College affordability is a significant factor in student access, retention, and completion. Tuition and fee rates are a component of affordability, as is the availability of financial aid programs from federal, state, institutional and private sources, among other factors. This report includes regional comparisons, which include peer institutions from Arizona, Colorado, Idaho, Minnesota, Montana, Nevada, New Mexico, Oregon, South Dakota, Utah, Washington, and Wyoming. The comparison states include continental U.S. Western Interstate Commission for Higher Education (WICHE) states, plus contiguous states. This year's "Tennessee Higher Education Fact Book" consists of four sections and an appendix of additional resources and terminology. The four main sections of the report provide data on Student Participation, Student Success, Academic and Fiscal Trends, and Outcomes-Based Funding. Relative to the previous Fact Book, Quality Assurance Funding (QAF) data are no longer presented in a standalone section of the Fact Book. QAF data are still reported in the Fact Book and may be found within the Student Success, Academic and Fiscal Trends, and Outcomes-Based Funding sections. Complementing this report, an online dashboard provides a by-institution snapshot of fall 2022 enrollment and academic year 2021-22 degree completion data (representing summer 2021, fall 2021, and spring 2022). New this year, data downloads are available to make the information presented within the report more accessible and useable to readers. This First Look report presents selected findings about student financial aid during the 2019-20 academic year. This document contains supplemental tables which feature state-level percentages of students receiving aid and average amounts received by undergraduate students. These findings are based on data from the 2019-20 National Postsecondary Student Aid Study (NPSAS:20). NPSAS:20 is a national study of undergraduate and graduate students enrolled any time between July 1, 2019, and June 30, 2020, in institutions that can participate in federal financial aid programs. The main purpose of NPSAS:20 is to measure how students and their families pay for postsecondary education and, particularly, their receipt of federal student aid given through Title IV of the Higher Education Act. The Education Scholarship Account (ESA) Act allows parents to use the funds that would have been allocated to their child at their resident school district for an education program of the parents' choosing. The Act identifies student eligibility as well as approved educational expenses. The Act establishes procedures for parents to apply to the ESA program. The Act establishes procedures for an authority to oversee the ESA program. The Act also provides academic and fiscal transparency measures for participating families, schools and education providers. This document contains a model policy for education scholarship accounts. Parents use ESAs to direct their children's education funding to the state-approved schools, courses, programs and services of their choice.

