Simple Summary: Spring in Europe has been trending earlier for almost half a century. Long-distance migrant birds, such as the Willow Warbler and Pied Flycatcher, which breed in Europe, have arrived earlier too. It is broadly accepted that warming springs in temperate regions explain the earlier arrival of migrants. However, migration started weeks earlier and thousands of kilometres away. There must be additional cues elsewhere triggering migration. Meteorologists have developed measures of atmospheric circulation which are related to climate variability in wide regions. One of them is the Southern Oscillation Index, which reflects El Niño/La Niña that cause droughts and floods in the southern hemisphere. Other atmospheric circulation patterns, measured by the North Atlantic Oscillation Index and Indian Ocean Dipole, help predict total rainfall for a whole season in various parts of Africa and Europe. Good rains are associated with plant growth and with insect abundance. Insects provide food for most of these migrants. Therefore, this paper asks the question: "Is the timing of arrival of long-distance migrants in spring related to the climates they experience in the places where they are over the year prior to arrival in Europe?" This paper says the answer is "Yes". Earlier springs in temperate regions since the 1980s, attributed to climate change, are thought to influence the earlier arrival of long-distance migrant passerines. However, this migration was initiated weeks earlier in Africa, where the Southern Oscillation, Indian Ocean Dipole, North Atlantic Oscillation drive climatic variability, and may additionally influence the migrants. Multiple regressions investigated whether 15 indices of climate in Africa and Europe explained the variability in timing of arrival for seven trans-Saharan migrants. Our response variable was Annual Anomaly (AA), derived from standardized mistnetting from 1982–2021 at Bukowo, Polish Baltic Sea. For each species, the best models explained a considerable part of the annual variation in the timing of spring's arrival by two to seven climate variables. For five species, the models included variables related to temperature or precipitation in the Sahel. Similarly, the models included variables related to the North Atlantic Oscillation (for four species), Indian Ocean Dipole (three), and Southern Oscillation (three). All included the Scandinavian Pattern in the previous summer. Our conclusion is that climate variables operating on long-distance migrants in the areas where they are present in the preceding year drive the phenological variation of spring migration. The analysis of international and collaborative publication trends in prominent behavior‐analytic journals has been a topic of interest for behavioral researchers. This paper focuses on publication trends from 1997 through 2020 in three prominent journals: Journal of the Experimental Analysis of Behavior (JEAB), Journal of Applied Behavior Analysis (JABA), and Perspectives on Behavior Science (PBS). The variable of interest was the percentage of articles published per geographical category—Australasia/East Asia, Europe, Latin America, Middle East, North America, and Africa. The results showed that 79, 96, and 87% of the published articles in JEAB, JABA, and PBS, respectively, were conducted by researchers with a North American affiliation. Furthermore, 12, 4, and 4% of the articles in JEAB, JABA, and PBS, respectively, were coauthored by at least two researchers from different geographical categories. [ABSTRACT FROM AUTHOR]

Study Question: How many twins are born in human populations and how has this changed over recent decades?Summary Answer: Since the 1980s, the global twinning rate has increased by a third, from 9.1 to 12.0 twin deliveries per 1000 deliveries, to about 1.6 million twin pairs each year.What Is Known Already: It was already known that in the 1980s natural twinning rates were low in (East) Asia and South America, at an intermediate level in Europe and North America, and high in many African countries. It was also known that in recent decades, twinning rates have been increasing in the wealthier parts of our world as a result of the rise in medically assisted reproduction (MAR) and delayed childbearing.Study Design, Size, Duration: We have brought together all information on national twinning rates available from statistical offices, demographic research institutes, individual survey data and the medical literature for the 1980-1985 and the 2010-2015 periods.Participants/materials, Setting, Methods: For 165 countries, covering over 99% of the global population, we were able to collect or estimate twinning rates for the 2010-2015 period. For 112 countries, we were also able to obtain twinning rates for 1980-1985.Main Results and the Role Of Chance: Substantial increases in twinning rates were observed in many countries in Europe, North America and Asia. For 74 out of 112 countries the increase was more than 10%. Africa is still the continent with highest twinning rates, but Europe, North America and Oceania are catching up rapidly. Asia and Africa are currently home to 80% of all twin deliveries in the world.Limitations, Reasons For Caution: For some countries, data were derived from reports and papers based on hospital registrations which are less representative for the country as a whole than data based on public administrations and national surveys.Wider Implications Of the Findings: The absolute and relative number of twins for the world as a whole is peaking at an unprecedented level. An important reason for this is the tremendous increase in medically assisted reproduction in recent decades. Purpose: The purpose of this paper is to share anecdotally how the pandemic is affecting children, families and some of the frontline local services that support them across three continents. Design/methodology/approach: Three members of Family for Every Child across three continents detail some of the day-to-day challenges they are facing in their work with children and families as a result of the coronavirus pandemic. Findings: Social distancing and fear of the virus are hampering front line organisations in Africa, Europe and South America, bringing additional challenges to keeping children safe. In the last decade, there have been several initiatives for the deployment of cross-Mediterranean HVDC (High Voltage Direct Current) links to enable the transmission of electrical power from renewable energy sources between North Africa and Europe. These initiatives were mainly driven by the potential economic, environmental and technical benefits of these HVDC interconnections. In previous studies on these projects, some technical aspects of critical importance have not been addressed or studied in sufficient detail. One of these key aspects relates to the impact and possible benefit of these HVDC links on the dynamic performance of the European system which is the major focus of this paper. Several issues relating to the dynamic performance of the system are addressed here. Based on the experience gained from existing AC/DC projects around the world, this paper shows that the HVDC links between North Africa and Europe can greatly improve the dynamic performance of the European system especially in the southern regions. In addition, some challenges on the operation and control of these HVDC links are highlighted and solutions to overcome these challenges are proposed. This review paper, therefore, serves as a preliminary study for further detailed investigation of specific impacts or benefits of these interconnections on the overall performance of the European system. The paper explores the nexus between greenhouse gas, financial development, energy consumption, trade and urbanization in 34 upper middle income countries from Asia, Europe, Africa and America (South and North) by using panel data from 2001 to 2014. Vector error correction model explored different results for different