Fresh water—the bloodstream of the biosphere—is at the center of the planetary drama of the Anthropocene. Water fluxes and stores regulate the Earth's climate and are essential for thriving aquatic and terrestrial ecosystems, as well as water, food, and energy security. But the water cycle is also being modified by humans at an unprecedented scale and rate. A holistic understanding of freshwater's role for Earth system resilience and the detection and monitoring of anthropogenic water cycle modifications across scales is urgent, yet existing methods and frameworks are not well suited for this. In this paper we highlight four core Earth system functions of water (hydroclimatic regulation, hydroecological regulation, storage, and transport) and key related processes. Building on systems and resilience theory, we review the evidence of regional-scale regime shifts and disruptions of the Earth system functions of water. We then propose a framework for detecting, monitoring, and establishing safe limits to water cycle modifications and identify four possible spatially explicit methods for their quantification. In sum, this paper presents an ambitious scientific and policy grand challenge that could substantially improve our understanding of the role of water in the Earth system and cross-scale management of water cycle modifications that would be a complementary approach to existing water management tools.

However, the planetary boundary for human freshwater use has been critiqued as a singular measure that does not reflect all types of human interference with the complex global water cycle and Earth System. We suggest that the water planetary boundary will be more scientifically robust and more useful in decision-making frameworks if it is redesigned to consider more specifically how climate and living ecosystems respond to changes in the different forms of water on Earth: atmospheric water, frozen water, groundwater, soil moisture, and surface water. This paper provides an ambitious scientific road map to define a new water planetary boundary consisting of sub-boundaries that account for a variety of changes to the water cycle.

Soil heat content (SHC) provides an estimate of the integrated effect of changes in the land surface energy balance. It considers the specific heat capacity, soil temperature, and phase changes of soil moisture as a function of depth. In contrast, soil temperature provides a much more limited view of land surface energy flux changes. This is particularly important at high latitudes, which have and are undergoing surface energy flux changes as a result of changes in seasonal variations of snow cover extent (SCE) and hence surface albedo changes, among other factors. Using the Variable Infiltration Capacity (VIC) land surface model forced with gridded climate observations, we simulate spatial and temporal variations of SCE and SHC over the pan-Arctic land region for the last half-century. On the basis of the SCE trends derived from NOAA satellite observations in 5° latitude bands from April through June for the period 1972–2006, we define a snow covered sensitivity zone (SCSZ), a snow covered non-sensitivity zone (SCNZ), and a non-snow covered zone (NSCZ) for North America and Eurasia. We then explore long-term trends in SHC, SCE, and surface air temperature (SAT) and their corresponding correlations in NSCZ, SCSZ and SCNZ for both North America and Eurasia. We find that snow cover downtrends have a significant impact on SHC changes in SCSZ for North America and Eurasia from April through June. SHC changes in the SCSZ over North America are dominated by downtrends in SCE rather than increasing SAT. Over Eurasia, increasing SAT more strongly affects SHC than in North America. Overall, increasing SAT during late spring and early summer is the dominant factor that has resulted in SHC changes over the pan-Arctic domain, whereas reduced SCE plays a secondary role that is only important in the SCSZ.

Monitoring Earth's terrestrial water conditions is critically important to many hydrological applications such as global food production; assessing water resources sustainability; and flood, drought, and climate change prediction. These needs have motivated the development of pilot monitoring and prediction systems for terrestrial hydrologic and vegetative states, but to date only at the rather coarse spatial resolutions (∼10–100 km) over continental to global domains. Adequately addressing critical water cycle science questions and applications requires systems that are implemented globally at much higher resolutions, on the order of 1 km, resolutions referred to as hyperresolution in the context of global land surface models. This opinion paper sets forth the needs and benefits for a system that would monitor and predict the Earth's terrestrial water, energy, and biogeochemical cycles. We discuss six major challenges in developing a system: improved representation of surface-subsurface interactions due to fine-scale topography and vegetation; improved representation of land-atmospheric interactions and resulting spatial information on soil moisture and evapotranspiration; inclusion of water quality as part of the biogeochemical cycle; representation of human impacts from water management; utilizing massively parallel computer systems and recent computational advances in solving hyperresolution models that will have up to 109 unknowns; and developing the required in situ and remote sensing global data sets.
