In intensively managed forests in Europe, where forests are divided into stands of small size and may show heterogeneity within stands, a high spatial resolution (10–––20 m) is needed to capture the differences in canopy height. In this work, we developed a deep learning model based on multi-sensor remote sensing measurements to create a high-resolution canopy height map over the “Landes de Gascogne” forest in France, a large maritime pine plantation of 13,000 km2 with flat terrain and intensive management. This area is characterized by even-aged and mono-specific stands, of a typical length of a few hundred meters, harvested every 35 to 50 years. Our deep learning U-Net model uses multi-band images from Sentinel-1 and Sentinel-2 with composite time averages as input to predict tree height derived from GEDI waveforms. The evaluation is performed with external validation data from forest inventory plots and a stereo 3D reconstruction model based on Skysat imagery available at specific locations. We trained seven different U-Net models based on combinations of Sentinel-1 and Sentinel-2 bands to evaluate the importance of each sensor in the dominant height retrieval. The model outputs allow us to generate a 10 m resolution canopy height map of the whole “Landes de Gascogne” forest area for 2020 with a mean absolute error of 2.02 m on the test dataset. The best predictions were obtained using all available bands from Sentinel-1 and Sentinel-2 but using only one satellite source also provided good predictions. In this work, we use the size-dependent Monchiet-Bonnet porous plasticity model to study the influence of void size distribution on ductile fracture. The size effect implies that the void growth depends on the material intrinsic length scale in addition to the plastic deformation and stress state of the material, and smaller voids grow more slowly than larger voids. Finite element-based representative volume elements (RVEs) are built where each element is given an initial porosity and initial void size according to the specified void size distribution. The RVEs are loaded plastically to fracture under different stress states to study the influence of the void size distribution on ductility. The results show that heterogeneity can trigger a macroscopic failure mode caused by localized plastic flow. The onset of localized plastic flow is sensitive to the material heterogeneity while the stress-strain response up to the point of localization is not., QC 20230822

This paper presents an experimental and numerical study on quasi-static ductile tearing of thin plates of the aluminium alloy AA6016 in three tempers. Depending on the temper, the main fracture mechanism in the plate tearing tests changes from grain boundary failure to coalescence of voids nucleated at the constituent particles. The experiments are complemented by nonlinear finite element simulations using an enriched Gurson-TvergaardNeedleman (GTN) model to describe the material response. The onset of accelerated void growth is initiated either by incipient material softening (named the softening model) or by the occurrence of strain localization (named the localization model). It was found that strain localization takes place at a critical porosity f(c), which depends on the current hydrostatic and deviatoric stress states. While the failure strain depends on the stress path, the critical porosity appears to be path independent. A third method is proposed (named the f(c)( T, L) model), where a critical porosity surface f(c) = f(c) (T, L) is used to determine when accelerated void growth starts. The surface is generated beforehand by solving for strain localization under proportional stress states defined by the stress triaxiality T and the Lode parameter L. By comparing the simulations to the experiments, it was found that the localization model performed well for a wide range of stress states. The softening model does not portray dependence on the Lode parameter and is therefore less versatile. Aluminium alloys contain various types of intermetallic particles with different sizes, such as constituent particles and dispersoids. The main mechanism of ductile fracture in these materials is assumed to be nucleation of voids around the constituent particles, which grow during plastic deformation and eventually coalesce, resulting in material failure. The role of the dispersoids is less certain, but they are assumed to contribute in the last stages of the ductile fracture process. While the constituent particles are in the range of a couple of microns, the size of dispersoids is normally one order of magnitude smaller. To disclose the possible effects of the dispersoids on the ductile fracture process in aluminium alloys, this paper presents a numerical study of a finiteelement based unit cell, which consists of a single spherical void embedded in a matrix material represented by a porous plasticity model with void size effects. Accordingly, the single, primary void of the unit cell is assumed to have nucleated on a constituent particle, whereas the matrix porosity is assumed to account for secondary, smaller voids nucleated on dispersoids. The effects of the intrinsic length scale of the matrix material on the void growth and coalescence are studied for a range of stress states, while the initial primary and secondary void volume fractions are kept constant. The secondary voids have a substantial effect on the behaviour of the unit cell when their size is large compared to the intrinsic material length scale, but they were not found to influence the growth of the primary void. Instead, the growth of the secondary voids promotes strain softening and influences the coalescence process of the primary voids, which gradually changes mode from internal necking to loss of load-carrying capacity of the inter-void ligament., QC 20211103

