Cet article étudie la pertinence de la notion d’une « souveraineté mouvante » pour l’analyse de l’humanitaire à travers l’étude d’une petite ONG burkinabè active dans la lutte contre le sida. Il démontre comment cette ONG occupe un espace intermédiaire — une « interzone » — entre les discours des agences de développement et une réalité locale où les besoins matériels sont l’enjeu majeur. Le souci de la communauté internationale de privilégier les personnes vivant avec le VIH dans la lutte contre cette épidémie s’est traduit par un marché local pour les témoignages de ces individus. Le recrutement et la circulation de ces témoignages sert à mobiliser des ressources, mais a également comme effet l’introduction de nouvelles formes de subjectivité. Celles-ci sont interpellées par les différentes relations de réciprocité et d’échanges — des « économies morales » — qui sont tracées par la circulation de ces récits. La négociation de ces économies morales par les acteurs impliqués aboutit à de nouvelles revendications politiques qu’on identifie comme une « citoyenneté thérapeutique » et, possiblement, un nouvel espace politique dans le monde contemporain., This article examines the relevance of the notion of “moving sovereignties” to the analysis of humanitarian aid through the case study of a small burkinabè NGO responding to the AIDS epidemic. It shows that this NGO occupies an intermediary space between the discourses of development agencies and a local reality characterised by material need. The concern of the international community to empower persons living with HIV in the fight against the epidemic translated into a local market for testimonials by those living with HIV. The recruitment and circulation of these narratives serve to mobilise resources, and also introduce new forms of subjectivity. These are challenged by different relations of reciprocity and exchange-“moral economies”- that are traced by the circulation of these narratives. The negotiation of these moral economies by the actors involved results in new political claims that define “therapeutic citizenship” and, through it, perhaps a new political space in the contemporary world.
