Traffic flows in large cities have a non-uniformed character of origin and changes. The main parameters are often sensitive to the changes in the environmental conditions, specifically, the time of the day, season, etc. The magnitudes that characterize traffic flows have a stochastic nature and therefore they are difficult to predict. According to this, indicators such as intensity, density and traffic speed over time and space are uneven. Taking this into consideration, during the development of traffic management schemes, there arises a necessity to take into consideration additional factors which are of probabilistic nature. This approach provides more opportunities in the traffic management process and makes it possible to use appropriate ways to choose traffic management methods in certain cases. This process involves detailed studies of traffic indicators. The approaches and methods for studying the main indicators of traffic flows were given. They include both field methods and simulation, which involves accounting of mathematical and physical patterns of traffic flows. It also makes it possible to predict the situation when choosing a traffic management scheme with the use of computer equipment. The results of the studies, which were conducted according to the described methods, were analyzed. These results indicate a close relationship between the relative traffic composition for the types of vehicles and the indicators of queuing and delays within the intersections. According to the results, mathematical dependences characterizing this relationship were obtained. It was established that the choice of a road traffic scheme at intersections should be made taking into consideration the traffic flow composition, as each regulation type is effective for a particular case

This paper has considered the task on determining a driver’s failure-free operation in the transportation system of a city taking into account traffic jams. A driver's time of stay in traffic jams leads to an increase in his/her psycho-emotional condition, an increase in the level of fatigue, and, therefore, to a decrease in failure-free operation. The level of a driver’s failure-free operation directly affects road safety. The driver’s failure-free operation within the elements of a transport system determines the probability of a traffic accident, which depends not only on the network parameters and traffic flows but, first of all, on the response time of the driver.We have developed models for assessing a driver’s failure-free operation along the sections of a transport network and transport nodal points taking into account traffic jams. They have made it possible to assess the probability of a traffic accident for the average driver. The models take into consideration the impact of a traffic jam by changing the response time of a driver, which is a function of changing the level of fatigue.To determine by how many times the probability of a traffic accident for the average driver along the sections of a transport network and in traffic nodes with a traffic jam exceeds the same probability along the same elements of the transport system without traffic jams, we considered the ratio of the probabilities.The adequacy of the models has been verified by comparing the ratio of the probabilities of a traffic accident with the traffic jam along the sections of a transport network and without it to the corresponding ratio of the number of traffic accidents along the same sections of a transport network and at intersections.The developed models that take into account traffic jams for assessing a driver’s failure-free operation along the elements of a transport network make it possible to compare and evaluate various project solutions to improve road safety

Problem. Achievements are summarized, the existing problems and ways of their elimination are considered, with the planning of perspective directions of work of the Roads Service in Kharkiv region. Goal. Prospective work plans for the future are mostly major and ongoing overhauls. The plan of work for the next year needs to be discussed at the State Agency for Highways of Ukraine and after that to receive necessary funds for repair and construction works and maintenance of the road network. Results. An important issue is the repair ofartificial structures. The special control of the Roads Service in Kharkiv region has six artificial structures that need priority repair and immediate financing.The traditionally important area of work is the operational maintenance, which includes the installation, arrangement, repair and replacement of means oforganization and road safety, maintenance of the network of roads especially in winter, carrying out emergency works, which primarily relate to artificialstructures, elimination of fossil and more. Next year, in addition to financing the objects on the balance of the Roads Service in Kharkiv region at the expense ofthe state budget, it is planned to increase the attraction of funds from local communities. Most highways require repair activities that need significant financial resources, both from the state budget and from the local budget. With a sufficient level of funding, with the involvement of contracting road organizations that have the necessary experience, resources and confirmed the completion of all necessary types of work with the required quality, in a few years we will significantly improve the transport and operational condition of the network of roads in the region.

