Within the Swedish industry, the four industrial sectors with the largest climate gas release are Iron and steel, Cement, Refineries and Chemicals. This report focuses on these four sectors which together emit 80 percent of the industrial greenhouse gas emissions in Sweden. Each of these sectors have several possible pathways to become climate neutral. In this report some possible pathways are described and discussed. In order to reach climate neutrality, transformative changes such as new processes and use of new raw material are needed. This is because a vast part of the emissions in all the sectors in question originates from the processes themselves or the use of fossil feedstock, not only from energy use. Many of the options are technically immature and there are many years of development left before they could be implemented in large scale. Several technical challenges exist which are related to the processes, but in addition, there are several barriers of non-technical nature for the transformation. In this study different options to comply with the regulations on sulphur emissions from ships are studied using life cycle assessment (LCA) methodology. Environmental impacts from a ship operating on heavy fuel oil in combination with exhaust gas cleaning systems, so called scrubbers, are compared with those from operations on low sulphur fuel oil (LSFO). Two alternative production ways for LSFO were investigated. The quantitative analysis is foremost a comparison of effects relating to the energy need and the effects of removing sulphur in a refinery compared to removal in the exhaust gases on the ship. The internal order of the compared options’ performances in the impact categories varies. Overall, the life cycle assessment indicated only minor differences between the studied compliance alternatives in all impact categories. The LSFO produced in a hydrocracking process were the most energy demanding of the compared alternatives. This was reflected in the calculated global warming potential of the system but not in the impact categories eutrophication potential and acidification potential. An LSFO produced similarly to marine gasoil has less life cycle emissions to air than the other alternatives., Fartygs emissioner till luft av svaveldioxid är beroende av svavelhalten i bränsle. The climate issue is today a very important issue both globally in an international perspective and nationally. At the international level, the different countries report greenhouse gas emissions to the United Nations Framework Convention on Climate Change (UNFCCC). The international monitoring of net greenhouse gas emissions to the atmosphere is an important part of the mapping and monitoring of global climate effects. The guidelines for how emission calculations are to be carried out are presented in the framework of the Intergovernmental Panel on Climate Change (IPCC). The CO2 emissions from cement production are calculated from both the combustion of different fuels in the cement kiln and from the discharging of CO2 from the raw materials, mainly due to various incoming carbonates. This process is usually referred to as calcination. However, the calcination reactions in cement are not chemically stable but are reversible. This means that CO2 in the air reacts with hydrated cement phases in the concrete and carbonates are regenerated. This process is usually called carbonation. Carbonation can take place during the lifetime of the concrete product, but also in, for example, crushed concrete as a secondary product (e.g. base course of a road or as landfilling material). This uptake of CO2 in the concrete thus reduces the net emission of CO2 from the raw material part. This uptake of CO2 can be significant, which is why it is important to take this effect into account in emission calculations. The current version of the “2006 IPCC Guidelines for National Greenhouse Gas Inventories” does not take into account the effects of carbonation. This could lead to reduced accuracy in both national and global emission calculations. The present study analyses and develops methods and model for the calculation of CO2 uptake in concrete to be used in greenhouse gas inventories., Concrete is one of our most important building materials and is of great importance for the construction of our modern society structures. However, the production of concrete is energy intensive and emits CO2 during the manufacturing process. CO2 is mainly derived from the cement kiln, both from the use of fossil fuels and as CO2 from raw materials to the cement through calcination. The latter process, however, is reversible so CO2 can be taken up in the concrete. This uptake of CO2 is not normally included in the CO2 calculations for climate analyses, which the present study analyses.