regions such as the causality of greenhouse gas for Europe and America; financial development for Asia; trade openness for Asia, Europe and America; and urbanization for Africa and America. The causality of greenhouse gas emission was bi-directional with urbanization in America and trade in Europe. The bi-directional causality of trade was observed with financial development in Asia and urbanization in Africa. The generalized method of moment and fully modified ordinary least square explored a direct association of per capita greenhouse gas emission with financial development in Europe; energy consumption in all panels, and renewable energy in Africa and America. But, the relationship of per capita emission was reciprocal with financial development in Asia, Africa and America; renewable energy in Europe; trade in Europe, Africa and America; and urbanization in Asia, Europe and America. The relationship of variables changes from region to region and country to country. A country-based reciprocal effect on per capita greenhouse gas was observed for financial development, renewable energy, trade openness and urbanization for different countries. This paper provides an insight to policy makers to re-structure the financial system, energy usage pattern, trade and urbanization in accordance with the cleaning of environment at country and regional level. Non-consensual sterilisation is not only a historic abuse. Cases of unethical treatment of women around the time of a pregnancy continue in the Twenty-First Century in five continents. Sterilisation is being carried out by some healthcare professionals at the time of delivery, or soon afterwards, without valid consent. A range of contemporary examples of such practices is given. Respecting women's autonomy should be the touchstone of the consent process. Avoidance of force, duress, deception and manipulation should go without saying. Ethnic minority communities and women living with HIV, in particular, are being targeted for this kind of abuse. Attempts have been made in various countries and by international professional organisations to introduce clinical guidelines to steer health professionals away from this malpractice. Survivors have sought justice in domestic and international courts. This paper critically assesses the evidence on the practical, ethical and legal issues around the handling of consent for these procedures. Abstract This paper reviews literature for the last two decades with emphasis on levels, toxic equivalencies and sources of polychlorinated dibenzo-p-dioxins (PCDDs), dibenzofurans (PCDD/Fs) and dioxin-like polychlorinated biphenyls (dl-PCBs) in Africa. Further, we comprehensively analysed data, interpret differences and identify existing gaps with those from other continents. We observed that high levels of PCDD/Fs and dl-PCBs were reported in environmental and biological samples near densely populated urban and industrialised areas compared to those in rural settings. In general, the concentrations of PCDD/Fs and dl-PCBs in the blood samples from Africa were in the same range as those from Asia but lower than those from Europe. The concentrations of dioxins and dioxin-like compounds in the atmosphere in Africa were comparable to and/or higher than those in developed countries. The reported sources of PCDD/Fs and dl-PCBs in Africa were industrial emissions, obsolete pesticide stockpiles, household heating, recycling of electronic waste, and incineration and combustion of domestic waste. Regional and intercontinental transport of dioxins could not be confirmed because of the lack of sufficient literature on them. Further data about the levels and sources of PCDD/Fs and dl-PCBs in Africa need to be generated to complete the chemical inventories for the continent and to facilitate the implementation of the Stockholm Convention on persistent organic pollutants. The reviewed literature shows that most analyses have been carried out in laboratories outside Africa because of the limited institutional capacity in Africa. More support needs to be given to laboratories in Africa to develop the capacity to accurately quantify dioxins on routine basis. This paper investigates the relationship between military expenditure and FDI inflow conditioning on the exposure of a country to armed conflict in the long run. We apply the band spectrum regression estimator, and the maximal overlap discrete wavelet transform, to a panel of 60 developing countries, for the years 1990 to 2013. The estimated results indicate that military expenditure, in the absence of armed conflict, reduces FDI inflow. However, the negative effect is mitigated by increased military expenditure, in the presence of armed conflict. We also show that the effect of military expenditure on FDI is time sensitive, in that it takes time for military expenditure to affect FDI inflow. FDI inflow in response to higher military expenditure is higher for the country that faces higher armed conflict than the country that faces lower armed conflict. The findings are robust in the case of overall as well as internal conflict. These results are also robust to the alternative specification, subsample analysis with different armed conflict thresholds, and the estimation using the time variant long-run models. Abstract The floristic diversity of the Le Quesnoy amber locality (Ypresian, Oise France) remains understudied. Icacinaceae Miers, particularly, require careful study, as they are the most abundant family in the site, with 185 nearly complete lignitic endocarps specimens and numerous fragments. In this paper, we recognise three species of Icacinaceae, two of which are new, that belong to the genus Iodes. Indeed, all Iodes species from this site have the following diagnostic characters: a vascular bundle inside the endocarp wall, a reticulum of external ridges, and papillae on the surface of the locule. Iodes rigida sp. nov differs from the others in having a hole at the apex, a pattern of reticulation that delimits some areoles, an "I-Beam" ridge structure, and punctuated and heterogeneous sessile, rounded papillae. Iodes acuta sp. nov. is distinct from the others due to its unique apical outgrowth (composed of the main ridge that runs from the base up to the apex and a protuberance from the keel merged), a very thin wall, and sharp ridges. Therefore, these new species have a combination of new morpho-anatomical characters never observed before and not found in extant Iodes species. Despite some scarce differences, some specimens from Le Quesnoy are attributed to I. parva. Finally, several seeds are recognised as Icacinaceae without particular affinity. These seeds are elliptical in shape, lenticular in transverse section, and slightly asymmetrical to completely asymmetrical at the apex. A review of the Iodes fossil record is provided. The significance of endocarp ridge morphology is discussed in light of new fossils and extant data. These fossils show affinities with representatives from other Eocene sites of Europe and with the Thanetian Rivecourt site (Oise, France) and appear to have mixed affinities with the modern floras of Asia and Africa. Other studies on this remarkable site, focusing on additional taxonomic groups, are necessary to elucidate the relationship between Le Quesnoy and other floras from the past and the present. Background: The last 5-10 years have seen significant international momentum build around the field of health policy and systems research and analysis (HPSR + A). Strengthening post-graduate teaching is seen as central to the further development of this field in low- and middle-income countries. However, thus far, there has been little reflection on and documentation of what is taught in this field, how teaching is carried out, educators' challenges and what future teaching might look like.Methods: Contributing to such reflection and documentation, this paper reports on a situation analysis and inventory of HPSR + A post-graduate teaching