other seaports. Moreover, such maritime activities have potentially significant effects on regional development. The east coast region in Peninsular Malaysia is less developed than the west coast region. It has caused a significant regional development gap, particularly in infrastructure quality, community services, production volume diversification, job opportunities and rising average wealth. Firstly, this study assesses how economic activities affect regional development in Peninsular Malaysia. Secondly, this study aims to identify the challenges and strategies for resolving the regional development imbalance in Peninsular Malaysia. A semi-structured face-to-face interview with fifteen maritime experts was adopted to achieve the proposed objectives. Interview outcomes helped identify and resolve significant problems and create strategies to facilitate the regional development of Malaysian seaports. IR 4.0: These novel strategies may lead to digitalisation in decision-making methods concerning regional development in the Malaysian seaport sector. Integrating four approaches could increase the regional development progress and facilitate continuous growth for the Malaysian seaport industry. The new findings recommend Malaysian seaport digitalisation through progressive regional development.

ABSTRACTAids to navigation (AtoNs) or navigational aids (NAVAIDs) play an integral part in ensuring navigational safety. AtoNs can be classified as a device, system, or service that improves the safety and efficiency of individual vessels and/or the navigation of vessel traffic. Although many studies have been published on AtoNs, navigational safety is critical for the transportation of people and goods. For inland waters, there appears to be a lack of assessments on AtoNs in lakes, rivers, and rural waterways. Therefore, this study applied the preferred reporting items for systematic reviews and meta-analyses (PRISMA) statement on major databases; such as Scopus and Web of Science; to examine the development of AtoNs. Our findings indicate that a significant number of studies focus primarily on marine AtoNs rather than AtoNs for inland waters because international regulations do not apply to inland waters. We also found that marine AtoN development is headed towards virtual and electronic AtoNs (eAtoNs) to replace the more traditional physical devices. As such, our review could enable authorities, industrial investors, and shipping companies better comprehend the future of AtoNs. This will help them ensure navigational safety not only at sea but in coastal and inland areas as well.

Purpose: This paper aims to explore the comparative analysis of marketing strategies between seaports and dry ports. Second, this paper proposes a recommendation to improve marketing approaches in both nodes. Design/methodology/approach: This research analyzes current marketing approaches to improve the freight volume and enhance interrelation between them for a comprehensive collaboration in the freight supply chain. This research employed semi-structured interviews via an e-interview questionnaire. Findings: The result shows that dry port and seaport practice a mixed marketing strategy. Some marketing elements that a seaport applies are also applied by a dry port, like focusing on the target customer, joining exhibitions and face-to-face meetings. Customized service to clients, frequent discussion on the effective marketing plans and increasing the facilities at the seaport and dry ports can improve the marketing strategies in dry port and seaports. Originality/value: Seaports are the critical components in esteem-driven context, which add to supply chains by creating value-added services in the transport chain. Nonetheless, research between dry ports and seaports has increasingly drawn the attention of scholars during the last decade. Having said like that, there have not been any pragmatic studies undertaken in the Malaysian context that mainly discusses the marketing prospect of the dry ports and seaports especially during COVID-19 outbreak.

ABSTRACTIndustrial Revolution (IR) 4.0 has been emerged and widely implemented in manufacturing sectors; however, the adaptation of this recent paradigm remains indefinite in the seaport system and makes the performance of each seaport around the globe non-parallel, limiting the trade effectiveness and decelerating the competitiveness, which eventually affects the price of the cargo. Consequently, this paper aims to determine the current status of IR 4.0 implementation in the seaport sector and to categorise the most critical sustainable factors (CSFs). To meet the aim of this paper, a bibliometric analysis from two major databases, Scopus and Web of Sciences, has been utilised. The result indicates that there are four stages that need to be considered for the implementation of IR 4.0 in the seaport industry: adoption, implementation, operational and evaluation. Currently, IR 4.0 in the expanding phase was applied at the stage of adoption. The outcome of this paper can be used as a benchmark to explore, analyse and vindicate the significant variables for the implementation of the fourth industrial revolution in the seaport sector especially from the Malaysian outlook.

ABSTRACTChanges in supply chain are critical for Malaysia's inclusion in the competitiveness in this era of globalisation. One of the prevalent infrastructure developments is the addition of dry ports in remote areas, targeted to enhance the hubs and connection with significant seaports worldwide. However, the regional development especially on the east-coast of Peninsular Malaysia is trailing behind in terms of quality infrastructure, employability, job growth and quality of life. Economic development must be balanced on both the east-coast and west-coast to ensure this region progresses in the right direction towards economic equality. Therefore, this paper attempts to analyse the potential contributions of enhancing regional development in Peninsular Malaysia. A comprehensive assessment of the existing literature on Malaysian dry ports developments and components concerning the regional development has been conducted. The nexus between dry ports and regional development is then illustrated in a conceptual framework. The framework indicates that dry ports provide long-term and short-term benefits from the regional development perspective. In the short run, dry ports enhance seaport accessibility, boost production volume, increase the employment rate, and attract more investment. These findings will become the benchmark for future research and significant policy-making approaches to enhance regional development in Malaysia.