This is a summary and a joint analysis of four studies on environmental aspects of the use of exhaust gas SO2 -scrubbers on ships. Based on measurements and analyses of emissions and effluents from scrubber systems on ferries in Stena Line’s fleet we draw conclusions on environmental effects of the installations. The studies are part of the EU-funded project “Scrubbers: Closing the loop”. The use of exhaust gas scrubbers on ships is an alternative to the use of low sulphur fuels from a legal perspective. Both options fulfil existing international standards on sulphur emissions from ships in the Sulphur Emission Control Areas (SECA) implemented by the IMO. The environmental effects of a wide spread use of exhaust gas scrubbers are relevant topics for discussion as the limit for sulphur in marine fuel will be reduced globally 2020 and a large increase in the use of scrubbers is likely to follow. For most applications trying to interpret the real world uncertainties will be an important factor to consider, which is also true for Life-Cycle Assessment used for estimating total environmental impact during the life-cycle of products, services, buildings, structures, roads etc. The construction and usage of infrastructure are major causes of emissions and energy use, thus making it even more important for society to aim at reducing this impact. One way of reducing environmental impact is by using LCA to show improvements for specific items and/or benefits of using a specific solution over another. To be able to use LCA, or any other calculated estimation, for comparisons it is of great importance to incorporate effects of uncertainties and to understand where such uncertainties have their sources. Otherwise, any attempt on comparing two solutions will be flawed and there is a risk for bias towards a specific solution. The aim of the work presented in this report have been to describe and discuss the types of uncertainties present in a LCA, and to discuss their importance, source and influence. An extensive review of the current state of the art of both uncertainties in general and specifically for LCA have been performed to find the most common ways of including uncertainties in LCA, with focus on the possibilities and limitations of different types of methods. It was found that many previous attempts on including uncertainties in LCA exists, and they showed that it is now possible to using probabilistic methods such as Monte Carlo simulations to incorporate uncertainties in LCA-tools, since the computational capacity have increased. The common problem for all previous studies and the study presented here is the availability of validated input data including uncertainty estimations. Initiatives exist for data quality control; however, they do not fully consider the effect of uncertainties, and typically have been limited to the consideration of variations in emi

SMED is short for Swedish Environmental Emissions Data, which is a collaboration between IVL Swedish Environmental Research Institute, SCB Statistics Sweden, SLU Swedish University of Agricultural Sciences, and SMHI Swedish Meteorological and Hydrological Institute. The revised emission factors that are proposed in the current project have a quite large effect on the Swedish national emissions within the public electricity and heat production sector. The emissions are lower for all air pollutants with the new emission factors, in particular for particulate matter, NH3, CO, dioxins, PAH, Se and Zn. For greenhouse gases, emissions of CH4 and N2O are much lower, however, CO2 emissions are slightly higher for the last year. In total there is a small decrease for the whole time series in greenhouse gas emissions expressed as CO2 equivalents. Many of the current emission factors that are used within the energy sector for the Swedish emission inventory were last reviewed and updated more than ten years ago. Since then, much more measurement data has become available that can serve as a basis to update the emission factors. In addition, technology development during the last ten years have in many cases led to reduced emissions, which needs to be reflected in the Swedish air emission reporting. Within the current project, all national emission factors for the public electricity and heat production sector, with the exception of CO2, have been reviewed. Only CO2 from waste incineration has been included in the review. In cases where new data and information have motivated a change of emission factors, revised factors have been proposed for the year 2015 as well as for historic years from 1990. For revised emission factors, corresponding emission factors for scenarios and uncertainty estimates have been adjusted., SMED utgör en förkortning för Svenska MiljöEmissionsData, som är ett samarbete mellan IVL, SCB, SLU och SMHI. Dessutom har teknologiutvecklingen de senaste tio åren lett till att många utsläpp har minskat, vilket bör reflekteras i den svenska utsläppsrapporteringen. I detta projekt har samtliga nationella emissionsfaktorer för el- och fjärrvärmesektorn, med undantag för CO2, setts över. Endast CO2 från avfallsförbränning har inkluderats. I de fall där ny data och information kan motivera en revidering har nya emissionsfaktorer föreslagits för år 2015 och för hela tidsserien från 1990. För de emissionsfaktorer som har reviderats har även osäkerhetshetsskattningarna samt emissionsfaktorvärden för scenarier justerats.