conducted among the 11 African and European partners of the Consortium for Health Policy and Systems Analysis in Africa (CHEPSAA), a capacity development collaboration. A first questionnaire completed by the partners collected information on organisational teaching contexts, while a second collected information on 104 individual courses (more in-depth information was subsequently collected on 17 of the courses). The questionnaires yielded a mix of qualitative and quantitative data, which were analysed through counts, cross-tabulations, and the inductive grouping of material into themes. In addition, this paper draws information from internal reports on CHEPSAA's activities, as well as its external evaluation.Results: The analysis highlighted the fluid boundaries of HPSR + A and the range and variability of the courses addressing the field, the important, though not exclusive, role of schools of public health in teaching relevant material, large variations in the time investments required to complete courses, the diversity of student target audiences, the limited availability of distance and non-classroom learning activities, and the continued importance of old-fashioned teaching styles and activities.Conclusions: This paper argues that in order to improve post-graduate teaching and continue to build the field of HPSR + A, key questions need to be addressed around educational practice issues such as the time allocated for HPSR + A courses, teaching activities, and assessments, whether HPSR + A should be taught as a cross-cutting theme in post-graduate degrees or an area of specialisation, and the organisation of teaching given the multi-disciplinary nature of the field. This paper is a reflection that critically examines the dynamics of education and the struggle by African people for freedom, control of the mind, self-definition and the right to determine their own destiny from the start of colonial rule to the present. The primary methodological approach is historical structuralism, which stipulates that social reality and facts are determined and created by social agents within structural and historical contingencies. It addresses some of the most powerful challenges and contradictions that explain the ineffectiveness of numerous post-independence reforms, and presents the arguments for relevance and use of African languages, for instance, that have been made since the 1960s. The first section of the paper deals with the colonial imperatives for setting new education systems in the colonised societies of Africa and the initial attitudes of the Africans towards colonial education. The second section critically examines the evolving meanings of Western education in Europeanising African societies, the articulation of their rationale and the mechanism for resistance. It analyses the turning point when Africans began to embrace European education and demand it in the colonial and post-independence era. The third section addresses the roots of the inadequacies of received post-colonial education and the imperative of deconstruction and re-appropriation of African education using an ubuntu framework for an African renewal. The main goal of this paper is to derive a method for a daily gross primary production (GPP) product over Europe and Africa taking the full advantage of the SEVIRI/MSG satellite products from the European Organization for the Exploitation of Meteorological Satellites (EUMETSAT) sensors delivered from the Satellite Application Facility for Land Surface Analysis (LSA SAF) system. Special attention is paid to model the daily GPP response from an optimized Montheith's light use efficiency model under dry conditions by controlling water shortage limitations from the actual evapotranspiration and the potential evapotranspiration (PET). The PET was parameterized using the mean daily air temperature at 2 m ( T a ) from ERA-Interim data. The GPP product (MSG GPP) was produced for 2012 and assessed by direct site-level comparison with GPP from eddy covariance data (EC GPP). MSG GPP presents relative bias errors lower than 40% for the most forest vegetation types with a high agreement ( r > 0.7) when compared with EC GPP. For drylands, MSG GPP reproduces the seasonal variations related to water limitation in a good agreement with site level GPP estimates (RMSE = 2.11 g m −2 day −1 ; MBE = −0.63 g m −2 day −1 ), especially for the dry season. A consistency analysis against other GPP satellite products (MOD17A2 and FLUXCOM) reveals a high consistency among products (RMSD < 1.5 g m −2 day −1 ) over Europe, North and South Africa. The major GPP disagreement arises over moist biomes in central Africa (RMSD > 3.0 g m −2 day −1 ) and over dry biomes with MSG GPP estimates lower than FLUXCOM (MBD up to −3.0 g m −2 day −1 ). This newly derived product has the potential for analysing spatial patterns and temporal dynamics of GPP at the MSG spatial resolutions on a daily basis allowing to better capture the GPP dynamics and magnitude. In this paper, the effect of latitude on the performance of different solar trackers is examined. The hourly solar radiation data of different locations around Europe and Africa measured on a horizontal surface is collected and utilized. Widely validated Perez anisotropic model is used to predict the diffuse component of the solar radiation on an inclined surface. Different solar trackers namely, Full/dual-axis, East–West (EW), North–South (NS), Inclined East–West (IEW), and Vertical-axis (V) trackers are considered in calculating the available solar potential of the locations. The performance of the solar trackers in terms of the energy gain is ranked according to the area location latitudes. The results show that the tracking performance is highly dependent on the locations, thus changes with the latitude. The percentage variation among the implemented one-axis tracking options relative to dual-axis trackers ranges from 0.42% to 23.4%. Overall, the increase in the energy gain of dual-axis trackers compared to the optimal fixed panel for the locations varies from 17.72% to 31.23%, thus emphasizes the importance of solar trackers. Little is known about the use of Complementary and Alternative Medicine (CAM) among refugees, despite the common practice of CAM in many non-Western countries. We performed a systematic review of peer-reviewed literature using nine electronic databases. We included articles pertaining to refugees and CAM (whole medical systems, mind body medicine, herbal remedies, manipulative therapies, energy medicine). Qualitative and quantitative data were compiled and analyzed through descriptive statistics and chi square distribution tables. We reviewed 237 abstracts, and 47 publications met our inclusion criteria. Twenty-six papers documented whole medical systems; 11 mind-body medicine; 5 biologically based practices; 4 manipulative and body-based therapies; and 1 study documented the use of energy medicine. There were 3 clinical trials, 20 surveys, 12 case reports, 2 participant-observer qualitative papers, and 10 review papers. Most studies focused on Asian refugee populations (66%; n = 31). Mental problems related to trauma accounted for 36% of CAM use (17). Among included articles, methodological quality was extremely low. Our results show evidence that type of CAM used by refugees may vary based on ethnicity, yet this is most likely due to a bias in the medical literature. In Europe, ponds are an exceptionally numerous and widely distributed landscape feature forming a major part of the continental freshwater resource and contributing significantly to freshwater biodiversity conservation. This has been reflected by a growing scientific concern over the first few years of the twenty-first century and is evidenced by an increasing number of academic publications on pond related topics, particularly those relating to biodiversity. It is essential, however, that this expanding scientific knowledge is widely disseminated to those