"Child Care Health Connections" is a bimonthly newsletter published by the California Childcare Health Program (CCHP), a community-based program of the University of California, San Francisco School of Nursing, Department of Family Health Care Nursing. The goals of the newsletter are to promote and support a healthy and safe environment for all children in child care reflecting the state's diversity; to recreate linkages and promote collaboration among health and safety and child care professionals; and to be guided by the most up-to-date knowledge of the best practices and concepts of health, wellness and safety. Information provided in the newsletter is intended to supplement, not replace, medical advice. Regular features include columns on resources or current information related to infant/toddler care, school-age child care, public health, staff health, nutrition, inclusion, diversity, health consultancy, product information, pending legislation, available resources, and "Ask the Nurse," a Question-Answer column. These two newsletter issues of the National Transition Alliance (NTA) for Youth with Disabilities present articles concerning the transition of youth with disabilities from school-to-work (STW) and related informational items. The first issue contains the following articles: "Bringing a Complicated System into Harmony" (focus on the School to Work Opportunities Act); "Knowledge, Production, and Synthesis" (a discussion of the NTA's efforts to identify effective STW activities); "The NTA Framework for Examining School-to-Work Practices" (the five-element model used by the NTA); "Customized, Data-Driven Technical Assistance"; and "Information Dissemination and Utilization." Like the individualized education program mandated for students with disabilities, an individualized career plan (ICP) can serve to guide a student's education. The ICP process can help all students plan their futures but is especially critical for students at risk of failing. ICPs have been advocated by career counselors for the past 3 decades. More recently, individualized career planning has been supported in various federal legislation including the Individuals with Disabilities Education Act and the School-to-Work Opportunities Act of 1994. An ICP must take the student's needs, goals, interests, and goals into account. ICP planning team members can adopt the National Occupational Information Coordinating Committee's integrated approach to comprehensive career guidance and counseling, which suggests the following strategies: outreach, student assessment, parental involvement, intra- and interagency collaboration, ICP implementation, and regular ICP updates. The following types of information are recommended for inclusion in a student's ICP: personal data, career and educational goals, formal and informal assessment data, high school course plan, employment history, and career development activities. This compilation of four annual newsletter issues on services for children with emotional disturbances presents reports of activities, meetings, services, and programs around the country as well as various feature articles. Activities funded under the Child and Adolescent Service System Program are highlighted. In the Winter 1988-89 issue, an article on alternatives to residential placements describes states' efforts to develop new services, modify fiscal incentives, establish stricter gatekeeping mechanisms, increase accountability, develop policies and statutes, and modify attitudes. In the Summer 1989 issue, an article by Jane Knitzer and Susan Yelton discusses interagency collaboration among public child welfare agencies and child mental health agencies, emphasizing the growth of family preservation services and appropriate placement. The Summer 1990 issue features an article by Michael K. Johnson and Robert M. Friedman which summarizes issues and trends in the development of effective treatment plans. The feature article of the Summer 1991 issue is titled "Strength-Based Assessment" written by Michael K. Johnson and Robert M. Friedman. It discusses the assessment and utilization of individual and family strengths in treatment planning and offers guidelines for staff to implement strength-based assessments. This brief paper summarizes research findings concerning the identification and implementation of effective practices in early childhood intervention for children with disabilities. First, research documenting the effectiveness of early childhood intervention is noted and the importance of developing individualized programs within integrated early childhood settings is stressed. Next, five general principles to guide the selection of effective practices are offered. These include: (1) services in the least restrictive and most natural environment; (2) services which are family-centered; (3) transdisciplinary service delivery; (4) inclusion of both empirically driven and value-driven practices; and (5) inclusion of both developmentally and individually appropriate practices. This digest, in question and answer format, summarizes what is known about effective ways to provide fully educational services for gifted students in the regular classroom. The following questions are addressed: What are the steps to full service? (educators need to plan environments in which all students can fully develop their abilities and interests); What are the characteristics of students who are gifted and talented? (such students differ in the pace of learning, depth of understanding, and interests); What is the role of the regular classroom teacher? (teachers should be facilitators with skills in both subject areas and learning management); What program options are needed to meet the needs of these students? This digest summarizes information on the roles of the Federal Government, the family, and teachers in preparing young children with disabilities for school. Noted are relevant provisions of Public Law 99-457, the 1986 Amendments to the Education of the Handicapped Act (Part B), including development of Individualized Family Service Plans to aid in the transition from preschool to the general school setting. Parents are seen as teachers, partners, decision makers, and/or advocates. Individualized instruction is an old concept that has been newly mandated by the Education for All Handicapped Children Act of 1975. Although neither widely used nor well-defined, individualized instruction is particularly relevant for students who fall outside the norms, behaviorally or academically. It has particular value for ghetto students and delinquent male adolescents. Research indicates that gifted students also benefit from an individualized approach. In most individualized programs, students work at their own paces and pursue objectives based on their unique learning needs. Teachers employ a variety of teaching strategies geared to students' aptitudes and frequently evaluate student progress. Effective leadership from the principal, staff commitment, and upper-level administrative support are identified as keys to success in individualization. Teachers tend to become more effective with individualization over time. Decentralized management and a centralized curriculum also contribute to a successful program. (Author/WD) more...