Ce mémoire se veut une analyse du contenu de certains médias écrits canadiens concernant le groupuscule La Meute, un groupe populiste, nationaliste et identitaire d’extrême droite au Canada. Nous souhaitons vérifier les représentations que les médias ont créées du groupe, et ce de septembre 2015 (moment de sa création), jusqu’aux élections générales québécoises de 2018. Pour ce faire, nous nous appuyons sur la théorie de l’incubation développée par Gerbner, les écrits du Glasgow Media Group et les théories des effets des médias, afin de confirmer si les médias ont reconstruit une réalité sociale homogène du groupe. Avec ces apports théoriques, nous avons analysé les manières dont les médias ont couvert le groupuscule La Meute, et ce par la présence d’indicateurs culturels homogènes dans l’ensemble de la couverture. D’une méthode mixte, nous avons procédé à l’analyse qualitative de (n=100) articles de journaux nous permettant d’identifier les acteurs, les thématiques, les caractéristiques, les moments clés de la couverture, les lieux, les mobilisations du groupe, les enjeux internes reliés au groupe ainsi que les tons et les différentes impressions générales présents dans les articles, en plus de nous permettre d’identifier les journalistes et les chroniqueurs ayant couvert le groupe La Meute. De cette première étape, nous avons pu créer un guide de codification, en vue de catégoriser et de quantifier les représentations de la couverture médiatique. Puis, avec les données que nous avons recueillies, nous sommes parvenus à produire différentes analyses de la couverture. C’est avec l’apport d’analyses factorielles, et plus précisément d’analyses en composantes principales, que nous avons pu confirmer que les médias ont créé une couverture relativement homogène de La Meute, et donc qu’ils ont reconstruit une réalité sociale de ce dernier.

L'estimation et le suivi du carbone et de la ressource forestière sont des enjeux majeurs pour la gestion des territoires. Les forêts ont un rôle important dans les plans nationaux et internationaux pour l'atténuation du changement climatique (stockage du carbone, régulation du climat, biodiversité, énergies renouvelables). Dans les forêts tempérées, de nombreuses mesures des paramètres de structure forestière sont acquises sur des petites zones, des statistiques au niveau national ou sur de larges zones administratives sont délivrées annuellement par les organismes gouvernementaux. Les forêts tempérées sont fortement anthropisées (forte variabilité spatiale et fractionnement des peuplements), il y a actuellement un besoin fort d'une spatialisation plus fine et continue des ressources forestières dans ces régions. Les images satellitaires optiques et radar apportent des informations sur l'état de la végétation, la structure des arbres et l'organisation spatiale des forêts. Dans un contexte exceptionnel de disponibilité mondiale et gratuite, de diversité, de qualité des images à haute résolution spatiale et temporelle, le travail de thèse a pour objectif de mettre en place les bases méthodologiques et scientifiques pour une production nationale semi-automatique d'une cartographie des paramètres forestiers (biomasse, diamètre, hauteur, etc.). Nous avons évalué le potentiel des séries temporelles Sentinel-1 (radar en bande C), Sentinel-2 (optique), et des mosaïques annuelles ALOS2-PALSAR2 (radar, bande L) pour estimer les paramètres de structure forestière. Ces données satellitaires ont été combinées à l'aide d'algorithmes d'apprentissage supervisé et de mesures terrain pour construire des modèles d'estimation de la biomasse, du diamètre moyen des arbres (DBH), de la hauteur et d'autres paramètres de structure. Ces modèles peuvent ensuite être spatialisés sur l'ensemble du territoire à l'aide des images satellitaires, et fournir une information continue à la résolution, The estimation and monitoring of forest resources and carbon stocks are major issues for wood industry and public bodies. Forests play an important role in national and international plans for climate change mitigation (carbon storage, climate regulation, biodiversity, renewable energy). In temperate forests, monitoring is done at two different levels: on one hand, at local level, in small areas by the acquisition of many measures of forest structure parameters, and, on the other hand, by statistics at national level or in large administrative areas that are provided annually by public bodies. Temperate forests are highly anthropogenic (high spatial variability and fragmentation of stands), so there is currently a strong need for a more refined and regular maps of forest resources in these regions. Optical and radar satellite images provide information on the state of vegetation, tree structure and spatial organization of forests. In an exceptional context of free global availability, diversity, and quality of images with high spatial and temporal resolution, the aim of this PhD work is to set up the methodological bases for a generic and semi-automatic production of forest parameters mapping (biomass, diameter, height, etc.). We have assessed the potential of Sentinel-1 (C-band radar), Sentinel-2 (optical) time series, and ALOS2-PALSAR2 (radar, L-band) annual mosaics to estimate forest structure parameters. These satellite data are combined, using supervised learning algorithms and field measurements, to construct models for estimating aboveground biomass (AGB), mean tree diameter (DBH), height, basal area and tree density. These models can then be spatially applied over the entire territory by using satellite images, providing thus continuous information on the spatial resolution of the images used (10 to 20 meters). [Abstract:] An experimental and numerical study on the quasi-static loading of AlSi10Mg square boxes produced by selective laser melting (SLM) was carried out. The goal was to evaluate the applicability of common finite element modelling techniques to 3D-printed parts at material and component scales, under large deformations and fracture. Uniaxial tensile specimens were extracted and tested at different orientations, and a hypo-elastic–plastic model with Voce hardening and Cockcroft–Latham’s fracture criterion was calibrated against the experimental results. The boxes were crushed laterally until failure using a spherical actuator. The considered material and finite element models were proved well suited for the prediction of the structural response of the additively manufactured components in the studied scenario.