involved with pond management and is then rapidly translated into action. Inevitably, the task of transferring science to practice remains a significant challenge. As a first step towards meeting this challenge the European Pond Conservation Network (EPCN), at its biennial meeting in 2008 in Valencia (Spain), made this the main theme of the conference together with two special workshops further encouraging exchanges between scientists, practitioners and policy makers. The papers selected for this special issue of Hydrobiologia (from over 120 communications presented) are all from the conference. They represent a diverse collection of themes from across the continent and North Africa and present new and original insights into topics as wide ranging as: pond biodiversity; human disturbance; landscape ecology; ecological assessment and monitoring; practical management measures; ecological restoration; hydrology and climate change; invasive species and threatened species. In all cases, the papers demonstrate an overriding need for the development of a tight link between scientific knowledge and management. Furthermore, scientific advances have to be beneficial for on the ground management and, vitally, have to be disseminated, communicated and implemented into local, national and international policy. As such, national and international networks (such as the EPCN) have a central role to play and have to develop a robust information and communication strategy which will enable the dissemination of best practice materials and advice across the continent and beyond. The work contained in this volume represents a step in the right direction and will help to ensure that ponds remain a characteristic and highly visible feature of the European landscape in the twenty-first century. The supra-national level has become increasingly important in educational policy formulation. This paper describes and compares two settings in which growth in these supra-national policies is evident—in Europe and in Africa. Key themes arising in policy documents in each context are examined. A distinction is drawn in analysis between themes classified as ‘global means’, such as qualification frameworks and quality assurance mechanisms, which are becoming international norms and which show close similarity across contexts, and regional goals or ‘themes’ in supra-national policy. The paper argues that although there are apparent similarities between the policy goals espoused in ‘regional themes’, context plays an important part in understanding the meanings of these policy goals. In closer analysis, there are differences both in the underlying problems which the policy goals are intended to address, and in the prioritisation given to these goals. The paper deals with rock scripts, figures (petroglyphs) and writings which we have been considering for last twenty years. The scientists refer the beginning of age to the discovery of scripts. However it is proved claim that the pictures and figures started to be carved on rocks back in 14th millenium BC. Pictures carved on rocks are able to be interpreted into certain explanations as scripts and human history of 15 thousand years is available to our perception. Rock pictures and figures with turkic features are regularly encountered in most parts of Asia and Europe and north part of Africa. They possess similarities with toponyms, architectural and other cultural components. While considering all the cultural components it becomes obvious that the turks have been existing on earth for 15 thousand years with magnificent culture. This paper offers a socio-literary investigation of the East African Asian diasporic experience. To this end, it closely examines selected texts that offer insights into the complicated socio-cultural relationships at the interstices of the colonial histories of the Indian subcontinent, Africa and Europe. It also looks at how gendered participation is articulated from within the larger body of a collective history. Finally, the paper reviews steps taken by contemporary Asian-Africans to take stock of their shared past, as a part of larger political project for the recognition of a hitherto minoritised group. Abstract: This paper assesses group differences in severe and fatal road-traffic accidents by using a unique database that merges road-traffic records with the Israeli census data. The database traces, over a period of 9 years, a group of drivers that comprises 20% of the Israeli population and explores the probability of their being involved in an accident. This unique database enables the investigation of drivers’ socioeconomic and demographic characteristics, while controlling for a variety of variables, such as estimated daily distance traveled and license type. Testing a previously published theoretical paper on the social bases of accidents, the findings expose significant group differences in estimated probabilities of being involved in severe and fatal accidents. For example, estimated probabilities of accident involvement are higher for males than for females, for non-Jewish drivers than for Jewish, and for drivers whose origins are in Africa and Asia than in America and Europe. Furthermore, the higher one''s education and socioeconomic status, the lower is the probability of accident-involvement. Whenever it dawns on the authors who are invariably Europeans to dare say something about the religion, it often comes in a negative mould. Some address the whole continental religion as a mere native religion others dub it in unprintable terms and names under the canopy of heaven. Some people still go as far as asserting that Africa has no religion at all. It is under this backdrop that this paper examines what the West regards as religion, matching it with what Africa understands as religion disclosing unprecedented match in all angles. Then, it becomes obvious that Africa has an authentic religion. Thereafter, the paper searches for the reason for excluding the religion from among the world religions. It stunned the paper writer to discover that African religion is so contemptuously treated because of the West's disdainful mindset on anything black and indeed on the so-called Third World. Besides, the paper discovers that African Religion is not only very much with Africa presently, guiding and directing their moral life but that it is slowly but surely expanding into Europe, Americas and Caribbean countries. This paper proposes and validates a methodology for the quantification of the daily African PM load during dust outbreaks in southern Europe. The daily net dust load in PM10 attributable to an African episode in a given region can be obtained by subtracting the daily regional background (RB) level from the PM10 concentration value at an RB station. As demonstrated in this paper, the daily RB level can be obtained by applying a monthly moving 30th percentile to the PM10 time series at an RB station after a prior extraction of the data of the days with African dust transport. The daily PM10 RB levels obtained can be subtracted from the daily PM10 levels recorded at the same RB site only on days when the occurrence of African dust outbreaks was demonstrated, the difference being the daily net African dust load. It is thus possible to quantify the African dust contribution during an African PM event in southern Europe without the need for PM speciation. The validation of this methodology was performed by comparing the estimated net dust load during African dust outbreaks at three RB stations and the crustal load determined by chemical speciation of PM10 filters. I derive my title from Gayatri Spivak, who declares that postcolonial writers and intellectuals, like Buchi Emecheta and Assia Djebar, are banished from Oedipus. Thus they are also outside the patriarchal Law of the Symbolic and the dominant Western metaphors to which it is bonded. The paper goes on to examine the transformative potential of the metonymic language of material