5. Informal Literacy Assessment: An Organized Meld of Evaluative Information.

- Abstract
Informal assessment ties evaluation and teaching together. Through systematic observation, teachers gather useful, instructional information as learners engage in the processes of reading, writing, speaking, and listening. Informal assessment measures suggested by researchers and language arts teachers include anecdotal records, informal inventories, running records, conferences, writing samples, observational checklists, think-aloud protocols, and self-assessment. Several specific strategies for organizing informal assessment have been found to be useful: using an expandable file folder to store the variety of assessment measures; placing the file folders in an easily accessible location in the classroom; and creating an organizational sheet to help teachers focus on the goals of instruction and instructional strategies. Using informal assessment successfully depends not only on the organized use of a variety of measures for assessment, but also on the accurate interpretation of the information gathered. Using multiple measures in an organized, systematic procedure allows teachers to make accurate, informed decisions based on various assessment instruments. Previous evidence indicates that adjuvant, short-course androgen deprivation therapy (ADT) improves metastasis-free survival when given with primary radiotherapy for intermediate-risk and high-risk localised prostate cancer. However, the value of ADT with postoperative radiotherapy after radical prostatectomy is unclear.

Preliminary studies play a prominent role in the development of large-scale behavioral interventions. Though recommendations exist to guide the execution and interpretation of preliminary studies, these assume optimal scenarios which may clash with realities faced by researchers. The purpose of this study was to explore how principal investigators (PIs) balance expectations when conducting preliminary studies. We surveyed PIs funded by the National Institutes of Health to conduct preliminary behavioral interventions between 2000 and 2020. Four hundred thirty-one PIs (19% response rate) completed the survey (November 2021 to January 2022, 72% female, mean 21 years post-terminal degree). Most PIs were aware of translational models and believed preliminary studies should precede larger trials but also believed a single preliminary study provided sufficient evidence to scale. When asked about the relative importance of preliminary efficacy (i.e. changes in outcomes) and feasibility (i.e. recruitment, acceptance/adherence) responses varied. Preliminary studies were perceived as necessary to successfully compete for research funding, but among PIs who had peer-reviewed federal-level grants applications (n= 343 [80%]), responses varied about what should be presented to secure funding. Confusion surrounding the definition of a successful, informative preliminary study poses a significant challenge when developing behavior interventions. This may be due to a mismatch between expectations surrounding preliminary studies and the realities of the research enterprise in which they are conducted. To improve the quality of preliminary studies and advance the field of behavioral interventions, additional funding opportunities, more transparent criteria in grant reviews, and additional training for grant reviewers are suggested.Developing successful and informative preliminary studies is challenging due to confusion surrounding health behavior intervention development. This confusion may be the result of a mismatch between best-practice recommendations and the realities of the research enterprise.Initial testing of behavioral interventions can provide valuable information about the methods of the intervention and whether it is effective. However, recommendations that provide researchers with guidance on how to best conduct pilot studies assume ideal circumstances. The mismatch between what can be realistically accomplished in a preliminary study, and what researchers expect from preliminary studies creates confusion. As a result, it is difficult for researchers to judge the quality, relevance, and potential of preliminary studies. This study suggests more research funding opportunities, clearer rules for reviewing grant applications, and more training for the people who review these applications could help improve preliminary studies and create more effective health behavior programs.

This article introduces the 8Es of Youth Entrepreneurship Model, which identifies eight key enablers: education, experience, ego (self-efficacy), enthusiasm, exposure, endorsement, encouragement, and en route. By addressing these enablers, stakeholders can create an enabling ecosystem for youth entrepreneurship. This model provides practical insights for practitioners and policy makers. It emphasizes the importance of educational programs, mentorship initiatives, access to capital, and a favorable business environment to support young entrepreneurs. Policy makers can utilize the model to formulate policies that prioritize improving education, fostering entrepreneurial experience, building self-efficacy, promoting exposure to role models and networks, and providing endorsements and recognition for young entrepreneurs. By collectively focusing on these enablers, we can empower young individuals and harness their entrepreneurial spirit for a prosperous future.

Eugene Rostow (Yale University) and David Tarr (University of Wisconsin) present their views concerning the wisdom and validity of U.S. security policies, including SALT, and the adequacy of the country's political/military planning. Rostow, representing the views of the Committee on the Present Danger, believes that America is losing the capability of mounting a lethal second strike because it has permitted the nuclear balance to tilt against us. Unless the balance is restored, the United States will be unable to reach equitable or safe agreements with the Soviets. Tarr, invited by the Institute of World Affairs, stresses the profound effect of the U.S. descent from nuclear superiority to balance. In his view this parity has weakened the deterrent value of nuclear weapons for protection of our allies. The issue of SALT TWO has become less relevant compared to the juxtaposition of conventional arms and other areas of competition between the superpowers. Objectives:Compare outcomes in pregnant women with and without Spinal Cord Injury (SCI).Design:Case study and inception cohort comparison.Setting:Community, primary care/referral center and university practice.Participants:Twenty-eight pregnant women (12 with SCI ( = PW-SCI) and 16 without SCI ( = PW-AB)) were enrolled. Six PW-SCI left study and six completed data collection and were matched, by age, parity, and race, with 12 PW-AB (1:2 ratio, respectively). Final analysis included 18 (78%) subjects.Interventions:Not applicable.Main Outcome Measures:Utilizing standardized, templated medical records (published by NIH/NICHHD and DHHS) and self-report, prospective, longitudinal and retrospective details of pregnancy, labor and delivery experiences/complications were recorded for all women and their neonates. Data collection included vital signs, urinalysis, pregnancy-related conditions/complications (i.e.UTIs, hyperglycemia), and labor, delivery, fetal outcomes. For PW-SCI, demographics, occurrences of autonomic dysreflexia (AD), pressure sores, worsening SCI conditions (i.e.spasticity, bladder spasms, lost independence) were recorded.Results:PW-SCI had statistically greater (P < .05) UTIs than PW-AB (three (50%) to 0 (0%), respectively). One PW-SCI (17%) reported pressure sores and one AD. Three (50%) PW-SCI and 4 (33%) PW-AB experienced a complication at delivery. Newborn mean birth weight (2854 g vs 3578 g; P = 0.12), and length (49.3 vs 45.8 cm; P = 0.32) were lower for PW-SCI than PW-AB. Head circumference was significantly less for PW-SCI than PW-AB (30.3 vs 34.5 cm; P = 0.04).Conclusions:Women with SCI tend to have more complicated courses of pregnancy, labor and delivery and smaller newborns than non-SCI peers. Neonatal head circumference is significantly smaller.

