This article discusses the books "Recent Changes in American Constitutional Theory," by John W. Burgess. By wise academic statesmanship Burgess picked some of his students for training abroad in jurisprudence, legal history and public law, found them posts as teachers of history to sophomores and then with their aid developed a graduate school devoted to the study of the art or science or philosophy or practice of government. Now, over a decade after his retirement from active teaching, he surveys the recent changes in American constitutional theory and practice in a small volume designed especially, as he says, for the more than ten thousand students whom he has been privileged to instruct, as a "maybe final word from their old teacher."

According to the U.S. Federal Reserve Board, increasing the reserve requirements of member banks by one-third reduces but does not eliminate the danger of credit inflation. As the board points out, the total amount of deposits in banks and the Postal Savings system, plus currency outside the banks, is already two billion dollars larger than in 1929. Even with the new reserve requirements, there will be at least a half-billion dollars in excess reserves, which might be transformed into four or five billion dollars' worth of new credit. While it is true that the Federal Reserve Bank could further cut these reserves by selling its holdings of government bonds, such action would probably lead to an undesired increase in interest rates and impair the government's borrowing power.

This article focuses on the play "Brother Karamazoff," staged at the Moscow Art Theater. A reader gives the audience the necessary connective narrative, so that the crucial scenes of the novel are presented to the audience precisely as they may be supposed to have played themselves on the theater of Dostoevski's mind. There is nothing left here of the tradition of "humors" which hangs on with so tough a persistence in the theater. A person cannot describe the people who are being projected here any more easily than he can describe people in life whom he know so well that often he wonder whether he knows them at all.

This article discusses the books "Uncanny Stories," by May Sinclair, and "Changeling and Other Stories," by Donn Byrne. If Sinclair did not have her remarkable power of telling almost any story with amazing succinctness she would not, in the present case, stir the reviewer to so much protest, but it is maddening to see such skill wasted upon such trivial material. She cannot but arouse a certain amount of interest and admiration but essentially these stories are ghostly only in their complete unreality. They suggest not a passionate sense of life and a rich experience but a very skilful juggling with imagined incidents and hypothetical motives, the work of a person who has spent her time in perfecting artifice rather than in observation or experience.