culture and the everyday. We see how the writers transform commonplace objects, like a pram or a lettuce, into metonyms of daily life in order to wrest language away from the Oedipal, Western, male Symbolic and to find their voices, as writers, as women, and as Africans. The paper emphasizes, however, that language is always, in fact, blended. What is being contested is the hierarchy between polarized dimensions, such as the figurative over the literal, the Symbolic over the Imaginary, English over indigenous languages, and Europe over Africa. Broad terms such as Black, African, or Black African are entrenched in scientific writings although there is considerable diversity within African descent populations and such terms may be both offensive and inaccurate. This paper outlines the heterogeneity within African populations, and discusses the strengths and limitations of the term Black and related labels from epidemiological and public health perspectives in Europe and the USA. This paper calls for debate on appropriate terminologies for African descent populations and concludes with the proposals that (1) describing the population under consideration is of paramount importance (2) the word African origin or simply African is an appropriate and necessary prefix for an ethnic label, for example, African Caribbean or African Kenyan or African Surinamese (3) documents should define the ethnic labels (4) the label Black should be phased out except when used in political contexts. This article puts into question the developmental potential of violence. Regarded as pernicious and a barrier to development, the use of violence is increasingly discouraged in many modern societies. Despite this, some academics continue to argue the crucial role violence, particularly war, played in the formation of European nation-states. The objective of this paper is to examine the relationship between war and state formation as experienced in early Europe, and to examine the inapplicability of the "war makes states" theory to the development of post-colonial Africa. The paper argues that due to significant differences in the contexts wherein the development processes transpired, war can not be assumed to facilitate development in Africa as it once did in Europe. In this study, we examine Lower Paleolithic archaeological assemblages that contain bifaces (handaxes) made of elephant bones from Africa, Europe, and the Levant. The aims of this paper are to summarize the available evidence of elephant bone tools manufacturing in the Acheulian, and to analyze patterns of elephant bone tool industry compared to stone tool industries and other taxa bone industries. We will focus on the association between stone and elephant bone bifaces at several Acheulian sites, and will present a new perspective on the connections between bifaces made of the two materials at these sites. Based on the long-term interaction between humans and elephants in Paleolithic times, the human dependence on elephant meat and fat for survival, and many lines of resemblance between elephants and humans, we propose that Lower Paleolithic elephant bone bifaces were not manufactured solely for functional purposes, and suggest that there were some cosmological, cultural and symbolic properties reflected in the production of Acheulian bifaces from elephant bones. Background: Growing demand for Global Health (GH) training and the internationalisation of education requires innovative approaches to training. Blended learning (BL, a form of e-learning combining face-to-face or real-time interaction with computer-assisted learning) is a promising approach for increasing GH research capacity in low- to middle-income countries. Implementing BL, however, requires additional skills and efforts from lecturers. This paper explores lecturers' views and experiences of delivering BL courses within the context of two north-south collaborative research capacity building projects, ARCADE HSSR and ARCADE RSDH. Design: We used a qualitative approach to explore the experiences and perceptions of 11 lecturers involved in designing and delivering BL courses collaboratively across university campuses in four countries (South Africa, Uganda, India and Sweden). Data were collected using interviews in person or via Skype. Inductive qualitative content analysis was used. Results: Participants reported that they felt BL increased access to learning opportunities and made training more flexible and convenient for adult learners, which were major motivations to engage in BL. However, despite eagerness to implement and experiment with BL courses, they lacked capacity and support, and found the task time consuming. They needed to make compromises between course objectives and available technological tools, in the context of poor Internet infrastructure. Conclusions: BL courses have the potential to build bridges between low- and middle-income contexts and between lecturers and students to meet the demand for GH training. Lecturers were very motivated to try these approaches but encountered obstacles in implementing BL courses. Background: Research capacity enhancement is needed in low- and middle-income countries (LMICs) for improved health, wellbeing, and health systems' development. In this article, we discuss two capacity-building projects, the African/Asian Regional Capacity Development (ARCADE) in Health Systems and Services Research (HSSR) and Research on Social Determinants of Health (RSDH), implemented from 2011 to 2015. The two projects focussed on providing courses in HSSR and social determinants of health research, and on developing collaborations between universities, along with capacity in LMIC universities to manage research grant submissions, financing, and reporting. Both face-to-face and sustainable online teaching and learning resources were used in training at higher postgraduate levels (Masters and Doctoral level). Design: We collated project meeting and discussion minutes along with project periodic reports and deliverables. We extracted key outcomes from these, reflected on these in discussions, and summarised them for this paper. Results: Nearly 55 courses and modules were developed that were delivered to over 920 postgraduate students in Africa, Asia, and Europe. Junior researchers were mentored in presenting, developing, and delivering courses, and in preparing research proposals. In total, 60 collaborative funding proposals were prepared. The consortia also developed institutional capacity in research dissemination and grants management through webinars and workshops. Discussion: ARCADE HSSR and ARCADE RSDH were comprehensive programmes, focussing on developing the research skills, knowledge, and capabilities of junior researchers. One of the main strengths of these programmes was the focus on network building amongst the partner institutions, where each partner brought skills, expertise, and diverse work cultures into the consortium. As international relations actors in the post-Second World War world, international organisations have played a significant role in the standardisation of global policy concepts during the 20th century, and humanitarian assistance has been no exception. While the study of the role of international organisations in shaping a dominant model of humanitarian aid has recently gathered pace, few historians have focused on different, less successful models and interpretations developed by other international organisations. Recently declassified Commonwealth Secretariat records show that discussions within the Secretariat and among member states regarding the potential objectives and scope of Commonwealth humanitarian assistance programmes took place as early as the 1960s, and continued throughout the following decades. This article provides an overview of the origin and evolution of the Commonwealth’s approach to humanitarian assistance since the 1960s. Its objective is to document this hitherto little known aspect of