The zoning of the territory of Ukraine under the conditions of asphalt concrete work which are taken into account when designing and operating non-rigid road clothing, was developed more than 40 years ago. Therefore, the GIS database on this issue does not fully correspond to the actual climatic conditions of the regions of Ukraine. The basis for zoning is to take into account the maximum summer and winter temperatures, the number of transitions through 0°C, as well as the annual amount of precipitation. The data of field observations of climatological characteristics at hydrometeorological and other stations characterize the distribution of the fields of some phenomena such as temperature, precipitation, velocity and wind direction, and others. These data are usually transmitted to GIS in the form of point objects (with coordinates of the observation point), which are given as attributes measured values. In terms of formation of an attribute data base or GIS metadata - "Automobile Road", the temperature regime is the part of geographic data, since it is tied to certain spatial (geographical) coordinates. On the other hand, the temperature regime of a particular region is an integral part of the metadata base when designing road sections (CAD-RADON) or road maintenance (SUSP). Substantial changes in the temperature regime and the associated water-thermal mode of the non-rigid road clothing design led to the non-compliance of the existing zoning with the actual operating mode of non-rigid road clothing and, as a result, the discrepancy between the design values of the deformation and strength characteristics of the coating material and the basis for the actual working conditions of the structure. At the moment, there was a need for adjusting or developing a new climatic zoning of Ukraine under the conditions of asphalt concrete work to adjust the GIS-AR database for calculating non-rigid road clothing according to the criteria of strength, estimation and forecasting

Problem. The main world trends is the development of international container transportation. Effects of intra-rail transport activities are aimed at modern information support systems for decision-making (DSS) in container transport. Goal. For the purpose of filling the knowledge base and building an efficient DSS in the supply chains of containers by railways, expert assessment methods are most often used. Proposed to use cognitive technologies. Methodology. Container shipping allows you to save on transport costs, but also need to create technology work based on intelligent information systems. EU countries set up rules for the inclusion of all modes of transport in the supply chain, in accordance with the directive on "intelligent" transport systems 2010/40/EU. The modern apparatus of information processing is cognitive methods, which based on fuzzy sets. Results. The process of formation of the expert group during the formation of the knowledge base of the fuzzy DSS of the logistics chain of container transport is considered. As information sources about the transport-logistic process of delivery of container cargo, data obtained using cognitive technologies used. Originality. The method of evaluation and selection of fuzzy information in the formation of decision support systems in the container delivery chains is proposed. For the first time to search for rational logistics chain technology. The DSS has improved and a rational number of load materials (wagons or cars) has received. As sources of information on the transport-logistic process proposed to use data that is automatically provided in the DSS with elements of cognitive systems, via RFID tags, GPS positioning technology. Practical value. The verification of DSS is testing on a real enterprise. An example has shown rational value is 3.83 units of load equipment per day that with two locomotives and the work volume of 100 TEU.

The study has determined the peculiarities of forming the reaction time of drivers in laboratory and real conditions. The fastest response time in the real conditions was found to be 1.37 seconds in the second age group of the tested drivers. The drivers’ reaction time was by 25 % longer in the first group and by 60 % longer in the third group. The smallest impact of the functional state on the drivers’ reaction time in the laboratory conditions was produced on the drivers of the second age group; the biggest impact was recorded for the drivers of the third group. The duration of the latent period relative to the total duration of the drivers’ reaction time of the drivers varied on average from 30 % to 45 %.It was found that in all age groups the reaction time of male drivers on average was 15 % shorter than of female drivers. The functional state of the drivers was evaluated by the following factors: the stress index, the activity rate of the regulatory systems, as well as the frequency and the average amplitude rhythms on the electroencephalogram. These indices were obtained using the experimental software packages NeuroCom and Cardio Sens. Testing in the real conditions revealed that the drivers’ reaction time was on average twice the value obtained in the laboratory conditions.The reaction time was proven to depend on the drivers’ psychophysiological characteristics, which should be taken into account while determining the safe vehicle speed in projects of automated systems of traffic management.The safe speed modes and speed limits were determined with regard to the patterns of the drivers’ reaction time formation.

