6. Improvement of the Standard Test Method for Effective Series Resistance (ESR) and Capacitance of Ultra High-Q Capacitors at High Frequencies

- Abstract
Ultra high-Q ceramic chip capacitors exhibit quality factors (Q) higher than 1000. The Resonant Coaxial-Line, manufactured by Boonton [1], has enough resolution for measuring such High-Q factors. As a result, in 1982, the resonant coaxial-line method was standardized by the American Society for Testing and Materials (ASTM) that issued the: “Standard Test Method for Effective Series Resistance (ESR) and Capacitance of Multilayer Ceramic Capacitors at High Frequencies” [2]. Applying this method, we found an error that concerns the measurement of a capacitor serially connected with a resonant coaxial-line and more particularly the frequency extrapolations that are mandatory for taking into account the skin effect [3]. Besides warning a user about an error, this paper is an opportunity to recall the principle of the resonant coaxial-line method and thereafter to present successively: the direct error free frequency extrapolation solution and the more complex procedure of the ASTM [2]. After comparison, the error that plagues the ASTM method is computed and is finally experimentally evaluated. 7. Green roofs are effective in cooling and mitigating urban heat islands to improve human thermal comfort

- Abstract
The present work was carried out in the city of Recife, Pernambuco State, Brazil, one of the largest coastal cities in Northeast Brazil (NEB). The thermal behavior of a roof slab was verified before and after the installation of a green roof through thermal images, as well as the characterization of the spatial variability of the temperature of its internal surface applying geostatistical interpolation models, with emphasis on the characterization of the environmental thermal comfort. From the temperature matrices extracted from the captured thermal images, statistical and geostatistical analysis was performed. The Human Comfort Index (HCI) was calculated for the indoor environment. The results demonstrate that the adoption of the green roof significantly reduced the slab inner surface temperature, provided by the vegetation presence. The model that best characterized the effects of the green roof presence on the slab was the exponential, with a strong degree of spatial dependence (DSD < 25%) and significant fit (R2 > 0.99). The characterization of the thermal variability of the indoor environment allowed identifying an average reduction in the HCI of 5.88 °C after the green roof installation, keeping it within the comfort zone in the range of 22.68 to 24.46 °C. Infrared thermography associated with geostatistical techniques proved to be effective in mapping and characterizing the slab temperature under green roof coverage, contributing to sustainable urban planning and the formulation of public policies to mitigate the effects of urban heat islands.

- Abstract
Theoretical debate suggests at least three strategies for firms to provide training to employees in the same job position: individualized and egalitarian with or without adaptation to the abilities of the recruited employees. The article provides a formal framework for deriving distinctive empirical implications regarding the relationship of these strategies with the firms’ selection policies, which are tested using a dataset of blue-collar workers in Spanish industrial plants. The evidence is consistent with the empirical implications of the egalitarian strategy with adaptation. This strategy entails providing the same level of training to all workers in the same job position and setting this level according to the average ability of recruited workers. Recent studies have shown that great ape species possess patterns of macrostructural neocortical asymmetries that are similar to those found in humans. However, little is known about the asymmetry of subcortical structures in great apes. To address this lack of data, the authors assessed left-right asymmetry of the anterior and posterior aspects of cerebellum from MRI brain scans of 53 chimpanzees (Pan troglodytes). No population-level bias was found for either the anterior or the posterior region of the cerebellum. However, a significant inverse association was found in the asymmetry quotients of the anterior and posterior regions, indicating that the cerebellum was torqued at the individual level. Additionally, handedness for tool use but not other measures was associated with variation in cerebellar asymmetries. Last, older chimpanzees had a smaller cerebellum after brain volume was adjusted for. The results are discussed in the context of brain changes in primate evolution related to tool use. The present study aimed to investigate gender differences in multidisciplinary pain treatment outcomes and whether pain acceptance contributes to gender differences. A retrospective cohort study was conducted on participants of a three-week multidisciplinary group pain rehabilitation program (N = 36). To accurately compare men and women, men (n= 18) were matched to similar women on sociodemographic and pain variables. Patients completed a battery of measures at baseline and discharge. Both men and women improved significantly from baseline to discharge (p < .001) in depressive symptoms, but only women had significant reductions in average pain severity. Between-group analyses showed gender differences in changes from baseline to discharge in pain interference, anxiety, and pain acceptance, with women improving more than men. Activity engagement (a behavioral component of pain acceptance) significantly mediated the effects of gender on pain severity, pain interference, and depression, and pain willingness (a cognitive component of pain acceptance) significantly mediated the effects of gender on pain interference and anxiety. Overall, multidisciplinary pain rehabilitation appears to benefit both men and women, but women showed greater improvements than men at discharge. Gender differences in changes in pain severity, pain interference, and anxiety may be explained, in part, by increased pain acceptance in women. Future work is needed to replicate these findings in larger samples and to ascertain how potential modifications to multimodal pain treatment could meet the specific needs of both men and women with chronic pain to optimize outcomes for more patients.

