This paper contributes to the discussion on value models as decision support in early design. Emerging from data collected through semi-structured interviews with 20 professionals in 3 manufacturing companies, the paper highlights the limitation of current development practices to promote cross-functional knowledge sharing about the stakeholders' lifecycle expectations to be met. This limits the ability to make decisions about aspects of value that are difficult to assess and quantify. The objective of the paper is then to propose the use of value models as 'boundary objects' to increase shared awareness about the design intent, triggering negotiations towards more value-adding design decisions. Southern Sudan had been at civil war with the north since 1955 for various reasons to include religion, politics, and oil. The second civil war ended in 2005 with the signing of the Comprehensive Peace Agreement (CPA). A promise outlined in the CPA was the opportunity for Southern Sudan to vote for their independence from the North. The referendum took place this January with 98 percent of votes in favor of separation. This is great news for the people of Southern Sudan and champions of democracy worldwide. However, Southern Sudan is plagued by many of its own internal problems and instability and there is the possibility of civil war. In support of the emergence of South Sudan and other countries worldwide, our research determined that the four main areas of focus in predicting civil war or the potential for conflict were security, social, economic, and governance. More specific conflict indicators were developed within each of these functions. To better understand the inter-relationships of these functions a Systemigram and a value model were developed. Conflict in Sudan is far from a simple problem. There are many factors that influence other factors and add or take away from the possibility of civil war. The Systemigram attempts to mitigate some of the confusion by providing a visual representation of the problem in Southern Sudan which enables us to examine the links and interactions between the functions and indicators of the system. The value model is a mathematical model that takes statistics for each of the indicators developed as inputs and computes a value which when added to the other indicators values provide a total score indicating the likely progression of Southern Sudan toward civil war. These two products work together: the intent of the Systemigram is to show the interactions between the indicators and help validate the method of scoring using the value model.

As compared to their mounted peers, dismounted soldiers lack effective radio communications, situation awareness displays, and request or reporting systems that integrate with other elements of the combined arms team. This project looks to emerging commercial technologies for mobile cellular networks as a cost effective means to fill these gaps. These technologies are in wide use across the international commercial sector and allow robust and high bandwidth communications in a very small package. They are employed in all types of terrain, and international standards have emerged that allow communications between disparate systems. The study team concluded that a brigade/battalion owned CDMA network delivered the most value at the lowest cost as compared to Nett Warrior systems. This is a standalone unclassified network owned by the brigade. The brigade decides who to allow to enter the network and what information to provide on that network. The network consists of static cell towers on bases, mobile cell towers in vehicles, and if necessary, dismounted cell towers covering small patrols.

Throughout Operations Iraqi Freedom and Enduring Freedom, the Department of Defense (DoD) faced challenges not experienced in its previous military operations. The enemy's unwavering dedication to the use of improvised explosive devices (IEDs) against the coalition forces continues to challenge the day-to-day operations of the current war. The Joint Improvised Explosive Device Defeat Organization's (JIEDDO) proposal solicitation process enables military and nonmilitary organizations to request funding for the development of Counter-Improvised Explosive Device (C-IED) projects. Decision Analysis (DA) methodology serves as a tool to assist the decision maker (DM) in making an informed decision. This research applies Value Focused Thinking (VFT), a specific methodology within DA, to the JIEDDO proposal selection process to assist DMs in filtering out proposals that do not meet desired C-IED objectives. This research evaluated the validity of the previously developed JIEDDO Proposal Value Model to address the following questions: (1) Does the value model adequately reflect JIEDDO's decision process; and (2) Given the dynamic environment of the current war, how confident can we be in the model's ability to continually and effectively screen proposals based JIEDDO's current values? The author utilizes multivariate techniques to investigate JIEDDO's ability to make consistent decisions within their proposal evaluation process. Once it has been determined that the model effectively screens proposals, it is possible to proceed with the second question. By consolidating and applying n-way sensitivity analysis techniques, the author proposes a consistent sensitivity analysis image profiling technique., The original document contains color images.

To govern and evaluate such collaboration, we need a tool to understand how different patient values are related to each other, how values are related to goals, and how values and goals are related to actions planned and carried out among healthcare providers. Thereby, we can measure, analyse and redesign existing actions in order to better achieve desirable values. Furthermore, we also need a tool for finding new innovative goals and actions that better create desirable values. In this paper, we propose such a tool, in the form of a method based on value, goal and action models. Value models depict actors and the valuable resources they exchange as well as the purpose of the resources exchanged. Using these value models as a base, we are able to systematically identify high level goals and more detailed goals, as well as actions supporting these goals. Thereby, we will attain traceability from actions, via goals and values, which the actions realise.
