This article addresses the key law and policy levers affecting Latinxs in what the U.S. Census Bureau designates as the South. Since the rise of the Latinx population from the 1980s onward, few legal scholars and researchers have participated in a sustained dialogue about how law and policy affects Latinxs living in the South. In response to this gap in legal research, this article provides an overview of the major law and policy challenges and opportunities for Latinxs in this U.S. region. Part II examines the geopolitical landscape of the South with special focus on the enduring legacy of Jim Crow and White supremacy, as well as provides a brief demographic overview of Latinxs in this part of the county. Part III delves into law and policy issues related to political mobilization, immigration, education, and economic opportunity. In the meantime, the Tsarist empire itself was the scene of internal transcontinental migration processes on agigantic scale, as Russian, Ukrainian and Belarusian colonists sought to establish livelihoods beyond the Urals, in Siberia, the steppes and in the Russian far east. Millions of emigrants from the Russian Empire passed through reception camps at the Russian-German border, in Germany and the US. Simultaneously, hundreds of thousands of their compatriots encountered comparable socio-spatial conditions in the transit camps established for trans-Ural migrants. These «resettlement points»(peresenlencheskie punkty), located, for example, in the city of Cheliabinsk, were significant sites in these migrations. The paper describes the modern institution of reception and transit camps for trans-migrants, as they emerged at various locations along global migration routes in the late nineteenth century. They are regarded as aspecific form of a«site of modernity»(Ort der Moderne)with typical features. In this paper, the swarm control for large-scale omnidirectional mobile robots (OMRs) within incremental behavior is proposed to imitate the confluence behavior of animals during migration. In previous work, the number of OMRs in the swarm system was small and immutable. As such, the system lacked flexibility for swarm systems in practical applications. To solve these problems, we make several innovations. Firstly, OMRs within incremental behavior are proposed. Based on this, the incremental system of OMRs within incremental behavior is designed when the original swarm system needs assistance to form an incremental swarm system, which allows the incremental behavior happens among different swarm systems and the formation of each incremental system unchanged. Notably, incremental updating method based on second-order communication topology is proposed to update the adjacency matrix and the state matrix instead of creating a new swarm system. Then, to solve the pressure caused by the increasing number of OMRs in incremental swarm systems on calculating and storage, the incremental swarm system of large-scale OMRs based on second-order communication topology is introduced to rank the system and weaken the strong coupling relationship. In this case, the swarm control for a large-scale incremental swarm system is proposed through the backstepping method. In this paper, we consider how news stories about one area of the U.S.-Mexico borderlands, the Rio Grande Valley of south Texas, further propagate notions of a region filled with people characterized as dangerously noncompliant with American ideals of citizenship, prosperity, and security. Using Ethnographic Content Analysis, we conducted a systematic analysis of Valley, state and national mainstream news media stories from 2010-2016 about health or health care in the Rio Grande Valley. Ethnographic research with Valley leaders, residents, and journalists completed the media analysis. We argue that the Rio Grande Valley is framed as both an unruly internal colony as well as a racialized periphery, due to its proximity to Mexico. We detail how these news stories are received and acted upon by seasoned local journalists who use their trade to offer different scripts, rooted in actual lives and experiences of residents. We conclude with alternative versions of the U.S.-Mexico border region from borderlands scholars to reflect on how dominant media representations of places and people can be weathervanes for political discourse that shape state and national action about 'the border.'
