Illustrates how knowledge may be produced/suppressed and how a rhetor may become empowered by projecting negative traits upon the "other." This article explores the global education controversy by examining challenges made on three global education programs; discusses the implications of the challenges for teacher educators in preservice, inservice, and graduate programs; and presents practical suggestions to help teacher educators enhance the quality of the educational process. 1996 National Teacher of the Year--a high school teacher from rural Minnesota--reflects on the 30 years of her career and on social changes that have necessitated that her community and local schools work toward cultural understanding. The community went from a mostly white, middle-class, conservative community to one with at least six different cultural groups. (LP)

Presents the results of a survey of Minnesota families on the waiting list for child care assistance--families eligible for assistance for whom no funds are available. Suggests that this waiting has a devastating economic and emotional impact on those families. Proposes the child care sliding fee program as a possible solution to these problems. (AA)
