Asset management is a crucial aspect of any organization, and Bestlink College of thePhilippines has recognized the importance of having a dedicated department to handle thesematters. However, the property custodian department faces several issues and struggles,primarily related to the traditional paper-based process for requesting and reporting assets.This process can be time-consuming and inefficient and lead to delays in acquiring assets,causing frustration among the departments relying on the school's assets. To address theseissues, the School Management System - BCP Property Custodian, a web-based application,was developed to streamline the asset management process by eliminating physical formsand providing a centralized platform for accurate record-keeping, improving the overallefficiency of the property custodian department. Implementing the web-based application developed for the property custodian department atBestlink College of the Philippines is expected to bring significant improvements in themanagement of consumable and non-consumable assets. This will streamline the process forrequesting and reporting assets, reduce the time and effort required for asset management,and improve the overall efficiency of the property custodian department. The application willprovide a centralized platform for tracking asset transactions and requests, enabling real-timereporting and data analytics to optimize asset management strategies. The web-based application is expected to improve asset management, increase efficiency,and benefit both the property custodian staff and departments at Bestlink College of thePhilippines. The application exemplifies how technology can be used to optimize operationsand deliver better services to stakeholders. It also highlights the importance of understandingthe needs of various departments to develop tailored solutions.

We present the development of a Named Entity Recognition (NER) dataset for Tagalog. This corpus helps fill the resource gap present in Philippine languages today, where NER resources are scarce. The texts were obtained from a pretraining corpora containing news reports, and were labeled by native speakers in an iterative fashion. The resulting dataset contains ~7.8k documents across three entity types: Person, Organization, and Location. The inter-annotator agreement, as measured by Cohen's $\kappa$, is 0.81. We also conducted extensive empirical evaluation of state-of-the-art methods across supervised and transfer learning settings. We introduce calamanCy, an open-source toolkit for constructing natural language processing (NLP) pipelines for Tagalog. It is built on top of spaCy, enabling easy experimentation and integration with other frameworks. calamanCy addresses the development gap by providing a consistent API for building NLP applications and offering general-purpose multitask models with out-of-the-box support for dependency parsing, parts-of-speech (POS) tagging, and named entity recognition (NER). calamanCy aims to accelerate the progress of Tagalog NLP by consolidating disjointed resources in a unified framework. The distributed representation of symbols is one of the key technologies in machine learning systems today, playing a pivotal role in modern natural language processing. Traditional word embeddings associate a separate vector with each word. While this approach is simple and leads to good performance, it requires a lot of memory for representing a large vocabulary. To reduce the memory footprint, the default embedding layer in spaCy is a hash embeddings layer. It is a stochastic approximation of traditional embeddings that provides unique vectors for a large number of words without explicitly storing a separate vector for each of them. To be able to compute meaningful representations for both known and unknown words, hash embeddings represent each word as a summary of the normalized word form, subword information and word shape. Together, these features produce a multi-embedding of a word. In this technical report we lay out a bit of history and introduce the embedding methods in spaCy in detail. Second, we critically evaluate the hash embedding architecture with multi-embeddings on Named Entity Recognition datasets from a variety of domains and languages. The experiments validate most key design choices behind spaCy's embedders, but we also uncover a few surprising results.

PurposeAccidents and unintentional injuries account for the greatest number of adolescent deaths, often involving use of alcohol and other substances. This article describes the iterative design and development of Interactive Narrative System for Patient-Individualized Reflective Exploration (INSPIRE), a narrative-centered behavior change environment for adolescents focused on reducing alcohol use. INSPIRE is designed to serve as an extension to clinical preventive care, engaging adolescents in a theoretically grounded intervention for health behavior change by leveraging 3D game engine and interactive narrative technologies.MethodsAdolescents were engaged in all aspects of the iterative, multiyear development process of INSPIRE through over 20 focus groups and iterative pilot testing involving more than 145 adolescents. Qualitative findings from focus groups are reported, as well as quantitative findings from small-scale pilot sessions investigating adolescent engagement with a prototype version of INSPIRE using a combination of questionnaire and interaction trace log data.ResultsAdolescents reported that they found INSPIRE to be engaging, believable, and relevant to their lives. The majority of participants indicated that the narrative's protagonist character was like them (84%) and that the narrative featured virtual characters that they could relate to (79%). In the interactive narrative, the goals most frequently chosen by adolescents were "stay in control" (60%) and "do not get in trouble" (55%).ConclusionsWith a strong theoretical framework (social-cognitive behavior change theory) and technology advances (narrative-centered learning environments), the field is well positioned to design health behavior change systems that can realize significant impacts on behavior change for adolescent preventive health.

This paper presents Geomancer, an open-source framework for geospatial feature engineering. It simplifies the acquisition of geospatial attributes for downstream, large-scale machine learning tasks. Geomancer leverages any geospatial dataset stored in a data warehouse, users need only to define the features (Spells) they want to create, and cast them on any spatial dataset. In addition, these features can be exported into a JSON file (SpellBook) for sharing and reproducibility. Geomancer has been useful to some of our production use-cases such as property value estimation, area valuation, and more. It is available on Github, and can be installed from PyPI.

