"The EUROCALL Review" is published online biannually by the European Association for Computer-Assisted Language Learning (EUROCALL). The United States has at least three historically established patterns of language use: English monolingualism, multilingualism, and bilingualism. The United States could best be described at present as a multilingual nation in which English is the dominant language. English is promoted to varying degrees, but linguistic diversity is tolerated. The purposes of this highly descriptive report are twofold. First, American linguistic diversity and language policy are surveyed to provide some of the important contexts and conditions of language education for language minority students. Second, in the process of examining the policy and processes of bilingual and English-as-a-Second-Language programs, the educational characteristics of language minority speakers, those students designated as limited English proficient (LEP) are detailed in depth. A set of research questions is developed, and these questions are framed within the context of the Six Nation Education Research Project. These questions focus on how schools structure opportunities and incentives for language minority learners to acquire language and literacy and consider such things as ways to focus on the learner, how to account for economics and the sociopolitical context of language, the effects of national educational policies, and what policy modifications would enhance these opportunities and incentives. Numerous data-rich tables and figures give a thorough picture of American linguistic diversity and language policies, providing a solid framework for framing the research questions. This collection of six papers consists of works in progress undertaken by students and faculty of the University of Pennsylvania's Language in Education Division of the Graduate School of Education. Americans generally lack foreign language competence, and their exposure to foreign languages in the United States is inadequate. Foreign language instruction is deficient in both quality and quantity, and although there are indications of improvement in both areas, it will be many years before the effects of improvements are clear. The consequences of generalized language incompetence include an international trade gap that threatens both short- and long-term economic stability, inadequate intelligence and international communication that threaten national security, and cultural isolation. Foreign language instruction should begin as early as possible in children's education to be maximally effective. All students, not just the gifted, are likely to benefit from foreign language exposure. The first step toward becoming a language-competent society is a commitment to language study at all levels of the school system, using the institutionalization of language and culture study to improve language and cultural attitudes. The article aims to prove the existence of a literary criticism already in ancient times and defines the characteristics of the Latin one, that is to say realism, metaphoricity, implicit framework, monolingualism, and posterity. I was brought up in Wales in a bilingual community (Welsh/English), and I hasten to add there wasn't forced monolingualism, it was far more subtle. Today there are many Welsh-medium schools in Wales, schools that nurture bilingualism, and their educational achievements often exceed those of monolingual schools. This paper introduces a general framework for the use of translation probabilities in cross-language information retrieval based on the notion that information retrieval fundamentally requires matching what the searcher means with what the author of a document meant. That perspective yields a computational formulation that provides a natural way of combining what have been known as query and document translation. Two well-recognized techniques are shown to be a special case of this model under restrictive assumptions.