This resource is designed to be a one-stop shop for all the existing research on private school choice in the United States. This year's edition is updated with the research published since the last edition. Since the first modern-day voucher program launched in Milwaukee in 1990, researchers have studied private school choice programs. Few American education reforms have been studied as much as choice. Even fewer, if any, have such a broad array of possible outcomes for students, schools, taxpayers and families. Researchers from across the country have published almost 175 empirical studies on the effectiveness of these programs. President Biden is committed to seeking and providing the necessary resources to support the safe operation of institutions of higher education (IHEs) and addressing the ongoing impacts resulting from the COVID-19 pandemic on higher education students, adult education students, faculty, and staff. In Volume 3 of this Handbook, a series to support the safe reopening and operation of K-12 schools and IHEs, the Department of Education addresses several priority areas of interest to the higher education community with an eye towards both a response and a recovery that leaves the Nation's students and IHEs stronger than before the COVID-19 pandemic began. For more than two decades, tax-credit scholarship (TCS) policies have helped American families provide their children with the learning environment that meets their individual needs. Now available in 19 states, nearly 300,000 students nationwide use tax-credit scholarships to attend the school of their family's choice. TCS policies create an incentive for taxpayers to contribute to nonprofit scholarship organizations that aid families with tuition and, in some states, other K-12 educational expenses. As with other policies, their ultimate success or failure depends greatly on how they are designed. This paper explores the central design features of TCS policies--such as eligibility, the tax credit value, credit caps, and academic accountability provisions--and outlines the different approaches taken by the TCS policies in each state. The paper also offers suggestions regarding each feature for policymakers who want to design a TCS policy that most likely to succeed at its central purpose: empowering families to provide their children with the education that works best for them. To that end, the paper recommends designing each policy element in such a way that they maximize the incentive that taxpayers have to contribute to scholarship organizations, maximize the number of families that can benefit from the scholarships, and maximize the freedom and flexibility that scholarship organizations have to serve those families. A summary of these suggestions can be found in the conclusion. Finally, the appendix offers policymakers a wide variety of additional resources, including model legislation, parent satisfaction and public opinion surveys, research of fiscal effects, various policy briefs on tax-credit scholarships, information about the constitutional landscape, and public relations resources. This annual report provides details on how the COVID-19 pandemic impacted the New Mexico Higher Education Department's (NMHED) operations and the impact on New Mexico's students, faculty, and staff. All colleges and universities prepared and followed detailed plans on how they would operate to continue to deliver quality education while keeping the campus safe and in compliance with state rubrics for reopening. In addition, there were several accomplishments over the past year for student success: (1) Student financial aid program enhancements and additions; (2) Implemented teacher pipeline support; (3) Expansions to the Lottery Scholarship. NMHED provided COVID-19 support to the program for both current students and graduating seniors; (4) Maintained and increased federal funding for adult education, financial aid, and GEAR UP; (5) Capital project process improvements; (6) Guided and implemented a safe reopening process for all public and private higher education institutions amid COVID-19; and (7) The New Mexico Academic Advisory Committee has been established. This is the second edition of "The 123s of School Choice." This annual publication is designed to be a one-stop shop for all the existing research on private school choice in the United States. This year's edition is updated with the research published since the last edition. Since the first modern-day voucher program launched in Milwaukee in 1990, researchers have studied private school choice programs. Few American education reforms have been studied as much as choice. Even fewer, if any, have such a broad array of possible outcomes for students, schools, taxpayers and families. Researchers from across the country have published more than 150 empirical studies on the effectiveness of these programs. The purpose of this publication is to list, summarize, and explain those studies. The first set of outcomes covered are studies of the personal benefits that students and families can gain from participating in private school choice programs. These include: (1) Program Participant Test Scores; (2) Program Participant Attainment; and (3) Parent Satisfaction. The second set of outcomes cover studies of the benefits that communities and society can gain from these programs. "Exploring South Carolina's Private Education Sector is the ninth entry in the "School Survey Series." This brief synthesizes information about South Carolina's private schools from a survey conducted by EdChoice. These survey data, which include South Carolina private schools' open seats, tuition and fees, regulatory concerns, and interest in school choice programs, paint a clearer picture of the state's private school landscape. Key findings include: (1) South Carolina private schools have open seats, and the majority serve students with special needs and provide financial assistance to low-income families; (2) Many South Carolina private school leaders are familiar with education savings accounts (ESAs), and most would consider participating in such a program; (3) About one-third of South Carolina private school leaders still do not know about tax-credit scholarships; and (4) South Carolina private school leaders are wary of the regulations school choice programs might bring.

This guide prominently engages the voices of people on the autism spectrum as well as highly qualified professionals to provide information and tips vital to promoting success in higher education for people on the autism spectrum in three major areas: transition to higher education, attending college, and, finally, transitioning out of college into employment. It begins by highlighting differences between high school and college, and covers many other topics, such as establishing routines to achieve success, managing academic demands, working with the office supporting students with disabilities to address any issues, effective self-advocacy and disclosure, and understanding the ins, outs, and unspoken rules of social interaction on a college campus. Getting along with roommates, dating, and safe sexuality, as well as tips on paying for school through savings, earnings, scholarships, and loans are other areas addressed. In preparation for transition out of college into the adult world of work, the guide provides useful information on seeking, obtaining, and keeping a job, which will be useful for employment both while still in school and after graduation.

In January 2010, the General Assembly passed the Complete College Tennessee Act (CCTA), a comprehensive reform agenda seeking to transform public higher education through changes in academic, fiscal, and administrative policies at the state and institutional levels. While the higher education landscape has been shaped by the CCTA, it is also evolving with the adoption of Governor Bill Haslam's statewide reform agenda, known as the "Drive to 55", and the recently passed FOCUS Act, which alters the governance structure of higher education by giving six universities, previously under the Tennessee Board of Regents, independent governing boards. Calendar year 2015 ushered in a new long-range plan, the 2015-2025 Master Plan for Tennessee Postsecondary Education, which sets the stage for continued transformational change in Tennessee higher education. This plan seeks to: (1) make dramatic increases in degree production and efficiency; (2) within available resources (state operating appropriations plus tuition); (3) without diminishing educational quality; (4) thereby improving community, county, and statewide postsecondary attainment; and (5) to support improvements in workforce capacity and quality as well as economic and community (i.e., workplace) development. The Master Plan and the Drive to 55 are both guiding initiatives for the Commission and set the overarching goals for higher education in Tennessee. This fact book contains tables and charts with data relevant to student participation, student success, academic and fiscal trends, outcomes funding, etc. The Fact Book is a resource for various stakeholders in higher education such as administrators, researchers, and legislators.