The role of three professional groups--adaptive physical educators, therapeutic recreation specialists, and special educators--in planning individualized leisure programs for disabled persons is discussed. Characteristics of such programs should take into consideration principles of normalization and least restrictive environment. A systems approach is advocated that uses objective based programing and assessment. Selection and adaptation of activities should then be based on inclusion of both active and sedentary involvement, taking into account individual needs and characteristics, and providing varying degrees of individual and group participation. Seven policy papers identify and address several issues pertaining to linkages between Comprehensive Employment and Training Act (CETA) programs and vocational education, special education, and vocational rehabilitation. The first paper examines barriers encountered in administration of federal legislation dealing with education and employment of handicapped persons, gives an overview of two critical national problems, and identifies options for addressing the problems and barriers. The second paper emphasizes the role of state planning in cooperative linkages. Alternative funding approaches for linkages are discussed in the third paper. The fourth paper focuses on implementing individualized planning requirements within education and employment and training programs. The fifth paper examines the basis for personnel preparation in organizations providing vocational services to special needs students. The possibility of interagency cooperative activities and suggested competencies for special needs vocational trainers are examined. Two hypothetical approaches are proposed to increase agency interaction through training of staff from all agencies. The sixth paper identifies problems of implementing, operating, and maintaining CETA/vocational education programs for special needs clients and the use of evaluation to facilitate program development and maintenance. The technological advances that have occurred in recent decades have resulted in substantial changes in the nature and structure of occupations and industries. Career development is now being recognized as a lifelong process. Individualized career plans (ICPs) or personal plans of action are becoming important instruments for counselors and others to use in helping their students and/or clients meet their changing goals, interests, and needs in today's rapidly changing society. An ICP can be both a tool and a procedure that individuals can use by themselves or with others to implement and monitor their own career development. Rather than a rigid track, a good ICP can provide a renewed focus for an individual's life. Good ICPs are comprehensive, developmental, person centered, and competency based. It has been suggested that the various life roles be used to provide the main section of a plan and that each plan contain a section in which individuals can project their own future career growth. These life roles include the following: worker, consumer/citizen, learner, and family member roles. The ICP model lends itself well to various formats and modifications, it can be targeted in many directions, and it is adaptable for use at all levels of schooling as well as in employment and training agencies. ICPs can also be developed to assist disabled students and working women. The career passport, which is a variation of the ICP model, presents a systematic process for developing an experience-based resume that documents nonwork as well as work experiences and details the skills, attitudes, and knowledge gained through these experiences. The Instructional Support System for Occupational Education (ISSOE) project focused on (1) review of individualized education systems, (2) selection of appropriate occupational clusters, and (3) development and field testing of a system and materials. Exemplary and innovative approaches to individualized education were reviewed by site visits and a literature review which produced a project brochure, a teacher's guide to decision making, and a teacher manual clarifying major issues. Selection of the occupational clusters, Business/Office Occupations and Automotive Mechanics, was based on existence of well-developed ISSOE curricula and related work in these skill areas by another ISSOE project (CE 023 531). Steps in an individualized education system are notice of planning, student program planning, and development of an individual program plan (IPP)/individual education plan (IEP). The Individual Program Planning Information (IPPI) form and Teacher Planning Worksheet developed were tested by students and teachers. Business educators evaluated the teacher's guide and other ISSOE materials. Publications and meetings disseminated project activities. Recommendations for ISSOE implementation are dissemination/implementation, field testing, and evaluation of the materials developed; implementation workshops for teachers; and compilation and dissemination to teachers of lists of instructional support materials compatible with ISSOE. This issue on liberal education contains two short articles on National Project IV and descriptions of liberal education offerings at colleges and universities in the United States. The articles by Richard Hendrix and Zelda F. Gamson discuss objectives of the project and its history.
