This booklet discusses the needs for literacy education in Latin America and the Caribbean during International Literacy Year. Particular focus is on the objectives of International Literacy Year and suggested actions are provided in the four following areas: (1) operative strategies for the realization of the International Literacy Year, including those relating to educational policy, the objectives of the project, organization, research, and international cooperation; (2) capacity-building, instructional materials, and communication media; (3) continuing education, including actions intended to guarantee continuing education and recommendations for continuing education; and (4) implementation, evaluation, and research, including innovation, projections, definition of priorities, research projects, and other considerations.
