2. A systems approach to innovation policy

Important research and other decisions in the field of innovation policy have been influenced, in recent years, by the national systems of innovation framework. Our doctoral research attempts therefore, to contribute to the evaluation of its theoretical basis and its application. Particularly, it sheds some light on the following issues: (1) what is the origin of the framework, its theoretical foundations and particularly how is it related to systems theory and the 'systems approach'? (2) To what extent has this framework been actually applied in policymaking processes, and more precisely, how have different economic theories and rationales been used in the design and implementation of innovation policies? (3) If economic theories and rationales have changed and evolved since the beginning of the conceptualisation and application of science and technology policy, why is it that the specific policy instruments currently used in different countries apparently show very little change with regard to those originally suggested? To answer these questions we have integrated a theoretical framework based on the systems approach and the main economic literature that constitutes the backbone of innovation policy. With this, we have analysed critically the empirical and theoretical 'systemic approaches' of innovation and carried out brief case studies about the actual implementation of these on policy-making practices. Finally, we suggest an alternative way to use the systems approach in the field of innovation studies. This is made through the introduction of the concept of second order systems of innovation -or more precisely industrial sustainability, policies, i.e. by distinguishing between the model that represents economic processes and the model of the measures intended to transform those processes. We argue that our proposal provides a unified framework for innovation policies within which it is possible to explain the coexistence and convergence of orthodox and heterodox economics in policymaking activities. In addition, the recursive nature of the suggested model allows to make sense of the interactions between diverse dimensions and integrate areas of research that were perceived as separated, such as those of national, regional and sectoral systems of innovation. It also implies a shift from the promotion of innovation to the support of a wider range of activities and functions that are essential for industrial competitiveness and growth.

We describe a 49-year-old woman with erosive genital ulcerations, secondary EM rashes and jagged skin lesions associated with Lyme disease. The skin rashes exhibited fibers characteristic of Morgellons disease. Molecular testing confirmed the presence of Borrelia DNA in both vaginal culture and serum specimens. In further studies on a secondary EM lesion containing filaments, Gömöri trichrome staining revealed the presence of collagen in the filaments, while Dieterle and anti-Borrelia immunostaining revealed intracellular and extracellular Borrelia organisms. Intracellular staining for Borrelia was also observed in lymphocytic infiltrates. Lyme disease may present with a variety of genital lesions and dermatological manifestations including Morgellons disease. - Abstract
The present paper focuses on the architectural and constructional features required to ensure that building envelope renovation are safe, functional, and adaptable to the building stock, with particular focus on “plug and play” modular facade construction systems. It presents the design of one such system and how it addresses these issues. The outcome of early-stage functional test with a full-scale mock-up system, as well as its applicability to a real construction project is presented. It is found crucial to obtain high quality information about the status of the existing façade with the use of modern technologies such as topographic surveys or 3D scans and point cloud. Detailed design processes are required to ensure the compatibility of manufacture and installation tolerances, along with anchor systems that deliver flexibility for adjustment, and construction processes adapting standard installation methods to the architectural particularities of each case that may hinder its use or require some modification in each situation. This prefabricated plug and play modular system has been tested by reproducing the holistic methodology and new technologies in the market by means of real demonstrators. When compared to more conventional construction methods, this system achieves savings in a real case of 50% (time), 30% (materials) and 25% (waste), thus achieving significant economic savings.

Many consumers have been looking for increasingly safe foods, without agrochemicals, as those produced in organic systems. An alternative to this is the use of techniques that minimize the use of agrochemical inputs. Thus, this study aimed to evaluate the effect of cow urine application on the performance of radish crops. The experiment was carried out in Tangará da Serra, Mato Grosso, Brazil. The experimental design was a randomized block with five treatments and four replications. The treatments employed were: Organomineral leaf fertilizer (Platon-25®) and four doses of cow urine (0 mL; 35 mL; 70 mL and 105 mL). The variables evaluated were: tuberous root diameter, tuberous root length, shoot fresh mass, root fresh mass, tuberous root weight, root length. Application of cow urine, regardless of dose, influenced significantly radish development. At the 70 mL dose of cow urine, the plants showed the same development as those that received the application of organomineral fertilizer. Cow urine provided better radish performance when compared to organomineral fertilizer for most of the variables analyzed, showing that for the conditions of the study, the 105 mL dose of cow urine can be used as a foliar biofertilizer in the radish crop., Muitos consumidores têm buscado alimentos mais seguros, sem agroquímicos, como aqueles produzidos em sistemas orgânicos, uma alternativa para isso é a utilização de técnicas que minimizem o uso de insumos agroquímicos. Dessa forma, objetivou-se com este trabalho avaliar o efeito da aplicação da urina de vaca sobre o desempenho da cultura do rabanete. O experimento foi realizado no município de Tangará da Serra, Mato Grosso, Brasil. O delineamento experimental utilizado foi em blocos casualizados, com cinco tratamentos e quatro repetições. Os tratamentos empregados foram: fertilizante foliar organomineral (Platon-25®) e quatro doses de urina de vaca (0 mL; 35 mL; 70 mL e 105 mL). Foram avaliadas as variáveis: diâmetro da raiz tuberosa, comprimento da raiz tuberosa, massa fresca da parte aérea, massa fresca das raízes, peso da raiz tuberosa, comprimento das raíz. Verificou-se que a aplicação da urina de vaca, independentemente da dose, influenciou significativamente o desenvolvimento do rabanete. Na dose de 70 mL de urina de vaca as plantas apresentaram desenvolvimento igual as que receberam a aplicação do fertilizante organomineral. A urina de vaca proporcionou melhor desempenho do rabanete quando comparada ao fertilizante organomineral para a maioria das variáveis analisadas, mostrando que, para as condições do estudo, a dose de 105 mL de urina de vaca pode ser utilizada como biofertilizante foliar na cultura do rabanete.