BackgroundAlcohol use and binge drinking among adolescents and young adults remain frequent causes of preventable injuries, disease, and death, and there has been growing attention to computer-based modes of intervention delivery to prevent/reduce alcohol use. Research suggests that health interventions grounded in established theory are more effective than those with no theoretical basis. The goal of this study was to conduct a literature review of computer-based interventions (CBIs) designed to address alcohol use among adolescents and young adults (aged 12-21 years) and examine the extent to which CBIs use theories of behavior change in their development and evaluations. This study also provides an update on extant CBIs addressing alcohol use among youth and their effectiveness.MethodsBetween November and December of 2014, a literature review of CBIs aimed at preventing or reducing alcohol in PsychINFO, PubMed, and Google Scholar was conducted. The use of theory in each CBI was examined using a modified version of the classification system developed by Painter et al. (Ann Behav Med 35:358-362, 2008).ResultsThe search yielded 600 unique articles, 500 were excluded because they did not meet the inclusion criteria. The 100 remaining articles were retained for analyses. Many articles were written about a single intervention; thus, the search revealed a total of 42 unique CBIs. In examining the use of theory, 22 CBIs (52 %) explicitly named one or more theoretical frameworks. Primary theories mentioned were social cognitive theory, transtheoretical model, theory of planned behavior and reasoned action, and health belief model. Less than half (48 %), did not use theory, but mentioned either use of a theoretical construct (such as self-efficacy) or an intervention technique (e.g., manipulating social norms). Only a few articles provided detailed information about how the theory was applied to the CBI; the vast majority included little to no information.Conclus

To communicate effectively, intelligent tutoring systems should be able to generate clear explanations of phenomena in their domain. To explain complex phenomena in scientific domains, they must be able to produce extensive multiparagraph discourse. Traditionally, discourse planners have taken a monoiomc approach to generation: once they make a decision, that decision is never revoked. Because these approaches make no provision for evaluating and modifying a plan after it has been constructed, their flexibility is limited. Tiiis inflexibility is particularly acute when attempting to generate multi-paragraph discourse. W e propose a revision-based model of discourse planning that constructs instructional multiparagraph discourse plans, evaluates them, and restructures them. This is accomplished by delaying organizational commitments as long as possible and interleaving the planner's content determination and organization activities. This model accords well with research on writing. It has been implemented in an experimental system, K N I G H T , a discourse generator for intelligent tutoring systems. K N I G H T generates multiparagraph explanations in the domain of biology. A domain expert hais analyzed KNIGHT's explanations and found them to be clear and accurate.

This document describes a study of various models of Total Quality Management Resource Centers that have been established, and is intended to assist in the development of a design for a Department of Defense (DoD) TQM resource Center. The Institute for Defense Analyses (IDA) surveyed eight organizations with TQM Resource Centers for their designs and operations. While a precise set of organizations models did not emerge from the data collected, three critical design issues did--the level of activity, the degree of centralization, and the philosophy of operation. Moreover, the data from the study did not argue for or against the establishment of a DoD TQM Resource Center, nor was IDA asked to make this determination. Although the organizations surveyed have successfully used TQM Resource Centers to improve quality, at least two organizations who were winners of the prestigious Baldrige Award for Quality did not invest in TQM Resource Centers. Further study is required by the DoD to determine whether a DoD TQM Resource Center is needed and who its customers would be.

Providing coherent explanations of domain knowledge is essential for a fully functioning Intelligent Tutoring System (ITS). Current ITSs that generate explanations directly from domain knowledge offer limited applicability because they place restrictions on the form and extent of the domain knowledge. Moreover,generating explanations in tutors that are designed to teach the breadth of foundational knowledge conveyed in most introductory college courses poses special problems. These problems arise because this knowledge is complex and contains multiple, highly-integrated viewpoints. To overcome these problems, we propose a method for selecting only the knowledge that is relevant for generating a coherent explanation from a desired viewpoint. This method uses domain-independent knowledge in the form of view types to select the appropriate knowledge.

