2. State of the World's Newborns: A Report from Saving Newborn Lives.

- Abstract
There has been little change in newborn mortality in the past 20 years, even through proven, cost-effective solutions exist to save many of these young lives. This report reviews the most recent data on the newborn, revealing the alarming poor health and quality of health care for mothers and newborns in virtually all impoverished countries. The report identifies infections, complications of prematurity, and birth asphyxia and injuries as the primary causes of newborn mortality, with low birth weight an important secondary factor. Another major cause of neonatal deaths in developing countries is identified as poor maternal health, especially during pregnancy. The report argues that many of these neonatal deaths can be prevented with three cost-effective solutions that do not depend on highly technical training or sophisticated equipment: (1) tetanus toxoid immunization; (2) skilled health care at delivery; and (3) immediate and exclusive breastfeeding. Further, the report maintains that policymakers, nongovernmental organizations, health care professionals, and community leaders need to collaborate in strengthening existing health care delivery systems to provide expectant mothers and their babies the care they need. A key part to this effort is advocating for and creating policies that address newborns' special needs. The report's appendices include tables providing information on newborn health status and on newborn health services and practices, by country, and as well as each country's rank on the Human Development Index, a composite indicator of development status that includes life expectancy at birth, educational achievement, and real gross domestic product per capita. - Abstract
This report examines some of the costs of higher education and the benefits Illinois citizens receive in return. The study examines both public and private higher education and measures the impact on a state-wide basis. Data come from the Integrated Postsecondary Education Data System and data collected by the Illinois State Board of Higher Education. Data contain direct costs of higher education, including costs to taxpayers and students, and costs paid by donations and endowments. The report highlights seven benefits of higher education: monetary benefits to students, benefits from university spending, benefits from student and visitor spending, additional state and local tax revenue, nonmonetary benefits to students and society, added productivity to society, and public service and outreach programs. Ten appendixes include a list Illinois colleges and universities; lifetime value of additional earnings; enrollment in Illinois colleges and universities, fall 1997; degrees and certificates awarded, academic year 1996-97; expenditures by Illinois colleges and universities; faculty and staff at Illinois colleges and universities, fall 1997; visitor survey; total expenditures by visitors, fiscal year 1999; direct and indirect expenditures and employment generated by student and visitor spending, fiscal year 1996; and calculation of specific nonmonetary benefits. There are illustrative vignettes throughout the report. (Each section of the report contains endnotes.) (SM)

5. Scale Model of a Soil Aggregate and Associated Organisms: A Teaching Tool for Soil Ecology
- Author
-
Bruns, Mary Ann and Byrne, Loren B.
- Abstract
Soil is a complex habitat for diverse biota. A significant challenge in teaching soil ecology is our inability to observe organisms as they live and interact in the soil. The objective of this article is to describe an interactive class project to help students visualize the sizes of different groups of soil organisms and to relate these to soil structural components. This project was carried out by students in an upper-level undergraduate soil ecology class. It involved the design and construction of a 4000 (times) scale model of a soil aggregate and its associated organisms. The body of the model was made from inexpensive, lightweight materials and had a diameter of approximately 1 m to depict a 0.25-mm aggregate. Students identified and discussed appropriate size ranges and construction materials for the model's bacteria, fungi, nematodes, mites, springtails, and other components. Instructor guided questions addressed size and arrangement of sand, silt, and clay particles; pores; and organic matter in a typical soil aggregate. The model is a useful tool for conveying physical and ecological relationships among soil organisms and is adaptable for use at diverse educational levels. (Contains 2 tables and 2 figures.)

- Author
-
Bureau of Labor Statistics (DOL), Washington, DC., Fullerton, Howard N., and Byrne, James J.
- Abstract
Noting that data from 1970 working life tables indicate that since 1960 worklife expectancy has continued to edge downward for men and to lengthen for women, this report briefly discusses continuing trends in the worklife of men and women from 1900 through 1970. Women's worklife is presented in terms of single women; mothers; widowed, divorced, separated women; childless women; and separations and accessions among women. The appendix comprises the majority of the report (13 pages) and includes a brief description of two measures of working life expectancy; and a six-page discussion of the working life table (its uses and a description which includes how data are computed for the number of persons living; percent of population in the labor force; number in the labor force; average number of remaining years of life, of working life for the population, of working life for the labor force, of nonlabor force activity for those in the labor force, and of nonlabor force activity for those in the population). The five 1970 working life tables are presented for men, single women, ever-married women to whom no children were ever born, ever-married women in the labor force after the birth of last child, and for divorced, widowed, and separated women. National Alliance of Business, Inc., Washington, DC. and Byrne, Sandra
- Abstract
Based on the experience of the National Alliance of Business' youth apprenticeship program (the Quality Connection Consortium), this guide offers practical advice on how employers can begin a youth apprenticeship program that will serve their labor needs. It addresses the internal support that a business must generate and gives tips on choosing an educational partner. It includes a discussion of how to determine employee education and training needs and how to meet those needs through youth apprenticeship. The guide covers the three different types of skills that comprise a youth apprenticeship program: academic, technical, and employability skills. Approaches to classroom instruction and structured on-the-job instruction provided under the guidance of a trained mentor/advisor are discussed. Personnel policy issues such as pay, career ladders, recruitment, rotation as a part of on-the-job learning, liability, and certification are also addressed. Student recruitment, including strategies to overcome the negative image that vocational courses have in some high schools, and staff development are addressed. Finally, job placement for graduates is covered in the closing section of the guide. Appendixes provide a list of resources (government and private projects and councils with addresses) and 43 references. (KC)

The remainder is devoted to techniques for effective use of the magnetboard, with emphasis on care in selection of materials. The following aspects of second language instruction receive individual attention: listening comprehension, text presentation, text elicitation, drills, micro-dialogues, group activities, language games, oral composition, vocabulary, reading, grammar, testing, and presenting information.