La volonté d’un pays de participer, ou non, aux opérations de paix de l’Organisation des Nations unies, a fait l’objet de diverses études afin d’expliquer quels sont les facteurs qui influencent la participation à ces opérations. En s’appuyant sur le cadre d’analyse élaboré par Alex J. Bellamy et Paul D. Williams, ce mémoire analyse les facteurs qui ont influencé la participation du Canada, sous le gouvernement Trudeau de 2015 à 2019, aux opérations onusiennes. Cette étude de cas se base sur l’analyse de sources primaires (entrevues, documents gouvernementaux, discours, déclarations) ainsi que de sources secondaires (articles journalistiques, littérature scientifique). L’objectif de cette étude de cas est de mettre en lumière le ou les facteurs ayant le plus influencé la décision canadienne de participer à la mission onusienne au Mali de 2018 à 2019. Ce mémoire révèle que les facteurs politiques, comme le prestige national et la voix au sein des affaires des internationales et des Nations Unies, sont ceux ayant eu le plus d’impact sur la décision canadienne de participer à cette mission. Alors que de nombreux facteurs inhibiteurs, comme les priorités alternatives et la politique domestique difficile, ont eu une importante influence sur le processus décisionnel.

The purpose of this paper is to investigate how Muslim as a citizen of society is produced in textbooks for social sciences at high school. This is done by analyzing the follow-up issues that arise from subject focus, social science languages and knowledge phases. When the specific consequences of subject focus, social science language and knowledge phases work together, Östman creates discourse sentences, advanced and complex images of reality.The essence of the first question is what combinations of subjects, societal and knowledge phases are within. The study found four different discursive sentences: the Muslim threat to the western world, the Muslim - the one-dimensional Islamist, the Muslim-complex Islamist, the Muslim - a problem for the western world. The first two described the Muslim more or less as a threat to Western values through a homogeneous and one-dimensional description. The second question was to provide answers to the contexts of Muslims and Islamism. It turned out that Muslims and Islam only exist in contexts relating to fundamentalism, conflict, war and terrorism. The third question of the essay is what values are attributed to Muslims through the various petitions. The values attributed to Muslim social actors consisted of fundamentalist and antidemocratic Islamic values. The image of the Muslim citizen is negative. Muslims are attributed to the discourse sentences anti-democratic and Islamic values. Muslims and Islam are thus in conflict with the western world's democratic societies.

