Purpose: Considering the cross-market network externality, this paper aims to explore the platform's pricing decisions and its optimal profit under the given government investment, and then investigate the investment decision to improve social responsibility, which is measured by the social welfare. Design/methodology/approach: When exploring the optimal pricing decisions under the given government investment, extreme value theory and sensitive analysis are used. When investigating the investment level, game theory and optimization method are used. Numerical examples are conducted to further illustrate the results. Findings: First, after considering the government investment, whether the buyers and the sellers are charged depends on the investment level and the difference of the cross-market network externality (CNC) of the sellers and the buyers. Second, the optimal price on the sellers is decreasing (increasing) in the CNC of the buyers (sellers). The optimal price on the buyers is significantly affected by the investment level. Finally, the government investment is win-win for both the platform and the government, and Chinese Government should invest on the sellers heavily. Originality/value: This study specifies the role of the government investment on the sellers in determining the platform's pricing decisions and the improvement of the social responsibility, which is measured by social welfare. Abstract: This paper proposes the application of multi-criteria analysis to the problem of allocating public funds to competing programs, projects, or policies, with a subjective approach applied to define the concept of highest portfolio social return. This portfolio corresponds to an attainable non-strictly outranked state of the social object under consideration. Its existence requires a decision-maker (DM) to establish a relational preference system of minimal consistency. As the number of feasible portfolios increases exponentially, the DM’s asymmetric preference relation should be computable to perform an exploration of the portfolio space. The complexity of many real situations requires evolutionary algorithms, but, in presence of many objectives, evolutionary algorithms are inefficient. We overcome this problem by using the extended non-outranked sorting genetic algorithm (NOSGA-II), which handles multi-criteria preferences through a robust model based on a binary fuzzy outranking relation expressing the truth value of the predicate “portfolio x is at least as good as portfolio y”. The DM is assumed to be capable of assigning the parameters for constructing the outranking relation. In case of collective decision-making, we first assume that the possible differing values of the group members are not strongly conflicting, so that a consensus can be achieved on the model’s parameters. Otherwise, we propose a method in which each member of the heterogeneous group gets his/her own best portfolio. These individual solutions are then aggregated in a group’s best acceptable portfolio, which maximizes a measure of group satisfaction and minimizes regret. The proposal is examined through two real size problems, in which good solutions are reached; the first example is useful to illustrate the case of social-action program selection; the second illustrates the case of basic research project portfolios. Since the start of the financial crisis, firms increasingly search for new finance sources. Sovereign Wealth Funds - rapidly growing government-owned investment vehicles - are investing heavily in equity nowadays. We aim to find out how stock markets respond to their investments and disinvestments. When analysing a global sample for the period January 2004 - July 2011, we find significantly positive (negative) stock market returns on the announcement of an investment (divestment). Additionally, we find that the market reacts stronger to announcements of divestments since 2008. This provides some evidence for the idea that investors look more favourable upon Sovereign Wealth Funds nowadays. It appears that fears for too much corporate governance impact have weakened. In June of 2010, the United States Government Accountability Office (GAO) released a report that evaluates the effects of full public funding in Arizona and Maine. The report seeks to evaluate the policy effects of public funding in the states with regard to several stated goals of its supporters. including slower campaign spending growth, diminished interest group influence, enhanced political participation, and heightened electoral competitiveness. The GAO's paper is timely considering that full funding programs are becoming both more common and more visible to the public at large. The GAO's analysis coutains several interesting findings, and its publicatioti marks a good opportunity for political scientists and policy analysts to compare notes. Combining the contributions from each provides a more complete picture of what is known and unknown in the study of publicly funded elections. This article reviews the findings of the GAO report as well as those of a growing number of scholars who have examined the topic. It describes what the GAO, political scientists, and policy analysts have found with regard to public election funding. as well as opportunities that remain for further research. Where applicable, the article supplements this review with basic analysis of additional data. It should therefore be useful both for political scientists and the policy community.