The emission factors for public electricity and heat production (NFR/CRF 1A1a) were reviewed in 2016, which resulted in updates of several emission factors for the 2017 submission. Previous to this update, most emission factors had not been updated since 2004. In this project, emission factors for fuel combustion within the industrial sector (CRF/NFR 1A2) were reviewed and updated. These updates draw in most cases on the conclusions from the previous project on public electricity and heat production, with some exceptions. For all industry sectors within 1A2, emission factors have generally been updated to those for CRF/NFR 1A1a public electricity and heat production. The reason for this is that many combustion processes in the industrial sector are similar to those in the heat and power sector. In addition, a method for reallocating emissions from black liquor combustion to the energy sector (1A2d) is proposed, including emission factors for combustion of black liquor., Emissionsfaktorerna för el- och fjärrvärmeproduktion (NFR/CRF 1A1a) sågs över under 2016 vilket resulterade i att flera emissionsfaktorer uppdaterades inför submission 2017. Innan denna uppdatering hade de flesta emissionsfaktorer inte uppdaterats sedan 2004. I föreliggande projekt har emissionsfaktorer för förbränning inom industrisektorn (CRF/NFR 1A2) setts över och uppdaterats. De här uppdateringarna följer i de flesta fall slutsatserna från det tidigare projektet, som behandlade el- och fjärrvärmesektorn, med vissa undantag. För samtliga industrisektorer inom 1A2 har emissionsfaktorerna generellt uppdaterats till samma som för CRF/NFR 1A1a el- och fjärrvärmesektorn. Anledningen är att många förbränningsprocesser inom industrisektorn liknar dem inom el- och fjärrvärmesektorn. Dessutom har en metod för omallokering av emissioner från förbränning av avlutar till energisektorn föreslagits, inklusive emissionsfaktorer för avlutar.

Well-maintained fairway channels are necessities for a functioning marine transport system. In this report environmental aspects of construction and operation of fairway channels are described and analysed. Life cycle inventory data on energy use during dredging, maintenance of navigational aids, pilotage and ice breaking are presented. Impacts on the marine environment have not been included in the study. All data have been acquired from the Swedish Maritime Administration and the Port of Gothenburg. The study is part of a greater project covering environmental life cycle aspects of a larger part of the transport infrastructure system, including ports. The data have therefore been modelled to fit in a life cycle assessment model, developed for the same project. The aim is to present generic data for Swedish fairway channels. However, port specifics can cause large variations in the need for the fairway channel maintenance, piloting and ice breaking. Care should be taken before applying and using the presented data in a wider context. All the activities described in this report are for this reason accompanied with a brief recommendation on further use. For use in LCA models with wider scopes, it is recommended that impacts from pilotage and ice breaking are related to models on ship operations, and that dredging, and maintenance of navigational aids are related to models on ports. A summary of the most important emissions to air from fairway activities are presented in the Table below. The results for Sweden are summarised both as a total including all activities in the inventory, and with pilotage and ice breaking subtracted. The latter values are intended for further use in LCA models on ports. The results show that the main contributing activity to energy use and CO2 emissions from a national perspective is dredging. For a single port, other activities may have greater influence. This requires knowledge of the properties for the various modes of transport and their real performance and a strategic transport planning in the community and among the different market participants. A transport needs not only a transport carrier transporting goods from one place to another but also a transport infrastructure. Thus, a transport should be viewed from a system perspective where all the system's various parts are taken into account. This means, for example, that roads, railways, airports and ports, etc. should be included in the assessment models. This study covers a system analysis of different port infrastructures using a Life Cycle Assessment methodology (LCA)., The present study and report are parts of the overall project and includes an LCA study and LCA models of maritime infrastructure which mainly include various types of ports and its operation.