Som människa i samhället blir vi ständigt tvungna att reflektera över det förflutna eftersom det påverkar oss hur vi ser på vårt samhälle och vår historia.1 Film och även TV har länge varit ett populärt medieformat för skildring av historia i dokumentärer såväl som storfilmer. Sedan filmens unga dagar har otaliga berättelser i historisk miljö producerats och distribuerats. På senare tid har också spel börjat ta alltmer plats i denna långlivade trend. Digitala spel är idag ett enormt medium som inkluderar ett stort antal genrer på många olika plattformar. Ständigt släpps nya titlar till konsoler som Xbox och Playstation såväl som till mobiltelefoner och surfplattor som baseras på allt från strategi och hjärngymnastik till skräck och krigssimuleringar. Till följd av detta kan spel tilltala ett stort spektrum av människor med olika intressen och behov. Likt film och TV erbjuder spel även i stor utsträckning kontakt med och konsumtion av historia. Idag kommer många människor i kontakt med spel regelbundet, genom att själva spela såväl som att titta på när andra gör det via streaming. På till exempel Youtube finns det många människor som livnär sig på att ladda upp videor av när de spelar. Spelmarknaden är enorm och det kommer ständigt nya spel som på ett eller annat sätt baseras på historia. En av de mer lyckade spelserierna kommersiellt sett är Assassin’s Creed, vilken i hög grad använder sig av historia. Det första spelet i denna serie gavs ut 2007 och har kontinuerligt utforskat olika delar av historien fram till idag. Au Canada, on observe, depuis la fin de la guerre froide, l’avènement d’un processus de sécuritisation de l’immigration. Le mouvement transnational des personnes est discursivement et matériellement intégré à un champ de pratique axé sur la défense et le contrôle. La présente étude, reprenant la notion de sécuritisation développée par l’École de Copenhague des études de sécurité, documente la dimension discursive du processus social de construction de l’immigration comme un problème de sécurité pour l’État canadien et sa population. Par une analyse de contenu catégorielle de type thématique, elle mesure l’importance relative de quatre discours-type : le discours de sécurité publique, le discours économique, le discours identitaire et le discours humanitaire, au sein de 1203 articles de La Presse et de 3261 articles du National Post ayant pour thème principal l’immigration à destination du Canada. Ce faisant, elle enrichit la littérature canadienne sur la sécuritisation de l’immigration d’une contribution empirique, quantitative et longitudinale, à même de saisir l’évolution du phénomène sur une période temporelle de 18 ans allant du 1er janvier 1998 au 31 décembre 2015. Ultimement, l’analyse révèle un discours sécuritaire élevé, fluctuant de façon assez importante pendant la période et fortement lié à la conjoncture événementielle. Elle permet de réfuter l’hypothèse d’une intensification linéaire de la sécuritisation, ainsi que celle d’une accélération du processus suite aux attentats du 11 septembre 2001.

Au cours des dernières années, particulièrement en 2016 et 2017, le nombre de demandeurs d’asile traversant illégalement la frontière pour se rendre au Québec a connu une hausse considérable. Devant l’essor de ce phénomène, l’étude du processus de gestion de l’immigration irrégulière en région frontalière prend de l’importance. Au Québec, lorsqu’il est question de sécurité en région frontalière, plusieurs acteurs peuvent se voir interpellés par ce domaine compte tenu du partage de responsabilités constitutionnelles. Dès lors, des acteurs de la sécurité et du domaine de l’application de la loi régis par le gouvernement fédéral, ainsi que par le gouvernement provincial, se voient confier des responsabilités quant à la sécurité en région frontalière. De ce fait, l’Agence des services frontaliers du Canada et la Gendarmerie royale du Canada ont la responsabilité d’assurer respectivement la sécurité aux points d’entrée officiels terrestres, ainsi qu'entre les points d’entrée au pays. Toutefois, la Sûreté du Québec présente dans les municipalités régionales de comté marquées par la présence de la frontière canado-américaine se voit également responsable d’assurer la sécurité sur le territoire. Au même titre que la Sûreté du Québec, des acteurs policiers au niveau municipal peuvent à leur tour se voir interpellés par la présence de la frontière à proximité de leur territoire et de certains phénomènes frontaliers, tels que l’immigration irrégulière . Ainsi, ce mémoire étudie le processus de coopération entre les acteurs de la sécurité issus de différents paliers du gouvernement en matière de gestion de l’immigration irrégulière . Cette coopération interinstitutionnelle est comprise comme les rôles et responsabilités de ces acteurs, les mesures que ceux-ci mettent en application devant les cas d’immigration irrégulière, ainsi que les relations qui régissent les interactions entre ces organisations d’application de la loi.

