Despite their susceptibility to a range of problems in young adulthood, few Australian studies have examined how young people feel about leaving care and the supports they feel they will need. This paper presents selected findings from the Commission for Children and Young People and Child Guardian's third survey of children and young people in foster and kinship care conducted in Queensland in 2009 which attracted 2727 responses. Wings: Social and emotional wellbeing in the early years is a professional development programme designed to assist educators in early years services to improve outcomes for children. It uses a strengths-based approach and supports educators to understand the impact of their interactions with children and to use communication strategies, such as descriptive feedback, to develop children's capacities. These strategies are used to help children recognise their strengths and build their ability to self-regulate and manage their own social and emotional wellbeing. The idea that north Queensland should be a separate State was strongly argued in the Queensland eolonial parliament and during the course of the Constitutional Conventions of the 1890s. Post federation, there have been several petitions calling for areas of existing States, and for the Northern Territory (NT), to become a new State in the federation. One of the issues that has surfaced repeatedly, in the call for creation of new State from an existing State, is what the Constitutional requirements arc for the creation of a new State, and then flowing from that, what process needs to be followed for the change to occur. This paper identifies the Constitutional provisions relevant to the creation of a new State in the Australian federation, and then examines the key issue of the locus of power to 'initiate' the creation of a new State by separation of territory from an existing State. The paper then reviews the history of the failed referenda held in New South Wales (NSW) and the NT for the creation of a new State, and, in light of the those experiences, sketches a possible political and legislative pathway towards the establishment of a new State of North Queensland. Finally, two key points in favour of separation arc argued: (i) that North Queensland has been particularly disenfranchised since federation through centralist power shifting at both the State and Federal levels; and (ii) a failed commitment to the North for it to have its own senators as evidenced in s.7 of the Constitution. SUMMARYBivalvulidan parasites from the gall bladder of 31 species of damselfishes (family Pomacentridae) were examined for their taxonomic identity and their relatedness to other species of myxozoans. This paper describes 11 novel ceratomyxid species and a novel Myxidiumsp. Each species is characterized morphologically and small subunit (SSU) rDNA sequences were used in molecular phylogenetic analyses. Five pomacentrid species were found to harbour multiple infections of bivalvulidan species. One species of Ceratomyxaand Myxidiumwere found to infect more than a single species of damselfish. Phylogenetic analyses revealed there has been no radiation of ceratomyxids that can be associated with the fish host taxon and that Myxidium queenslandicusn.sp. was more closely related to Zschokkella mugilisand Ellipsomyxa gobiithan other members of the genus Myxidium. These strategies comprise the reduction of government funding to universities in real terms to oblige institutions to seek alternative sources of income; the targeted deployment of government funding (including growth places and infrastructure funding); the use of reward-based incentives; the actual or threatened re-distribution of funding based on performance; competitive grants; and amending funding mechanisms to support desired behaviours. In addition, strategies not involving direct funding are also used through special policy provisions, the establishment of bodies and forums to promote issues; the publication of position papers and protocols; the publication of performance information or review outcomes; the employment of reporting and accountability processes and frameworks; and various approaches to promote, encourage or oblige sector restructuring. A major thrust of the Australian government's higher education policy is to encourage sector diversification through encouraging individual institutions to adopt their own clear and unique identities. This poses many challenges and opportunities for new generation regional institutions trying to position themselves in an increasingly competitive higher education market while continuing to meet their obligations and remain relevant to their local communities. The past several decades have seen significant changes in how governments approach water management decisions. This paper reviews 12 major water management decisions in Queensland, Australia, during 1980 2006. The resilience paradigm was used to place the water management decisions in a social-ecological systems context rather than the traditional water resource context. The social-ecological context was interrogated through three parameters: scientific knowledge, environment and institutions for each of the decisions. Results indicate: (a) a trend for increased adoption of formalised integrative (social, economic and environmental fractors) evaluation methods (such as benefit cost analysis and environmental impact assessment) in the scientific knowledge parameter of social-ecological context; (b) the environmental parameter (e.g. drought) influenced the timing of water decisions; and (c) a possible threshold was found within the institutional context, i.e. change of State leadership, which determined the regime or type of water decision under consideration e.g. supply or demand dominated