- Abstract
This Practice Advisory presents a comprehensive and evidence-based set of position statements and recommendations for the use of contrast media in interventional pain procedures. The advisory was established by an international panel of experts under the auspices of 11 multinational and multispecialty organizations based on a comprehensive review of the literature up to December 31, 2019. The advisory discusses the risks of using gadolinium-based contrast agents. These include nephrogenic systemic fibrosis, gadolinium brain deposition/retention, and encephalopathy and death after an unintentional intrathecal gadolinium injection. The advisory provides recommendations on the selection of a specific gadolinium-based contrast agent in patients with renal insufficiency, those who had multiple gadolinium-enhanced magnetic resonance imaging examinations, and in cases of paraspinal injections. Additionally, recommendations are made for patients who have a history of mild, moderate, or severe hypersensitivity reactions to contrast medium.

A common cause of hepatitis or liver inflammation is infection by a virus. For many years, blood transfusions were a major cause of viral hepatitis. Hepatitis A and hepatitis B viruses have been identified, and donated blood that is contaminated with either virus is rejected rather than transfused. Transfusion recipients have continued to develop hepatitis that appears to be of viral origin, but because no other virus was identifiable, this type of hepatitis was designated non-A, non-B hepatitis. In recent years, a virus named hepatitis C virus has been identified, and is generally believed to be the cause of most cases of non-A, non-B hepatitis. Antibodies to hepatitis C virus (anti-HCV) can now be detected by a blood test, and it has been suggested that donated blood should be tested for anti-HCV. If the latter is present, the blood should be rejected for transfusion because of the high risk of post-transfusion hepatitis in recipients. A study was conducted to determine the usefulness of such anti-HCV testing. Two hundred and fifty persons who had received blood transfusions were examined to determine the incidence of post-transfusion hepatitis; the blood of the donors was tested for anti-HCV antibodies. Non-A, non-B hepatitis was diagnosed in 40 of the 250 recipients. Five of these patients were found to have anti-HCV antibodies before their transfusions, and 30 of the remaining 35 were found to have developed anti-HCV antibodies after transfusion. Comparison to donors' blood revealed that 34 of the 40 who developed post-transfusion hepatitis had received blood with anti-HCV antibodies. By contrast, only 2 of 210 persons who had received donor blood without anti-HCV antibodies developed post-transfusion hepatitis. The risk of developing post-transfusion hepatitis is 20 times greater when the donor's blood has anti-HCV antibodies than when it does not. The fact that a few persons developed post-transfusion hepatitis even when the matched donors' blood was negative for anti-HCV antibodies suggests that the test for those antibodies is not as sensitive as it might be. However, the results are sufficiently convincing to conclude that donated blood should be tested for antibodies to hepatitis C virus. In cirrhosis of the liver, much of the normal liver tissue is replaced by fibrous scar tissue, which can compress blood vessels and interfere with blood flow through the liver, causing congestion. This congestion can cause back pressure on the blood vessels that empty into the liver's circulation, enlarging these other blood vessels. When the veins of the esophagus are engorged as a result of cirrhosis, they are known as varices, and are prone to profuse bleeding, which is often fatal. In recent years, the drug propranolol, which is frequently used for high blood pressure, has been recognized to reduce the pressures in the circulation of the liver (known as the portal circulation). Whether other drugs, alone or in combination with propranolol, can further reduce portal pressures is unknown. A study was done