The exploitation of new high revisit frequency satellite observations is an important opportunity for agricultural applications. The Sentinel-2 for Agriculture project S2Agri (http://www.esa-sen2agri.org/SitePages/Home.aspx) is designed to develop, demonstrate and facilitate the Sentinel-2 time series contribution to the satellite EO component of agriculture monitoring for many agricultural systems across the globe. In the framework of this project, this article studies the construction of a dynamic cropland mask. This mask consists of a binary “annual-cropland/no-annual-cropland” map produced several times during the season to serve as a mask for monitoring crop growing conditions over the growing season. The construction of the mask relies on two classical pattern recognition techniques: feature extraction and classification. One pixel- and two object-based strategies are proposed and compared. A set of 12 test sites are used to benchmark the methods and algorithms with regard to the diversity of the agro-ecological context, landscape patterns, agricultural practices and actual satellite observation conditions. The classification results yield promising accuracies of around 90% at the end of the agricultural season. Efforts will be made to transition this research into operational products once Sentinel-2 data become available.

BELCAM is a research project designed to exploit the new Copernicus satellites in the most relevant way for Belgian agriculture stakeholders. Building on the complementarity of satellite remote sensing technologies and local farm-sourcing, one of the research question is to investigate the sources of performance variability of the biophysical variables (BV) retrieved from remote sensing such as Green Area Index (GAI), fAPAR, biomass and chlorophyll content. Those BV are of major importance to estimate the Nitrogen content at the field scale and deliver practical information to the farmers on the Nitrogen status of the crops. BELCAM focuses on two crops for the Nitrogen advices : winter wheat and potato.

With the ever-increasing number of satellites and the availability of data free of charge, the integration of multi-sensor images in coherent time series offers new opportunities for land cover and crop type classification. This article investigates the potential of structural biophysical variables as common parameters to consistently combine multi-sensor time series and to exploit them for land/crop cover classification. Artificial neural networks were trained based on a radiative transfer model in order to retrieve high resolution LAI, FAPAR and FCOVER from Landsat-8 and SPOT-4. The correlation coefficients between field measurements and the retrieved biophysical variables were 0.83, 0.85 and 0.79 for LAI, FAPAR and FCOVER, respectively. The retrieved biophysical variables’ time series displayed consistent average temporal trajectories, even though the class variability and signal-to-noise ratio increased compared to NDVI. Six random forest classifiers were trained and applied along the season with different inputs: spectral bands, NDVI, as well as FAPAR, LAI and FCOVER, separately and jointly. Classifications with structural biophysical variables reached end-of-season overall accuracies ranging from 73%–76% when used alone and 77% when used jointly. This corresponds to 90% and 95% of the accuracy level achieved with the spectral bands and NDVI. FCOVER appears to be the most promising biophysical variable for classification. When assuming that the cropland extent is known, crop type classification reaches 89% with spectral information, 87% with the NDVI and 81%–84% with biophysical variables.

Cropland mapping relies heavily on field data for algorithm calibration, making it, in many cases, applicable only at the field campaign scale. While the recently launched Sentinel-2 satellite will be able to deliver time series over large regions, it will not really be compatible with the current mapping approach or the available in situ data. This research introduces a generic methodology for mapping annual cropland along the season at high spatial resolution with the use of globally available baseline land cover and no need for field data. The methodology is based on cropland-specific temporal features, which are able to cope with the diversity of agricultural systems, prior information from which mislabeled pixels have been removed and a cost-effective classifier. Thanks to the JECAM network, eight sites across the world were selected for global cropland mapping benchmarking. Accurate cropland maps were produced at the end of the season, showing an overall accuracy of more than 85%. Early cropland maps were also obtained at three-month intervals after the beginning of the growing season, and these showed reasonable accuracy at the three-month stage (>70% overall accuracy) and progressive improvement along the season. The trimming-based method was found to be key for using spatially coarse baseline land cover information and, thus, avoiding costly field campaigns for prior information retrieval. The accuracy and timeliness of the proposed approach shows that it has substantial potential for operational agriculture monitoring programs.

