Abstract

This chapter examines managers’ role in people management within a public sector setting and the factors explaining differences in people management performance between managers. The main question guiding this contribution is: What are the antecedents (favoring and hindering factors) of public managers’ HRM implementation and leadership behavior? The AMO model is used as a conceptual framework to map and examine the antecedents of public managers’ people management. Under the Ability category of the AMO model, the focus is on managers’ people management abilities and management development. Under the Motivation category, the focus is on managers’ willingness to take up people management responsibilities and their priorities. Under the Opportunities category, support from different organizational stakeholders (HR department, upper management, etc.) and (personnel) red tape are covered. As such, this chapter provides a comprehensive overview of the impact that typical public sector characteristics have on managers’ people management performance.

Abstract

La réforme Copernic - et l'introduction d'un système de mandat en particulier - avait l'ambition de modifier le rôle et la posistion des hauts fonctionnaires dans l'administration fédérale belge . Cette réforme s'inscrivait dans la tendance, largement répandue au plan international, visant à "contractualiser" les rapports entre l'autorité politique et la haute administration. Cet ouvrage propose d'approfondir cette "contractualisation" et ses effets dans le contexte du secteur public. Dix ans après la mise en oeuvre de Copernic, l'équipe de recherche a procédé à une analyse de "gap" (objectifs de départ versus pratiques actuelles) du système du mandant en Belgique. Reposant sur une une enquête par questionnaires et 30 interviews réalisées parmi les hauts fonctionnaires entre 2009 et 2010, cet ouvrage porte porte particulièrement son attention sur l'évolution de trois variables caractérisant la contractualisation. L'identité et la perception du rôle des hauts fonctionnaires, leurs relations "institutionnelles" -en d'autres mots, les relations des hauts fonctionnaires avec leur(s) ministre(s), les départements en charge des ressources humaines et budgétaires, le partenariat et les groupes d'intérêt- et finalement, l'évolution du système de gestion des performances.

Since 2001 the Belgian federal public sector has organised an educational programme in public management to encounter the growing need for public management expertise. At that same moment a huge reform project within the administration took place, and automatically both projects were connected. This specific administrative context generated at first a partnership between two actors, and evolved later on towards a partnership between multiple actors. It is the purpose of this paper to provide insight into the development of the educational programme within its specific context and to analyze the way the partnership developed in order to ensure the continuation of the programme and the achievement of the educational goals.This article is written by two major actors, i.e. the two universities which organize the programme and their commissioner, the Training Institute of the Federal Administration, an organisation within the Belgian federal public sector.