A number of recent studies show that the organization and planning of urban passenger transport consists in adequate calculation or prediction of labor movements between individual and public transport. Previously it was believed that meet of potential mobility carried on transport and on foot. So today we have a need to define the function of transport utilization rate and urban passenger transport utilization rate on a combination of factors, using different percentages between the main groups of people. This article was grouped main factors influencing transport mobility, according to foreign and domestic research and obtained during the survey of urban residents. As a result of the research it was obtained data set using transport utilization rate and urban passenger transport utilization rate for all cities covered by the investigation at different ratios of proposed factors. Revealed set of factors influencing the transport mobility allows to fully estimate the distribution of urban residents travel between individual and public transport., Проанализированы проблемы, возникающие при организации пассажирского обслуживания на территории современных больших и крупных городов. Основное внимание сосредоточено на градостроительных, функционально-планировочных и транспортных факторах, которые влияют на закономерности в формировании пешеходных и пассажирских потоков. Приведены пути улучшения показателей работы маршрутной сети общественного транспорта., Проаналізовано проблеми, які виникають, під час організації пасажирського обслуговування на території сучасних великих та значних міст. Основну увагу зосереджено на містобудівних, функціонально-планувальних та транспортних чинниках, які впливають на закономірності у формуванні пішохідних та пасажирських потоків. Наведено шляхи покращання показників роботи маршрутної мережі громадського транспорту.

In this article noted that the solution of various problems of passenger transport is based on the determination of the quantities passenger flows. In the simulation of passenger flows is essential accounting behavioral aspects is passengers path choice. As a result of the passengers path choice formed the distribution of the trips between alternative variants. The completeness of accounting path choice regularities in the transit flows simulation depends on the accuracy of the calculation. This causes the urgency of the task of developing the appropriate trip distribution models. The developed model of the trip distribution takes into account the behavioral aspects of path choosing and a set of factors that influence on this process: characteristics of transport services, the level of fare and some socio-economic characteristics. Also take into account the fact of path attractiveness degradation for passengers with an increase of the value of the passengers flow on routes that are part of this path. The developed model can be used for prediction of the flow of passengers in solving problems of the transit system designing., Разработан алгоритм модели распределения корреспонденций между альтернативными вариантами пути передвижения. В качестве характеристик альтернатив учтены затраты времени на осуществление передвижения, влияние транспортной усталости и уровень тарифов на услуги маршрутного пассажирского транспорта., Розроблено алгоритм моделі розподілу кореспонденцій між альтернативними варіантами шляху пересування. В якості характеристик альтернатив враховано витрати часу на здійснення пересування, вплив транспортної стомлюваності та рівень тарифів на послуги маршрутного пасажирського транспорту.

The use of the index evaluation of transport fatigue of passengers with the task of organizing the transport of passengers in suburban traffic is discussed in the article and some results of our research in this area are given. The main aim of the investigation is to identify the patterns of influence of the conditions of passengers waiting for their transport fatigue. The use of statistical methods to assess complex objects allows to take into account the interests of both carriers and passengers during development of process the carriage of passengers on suburban routes. The method of estimating the transport fatigue of the passenger by determining the activity of regulatory systems of his body is discussed in the article. Results of field studies have established the influence of age of passenger and waiting time at the value of its index of activity of regulatory systems. The developed regression model of the change in the activity of regulatory systems of passenger allows to estimate the change in transport fatigue of passengers standing by waiting vehicles. This makes it possible to assess various design options of suburban bus station with accounting the technological process parameters and passengers. The research results can be applied by transport specialists involved in the organization of passenger transportation in suburban traffic., Проведено исследование транспортной утомляемости пассажиров при поездке в некомфортных условиях стоя в автобусах пригородного сообщения. Получено регрессионную модель изменения показателя активности регуляторных систем пассажира при поездке стоя. Проведен анализ влияния параметров транспортного процесса на изменение транспортной утомляемости пассажиров при проезде в некомфортных условиях., Проведено дослідження транспортної стомлюваності пасажирів при поїздці в некомфортних умовах стоячи в автобусах приміського сполучення. Отримано регресійну модель зміни показника активності регуляторних систем пасажира при поїздці стоячи.