Crop area extent estimates and crop type maps provide crucial information for agricultural monitoring and management. Remote sensing imagery in general and, more specifically, high temporal and high spatial resolution data as the ones which will be available with upcoming systems, such as Sentinel-2, constitute a major asset for this kind of application. The goal of this paper is to assess to what extent state-of-the-art supervised classification methods can be applied to high resolution multi-temporal optical imagery to produce accurate crop type maps at the global scale. Five concurrent strategies for automatic crop type map production have been selected and benchmarked using SPOT4 (Take5) and Landsat 8 data over 12 test sites spread all over the globe (four in Europe, four in Africa, two in America and two in Asia). This variety of tests sites allows one to draw conclusions applicable to a wide variety of landscapes and crop systems. The results show that a random forest classifier operating on linearly temporally gap-filled images can achieve overall accuracies above 80% for most sites. Only two sites showed low performances: Madagascar due to the presence of fields smaller than the pixel size and Burkina Faso due to a mix of trees and crops in the fields. The approach is based on supervised machine learning techniques, which need in situ data collection for the training step, but the map production is fully automatic.

We examined changes in kinematics of a tagged entangled North Atlantic right whale (Eg 3911), before, during and after disentanglement on 15 Jan 2011. To calculate the additional drag forces and energetic demand associated with various gear configurations, we towed three sets of gear attached to a load-cell tensiometer at multiple speeds. Tag analyses revealed significant increases in dive depth and duration; ascent, descent and fluke stroke rates; and decreases in root mean square fluke amplitude (a proxy for thrust) following disentanglement. Conservative drag coefficients while entangled in all gear configurations (mean ± SD Cd,e,go = 3.4x10-3 ± 0.0003, Cd,e,gb = 3.7x10-3 ± 0.0003, Cd,e,sl = 3.8x10-3 ± 0.0004) were significantly greater than in the nonentangled case (Cd,n = 3.2x10-3±0.0003; P = 0.0156, 0.0312, 0.0078 respectively). Increases in total power input (including standard metabolism) over the nonentangled condition ranged 1.6%-120.9% for all gear configurations tested; locomotory power requirements increased 60.0%-164.6%. En matière de sécurité en région frontalière, les États fédéraux nord-américains ne sont pas les seuls acteurs puisque celle-ci renvoie à plusieurs champs de compétences constitutionnels partagés avec les gouvernements fédérés ou détenus par ceux-ci. Ainsi, au Canada la sécurité en région frontalière concerne autant les compétences fédérales que les responsabilités provinciales. La Sûreté du Québec étant l’organisation policière de la province, elle est amenée à jouer un rôle important en cette matière. Cette organisation reste un acteur transnational au sens de Keohane et Nye, elle établit des relations transgouvernementales avec ses homologues à travers le monde, notamment pour assurer la sécurité en région frontalière. L’existence d’une culture organisationnelle partagée par la majorité des policières et des policiers favorise l’établissement de relations entre eux, qui ne se produisent pas sous les directives du gouvernement fédéral ou même des gouvernements provinciaux. Cette étude ne concerne pas l’ensemble des activités internationales de la Sûreté du Québec, mais se concentre sur les relations transgouvernementales entretenues par les directeurs et directeurs adjoints des quatorze postes frontaliers à la frontière Québec-États-Unis. Ces fonctionnaires de proximité possèdent un pouvoir discrétionnaire et une autonomie particulière au sein de l’organisation policière et cela leur permet de choisir ou non d’établir des relations avec leurs homologues. Cette étude cible les facteurs qui favorisent et les éléments qui entravent l’établissement des relations transgouvernementales des policières et policiers en région frontalière.

