Initially scheduled for April 1999, the deal was put on hold due to investor concerns over the conflict in neighboring Yugoslavia. But despite NATO strikes showing no signs of abating, the municipality went ahead with the issue. The success of the deal amid such adverse circumstance is due to a long consultation process with prospective investors, according to Paribas, the bank which managed the deal. Extensive consultations with investors also helped Paribas minimize the impact of the shock sacking of Russian Prime Minister Yevgeny Primakov, which took place on May 12, the very day the Eurobond was offered to investors. The City of Sofia is hoping that the Eurobond will generate good publicity for the city and Bulgaria as a whole, and eventually bring in new investors.

This article reports on a possible consideration by Murayev Radev, Bulgarian finance minister, of proposals for monetary reform, as of December 1997. The proposals state that Lev1,000 would be worth one new lev equivalent to one Deutschmark. The option was first put forward in November by Martin Zaimov, deputy governor of the Bulgarian National Bank. The lev is currently pegged to the Deutschmark at an exchange rate of 1,000 to one. Radev stressed that the reform at this stage is theoretical only and pointed out that the government has not yet put such an option on the immediate agenda.
