For the past fifty years, Association for Computing Machinery (ACM) has been a major professional computer society and publisher of scholarly literature in computer science and engineering. Science and engineering fields are now crossing an historic divide in which electronic dissemination is increasingly preferred to printed distribution. ACM is moving aggressively toward making all its publications available in electronic form. This transition has raised questions in some universities about the quality of papers published electronically and whether the review of these papers meets traditional standards. Tenure and promotion decisions have been based in part on a candidate's authorship of printed refereed papers. ACM's policy and procedures are designed to ensure a uniformly high standard for all publications that the Association identifies as refereed, whether distributed electronically or in print. Network utility maximization (NUM) problem formulations provide an important approach to conduct network resource allocation and to view layering as optimization decomposition. In the existing literature, distributed implementations are typically achieved by means of the so-called dual decomposition technique. However, the span of decomposition possibilities includes many other elements that, thus far, have not been fully exploited, such as the use of the primal decomposition technique, the versatile introduction of auxiliary variables, and the potential of multilevel decompositions. This paper presents a systematic framework to exploit alternative decomposition structures as a way to obtain different distributed algorithms, each with a different tradeoff among convergence speed, message passing amount and asymmetry, and distributed computation architecture. Several specific applications are considered to illustrate the proposed framework, including resource-constrained and direct-control rate allocation, and rate allocation among Q0S classes with multipath routing. For each of these applications, the associated generalized NUM formulation is first presented, followed by the development of novel alternative decompositions and numerical experiments on the resulting new distributed algorithms. A systematic enumeration and comparison of alternative vertical decompositions in the future will help complete a mathematical theory of network architectures. [ABSTRACT FROM AUTHOR]

Billions of resources, such as cars, clothes, household appliances and even food are being connected to the Internet forming the Internet of Things (IoT). Subsets of these resources can work together to create new self-regulating IoT applications such as smart health, smart communities and smart homes. However, several challenging issues need to be addressed before this vision of applications based on IoT concepts becomes a reality. Because many IoT applications will be distributed over a large number of interacting devices, centralized control will not be possible and so open problems will need to be solved that relate to building locally operating self-organizing and self-adaptive systems. As an initial step in creating IoT applications with these features, this paper presents a Framework for IoT (FIoT). The approach is based on Multi-Agent Systems (MAS) and Machine Learning Techniques, such as neural networks and evolutionary algorithms. To illustrate the use of FIoT, the paper contains two different IoT applications: (i) Quantified Things and (ii) Smart traffic control. In this paper, we present a novel distributed compressed sensing based joint detection and tracking algorithm for multistatic radar system, which significantly reduces the computational load in a centralized fusion framework. For different receivers in the multistatic radar system, their corresponding sparse vectors, which are represented in state space, share the same locations of nonzero reflection coefficients. This fits the joint sparsity model 2 (JSM-2) in distributed compressed sensing. In this paper, a novel algorithm, named distributed general similar sensing matrix pursuit (DGSSMP) algorithm, is proposed to tackle the generalized JSM-2 model when each individual sensing matrix is different and with high coherence. In contrast to the classical greedy algorithms dealing with single subspace, the proposed DGSSMP algorithm has to tackle a union of different subspaces, with each subspace corresponding to a different sensing matrix for each individual receiver. The simulation results show that in the proposed distributed compressed sensing based joint detection and tracking framework, the proposed DGSSMP algorithm together with the track before detect (TBD) scheme can effectively distinguish true targets from clutter based on the information from multiple scans.