Alors qu’un nombre grandissant d’acteurs font leur entrée dans le domaine spatial et que leurs intérêts pour l’espace extra-atmosphérique augmentent, ils doivent faire face à des problèmes de plus en plus nombreux, dont celui des détritus orbitaux, cette masse de déchets créée par l’humain qui prend place dans les orbites terrestres. Posant un réel danger pour les futurs vols habités vers l’espace, menaçant du même coup l’exploration spatiale et la présence de l’humain dans l’espace, cette problématique suscite également l’inquiétude sur Terre quant aux retombés dans l’atmosphère. Elle prend d’autant plus d’ampleur lorsque l’on se questionne sur un aspect fondamental, mais toujours sans réponse, du domaine spatial : la gouvernance de l’espace extra-atmosphérique. La question générale de recherche qui guide ce mémoire est donc : « Quelle gouvernance pour l’espace extra-atmosphérique? ». Ce mémoire analyse la gouvernance de l’espace extra-atmosphérique à partir d’un triple questionnement : Qui en sont les acteurs? Quels sont leurs intérêts? Et enfin, comment l’espace extra-atmosphérique est-il gouverné? Les réponses à ces questions mettent en lumière une confrontation entre deux approches théoriques des relations internationales. En effet, les caractéristiques spécifiques de l’action humaine dans cet environnement amènent la perspective réaliste et la perspective libérale à différer quant à savoir de quel type de gouvernance il est question. Alors que la première prône l’action individuelle et les intérêts nationaux comme force motrice pour solutionner la problématique des détritus orbitaux, la seconde, quant à elle, préconise la mise en place de structures et de normes collectives insistant sur l’émergence des intérêts communs. Au final, une mise en commun des réponses à ces interrogations amènera le lecteur vers une discussion en lien avec la problématique des détritus orbitaux et leur gestion. It was found dead 11 d after the tag ceased transmission. Chronic constrictive deep rope lacerations and emaciation were found to be the proximate cause of death, which may have ultimately involved shark predation. A broadhead cutter and a spring-loaded knife used for disentanglement were found to induce moderate wounds to the skin and blubber. The telemetry tag, with two barbed shafts partially penetrating the blubber was shed, leaving barbs embedded with localized histological reaction. One of four darts administered shed the barrel, but the needle was found postmortem in the whale with an 80º bend at the blubber-muscle interface. This bend occurred due to epaxial muscle movement relative to the overlying blubber, with resultant necrosis and cavitation of underlying muscle. This suggests that rigid, implanted devices that span the cetacean blubber muscle interface, where the muscle moves relative to the blubber, could have secondary health impacts. Partant des incidents (Carré Nissor, 2007; Abu Grahib, 2004) ayant amené les services de sécurités privés à l'avant-scène médiatique durant le conflit irakien des années 2000, cette recherche se concentre sur le développement de ces derniers au sein des zones de conflits en Afghanistan et en Irak. En explorant la littérature existante, les nombreux questionnements subsistants donnèrent naissance aux fondements de cette recherche : Qu'en est-il du Canada? Quelles tâches sont sous-traiéees par le Canada à cette industrie? Et plus important encore : Comment le Canada encadre-t-il cette industrie? Faisant le choix de centrer la problématique sur cet encadrement, le chercheur adopte une approche politico-administrative afin d'adresser la situation selon l'angle de l'acteur ayant le plus d'influence, soit le gouvernement canadien. La recherche s'amorce par un détour conceptuel analysant les approches utilisées pour étudier cette industrie, la nature de cette dernière et les fonctions lui étant dévolues. De nombreuses approches sont utilisées pour aborder cette industrie, certaines axées sur les aspects légaux, d'autres sur les impacts sur le domaine militaire ou encore sur les répercussions de l'arrivée de ce "nouveau" joueur sur la scène internationale. Par la suite, l'auteur fait un détour important afin de situer les concepts et la nature de l'industrie et des compagnies qui la compose. Under Executive Orders 13514 and 13423, federal agencies are required to reduce greenhouse gas emissions by 2020; and the Energy Policy Act of 2005 requires agencies increase the amount of renewable energy consumed. In order to achieve these goals, agencies must ensure that at least half of the statutorily required energy comes from a renewable energy source and where feasible, implement renewable energy generation projects on agency property for agency use. The United States Air Force, in order to comply with the Executive Orders is proposing to construct a Photovoltaic (PV) Solar Array on Laughlin AFB. Currently Laughlin AFB purchases energy through Champion Electric, by purchasing the energy Laughlin AFB does not have control over the power source and therefore cannot assist the Department of Defense in meeting its required goal. The construction of the PV Solar Array would provide the installation with up to 100 percent of its required energy, allowing for Laughlin AFB to use only renewable energy. The preferred location for the PV Solar Array would be 85 acres in size and be located on an undeveloped portion within the western side of the installation. Construction of the PV Solar Array would include disturbing of soil and construction of the Array and an unmanned facility that would house inverters and batteries. An alternative location for the PV Solar Array is located at the undeveloped northeast corner of the installation. Under the No-Action Alternative, there would be no construction of the PV Solar Array. L’Organisation internationale de la Francophonie (oif) s’écarte-t-elle de sa vocation originelle? Cet article s’interroge d’abord sur la finalité et les objectifs de la Francophonie. Alors que les uns estiment que l’oif est un vecteur de domination hégémonique, d’autres jugent qu’elle représente un véritable acteur politique international anti-hégémonique qui possède une valeur ajoutée propre en matière de paix et de sécurité. La Francophonie s’avère cependant davantage une institution fondée sur le principe d’appropriation géopolitique d’un espace géoculturel distinct. Dans cette perspective, l’article retrace la prise en charge croissante par l’oif de ce rôle distinct et nécessaire en matière de sécurité internationale et cerne sa valeur géoculturelle ajoutée., This paper critically examines the purposes and objectives of the Organisation internationale de la Francophonie (oif). While analysts debate whether the oif is a hegemonic or counter-hegemonic instrument of statecraft, we argue that it is an institution founded upon the principle of geopolitical ownership of a distinctive geocultural space. Its prime task, with regards to conflict resolution, is to help transfer responsibilities and capabilities from Northern to Southern member states. From this perspective, we contend that the oif has progressively taken charge of a distinct and necessary geocultural role with regards to international security.