The emission factors for public electricity and heat production (NFR/CRF 1A1a) were reviewed in 2016, which resulted in updates of several emission factors for the 2017 submission. Previous to this update, most emission factors had not been updated since 2004. In this project, emission factors for fuel combustion within the industrial sector (CRF/NFR 1A2) were reviewed and updated. These updates draw in most cases on the conclusions from the previous project on public electricity and heat production, with some exceptions. For all industry sectors within 1A2, emission factors have generally been updated to those for CRF/NFR 1A1a public electricity and heat production. The reason for this is that many combustion processes in the industrial sector are similar to those in the heat and power sector. In addition, a method for reallocating emissions from black liquor combustion to the energy sector (1A2d) is proposed, including emission factors for combustion of black liquor., Emissionsfaktorerna för el- och fjärrvärmeproduktion (NFR/CRF 1A1a) sågs över under 2016 vilket resulterade i att flera emissionsfaktorer uppdaterades inför submission 2017. Well-maintained fairway channels are necessities for a functioning marine transport system. In this report environmental aspects of construction and operation of fairway channels are described and analysed. Life cycle inventory data on energy use during dredging, maintenance of navigational aids, pilotage and ice breaking are presented. Impacts on the marine environment have not been included in the study. All data have been acquired from the Swedish Maritime Administration and the Port of Gothenburg. The study is part of a greater project covering environmental life cycle aspects of a larger part of the transport infrastructure system, including ports. The data have therefore been modelled to fit in a life cycle assessment model, developed for the same project. The aim is to present generic data for Swedish fairway channels. However, port specifics can cause large variations in the need for the fairway channel maintenance, piloting and ice breaking. Care should be taken before applying and using the presented data in a wider context. All the activities described in this report are for this reason accompanied with a brief recommendation on further use. For use in LCA models with wider scopes, it is recommended that impacts from pilotage and ice breaking are related to models on ship operations, and that dredging, and maintenance of navigational aids are related to models on ports. A summary of the most important emissions to air from fairway activities are presented in the Table below. The results for Sweden are summarised both as a total including all activities in the inventory, and with pilotage and ice breaking subtracted. The latter values are intended for further use in LCA models on ports. The results show that the main contributing activity to energy use and CO2 emissions from a national perspective is dredging. For a single port, other activities may have greater influence. SMED is short for Swedish Environmental Emissions Data, which is a collaboration between IVL Swedish Environmental Research Institute, SCB Statistics Sweden, SLU Swedish University of Agricultural Sciences, and SMHI Swedish Meteorological and Hydrological Institute. The revised emission factors that are proposed in the current project have a quite large effect on the Swedish national emissions within the public electricity and heat production sector. The emissions are lower for all air pollutants with the new emission factors, in particular for particulate matter, NH3, CO, dioxins, PAH, Se and Zn. For greenhouse gases, emissions of CH4 and N2O are much lower, however, CO2 emissions are slightly higher for the last year. In total there is a small decrease for the whole time series in greenhouse gas emissions expressed as CO2 equivalents. Many of the current emission factors that are used within the energy sector for the Swedish emission inventory were last reviewed and updated more than ten years ago. Since then, much more measurement data has become available that can serve as a basis to update the emission factors. In addition, technology development during the last ten years have in many cases led to reduced emissions, which needs to be reflected in the Swedish air emission reporting. Within the current project, all national emission factors for the public electricity and heat production sector, with the exception of CO2, have been reviewed. Only CO2 from waste incineration has been included in the review. In cases where new data and information have motivated a change of emission factors, revised factors have been proposed for the year 2015 as well as for historic years from 1990. The main question handled in the project ‘Robust LCA’ is how to use LCA for a robust comparison of construction products or any construction works. The project is divided into two parts where the first part deals with a general introduction to methodology problems related to LCA and what we here call ‘choice of system perspective’. The latter aspect deals with the question when to use to use attributional or consequential LCA. An LCA typology is developed in this part of the project, where different ISO 14044 methodologies are classified. The typology also deals with what question these different methodologies address. The second part of the project, given in this report, deals with commonly methodology aspects that are important to find consensus about. These methodical aspects selected and handled here are based on a workshop result. Already existing standards is used as a baseline to describe the current best common practice. The main LCA methodology used as basis for this work is EN 15804, a so call ‘core PCR’, (product category rules) for all constructions products. However, since the common goal within an LCA case study is to use a harmonized method in the entirely study, such PCR are valid for all products and services used in the life cycle of any construction works. For instance, this implies that the impact from different energy wares is to be handled with the same methodology as used for the construction products. This PCR guide includes specifications to EN 15804, as well as the potential development for aspects that are not handled in this standard today. The outlined suggestions and recommendations are the result of a series of workshops, with delegates from different parties within the Swedish building material, construction and real estate sector, including civil engineering work. The PCR guides have been subject to an open consultation that was closed on the 20th of October 2013, where all parties have had the possibility to put forward their opinio, This report is only available in English.