comparing 21 patients with cirrhosis who were taking propranolol alone to 21 who were given propranolol and isosorbide-5-mononitrate (Is-5-Mn), an oral form of nitroglycerine. The combination regimen reduced the pressures in the portal circulation far more than propranolol alone. Theoretically, this reduction in the pressures in the portal system should cause less back pressure in other areas of the circulation, and should reduce the incidence of bleeding from esophageal varices, making the combination therapy an attractive alternative. Further, the combination of propranolol and Is-5-Mn did not cause some of the adverse effects occasionally seen with propranolol alone, such as a decrease in the amount of blood flow to the liver, or a decline in the function of the liver. Further studies are warranted to determine if the theoretical benefits the results of this study indicates are of clinical importance. Hepatitis is an inflammatory condition of the liver and can result in death or in temporary or permanent impairment of liver function. This condition can be caused by bacteria, drugs, alcohol, transfusions of incompatible blood, or by viruses. Hepatitis A and B are known to be caused by viruses. It has long been suspected that infection with non-A, non-B hepatitis virus, now called hepatitis C virus, is a common cause of chronic liver disease. Recently, a method has been developed that allows the levels of antibodies against the hepatitis C virus to be measured. Antibodies are globular proteins produced by the immune system which bind and inactivate foreign substances such as viruses. To ascertain the extent of infection with hepatitis C virus and its importance in nonalcoholic chronic liver disease, 346 patients with chronic liver disease and 1,495 healthy blood donors were screened for antibodies against hepatitis C virus. Eighty-two percent of the patients with chronic liver disease of unknown cause had antibodies against the hepatitis C virus, and levels were higher in those patients who had received blood transfusions. In patients with chronic hepatitis B, 11 percent had antibodies against the hepatitis C virus, but in healthy blood donors, only one percent had antibodies against the hepatitis C virus. Hepatitis C virus may be a causative factor in the development of chronic liver disease of unknown origin, and may also be involved in the development of hepatitis B. - Abstract
BackgroundHigh-intensity antitobacco media campaigns are a proven strategy to reduce the harms of cigarette smoking. While buy-in from multiple stakeholders is needed to launch meaningful health policy, the budgetary impact of sustained media campaigns from multiple payer perspectives is unknown.MethodsWe estimated the budgetary impact and time to breakeven from societal, all-payer, Medicare, Medicaid and private insurer perspectives of national antitobacco media campaigns in the USA. Campaigns of 1, 5 and 10 years of durations were assessed in a microsimulation model to estimate the 10 and 20-year health and budgetary impact. Simulation model inputs were obtained from literature and both pubic use and proprietary data sets.ResultsThe microsimulation predicts that a 10-year national smoking cessation campaign would produce net savings of $10.4, $5.1, $1.4, $3.6 and $0.2 billion from the societal, all-payer, Medicare, Medicaid and private insurer perspectives, respectively. National antitobacco media campaigns of 1, 5 and 10-year durations could produce net savings for Medicaid and Medicare within 2 years, and for private insurers within 6–9 years. A 10-year campaign would reduce adult cigarette smoking prevalence by 1.2 percentage points, prevent 23 500 smoking-attributable deaths over the first 10 years. In sensitivity analysis, media campaign costs would be offset by reductions in medical care spending of smoking among all payers combined within 6 years in all tested scenarios.Conclusions1, 5 and 10-year antitobacco media campaigns all yield net savings within 10 years from all perspectives. Multiyear campaigns yield substantially higher savings than a 1-year campaign.