Les xénolites ont des compositions extrêmement variées et incluent des clinopyroxénites, webstérites, orthopyroxénites, wehrlites, dunites, gabbros, norites, granulites mafiques, roches ca1co-silicatées, gneiss, granitoïdes et quartzites. Plusieurs de ces types lithologiques n'ont pas d'équivalent en affleurement dans la région et représentent ainsi des échantillons uniques des niveaux lithosphériques sous-jacents. Les xénolites et les épontes du dyke renseignent sur les mécanismes de formation des xénolites et de transport des magmas dans la croûte profonde. L'ascension du magma par propagation de dyke a produit une déformation inélastique de l'encaissant qui se traduit sur l'affleurement par une fracturation parallèle au dyke. L'infiltration du magma dans les fractures et l'élargissement progressif des apophyses ainsi formées, entraînent le détachement graduel des fragments d'encaissant et leur dispersion dans le dyke. Le magma avait une viscosité initialement faible (≈40 Pa.s), mais qui s'est accrue considérablement par l'addition continue de xénolites, ce qui a contribué à freiner son ascension. La minette est montée à une vitesse supérieure à ≈ 50 cm.s-1 et s'est mise en place à 17 km de profondeur en plusieurs injections comagmatiques. La minette est composée de phénocristaux de clinopyroxène et de biotite dans une matrice de feldspaths, clinopyroxène, biotite, titanite et apatite. We investigate the effects of top quark compositeness on various physical parameters, and obtain lower limits on the compositeness scale from electroweak precision data. We consider corrections to top quark decay rates and other physical processes. Our results depend sensitively on whether the left-handed top is composite. We study nonleptonic decays of the orbitally excited, \su6 \rep{70}-plet baryons in order to test the hypothesis that the successes of the nonrelativistic quark model have a natural explanation in the large-$N_c$ limit of QCD. By working in a Hartree approximation, we isolate a specific set of operators that contribute to the observed s- and d-wave decays in leading order in $1/N_c$. We fit our results to the current experimental decay data, and make predictions for a number of allowed but unobserved modes. L'intervention militaire au Kosovo conduite dans le cadre de l'opération « Force alliée » est souvent présentée comme une rupture vis-à-vis de la pratique traditionnelle des États en matière de politique étrangère: une guerre humanitaire et morale dont les intérêts nationaux seraient, sinon absents, à tout le moins secondaires dans les motivations des décideurs. Cette recherche revient sur cet épisode marquant des relations internationales en s'efforçant de comprendre une décision de politique étrangère, celle prise par la France et le Canada de participer à cette intervention. Quel est le sens, la signification de cet évènement au regard de la politique étrangère de ces deux pays? Quels indices nous donne-t-elle sur son évolution? En quoi la guerre du Kosovo a-t-elle contribué à améliorer notre compréhension du processus de décision au Canada et en France? Y a-t-elle seulement contribué? En guise de réponse, cette recherche tente de vérifier l'hypothèse selon laquelle le concept d'intérêt national reste pertinent dans le champ de la politique étrangère, à la fois pour comprendre le comportement d'une partie des élites dirigeantes mais également celui d'une partie des gouvernés. Non pas qu'il soit possible de déterminer un intérêt national objectif et rationnel à partir duquel on juge les décisions prises par les États. En revanche, existe l'idée d'intérêt national en tant que concept structurant au niveau du discours et de la pratique en politique étrangère. Encore trop peu exploré dans les travaux de langue française, cette recherche s'interroge sur les outils conceptuels à disposition du chercheur pour appréhender l'objet politique étrangère aujourd'hui.