ABSTRACTIn the globalised maritime transport sector, Malaysian ships and local seafarers play a crucial role in the development of the country’s economy. Therefore, this paper examines Malaysia’s ratification of international maritime conventions, its authorisation of classification societies and its maritime education training centres that have become key elements in influencing local ship registration and the production of seafarers. This paper analyses the current Malaysian ship registration and seafarers, including the existing number of seafarers that are engaged on board Malaysian and foreign ships. In this paper, we present the JALIN(ship registration data) and SDPx (seafarers’ data) systems application, which are developed by the Marine Department Malaysia as data sources, and a descriptive analysis of data using MS-Excel 2010 and Minitab 19. As a result, this paper analysed the Malaysian ship registration and seafarers for streamlining future Malaysian shipping governance in order to identify current potentials and barriers. In addition, this paper provides vital information for Malaysian government strategies concerning seafarers’ management in streamlining future national shipping governance. In addition, this result can serve as big data information to develop effective measures catering to the needs of the Malaysian shipping industry and assist policymakers to make decisions.

Purpose: This study aims to identify the factors influencing the intention to adopt Halal transportation among Halal food manufacturers in Malaysia. Design/methodology/approach: Applying a purposive sampling method, data were gathered from questionnaires distributed to Halal food manufacturers who participated in Halal showcase and festival in Malaysia. Out of 317 companies who were approached, 290 respondents agreed to answer the questionnaire and only 247 can be used for data analysis. SMART-partial least squares (PLS) 3.2.9. was used to analyze the data for this study using a structural equation modeling approach. Findings: Cost, perceived benefits and customer pressure were found to have a positive relationship with the intention to adopt Halal transportation, meanwhile, organizational readiness was found as insignificant. Top management attitude moderates the relationship between perceived benefits and the intention to adopt Halal transportation. However, it fails to moderate the relationship between organizational readiness and intention to adopt. Research limitations/implications: The study only focuses on the Halal food manufacturers who attended Malaysian International Halal showcase and Halal festival, which is still not applying Halal transportation in their business activities. Practical implications: The findings unearth meaningful information for the many parties involve to enhance the adoption rate of Halal transportation not only for Malaysia but also for countries which has similar characteristics to Malaysia. Government bodies and Halal logistics providers could use the findings of the study to formula a new approach in their capacity to transform from intention to be a real user of Halal transportation services. Even the study only focuses on Halal transportation, it also may reflect other Halal services. Originality/value: The study reveals the capability of the technology, organization and environment framework to identify the factors of intention to adopt Halal transportation among Halal food manufacturers in Malaysia. The findings also show the moderation effects of top management attitude on the perceived benefits. Besides that, the study enriches the literature on Halal studies especially related to the Halal supply chain.

ABSTRACTJohor Port and Port of Tanjung Pelepas (PTP) are two adjacent seaports act as backbone of the Malaysian international trade and economy. The probability of these seaports catering the same client is very high and may cause overlapping in the hinterland area. This will further result in the waste of resources, congestion in traffic and reducing the competitiveness of seaports. The situation worsened during Covid-19 outbreak as these two seaports faced issues related to capacity and efficiency. This paper employs geoeconomics concept to assist these seaports to design a post Covid-19 recovery plan for these seaports via temporal, spatial and policy taxonomies. An explanatory sequential mixed method design has been employed to meet aims of the paper. The results show that hinterlands in the Southern region are important as production centres, providing logistics efficiency and improving the connectivity. Given the importance of service recovery to continue patronage of these seaports among customers, revitalising 4th industrial revolution and materialising inland capacity are additional post Covid-19 recovery strategies for improved seaport performance from a policy and spatial taxonomies.

Due to economic and geographical causes, the reformation of rail freight transport is now in progress in a number of countries. Railroads are ideal for moving huge quantities of non-bulk, specialised, and bulk cargo. Malaysia's rail network has developed in comparison to other modes. However, its administration and contributions are little researched and frequently unclear in the current literature. In this country, rail is mostly used for passenger transportation, and the amount of rail freight in maritime trade is negligible compared to road freight. This scenario affects the efficacy of inter-regional and intra-regional freight delivery, diminishes the competitiveness of seaports, creates a monopoly for road freight transport, and depletes road infrastructure for extensively facilitated road freight transit. This article focuses on investigating concerns about existing rail freight transport and its improvement methods, the influence of rail freight transport on seaport competitiveness, and the relationship between rail freight transport and seaport dwell time. An exploratory factor analysis (EFA) was conducted to achieve the goals of this work. Approximately forty (40) Malaysian rail operators, their clients, and multimodal transport operators participated in the online survey. The findings indicate that the primary challenges with the Malaysian rail system are performance, transit time reliability, and capacity use. Improving the rail infrastructure will have a good impact on the service dependability, freight distribution, and operation management of a seaport. By enforcing institutional integration, expanding infrastructure support systems, and successfully managing infrastructure maintenance, the rail system may be enhanced. By synchronising seaport operation, efficiency, management, and container rotation, rail freight operations can enhance seaport transit time. To maintain trade competitiveness and provide a balanced freight distribution network, the role of rail freight must be increased.