Concrete is one of the most important construction materials in a modern society today and thus a vital part for the future development. For that reason, it is important to carefully investigate the present situation as well as consequences and strategies for today and for the coming future concerning the greenhouse gas situation. To be able to analyze complex technical systems with many interactions, a powerful and well establish methodology is required. Therefore, Life Cycle Assessment (LCA) methodology has been used for the analyses and LCA computer models have been developed for the system calculations. This study is primarily a study of greenhouse gases and its origin in the energy production and the production processes. The LCA models have been used to calculate the primary energy use and the emissions of greenhouse gases. Also the uptake (carbonation) of CO2 in the concrete has been included. Different concrete products and their energy and greenhouse gas behavior have been studied as well as different strategies to reduce energy use and greenhouse gas emissions. For many concrete products, a large CO2 uptake potential exists, especially in the end of life/secondary product phase that has not been considered in the evaluation of concrete as a construction material in the society., This report is only available in English.

Water leakage into rock tunnels can often cause problems. The water pressure in combination with cracks in the rock allow water to leak into the tunnels and causing problems such as icicles, water in the tunnels, significant power consumption for pumping of water, etc. When injection is not sufficient to fulfill the function requirements of the tunnel, additional external drainage systems have to be used to drain the water from the roof and walls. This drainage is usually carried out by mounting sheets of extruded polyethylene foam, which is affixed with rock bolts onto the rock surface and finally covered with shotcrete. This drainage method is relatively labor-intensive, material and space consuming. Rockdrain is a new drainage system based on a new drainage principle. Drainage channels are formed in a water permeable shotcrete layer. The permeable shotcrete layer is then covered with a less permeable shotcrete layer (Solbruk T) which is specially designed for the Rockdrain application. The formed piping lattice in the permeable shotcrete traps the water inside the shotcrete layer and lead the water away from the tunnel. The Rockdrain system is intended to simplify construction and improve performance through a more solid construction with fewer and less sensitive technical components. The main application for the Rockdrain system is in different tunnels and especially road and train tunnels. Many different aspects of the drainage system have to be explored in a research project. The main research project was thus divided in three sub-projects; Material and function tests, Fire tests and “Life Cycle Assessment (LCA) and Life Cycle Cost (LCC) analysis of the Rockdrain system”. This report covers the later LCA and LCC analysis. In this part, which is performed by IVL Swedish Environmental Research Institute, the energy, resource, and environmental aspects are analyzed along with the economic aspects. Miljöfrågorna har idag hög prioritet och mycket utvecklingsarbete görs för att ta fram nya och mera miljöanpassade produkter. Dessa produkter skall bidra till en bättre miljö i framtiden. En ny och mera miljöanpassad produkt får dock en positiv miljöeffekt först när den kommer till användning. Om dessa nya miljöanpassade produkter inte kommer till användning så har man dels gjort ett utvecklingsarbete alldeles i onödan och samhället går dessutom miste om en miljöförbättrande åtgärd. Detta skulle kunna jämställas med att man inte vidtar en miljöåtgärd i samhället. En grundläggande förutsättning för att en produkt skall komma till användning är att den köps av en kund. Samspelet mellan säljare och köpare av miljöanpassade produkter är således en avgörande faktor för miljöförbättringar i samhället. Detta samspel varierar givetvis mellan olika sorters produkter och olika kundkategorier. Hur en inköpsprocess går till och vilka kriterier som är avgörande för ett inköpsbeslut är således av yttersta vikt att studera för att åstadkomma miljöförbättringar i samhället. Detta forskningsprojekt har haft till uppgift att studera inköpsprocessen av miljöanpassade produkter. Exempel på frågeställningar som vi har önskat besvara har varit: Hur ser beslutsmekanismen ut i ett inköpsförfarande? Vilka kriterier används i beslutsprocessen? Vilken typ av produkt-/miljöinformation används? Hur kommuniceras denna information? I projektet har djupintervjuer genomförts med leverantörer och inköpare med hjälp av ett standardiserat frågeformulär. Intervjuerna har haft som syfte att ta fram maximalt med information kring upphandlingsprocessen i syfte att kunna förbättra denna genom den ökade kunskapen. En aktiv medverkan av de olika parterna har varit en grundläggande strategi för att på så sätt involvera parterna i förbättringsarbetet redan på forskningsstadiet. The LCA models have been used to calculate the primary energy use and the emissions of greenhouse gases. Also the uptake (carbonation) of CO2 in the concrete has been included. Different concrete products and their energy and greenhouse gas behavior have been studied as well as different strategies to reduce energy use and greenhouse gas emissions. For many concrete products, a large CO2 uptake potential exists, especially in the end of life/secondary product phase that has not been considered in the evaluation of concrete as a construction material in the society., This report is only available in English.

