Purpose – The role of a government investment project (GIP) management supervisor is to improve supervision performance and the Chinese government has issued a series of polices, displaying the determination to solve supervision problems. The purpose of this paper is to assist the government to play its role of supervisor and to realize progress supervision performance for GIP in practice with the Agent Construction System (ACS). Design/methodology/approach – Taking consideration of the essence of ACS, the paper analyzes the system supported theory, which is a supervision mechanism, with contract management as the core and goals as orientation. The authors design the system frame and its composing modules according to the main function of this information system. Findings – The research builds an expected supervision information system with four functional modules, which is designed according to logical sequence of supervision, based on a theoretical supervision mechanism. Chinese President Xi Jinping has introduced far-ranging measures to “build China into a maritime power (建设海洋强国)" since his inauguration in November 2012. One notable institutional reform was the birth of a new China Coast Guard (CCG) force. Created in July 2013, this new force shall undertake coordinated maritime law enforcement operations in China's territorial waters. Based on detailed examination of the progress of the reform, this paper argues that the operational and administrative functions of the CCG have been, although not fully, developed so far and the old problem of disjointed patrol operations undertaken by five loosely coordinated maritime law enforcement forces, the “five dragons," has significantly been eased. Nevertheless, the development of the CCG is still a workin- progress. Firstly, comprehensive legal foundations for the CCG's operations are incomplete, making the legal status and the standard of operation for this new agency unclear. Moreover, the Chinese Government's decision not to incorporate the Maritime Safety Administration into the CCG not only reveals the complexity of this reform but also suggests that Beijing is adopting an old logic of “crossing the river by feeling the stones (摸着石头过河)" while still pledging to resolutely defend what it believes are its indisputable maritime rights. In order to achieve a more sustainable mode of development, the government of China declared its intention to build a harmonious socialist society, and the Ministry of Water Resources (MWR) proposed 'human-water harmony'. However, some problems still exist in China's water resources management (CWRM), which affect management performance and trigger acute water crisis. Nowadays, the human-water relationship in China is disharmonious and the relationship between human activities and water resources has entered into a vicious cycle. This paper concluded that achieving human-water harmony is a necessary and rational pathway to solve China's water problems on the basis of reviewing the development course of CWRM. In order to achieve human-water harmony in China, many impressive efforts both in terms of policies and measures have been made. Ultimately, they pointed out that human-water harmony can be achieved through our tireless efforts as long as people hold the belief that the idea of 'human-water harmony' is the first and the foremost way to deal with the contradiction between human activities and water resources.