Three years of field studies were conducted at lake Texoma on the Texas-Oklahoma border to evaluate the suitability of selected plant species for use in reservoir shoreline revegetation projects. The plants were subjected to various inundation treatments and were monitored for survival and growth. Two field sites were established: one on the shoreline of Lake Texoma, the other in a nearby small impoundment where water levels were controlled by the researchers. Of 16 species tested, 11 demonstrated sufficient flood tolerance to merit consideration in shoreline revegetation programs in the south-central United States. Two herbaceous species, Arundo donax and Panicum virgatum, appear to be well adapted to a range of inundation conditions, including up to 7 weeks of growing season flooding. Woody species were generally less successful than herbaceous species, but several, especially Salix nigra, demonstrated considerable inundation tolerance. Summarized experimental data presented in this report should facilitate planting programs by providing an indication of species tolerances of a range of potential inundation depth and duration conditions. Clusters of up to ten converging-diverging supersonic nozzles were cold flow tested at ambient conditions to determine their thrust performance as compared to a single nozzle of the same total throat area. The nozzles were operated at both underexpanded and overexpanded conditions, and no significant thrust difference was detected between the clusters and single nozzles. Schlieren photographs verified no interference between the jets of different nozzles. Clusters with various patterns of flowing and non-flowing nozzles were also tested. The non-flowing nozzles had no effect on the flowing nozzles except when, due to the sealed nozzles, the base plate area was greatly increased. The increased base plate area resulted in a noticeable improvement of thrust over theoretical throughout the pressure ratio range tested with the greatest increase in the underexpanded region. Aerodynamic shrouding was placed on the clusters and tested. There was a very slight decrease in thrust performance associated with a decrease in the base plate effect.

This report presents an annotated bibliography of reports generated by projects funded by the DoD, pertaining to the subject of psychological stress (studies in which the emphasis was on physiology were excluded). The 356 entries are arranged chronologically by year. There is a brief discussion of the extent and focus of DoD interest in the subject of stress, and an index to reports based on a content classification. The 11th International Conference on Applied Military Psychology convened invited psychologists from Belgium, Canada, Denmark, Finland, France, Great Britain, Israel, Italy, Netherlands, Sweden, USA and the Federal Republic of Germany. The meeting was unstructured inasmuch as few formal papers were presented; however, discussions covered five areas of appearance of possible problems stemming from diversity. As penaeid shrimp grow from the earliest naupliar stages, through protozoeal and mysis stages, to postlarvae, they develop greater morphological and behavioral resemblance to the adults. Electrophoretic analysis of cytoplasmic enzymes from nauplii, protozoea, mysis, postlarvae, and adults show that each stage has a unique pattern of gene activity. Thirteen enzyme stains and a general protein stain have been used on larval samples from Penaeus stylirostris, P. vannamei and P. aztecus. Some enzymes, such as phospho-glucose isomerase, are produced in the same isozymic form during all of the stages. Other enzymes exhibit changes in the number and position of isozymic bands during development, e.g. glutamate dehydrogenase. Some of these differences among developmental stages can only be explained by changes in the number and/or identity of the genes that are active at each stage. This finding suggests larval and adult responses to selection may be relatively independent.

The report summarizes information gained about Israeli military psychology during a visit to Israel in February 1973. The information includes a brief history of Israeli military psychology, current organization of military psychology, and the military psychology unit with comments.

Atmospheric absorption measurements were made at Aberdeen Proving Ground during various seasons in 1966 and 1967 in order to collect data for a variety of ambient temperatures and humidities. The radiometer was calibrated by means of a thermal calibrator which was a non-coherent thermal radiation source. Using least square fitting, a linear calibration curve was obtained between the absolute temperature difference of the signal and reference load inputs and the radiometer output. The inverse of the slope of the curve was then used to determine the effective antenna temperature for a given deflection recorded on the chart. The result obtained was 27.5K per millivolt. (Author)

A system which uses a beam of low energy positive ions to shape and polish surfaces of optical elements has been developed at Frankford Arsenal. This system is used to form ultra-high precision optical surfaces under the direction of an on-line computer. The resultant optical surface is both highly accurate and extremely smooth. The report presents the physical theory involved in low energy ionic sputtering, together with a description of the linear positive ion accelerator developed and used for this process. Experimental results are presented, including surface microstructure morology. (Author)

A sophisticated new optical manufacturing process is described which represents the first significant departure from optical figuring techniques developed in antiquity. The process removes material from solid surfaces on the atomic level process removes material from solid surfaces on the atomic level and is capable of figuring large diameter optics to well within 1/50 of the wavelength of visible light. The process is numerically controlled and off axis and aspheric surfaces may be figured as easily as spheres and flats. The system greatly increases the freedom of the optical designer in specifying surface contours and significantly reduces requirements for skilled optical craftsmen. (Author)

The Symposium was attended by representatives of military psychology from 13 nations. The purpose of the Symposium was to provide a forum for the exchange of information about research in the field of military psychology. The agenda of this meeting covered three interest areas: the serviceman in groups, the serviceman as a fighting man, and drug abuse in the military service.

The report summarizes a second aspect of the behavioral research done on the 1963 American Mt. Everest Expedition, viz., a testing of hypotheses proposed by Theodore Newcomb concerning the processes through which emerge a set of stable relationships among a group of initial strangers. It also reports the results of relating predicted compatibility (predictions based on test results from the Fundamental Interpersonal Relations Orientation inventory) to self-rated compatibility. On the whole the Newcomb hypotheses were supported. Results regarding compatibility were negative. (Author)