The main question handled in the project ‘Robust LCA’ is how to use LCA for a robust comparison of construction products or any construction works. The project is divided into two parts where the first part deals with a general introduction to methodology problems related to LCA and what we here call ‘choice of system perspective’. The latter aspect deals with the question when to use to use attributional or consequential LCA. An LCA typology is developed in this part of the project, where different ISO 14044 methodologies are classified. The typology also deals with what question these different methodologies address. The second part of the project, given in this report, deals with commonly methodology aspects that are important to find consensus about. These methodical aspects selected and handled here are based on a workshop result. Already existing standards is used as a baseline to describe the current best common practice. The main LCA methodology used as basis for this work is EN 15804, a so call ‘core PCR’, (product category rules) for all constructions products. However, since the common goal within an LCA case study is to use a harmonized method in the entirely study, such PCR are valid for all products and services used in the life cycle of any construction works. For instance, this implies that the impact from different energy wares is to be handled with the same methodology as used for the construction products. This PCR guide includes specifications to EN 15804, as well as the potential development for aspects that are not handled in this standard today. The outlined suggestions and recommendations are the result of a series of workshops, with delegates from different parties within the Swedish building material, construction and real estate sector, including civil engineering work. Water leakage into rock tunnels can often cause problems. The water pressure in combination with cracks in the rock allow water to leak into the tunnels and causing problems such as icicles, water in the tunnels, significant power consumption for pumping of water, etc. When injection is not sufficient to fulfill the function requirements of the tunnel, additional external drainage systems have to be used to drain the water from the roof and walls. This drainage is usually carried out by mounting sheets of extruded polyethylene foam, which is affixed with rock bolts onto the rock surface and finally covered with shotcrete. This drainage method is relatively labor-intensive, material and space consuming. Rockdrain is a new drainage system based on a new drainage principle. Drainage channels are formed in a water permeable shotcrete layer. The permeable shotcrete layer is then covered with a less permeable shotcrete layer (Solbruk T) which is specially designed for the Rockdrain application. The formed piping lattice in the permeable shotcrete traps the water inside the shotcrete layer and lead the water away from the tunnel. The Rockdrain system is intended to simplify construction and improve performance through a more solid construction with fewer and less sensitive technical components. The main application for the Rockdrain system is in different tunnels and especially road and train tunnels. Many different aspects of the drainage system have to be explored in a research project. The main research project was thus divided in three sub-projects; Material and function tests, Fire tests and “Life Cycle Assessment (LCA) and Life Cycle Cost (LCC) analysis of the Rockdrain system”. Miljöfrågorna har idag hög prioritet och mycket utvecklingsarbete görs för att ta fram nya och mera miljöanpassade produkter. Dessa produkter skall bidra till en bättre miljö i framtiden. En ny och mera miljöanpassad produkt får dock en positiv miljöeffekt först när den kommer till användning. Om dessa nya miljöanpassade produkter inte kommer till användning så har man dels gjort ett utvecklingsarbete alldeles i onödan och samhället går dessutom miste om en miljöförbättrande åtgärd. Detta skulle kunna jämställas med att man inte vidtar en miljöåtgärd i samhället. En grundläggande förutsättning för att en produkt skall komma till användning är att den köps av en kund. Samspelet mellan säljare och köpare av miljöanpassade produkter är således en avgörande faktor för miljöförbättringar i samhället. Detta samspel varierar givetvis mellan olika sorters produkter och olika kundkategorier. Hur en inköpsprocess går till och vilka