Background: As a key determinant of ill-health, family violence is inadequately responded to within Aotearoa New Zealand health policy and practice. Without adequate system support, health professionals can often be unsure of what to do, or how to help. Developed in response to this system gap, ‘Atawhai’ aims to make it easier for primary care professionals to respond to family violence. Methods: Underpinned by indigenous Māori customs, Atawhai combines complexity theory and participatory research methodologies to be responsive to the complexity involved in family violence. We worked with 14 primary care professionals across ten whakawhitiwhiti kōrero wānanga (meetings for deliberate dialogue) to identify and develop primary care system pathways and tools for responding to family violence. This paper focuses on the development of Atawhai through wānanga and observation methods. Methods used to capture change will be reported separately. Findings: Atawhai is a relational response to family violence, focused on developing a network of trusted relationships between health and social care professionals to support safe responses to those accessing care. This study identified four key health system pathways to responsiveness and developed associated tools to support health care responsiveness to family violence. We found the quality of relationships, both among professionals and with those accessing care, coupled with critical reflection on the systems and structures that shape policy and practice are essential in generating change within primary care settings. Conclusions: Atawhai is a unique health care response to family violence evidenced on empirical knowledge of primary care professionals. Our theoretical lens calls attention to parts of the system often obscured by current health care responses to family violence. Atawhai presents an opportunity to develop a grassroots-informed, long-term response to family violence that evolves in response to needs.

33. “Moving beyond silos”: focus groups to understand the impact of an adapted project ECHO model for a multidisciplinary statewide forum of substance use disorder care leaders

Background: Although clinical substance use disorder (SUD) care is multidisciplinary there are few opportunities to collaborate for quality improvement or systems change. In Oregon, the Project ECHO (Extension for Community Healthcare Outcomes) model was adapted to create a novel multidisciplinary SUD Leadership ECHO. The objective of this study was to understand the unique effects of the adapted ECHO model, determine if the SUD Leadership ECHO could promote systems change, and identify elements that enabled participant-leaders to make changes. Methods: Four focus groups were conducted between August and September of 2022 with a purposive sample of participants from the second cohort of the Oregon ECHO Network’s SUD Leadership ECHO that ran January to June 2022. Focus group domains addressed the benefits of the adapted ECHO model, whether and why participants were able to make systems change following participation in the ECHO, and recommendations for improvement. Thematic analysis developed emergent themes. Results: 16 of the 53 ECHO participants participated in the focus groups. We found that the SUD Leadership ECHO built a multi-disciplinary community of practice among leaders and reduced isolation and burnout. Three participants reported making organizational changes following participation in the ECHO. Those who successfully made changes heard best practices and how other organizations approached problems. Barriers to initiating practice and policy changes included lack of formal leadership authority, time constraints, and higher-level systemic issues. Participants desired for future iterations of the ECHO more focused presentations on a singular topic, and asked for a greater focus on solutions, advocacy, and next steps. Conclusions: The adapted ECHO model was well received by focus group participants, with mixed reports on whether participation equipped them to initiate organizational or policy changes. Our findings suggest that the SUD Leadership ECHO model, with fine-tuning, is a promising avenue to support SUD leaders in promoting systems change and reducing isolation among SUD leaders.

Uncertainty is an important but difficult to quantify challenge for project managers. Despite this, some project characteristics associated with uncertainty are quantifiable and can provide project managers with clues to the amount of uncertainty in a project. 50. Why consistency matters in preserving the rules-based order

ABSTRACTSince the end of the Cold War, the United States has set the direction for inter-state relations through the establishment of the rules-based order. This very order can be generally believed to draw from the institutions, conventions, and norms centred on the United Nations. However, the brewing power competition between the US and China banks on either preserving or revising this order. Interestingly, the US, its allies, and its strategic partners regard themselves as the protectors of these rules, while China is often seen as a revisionist bent on altering the status-quo. However, there have been issues even among certain major democracies regarding their own adherence and interpretation of these very rules. This paper seeks to highlight the vulnerabilities of the rules-based order, which considerably compromise its legitimacy and enforcement by major democracies. Two isolated but pressing cases have been presented to demonstrate how three particular democracies: India, the US, and the United Kingdom seem to have varied interpretations of certain aspects of the rules-based order. This inconsistency will have significant implications on their roles as responsible stakeholders of the established order, which, in turn, may provide revisionist states an opportunity for exploitation.