A simple classification system was previously established to help validate the disease based on clinical features (classes I-IV).Methods: Drawing on historical and pathological parallels with syphilis, we formulated a more detailed staging system based on clinical features as well as severity of skin lesions and corresponding histopathological infection patterns, as determined by anti-Borrelia immunohistochemical staining.Results: Clinical classes I-IV of MD are further categorized as mild, moderate and severe, or stages A, B and C, respectively, based on histopathological findings. Stage A lesions demonstrated little or no immune infiltrates and little or no disorganization of cells; macrophages were not present, and hemorrhage was negligible. Extracellular isolated spirochetes and intracellular staining of keratinocytes in the lower epidermis was occasionally seen. Stage C lesions demonstrated positive staining of keratinocytes in the stratum basale and stratum spinosum and positive intracellular staining of macrophages for Borrelia. Aggregate Borrelia colonies were frequently encountered, hemorrhage was frequent, and intracellularly stained fibroblasts were occasionally seen. Stage B

10. SM Higgs boson and $t\rightarrow cZ$ decays in the 2HDM type III with CP violation

We compute the contributions to rare top decays $t\rightarrow cZ$ and $t\rightarrow ch_1$ from the scalar sector in the 2HDM type III with CP violation, where $h_1$ is the Standard Model Higgs boson. The branching ratio for $BR(t\rightarrow c Z)$ and $BR(t\rightarrow c h_1)$ are obtained as a function of the model parameters. In particular, the $BR(t\rightarrow c Z)$ can increase its value up to $10^{-3}$ for $\tan\beta= 1$ and masses for the additional Higgs bosons of $m_{h_2,h_3,H^\pm}\sim 0.5$ TeV. Meanwhile $BR(t\rightarrow c h_1)$ can reach values of the order of $\sim10^{-2}$. We constrain the model parameters (mixing angles of the neutral scalar fields in the CP violation context and $\tan\beta$) using the reported values of the signal strengths $R_{XX}$ and $b \rightarrow s \gamma$ process., Comment: 19 pages, 12 figures

ObjectivesThe aim of this systematic review was to develop International Stereotactic Radiosurgery Society (ISRS) consensus guideline statements for vestibular schwannoma.MethodsA systematic review of the literature was performed up to April 2015.ResultsA total of 55 full-text articles were included in the analysis. All studies were retrospective, except for 2 prospective quality of life studies. Five-year tumour control rates with Gamma Knife radiosurgery (RS), single fraction linac RS, or fractionated (either hypofractionated or conventional fractionation) stereotactic radiation therapy (FSRT) were similar at 81-100%. The single fraction RS series (linac or Gamma Knife) with tumour marginal doses between 12 and 14 Gy revealed 5-year tumour control rates of 90-99%, hearing preservation rates of 41-79%, facial nerve preservation rates of 95-100% and trigeminal preservation rates of 79-99%.There were 6 non-randomized studies comparing single fraction RS versus FSRT. There was no statistically significant difference in tumour control; HR=1.66 (95% CI 0.81, 3.42), p =0.17, facial nerve function; HR = 0.67 (95% CI 0.30, 1.49), p =0.33, trigeminal nerve function; HR = 0.80 (95% CI 0.41, 1.56), p =0.51, and hearing preservation; HR = 1.10 (95% CI 0.72, 1.68), p =0.65 comparing single fraction RS with FSRT.Nine quality of life reports yielded conflicting results as to which modality (surgery, observation, or radiation) was associated with better quality of life outcomes.ConclusionsThere are no randomized trials to help guide management of patients with vestibular schwannoma. Within the limitations of the retrospective series, a number of consensus statements were made.

