1. The AI Divide: Equitable Applications of AI in Higher Education to Advance the Completion Agenda. A Position Paper on AI, Access, and Digital Tools as Levers for Equity in Higher Education.

Abstract

In this position paper, the authors lay out the imperative for equitable artificial intelligence (AI), highlighting the essential role of access-oriented institutions and calling on technology companies (both large and small), foundations, and local, state, and federal regulators to consult with the newly convened Complete College America Council on Equitable AI in Higher Education. Their belief is that equitable AI spans far beyond the risk of mis-trained data. How schools adopt or reject these tools, the priorities of AI vendors, access to resources that enable the use of these tools, and the systemic integration of historically underrepresented and underserved voices will shape whether technology amplifies privilege or fosters inclusivity. A three-fold framework is presented for understanding Equity in AI, considering not just the quality and unbiased nature of the data used to train generative AI machines but also who has access to conversations around policy and product, as well as which institutions have access to the resources and safety nets that enable innovation and experimentation in the field of AI. A disruptive new advisory council is proposed, the Complete College America Council on Equitable AI in Higher Education, composed of representatives from historically excluded institutions and, by extension, students. The authors urge policymakers, technologists, and funders to proactively consult the Council and disrupt systemic inequities by integrating AI into higher education rather than continue to perpetuate them. Abstract

A focus on faculty professional learning, given the challenges that California community colleges and students face, must remain a high priority and continue to evolve. The Academic Senate for California Community Colleges (ASCCC) has long been an advocate for the development of robust professional development policies as part of senate purview under Title 5 §53200, colloquially referred to as the 10+1. Indeed, as student populations within the California community colleges become more diverse, colleges seek to improve student success and close the opportunity gap for marginalized communities. The ASCCC has passed numerous resolutions in support of intentional learning opportunities to address diversity, equity, inclusion, and anti-racism throughout the curriculum and college cultures. Such intentional learning must be a significant component of faculty professional learning and development. The goal and purpose of this paper is to examine the importance of faculty professional learning that is necessary to improve student success as well as the role local academic senates can play in such efforts. The paper will examine the issues from both a philosophical and practical point of view.

As technology advances, learning analytics is expanding to include students' collaboration settings. Despite their increasing application in practice, some types of analytics might not fully capture the comprehensive educational contexts in which students' collaboration takes place (e.g., when data is collected and processed without predefined models, which forces users to make conclusions without sufficient contextual information). Furthermore, existing definitions and perspectives on collaboration analytics are incongruent. In light of these circumstances, this opinion paper takes a collaborative classroom setting as context and explores relevant comprehensive models for collaboration analytics. Specifically, this paper is based on Pei-Ling Tan and Koh's ecological lens (2017, Situating learning analytics pedagogically: Towards an ecological lens. Learning: Research and Practice, 3(1), 1-11. https://doi.org/10.1080/23735082.2017.1305661), which illustrates the co-emergence of three interactions among students, teachers, and content interwoven with time. Moreover, this paper suggests several factors to consider in each interaction when executing collaboration analytics. Agendas and recommendations for future research are also presented.

Abstract

This paper is the fourth revision of the Academic Senate for California Community Colleges (ASCCC) paper on equivalency adopted by the delegates to the plenary session in Fall 1989. Previous revisions were adopted in 1999, 2006, and 2016. The original paper was intended to help local academic senates develop policies and procedures in response to Education Code §87359, which requires that each district's governing board and academic senate jointly develop an equivalency policy. In 2019, the CTE Minimum Qualifications Workgroup released the "Career Technical Education Faculty Minimum Qualifications Toolkit," which furnishes specific tools for determining and documenting equivalency, particularly to specific general education areas. The toolkit reports that a survey, primarily of California community colleges CTE faculty, revealed that "the equivalency process is underused and varies greatly in application across districts and local campuses." This current update to the paper clarifies and reiterates not only that granting equivalency is legally permissible, but that all districts are required to have an equivalency process. This version of the paper has been updated to reflect the "Career Technical Education Faculty Minimum Qualifications Toolkit" and to promote the use of equivalency procedures as a means of broadening faculty applicant pools in order to support system-wide faculty diversification efforts. The new version casts the equivalency process as a critical component of hiring processes as they relate to equity, inclusion, and diversity by applying institutionally-focused, systemically aware, equity-advancing practices. The concepts discussed in the first four equivalency papers remain substantively unchanged in this paper; however, this update includes practical suggestions and considerations inserted to help local academic senates in refining their policies and procedures regarding this important academic and professional matter. 48. 2020 Policy Paper on Public Responsibility, Financing and Governance of Higher Education

Abstract

This Policy Paper aims at analysing the most important aspects of Public Responsibility, Financing and Governance of Higher Educations while seeking to formulate a students perspective on the state of play within the European Higher Education Area (EHEA). In doing so it touches upon the very foundation of how and in which socio-political environment educational systems and higher education institutions work nowadays. The European Students' Union (ESU) believes that open access to all levels of education is the cornerstone of a socially, culturally and democratically inclusive society, and a prerequisite for individual and societal development and well-being. ESU sees higher education as a human right, which is guaranteed in the Universal Declaration of Human Rights and the International Covenant on Economic, Social and Cultural Rights. How education is seen in society, how it is funded and how it is governed are tightly interlinked areas. This policy paper focuses on: (1) Public responsibility of higher education (fundamental values; institutional autonomy and academic freedom; academic integrity; intellectual property; education for sustainable development; human rights and democratic citizenship education; digitalization, artificial intelligence, learning analytics and privacy; commodification; partnerships between higher education institutions and industry; internships; and internationalisation and international trade); (2) Financing of higher education (financing of higher education; the funding gap; optimisation of funding of higher education institutions; performance based funding; and education free of tuition fees); and (3) Governance of higher education (students participation; working conditions of academic staff; committees and ombudsmans and leadership, intersectionality and training).