Commonwealth assistance policies, and, based on an initial literature and archival survey, to contribute to the identification of further research questions and gaps in this aspect of Commonwealth history. Although they are very different in nature and scope, the Commonwealth and the European Union share at least one common feature in so far as humanitarian assistance is concerned, namely their difficulty in reaching a consensual definition of it. By exploring the links and discrepancies between, as well as within, each organisation’s approach to humanitarian assistance, and by examining the initiatives of some of their member states, this paper seeks to highlight the plasticity of the definition of humanitarian assistance. This paper compares the daily solar irradiation available at surface estimated by the MERRA (Modern-Era Retrospective Analysis for Research and Applications) re-analysis of the NASA and the ERA-Interim re-analysis of the European Center for Medium-range Weather Forecasts (ECMWF) against qualified ground measurements made in stations located in Europe, Africa and Atlantic Ocean. Using the clearness index, also known as atmospheric transmissivity or transmittance, this study evidences that the re-analyses often predict clear sky conditions while actual conditions are cloudy. The opposite is also true though less pronounced: actual clear sky conditions are predicted as cloudy. This overestimation of occurrence of clear sky conditions leads to an overestimation of the irradiation and clearness index by MERRA. The overall overestimation is less pronounced for ERA-Interim because the overestimation observed in clear sky conditions is counter-balanced by underestimation in cloudy conditions. The squared correlation coefficient for clearness index ranges between 0.38 and 0.53, showing that a very large part of the variability in irradiation is not captured by the re-analyses. Within an irradiation homogeneous area, the variability of the bias, root mean square error and correlation coefficient are surprisingly large. MERRA and ERA-Interim should only be used in solar energy with proper understanding of the limitations and uncertainties. In regions where clouds are rare, e.g. North Africa, MERRA or ERA-Interim may be used to provide a gross estimate of monthly or yearly irradiation. The thermodynamic process, on which the component design of the plant is based, plays a significant role in the optimisation of the efficiency of the derived configuration. This paper aims to present a route for the design of thermodynamic cycles for a CSP, starting from the simplest processes and heading towards more complicated ones. In the last decade, West Africa emerged as a major transit hub for Latin American Drug Trafficking Organizations (DTOs) transporting cocaine to Western Europe. Since that time, there has been cause for hope and despair. The UN Office on Drugs and Crime (UNODC), the Economic Community of West African States (ECOWAS), and an array of international donors have made great strides in acknowledging the growing problem of drug trafficking and have implemented practical measures to stem this flow. All the while, the fears of many observers have been confirmed as the insidious effects of the drug trade have begun to take effect in many West African states. Consumption is on the rise and narco-corruption now undermines the rule of law and legitimate economic growth necessary for development and stability. One of the most alarming trends that place Africa and Africans on the radar of policy makers, law enforcement, and researchers alike is the number of new fronts on which the illicit drug trade is growing. Its geographic expansion beyond the relatively confined region of West Africa is now endangering East and Southern Africa. The arrival of new drugs to the region--heroin and Amphetamine-Type Stimulants (ATS, commonly referred to as synthetic drugs)--has been accompanied by the discovery of local manufacturing facilities to process them. Lastly, the growing level of involvement by Africans--who initially served as facilitators but now appear to be taking a more proactive role--raises concerns that a new generation of African DTOs is rising in the ranks. This paper examines how each of these trends are contributing to the twenty-first century expansion of the drug trade in Africa and summarizes some of the impacts they are having on the states and their populations. In West and Northern Africa, mobile phone coverage has been expanding parallely to increased attempts by Africans to migrate overland to Europe. This paper explores possible links between the two phenomena, looking specifically into the role of mobile phones in trans-Saharan migration. It provides a first detailed description of the telecommunication processes underlying contemporary trans-Saharan migration. An analytical framework is presented that helps to explain how mobile phones facilitate migration by interacting with the social and spatial factors shaping migrants' mobility. By drawing on this framework and fieldwork conducted among Congolese migrants in Morocco, it is shown that the expansion of the communication infrastructure is, on the one hand, only one of several factors that have turned the region into a more “transitable” space. On the other hand, the use of mobile phones is demonstrated to be central to the migration process: migrants draw on the unprecedented accessibility of contacts equipped with mobile phones to tie together novel, geographically expansive networks. Ophrydium versatile (Müller 1786) Ehrenberg 1830 - a symbiotic ciliate that forms gelatinous colonies - is widely distributed in temperate lakes in Europe and America, but has not previously been recorded from rivers. In this paper we report the first record of O. versatile in an African river, based on an identity confirmed by molecular taxonomic identification. The limnological conditions within the Lephalala River during the sampling period were characterised as oligotrophic with low DOC concentrations, similar to the conditions observed in temperate northern hemisphere lakes where these organisms have been recorded previously. The majority of O. versatile colonies occurred in areas where thin orange-coloured films containing high concentrations of iron (> 60% Fe) covered the substrate and bedrock of the river; this may be related to the abundant picophytoplankton that were associated with these films and oligotrophic conditions. The planktonic diatom Gomphonema venusta Passy was dominant in the water column throughout the study period and acted as an environmental indicator of low electrical conductivity (EC) conditions in the habitat where O. versatile colonies were recorded. Abstract: The theme of love has long been neglected in studies on African myths. The often-heard explanation is that African myths and folktales do not tell stories about love because they primarily express social interests and obligations while love – intended as both emotional imperative and biological drive – is an individual need and feeling. This latter definition relies on a very specific understanding of ‘love’: the Romantic love of 19th century European novels. This paper argues that when love means attraction, affection, passion, and necessity, it turns up as liaisons dangereuses in many African narratives. Love becomes a driving force that generates gender constructions by reinforcing the unity of the couple or by fuelling the struggle between partners. In the case of Kabyle narratives (Algeria), 1 [1] Kabylia is a mountainous area in the north-west of Algeria. Linguistically and culturally it is a rather homogeneous area: Kabyles are Muslim and speak Taqbaylit, one of the several local forms of Tamazight, the Berber language, spoken in Algeria, Libya, Mali, Morocco, Niger, and Tunisia. In Algeria approximately 20–25 percent of the population speaks Berber, while the majority of the population speaks Arabic, the official language. Islam was