Two econometric models of off-budget spending or 'underground government' are developed using state data. Using the models, the hypotheses of Bennett and DiLorenzo (BD), and Marlow and Joulfaian (MJ), are tested. BD argue that off-budget spending is an end-run around voter-approved limitations on spending, taxation and debt while MJ contend that high levels of off-budget spending exist for the same reasons as high levels of on-budget spending. Results suggest that substitution of on-budget spending by off-budget spending is short-lived and that they may be complementary in the long term. Every school-age child in San Antonio's Edgewood school district was eligible for a large,privately-funded tuition voucher from 1998 to 2008. This paper evaluates the impact ofthis voucher program on residential property values in the Edgewood district. Based onrealtor data (multiple listing service), the findings reveal that during the period of thevoucher program there was a 9.87% increase in house prices during the early years ofthe program, although an increase of only 1.10% during the later years when eligibilityrequirements were tightened.

Because new land uses may preclude existing or potential future uses, the net economic impact of a particular policy may be substantially less than its gross impact. One way to estimate the differences is with an analog region. A case study illustrates how an analog region estimates the net economic impact of Grand Teton National Park on Teton County, WY. Approximately one-third of the economic activity attributed to the park would still be present in the absence of the park.

THIS IS a study of the initial encounter between a psychiatric outpatient clinic and the persons who come to it seeking help. In the idiom of clinic culture, the help-seeker is identified from the start as a patient. We prefer to identify him as an applicant. He is seen by one or more agents—staff members who are assigned responsibility for the evaluation and screening of applicants. He becomes a patient when he and the agent reach a joint decision to embark upon a course of treatment. Many applicants, the majority, do not receive treatment.1-4 We shall use the term applicancy to refer to the proceedings which begin with the first contact between applicant and clinic, and which end either with the onset of treatment or with termination of the relationship by one or both parties.
