This study proposes assurance region (AR) context-dependent data envelopment analysis (DEA) and applies the restricted weights derived by analytic hierarchy process in measuring the performance of 34 selected Taiwanese international tourist hotels during the years 1997?2006. Empirical results indicate that: AR context-dependent DEA has more of an efficiency segment than context-dependent DEA; the market differentiates 10 performance levels that form the benchmark structure for 34 hotels; hotels with higher attractiveness can serve as learning targets for hotels at lagging levels so as to establish the best path for performance improvement; and hotels at leading levels can use lower progress to analyse potential competitors at lagging levels. The results of this study can provide hotel managers with insights into competitive advantage and can help them with strategic decision-making.

We prove several basic combinatorial identities and use them in two applications: the queue inference engine (QIE) and earliest due date rule (EDD) scheduling. Larson (1990) introduced the QIE. His objective was to deduce the behavior of a multiserver queueing system without observing the queue. With only a Poisson arrival assumption, he analyzed the performance during a busy period. Such a period starts once all servers are busy with the queue empty, and it ends as soon as a server becomes idle. We generalize the standard order statistics result for Poisson processes, and show how to sample a busy period in the M/M/csystem. We derive simple expressions for the variance of the total waiting time in the M/M/cand M/D/1queues given that nPoisson arrivals and departures occur during a busy period. We also perform a probabilistic analysis of the EDD for a one-machine scheduling problem with earliness and tardiness penalties. The schedule is without preemption and with no inserted idle time. The jobs are independent and each may have a different due date. For large n, we show that the variance of the total penalty costs of the EDD is linear in n. The mean of the total penalty costs of the EDD is known to be proportional to the square root of n(see Harel (1993)).

Two-thirds of the world population do not have access to safe, affordable and timely surgery. This global surgical crisis largely affects low and middle-income countries, and it will surpass the challenges created by communicable diseases. The barriers of access to surgery range from cost of surgery and patient transportation to availability and quality of surgical infrastructure and providers.