adopted in North Africa starting from the latter half of the seventh century. conceptualisations of love as well as the relationships between myths and folktales are explored by analyzing formula tales 2 [2] The genre usually translated into English as ‘folktale’ or ‘legend’ and in French as conte, conte merveilleux, or légende takes in Berber different names depending on the local language, for example tamacahuţ in Kabylia (Algeria) and tanfus in the Rif (Morocco). The presence of formulas of beginning and ending is characteristic, for example the expression macahu! (‘a story!’) which gives the name to this type of tale in Kabylia. I therefore use the denomination ‘formula tales’ (, pp. 104–118). and the only known collection of Kabyle Berber myths: those collected by Leo Frobenius, ethnologist and historian of religion, at the beginning of the 20th century and published in the first volume of his Volksmärchen der Kabylen in 1921. The discussion of the relationship between Kabyle myths and folktales touches upon a well-known interpretative problem in the study of religion: the articulation of myth and ritual with history as communities respond to sweeping social, political, and religious changes, such as the coming of Islam, colonization, decolonization, and globalization. Abstract: Outbreaks of highly pathogenic H5N1 avian influenza in Southeast Asia, Europe and Africa have led to devastating consequences for poultry, and have resulted in numerous infections in humans. Although these infections from the animal reservoir continue to accumulate, the virus does not seem to spread extensively among humans. However, for example, a process of genetic reassortment could occur in a human who is co-infected with avian influenza A virus and a human strain of influenza A virus. The resulting new virus might then be able to easily infect humans and spread from human to human. Therefore, many experts expect the occurrence of a pandemic due to a mutant virus which can be easily transmitted among humans. Thus, currently, a major public health concern is the next influenza pandemic; yet it remains unclear how to control such a crisis. In this paper, we investigate relations between the evolution of virulence and an effectiveness of pandemic control measures after the emergence of mutant avian influenza; one is an elimination policy of infected birds with avian influenza and the other is a quarantine policy of infected humans with mutant avian influenza. We found that each of these prevention policies can be ineffective (i.e., increase human morbidity or mortality). Further, interestingly, the same intervention might, under the same conditions, increase human morbidity and decrease human mortality, or vice versa. Our practical findings are that the quarantine policy can effectively reduce both human morbidity and mortality but the elimination policy increases either human morbidity or mortality in a worst case situation. We carried out bibliographic searches in PubMed and Embase.com for the period from 1996 to 2008 with the aim of reviewing the scientific literature on the relationship between various sources of indoor air pollution and the respiratory health of children under the age of five. Those studies that included adjusted correlation measurements for the most important confounding variables and which had an adequate population size were considered to be more relevant. The results concerning the relationship between gas energy sources and children's respiratory health were heterogeneous. Indoor air pollution from biomass combustion in the poorest countries was found to be an important risk factor for lower respiratory tract infections. Solvents involved in redecorating, DYI work, painting, and so forth, were found to be related to an increased risk for general respiratory problems. Most research on migrants examines what makes them ill. Inspired by Antonovsky's salutogenic approach, this study shifts the perspective and asks why migrants stay healthy. At the centre of interest are sub-Saharan Africans living in Switzerland who consider themselves and/or are considered by others as mastering problems affecting their health. The mixed Swiss-African research team explored meanings of health and resilience in 20 case studies in Zurich and Basel and five group discussions in Bern, Biel and Geneva. The data show that migrants with resilient trajectories have a dynamic and multi-dimensional understanding of health. Moreover, they have learnt to interpret difficulties as 'stress': a popular illness concept in Switzerland and Europe but less known in their home countries. The paper argues that resilience is closely related with the appropriation of 'stress' as an illness concept: it not only gives meaning and helps to explain diffuse symptoms of ill-health, it also offers an agenda for action and contributes to their feeling of social belonging in the host country. Climatic hazards such as floods and droughts have always been a primary matter of concern for human populations. Severe floods damage settlements, transport networks, and arable land. Although devastating droughts are harmful primarily for agriculture and terrestrial ecosystems, they can also lead to local water supply shortages. Despite significant achievements in science and technology and success stories in environmental management in the 20th century, people still continue to suffer the consequences of climate hazards worldwide. This paper provides an overview of existing practices for coping with floods and droughts, compares strategies in different river basins, and outlines the areas that need improvement. First, the existing protection measures and response strategies against floods and droughts are briefly described. An overview is given of expected climate change and existing coping strategies for floods and droughts in seven case study basins. Four of the basins, namely the Elbe, Guadiana, Rhine, and Tisza, are located in Europe the Nile and the Orange are in Africa; and the Amudarya is in Central Asia. Analysis of the coping strategies shows that structural measures exist in all seven river basins, but that nonstructural measures are generally not very extensive and/or advanced. Finally, the success stories in dealing with climatic hazards and lessons learned, taken partly from the seven case study basins and partly from literature, are summarized. [ABSTRACT FROM AUTHOR]

This paper evaluates the impact of protected areas on land-cover clearing, using a metadata analysis of information on 49 locations from 22 countries. Protected areas had significantly lower rates of clearing in comparison to their surroundings. In addition, protected areas had also significantly lowered rates of clearing within their boundary following initiation of protection. Thus, protected areas do appear to be effective at limiting overall land-cover clearing. There was some variation in the rates of clearing across regions, where most protected areas from North America and Europe showed positive rates of land-cover change, while protected areas from Asia had the highest rates of land-cover clearing. While most protected areas from North America and Europe involved a relatively smaller number of actors, a greater number of actors and drivers of clearing was implicated in protected areas from Asia, Africa, and Latin America, indicating the increased difficulties faced by park management in these regions. In contrast, country income levels and the International Union for the Conservation of Nature and Natural Resources category of protection did not appear to impact the likelihood of land-cover clearing in protected areas. This introduction to the special issue entitled ‘Africa<>Europe: Transnational Linkages, Multi-Sited Lives’ outlines the history of the African migrant presence in Europe, gives an account of the contexts which shape contemporary migration, and surveys the approaches to international migration from Africa which have influenced