management. This paper examines the impact of public opinion, time, and the 'yuck' factor in influencing the fiwmation of water reuse norms based on an analysis of newspaper content observed in two locations: Singapore and Queensland, Australia. A simple regression analysis shows that time and the 'yuck' factor were significant factors in norm formation but, surprisingly, public opinion was not found to be a significant factor. The results show that public opinion, long held to be an important factor, may not be significant in the sense in which it is commonly conceived. It also shows how perception can be shaped to promote water reuse policies in the urban sector. This paper uses monthly data from eleven local governments to model residential water demand in Queensland, Australia from 1994 to 2004. In the sample, residential consumption is charged using a variety of structures including fixed charges without allowance, fixed charges with allowance and excess rates, two-part tariffs comprising an access charge and a flat consumption rate, and multi-part tariffs with an access charge and two or more limits with increasing consumption rates. Water demand is specified as average monthly household water consumption and the demand characteristics include the marginal and average price of water and daily average maximum temperatures and rainfall The findings confirm residential water as price inelastic, more responsive to average than marginal prices, and more responsive to changes in temperature than rainfall. In light of new amendments to the Property Agents and Motor Dealers Act 2000 (Qld), this paper reviews the conceptual framework within which this Act delivers consumer protection within the free market. It compares the equivalent protection provisions of the Retail Shop Leases Act 1994 (Qld) and assesses whether 'conscience' can provide a mediating factor between consumer protection and contract law, or whether these measures effectively remove these contracts from common law contract into their own discrete field. It concludes that implicit reliance on conscience without clearly articulating a standard of conscience leaves these contracts without a clear place within common law doctrine of unconscionability or an effective consumer protection foundation. The publicity given to the request by a Western Australian man with quadriplegia to have artificial nutrition and hydration withdrawn so he could end his life, highlights the moral and legal dilemmas inherent in end-of-life decision making. In ruling that the withdrawal of the life-sustaining measures by the health provider would be lawful, the Supreme Court of Western Australia carefully analysed the potential application of the Criminal Code 1913 (WA). The relevant provisions include recent amendments aimed at addressing the question of a medical professional's criminal responsibility for withholding or withdrawing life-sustaining treatment. To date the Queensland legislature has not followed the Western Australian lead, despite suggestions by the Queensland Guardianship and Administration Tribunal that the intersection between the criminal law and the Guardianship and Administration Act 2000 (Qld) requires clarification. This paper considers whether, pursuant to Queensland criminal law, health professionals could be held criminally responsible for complying with a patient's request to withdraw life-sustaining measures, and accordingly whether amendments should be made to the Criminal Code 1899 (Qld). The exemption from compliance with the provisions that regulate incorporated legal practices in the Legal Profession Act 2007 (Qld) by incorporated community legal services and incorporated Aboriginal and Torres Strait Islander legal services may have had good intentions, but the reality is that it has created a two tier quality control system for clients of legal service providers in Queensland. Clients of private incorporated firms have the benefit of a responsive regulatory system, whereas clients of publically funded incorporated legal services are excluded and operate within a complaintsdriven model with all its inherent weakness. This paper considers whether the exemption granted to incorporated Aboriginal and Torres Strait Islander legal services creates an inequality in standards and risk protection available for clients of private law firms and those who use publicly funded legal services. In the past decade, Queensland has introduced legislative measures that fundamentally affect the application of contract law to residential land and retail shop lease contracts. This article examines whether the scheme of consumer protection under these Acts, consisting of warning statements, disclosure statements, advice certificates, and cooling off periods, addresses fundamental bargaining inequality through creation of a new order within these markets. It proposes that the framework of the Acts differs from the traditional principle/counter-principle dichotomy of classical contract law, whereby the norm of the contract is supported by exceptions that reinforce the same paradigm. In doing so, this paper critically examines the formalism and objectivism of classical contract theory using the framework of the critical legal studies movement (CLS) and seeks to assess whether the consumer protection regime under these Acts answers the CLS critique of common law contract. A recent report highlights the occupational risk of Q fever, a gram-negative bacterial infection, associated with pet food manufacturing in South-East Queensland, Australia. Between 2020 and 2023, 12 confirmed cases of Q fever were linked to four pet food manufacturing facilities, with most cases reporting exposure to raw meat and animal products. None of the cases had been previously vaccinated for Q fever.
