ABSTRACTPost-suburbanization, shifting the focus of urban spatial development to its periphery, is becoming a global policy concern. Changing urban form affects travel behavior, where the traditional suburb-to-CBD commuting pattern has been contested by inter-suburban commuting. This empirical study investigates how employment decentralization and its associated heterogeneous suburban amenities have influenced commuting dynamics between suburbs in a developing country. Using the case of the Jakarta Metropolitan Area (JMA), Indonesia, spatial panel regression is applied to model inter-suburban commuting between 2008 and 2015. The results indicate that peripheral employment expansion due to industrial decentralization is followed by a significant increase in inter-suburban commuting. The mono-functional industrial subcenter has attracted more commuters from other suburbs. Yet, it also pushed some residents to commute away for jobs in service firms. The study has added a better understanding of urban form-travel behavior relationships that have seldom been researched from the Global South perspective.

In the past decade, Indonesia has become one of the Asian countries that massively promote large-scale infrastructure development to stimulate economic growth and improve the nation's competitiveness. Using the theoretical perspective of state rescaling, we explore how megaproject complexity defines the scope and process of state involvement in Indonesia's regional infrastructure planning, development, and governance. Aided by a typology of state rescaling, we compare two megaproject case studies: the Jakarta-Bandung High-Speed Train (JBHST) and the Kertajati International Airport and Aerocity (KIAA). It reveals that the dynamics of political culture, governance style, and policy domain shed light on the pragmatic rediscovering of state activism to manage risk and uncertainty in Indonesia’s multi-actor and multi-scale megaproject decision-making environment.

ABSTRACTThe existence of polycentric urban form has been widely discovered in worldwide urban development, yet the topic has received little attention in Southeast Asia. This study aims to explore urban spatial development in Indonesia, focusing on three historically globalized regions: the metropolitan areas of Medan, Jakarta, and Denpasar. It comprises subcenter identification and comparative morphological and functional polycentricity analyses using the latest economic census and commuter surveys data. The study confirms the polycentric structure of the Jakarta Metropolitan Area, while the other two metropolitan areas have a monocentric structure. The structural difference is due to the process of industrialization that shaped the development of metropolitan areas in Indonesia in various ways regardless of the spatial planning strategies.

ABSTRACTSince the start of the reform in the late 1990s, Indonesia has implemented an ambitious decentralization policy. One of its aims is to foster regional development from below by giving subnational governments a greater discretion in determining programmes that are more aspirational to the interests of the community and to local and regional development objectives. The decentralized government system has been implemented for almost two decades, yet limited studies have been conducted to examine its trajectory. Within this context, the study offers a comprehensive review of two crucial issues in the empirical literature on decentralization, notably regional disparity and spatial fragmentation. It is found that the rapid transition toward a decentralized system during the early years of the decentralization reform had an adverse impact on regional development. However, after several adjustments and improvements throughout the process, the decentralization practice in Indonesia began to show positive outcomes, which was signified by a declining trend of regional disparity and spatial fragmentation. It is argued that institutional rearrangement has become a crucial aspect in resolving the regional issues and, thus, improving regional development.

Peri-urban areas are playing an increasingly crucial role in the agricultural development and intensification in Indonesia. Peri-urban agriculture is highly vulnerable to change compared with urban and rural agriculture, due to its location in transitional areas. Indicators of peri-urban agricultural intensity can help guide regional development. In this study, we assessed the sustainability of peri-urban areas based on agricultural intensity in Karawang Regency, Indonesia. We developed a village-based index to assess the region’s agricultural intensity by rescaling the village agriculture index (VAI) and combining the local sustainability index (LSI) with factor analysis. Since the unit of analysis is the village, we modified the LSI to the village sustainability index (VSI). In addition, we also developed a logical matrix analysis to determine the level of agricultural sustainability (LoAS) of each village. The combined results of the three indices (VAI, VSI, and LoAS) generated information about agricultural sustainability. The results indicated that peri-urban villages with high agricultural intensity tended to exhibit low levels of social welfare, economic development, and disaster risk. Moreover, high agricultural intensity did not necessarily ensure the prosperity of the people. Instead, there was the economic disparity among the villages in the study area. Encouraging diversity of agricultural intensity seems to be more critical than promoting agricultural intensity itself. Overall, this study highlights the distinctive characteristics and dynamic of peri-urban areas. New approaches, variables, and information regarding the combination of agricultural intensity and sustainability need to be developed as valuable tools for regional planning.

AbstractIndustrial land development has become a key feature of urbanization in Greater Jakarta, one of the largest metropolitan areas in Southeast Asia. Following Suharto's market-oriented policy measures in the late 1980s, private developers have dominated the land development projects in Greater Jakarta. The article investigates the extent to which these private industrial centers have effectively reduced the domination of Jakarta in shaping the entire metropolitan structure. The analysis indicates that major suburban industrial centers have captured most of the manufacturing employment that has dispersed from Jakarta. The industrial centers have now increasingly specialized and diversified. It is likely that a polycentric metropolitan structure will emerge in the future.

Macroscopic portal vein invasion (PVT) by hepatocellular carcinoma (HCC) in the liver is one of the most important negative prognostic factors for HCC patients. The characteristics of a large cohort of such patients were examined. We found that the percent of patients with PVT significantly increased with increasing maximum tumor diameter (MTD), from 13.7% with tumors of MTD <5cm to 56.4% with tumors of MTD >10cm. There were similar numbers of HCC patients with very large tumors with and without PVT. Thus, MTD alone was insufficient to explain the presence of PVT, as were high AFP levels, since less than 50% of high AFP patients had PVT. However, the percent of patients with PVT was also found to significantly increase with increasing blood alpha-fetoprotein (AFP) levels and tumor multifocality. A logistic regression model that included these 3 factors together showed an odds ratio of 17.9 for the combination of MTD>5.0cm plus tumor multifocality plus elevated AFP, compared to low levels of these 3 parameters. The presence or absence of macroscopic PVT may therefore represent different HCC aggressiveness phenotypes, as judged by a significant increase in tumor multifocality and AFP levels in the PVT positive patients. Factors in addition to MTD and AFP must also contribute to PVT development.