Conclusions: Potyviral NIa targets many host elements during infection, establishing a network in which information is efficiently transmitted., Background: The genomes of plant viruses have limited coding capacity, and to complete their infectious cycles, viral factors must target, direct or indirectly, many host elements. However, the interaction networks between viruses and host factors are poorly understood. The genus Potyvirus is the largest group of plus-strand RNA viruses infecting plants. Potyviral nuclear inclusion a (NIa) plays many roles during infection. NIa is a polyprotein consisting of two domains, viral protein genome-linked (VPg) and protease (NIaPro), separated by an inefficiently utilized self-proteolytic site. To gain insights about the interaction between potyviral NIa and the host cell during infection, we constructed Tobacco etch virus (TEV, genus Potyvirus) infectious clones in which the VPg or the NIaPro domains of NIa were tagged with the affinity polypeptide Twin-Strep-tag and identified the host proteins targeted by the viral proteins by affinity purification followed by mass spectrometry analysis (AP-MS). Results: We identified 232 different Arabidopsis thaliana proteins forming part of complexes in which TEV NIa products were also involved. VPg and NIaPro specifically targeted 89 and 76 of these proteins, respectively, whereas 67 proteins were targeted by both domains and considered full-length NIa targets. Taking advantage of the currently known A. thaliana interactome, we constructed a protein interaction network between TEV NIa domains and 516 host proteins. The most connected elements specifically targeted by VPg were G-box regulating factor 6 and mitochondrial ATP synthase delta subunit; those specifically targeted by NIaPro were plasma membrane aquaporin PIP2;7 and actin 7, whereas those targeted by full-length NIa were heat shock protein 70-1 and photosystem protein LHCA3. - Abstract
This research explores the potential to analyze bank card payments and ATM cash withdrawals in order to map and quantify how people are impacted by and recover from natural disasters. Our approach defines a disaster-affected community's economic recovery time as the time needed to return to baseline activity levels in terms of number of bank card payments and ATM cash withdrawals. For Hurricane Odile, which hit the state of Baja California Sur (BCS) in Mexico between 15 and 17 September 2014, we measured and mapped communities' economic recovery time, which ranged from 2 to 40 days in different locations. We found that -- among individuals with a bank account -- the lower the income level, the shorter the time needed for economic activity to return to normal levels. Gender differences in recovery times were also detected and quantified. In addition, our approach evaluated how communities prepared for the disaster by quantifying expenditure growth in food or gasoline before the hurricane struck. We believe this approach opens a new frontier in measuring the economic impact of disasters with high temporal and spatial resolution, and in understanding how populations bounce back and adapt., Comment: Presented at the Data For Good Exchange 2016

15. Rare top decay $t \rightarrow c \gamma$ with flavor changing neutral scalar interactions in two Higgs doublet model

- Abstract
Models beyond the Standard Model with extra scalars have been highly motivated by the recent discovery of a Higgs boson. The Two Higgs Doublet Model Type III considers the most general case for the scalar potential, allowing mixing between neutral CP-even and CP-odd scalar fields. This work presents the results of the study on the $t\rightarrow c\gamma$ decay at one loop level if neutral flavor changing is generated by top-charm-Higgs coupling given by the Yukawa matrix. For instance, a value for the branching ratio $Br(t\rightarrow c\gamma)\sim 10^{-6}$ for $\tan\beta=2.5$ and general neutral Higgs mixing parameters, $1.16\leq\alpha_1\leq1.5$, $-0.48\leq\alpha_2\leq-0.1$. The number of events for the $t\rightarrow c \gamma$ decay with an integrated luminosity of 300 $fb^{-1}$ is estimated as $10\lesssim N_{Eff}\lesssim 100$ for the parameters of the model constrained by experimental data., Comment: 12 pages, 12 figures

- Abstract
Desarrollo de las prácticas en C++ para la asignatura de telemática. Dichas prácticas fueron implementadas en años anteriores, y programadas en el lenguaje C. Debido al desarrollo de los sistemas operativos, y con esto al paso del Windows XP, se ha comprobado que el compilador de distribución gratuita utilizado en la Escuela para las prácticas, el Turbo C, tiene ciertas incompatibilidades con Windows XP, lo que presenta un problema ya que este es el sistema operativo utilizado en los ordenadores de la escuela. Se busca un compilador, también gratuito, y que sea compatible al 100% con Windows XP. El compilador elegido es DEV-C++, que utiliza el lenguaje de programación C++, de ahí la necesidad de realizar la migración del compilador para la realización de las prácticas en los distintos laboratorios de la Escuela.