researchers since the 1960s. Linking the contributions to the special issue is the theme of migrants’ transnational ‘double engagement’ with both Africa and Europe. The paper examines this theme across three domains of the lived experience of African migrants and refugees in Europe: ‘Livelihoods’, ‘Families’, and ‘Identities’. During the past 20 years, organized experimental campaigns as well as continuous development and implementation of air-pollution modeling have led to significant gains in the understanding of the paths and scales of pollutant transport and transformation in the greater Mediterranean region (GMR). The work presented in this paper has two major objectives: 1) to summarize the existing knowledge on the transport paths of particulate matter (PM) in the GMR and 2) to illustrate some new findings related to the transport and transformation properties of PM in the GMR. Findings from previous studies indicate that anthropogenically produced air pollutants from European sources can be transported over long distances, reaching Africa, the Atlantic Ocean, and North America. The PM of natural origin, like Saharan dust, can be transported toward the Atlantic Ocean and North America mostly during the warm period of the year. Recent model simulations and studies in the area indicate that specific long-range transport patterns of aerosols, such as the transport from Asia and the Indian Ocean, central Africa, or America, have negligible or at best limited contribution to air-quality degradation in the GMR when compared with the other sources. Also, new findings from this work suggest that the imposed European Union limits on PM cannot be applicable for southern Europe unless the origin (natural or anthropogenic) of the PM is taken into account. The impacts of high PM levels in the GMR are not limited only to air quality, but also include serious implications for the water budget and the regional climate. This paper argues that just as Africans in Africa are experiencing what I call a “Dual Brain Drain” (Elite Migration to the West and massive deaths due to HIV/AIDS), so also are Haitians in the Caribbean and African Americans in the U.S. are experiencing a similar problem. Furthermore, in the case of the black population in the U.S., however, they are actually experiencing two sets of the dual brain drain (1) External or international and (2) Domestic. Abstract: This paper explores the capabilities of a combination of the reduced data set ISCCP-B2 from the Meteosat satellites and the recently developed method Heliosat-2 to assess the daily mean of the surface solar irradiance at any geographical site in Europe and Africa. Firstly, we discuss the implementation of the method Heliosat-2. Secondly, B2-derived irradiances are compared to coincident measurements made in meteorological networks for 90 stations from 1994 to 1997. Bias is less than 1Wm−2 for the whole set. Larger bias may be observed at individual sites, ranging from −15 to +32Wm−2. For the whole set, the root mean square difference is 35Wm−2 (17%) for daily mean irradiance and 25Wm−2 (12%) for monthly mean irradiance. These accuracies are close to those of similar data sets of irradiance, such as Medias and NASA Surface Radiation Budget. It is concluded that B2 data can be used in a reliable way to produce long-term time-series of irradiance for Europe, Africa and the Atlantic Ocean. [Copyright &y& Elsevier]

Abstract: This paper provides an overview of current knowledge of Plio Pleistocene Carnivora from Africa and Europe. In Plio Pleistocene times, many genera extend their ranges in Africa and Eurasia but their evolution are quite distinct in the two continents. In Africa, the modern carnivoran guild of sub saharian Africa originated in the early Pleistocene when took place extinction of archaic species. The north African fossil record is far from complete until the middle Pleistocene. In the middle and late Pleistocene, the modern carnivoran guild is associated with other elements: the simian jackal Canis simensis and two species of ursids Ursus arctos and Ursus deningeri which evolved towards Ursus spelaeus. Western European carnivore faunas show due to migration a constant turn-over of the species. Among felids, Panthera schaubi described by Viret (1954) and attributed to the genus Puma by Hemmer et al. (2004), is morphologically close to the snow leopard Panthera (Uncia) uncia. Canis etruscus is the sister group pf the clade including wolf and coyote and Canis arnensis is close to the African jackals. Ursus deningeri appears in the early Pleistocene together with two arctoid forms Ursus rodei and Ursus dolinensis that may be synonymous to Ursus arctos. Direct foreign aid and internal development strategies are used in Least Developing Countries (LDCs) to promote economic growth. By most measures, however, sub-Sahara African development efforts have not been successful. This paper examines recent aid programs and their reasons for failure, and proposes key features necessary for successful and sustainable economic growth. African development aid is contrasted with Marshall Aid in Europe after World War II, and strategies are presented to provide the necessary incentives and opportunities for sustained socioeconomic growth and human factor development in Africa. Differential migration is a widespread, but poorly understood, phenomenon in birds. In this paper, we present the first detailed field study of differential migration in the Old World warbler (Sylviidae) family. We studied two chiffchaffPhylloscopus[collybita] semispecies: the common chiffchaffP.[c.]collybitaand the Iberian chiffchaffP.[c.]ibericus. Using data collected at several latitudes in Europe and Africa, we present convincing evidence for differential distance migration of sexes in chiffchaffs, with females moving further than males. Interestingly, while there was a pronounced gradient in the sex-ratios in Europe and North Africa (with an increasing proportion of females with declining latitude), no clear pattern was found south of the Sahara, where sex-ratios were more male-biased than predicted by a simple latitude model. This suggests that, amongst the chiffchaffs wintering in West Africa, a large proportion is composed by Iberian birds, and provides support to previous suggestions that Iberian chiffchaffs are long distance migrants. Results from detailed studies in Senegal also show that chiffchaffs display differential timing of spring migration, with males leaving the winter quarters considerably earlier than females. The results are discussed in the framework of the three main (non-mutually exclusive) hypotheses attempting to explain the latitudinal segregation of the sexes. Given the relative failure of standard comparative studies to discriminate between competing single-factor hypotheses to explain differential migration, it is argued that the chiffchaff species complex might be particularly suited to study this issue using a new approach suggested by: detailed (further) comparisons between closely related species (such as the common and the Iberian chiffchaffs) could help identifying the key factors to be incorporated into optimality models that can predict relative distance of migration of different sex or age classes. The purpose of this paper is twofold. It aims first to provide a critical overview of the literature on the history of technology as it relates to colonialism, decolonization and development in the extra-European world during the 20th century. Second, it seeks to identify changing perspectives and emerging research issues in the history of technology in the European colonies and ex-colonies of Asia and Africa, and thus to trace a move away from earlier ‘diffusionist’ arguments and discussion of polarization and conflict between ‘Western’ and ‘indigenous’ technologies, toward a more interactive, culturally-nuanced, multi-sited debate about how technology functions within specific parameters of time, place and culture.