kriterier som är avgörande för ett inköpsbeslut är således av yttersta vikt att studera för att åstadkomma miljöförbättringar i samhället. Detta forskningsprojekt har haft till uppgift att studera inköpsprocessen av miljöanpassade produkter. Exempel på frågeställningar som vi har önskat besvara har varit: Hur ser beslutsmekanismen ut i ett inköpsförfarande? Vilka kriterier används i beslutsprocessen? Vilken typ av produkt-/miljöinformation används? Hur kommuniceras denna information? I projektet har djupintervjuer genomförts med leverantörer och inköpare med hjälp av ett standardiserat frågeformulär. Intervjuerna har haft som syfte att ta fram maximalt med information kring upphandlingsprocessen i syfte att kunna förbättra denna genom den ökade kunskapen. En aktiv medverkan av de olika parterna har varit en grundläggande strategi för att på så sätt involvera parterna i förbättringsarbetet redan på forskningsstadiet. Vi har inte funnit utred-ningar som visar om enklare modeller eller generaliseringar av befintliga brandmodeller utgör ett tillräckligt bra underlag för snabb bedömning av miljö- och hälsoeffekter från bränder. Traditionellt har bränder förknippats med förluster av liv och egendom samt kostnader p g a produktionsavbrott, förlorade marknadsandelar etc. På senare tid har även miljöproblemen i samband med bränder uppmärksammats. Emissionerna från en brand kan bestå av ett stort antal ämnen av olika karaktär och med olika hälso- och miljöeffekter. I den föreliggande rapporten beskrivs en metod för hur man kan bestämma emissionerna från en viss brand och hur dessa emissioner sprids. Arbetet har varit upplagt på ett sådant sätt att det har täckt in hela förloppet från en utvald typ av brand av en viss storlek till hur emissionerna från en sådan brand sprids till olika matriser (luft, mark och vatten). Resultatet kan ses som en metod för att angripa problem av detta slag. Målet har varit att dels identifierade olika faser som ingår i detta förlopp (identifiering av brandscenario,modellering av brandförlopp och brandplym, modellering av emissioner,spridningsmodellering, samt utvärdering av effekt på mottagare, totala utsläpp, etc.), dels att inom varje sådan fas identifiera viktiga parametrar och genom mätningar, beräkningar eller parametervariationer kvantifiera viktiga förhållanden. Detta innebär att rapporten kan användas både för att studera hela förloppet och för att studera detaljer kring specifika delar (de olika faserna, ingående modeller, etc.). Inom ramen för projektet har brandförsök med elektronikskrot respektive bildäck genomförts. Försök med och utan släckning genomfördes och i samband med försöken provtogs och analyserades brandgaserna, släckvattnet och brandresterna. Emissionsmodeller för de i brandsammanhang mest relevanta emissionerna har utvecklats. Till grund för dessa modeller ligger dels resultaten från de nämnda brandförsöken, dels publicerade resultat från tidigare brandförsök. Dessutom har hänsyn tagits till befintlig kunskap om bildningsmekanismer för olika ämnen. In the present report a method is described on how to determine the emissions from a fire and how the emissions are spread. The aim of the work has been to study the entire process from a specific fire scenario to the spread of the emissions to air, soil, and water. The result is a method with a number of different subparts. These subparts include: description of fire scenario, modelling of production of emissions, and modelling of spread of emissions. They are described as is how the different parts are linked to each other. Fire tests were performed with electric and electronic waste, and car tyres. Tests were performed both with and without water application and in connection with the tests the fire gases, run-off water, and fire debris were analysed. Based on the fire tests and literature data from other tests, emission models were developed. Knowledge of formation mechanisms for different species was also used. Several of the modelling tools used with the project demand both much time and computer resources. Therefore, they might not be useful in the acute phase of an accident, but should instead be used in the prevention work of the rescue services. In case of a fire in a specific object with a material composition or mode of storage different from those of the cases that the emission models were based on, supplementary fire tests might be needed to develop representative emission models.