- Abstract
El microftalmos posterior es un cuadro poco frecuente que puede encontrarse en pacientes pediátricos con hipermetropía elevada y visión reducida. Presentamos un estudio retrospectivo de 5casos de microftalmía posterior en niños de edades comprendidas entre 4 y 13 años. Se obtuvieron los siguientes parámetros: agudeza visual, refracción bajo cicloplejía, biometría, examen en lámpara de hendidura, presión intraocular y ecografía ocular. La refracción, la longitud axial y la agudeza visual media fueron de+15,35 Dp; 16,20mm y 0,13, respectivamente. Se examinó el fondo de ojo, se realizó tomografía de coherencia óptica y, en uno de los casos, retinografía y angiografía fluoresceínica. En todos los casos se evidenció ausencia de depresión foveal y diferentes morfotipos del pliegue papilo-macular por tomografía. Al no existir un tratamiento específico, es importante una adecuada detección, manejo y seguimiento de esta enfermedad para mejorar y mantener la visión de los pacientes y reconocer posibles complicaciones.

44. Cyanate and Cyanurate Adsorption at Silver Electrodes in Neutral Solutions: In Situ ATR-SEIRAS and DFT Studies

- Abstract
The adsorption and reactivity of cyanate at silver electrodes is studied spectroelectrochemically in sodium perchlorate solutions and compared to those of cyanuric acid (1,3,5-triazine-2,4,6-trione, C3H3N3O3). The surface enhanced infrared reflection absorption spectra obtained under attenuated total reflection conditions (ATR-SEIRAS) for low cyanate concentrations show that some amount of adsorbed CO is formed at the silver electrode surface at low electrode potentials. Adsorbed cyanate species are formed at higher potentials and predominate at the electrode surface. However, for cyanate concentrations above 1 mM, the ATR-SEIRA spectra show potential-dependent absorption features between 1800 and 1300 cm–1, which are similar to those obtained after dosing cyanuric acid to the sodium perchlorate solution. This observation suggests that adsorbed cyanuric acid related species are formed from cyanate anions at the silver surface sites as the result of an electroless trimerization reaction. The infrared spectra collected in the cyanuric acid containing solutions also show a higher amount of adsorbed CO at low potential when compared to that observed in cyanate-containing solutions, thus indicating certain instability of cyanuric acid at the silver surfaces. Density functional theory (DFT) calculations have allowed the study of the effect of crystallographic orientation and bonding geometry on the adsorption energy and vibrational frequencies of adsorbates. Also, the effect of adsorbate coverage on the vibrational frequencies has been investigated. In the case of cyanate, DFT calculations show that the most favorable adspecies is N-bonded cyanate adsorbed in 4-fold hollow (100) sites. The experimental spectra in cyanuric acid solutions agree with the formation of adlayers of specifically adsorbed triketo-monocyanurate species that adsorb, in a tridentate configuration, perpendicular to the electrode surface. The polyoriented nature of the silver surface used in the spectroelectrochemical experiments, together with the eventual existence of cyanate in domains with different local coverages, can explain the broadness of the band for the asymmetric OCN stretching. For adsorbed triketo-monocyanurate, high local coverages are at the origin of the band observed experimentally at ca. 1790 cm–1that can be associated with the in-phase collective CO stretching.

- Abstract
Transcatheter aortic valve implantation (TAVI) or replacement has rapidly changed the treatment of patients with severe symptomatic aortic stenosis. It is now the standard of care for patients believed to be inoperable or at high surgical risk, and a reasonable alternative to surgical aortic valve replacement for those at intermediate surgical risk. Recent clinical trial data have shown the benefits of this technology in patients at low surgical risk as well. This update of the 2012 Canadian Cardiovascular Society TAVI position statement incorporates clinical evidence to provide a practical framework for patient selection that does not rely on surgical risk scores but rather on individual patient evaluation of risk and benefit from either TAVI or surgical aortic valve replacement. In addition, this statement features new wait time categories and treatment time goals for patients accepted for TAVI. Institutional requirements and recommendations for operator training and maintenance of competency have also been revised to reflect current standards. Procedural considerations such as decision-making for concomitant coronary intervention, antiplatelet therapy after intervention, and follow-up guidelines are also discussed. Finally, we suggest that all patients with aortic stenosis might benefit from evaluation by the heart team to determine the optimal individualized treatment decision.

46. Rapid Late Quaternary Slip, Repeated Prehistoric Earthquake Rupture, and Widespread Landsliding Associated With the Karakudzhur Thrust, Central Kyrgyz Tien Shan

- Abstract
Field studies have shown that active faulting in the SW Tien Shan is distributed across a series of E‐W reverse faults along the range fronts and within basin interiors, with summed shortening rates that are consistent with GPS measurements. In contrast, few field studies have been undertaken to determine the distribution, and the average slip rates, of faults in the central and eastern parts of the Tien Shan. In this paper we use remote and field‐based observations to characterize the active faulting and tectonic geomorphology of the Karakudzhur Basin in the central Tien Shan of Kyrgyzstan. We use radiocarbon, luminescence, and uranium series dating to provide ages on three fluvial terraces that are vertically displaced across the basin‐bounding reverse fault and estimate fault slip rates using a 20°S dipping fault exposure. We find that the fault has a slip‐rate of ∼2.4–5.9 mm/year averaged over the Holocene, indicating that it accommodates a major part of the shortening measured by GPS. In contrast to the relatively uniform distribution of N‐S shortening in the SW Tien Shan, significant shortening may instead be concentrated at present on a few active faults in the northern part of the central Tien Shan. The fresh geomorphic expression of the Karakudzhur fault suggests that it has ruptured in recent prehistory in a large‐magnitude Mw≥ 7 earthquake. From palaeoseismic trenching we show that two significant surface rupturing earthquakes have occurred since ~2.4 ka. The most recent earthquake was potentially accompanied by widespread landsliding and faulting in the surrounding highlands.
