Hall Aitken Associates has undertaken an interim evaluation of projects set up in the UK as part of the European Union's ADAPT Community initiative for the period 1994 to 1999. This is a development programme with aims including preventing unemployment through fostering skills and qualifications and anticipating and boosting the development of new employment. There have been a number of difficulties associated with the implementation of the ADAPT programme in the UK, including a restricted number of quality applications and delay in approvals.
