’Change Agent’ was the signature, curated exhibition for the International Symposium for Electronic Arts, ISEA 2018, Durban, South Africa. The festival's theme ‘Intersections’ positioned creative technological innovation as an activist engagement into public space and public practice within African contexts. Occupying the entirety of Durban Art Gallery’s 50m x 15m number two gallery, it presented key learnings from a series of arts-led, development focussed projects I had participated in during 2016-17 in Bloemfontein, Manguang, South Africa. The exhibition was made possible by significant funding from the Australia Council for the Arts ($42,600) and PIAD ($48,000). In 2016-17 I had been the lead invited media artist for PIAD (The Program For Innovation in Artform Development), making four funded visits to South Africa of around 6 months in total, ‘embedded’ within a transdisciplinary team of South African township residents & international development workers, facilitated by Dr. Anita Venter, director of NGO Qala Phelang Tala. Our initial task was to reimagine & facilitate residents Ellen and Mokoena Maphalane to build a creative, no-cost house to replace their existing tin shack, located in the informal settlement (township) of Caleb Motshabi. We then went on to produce three community celebrations of this ‘natural building’ process (entitled Merakas) attended by large multi-racial audiences, in order to share the knowledge and celebrate the multiple cultures of the ‘rainbow nation’ of South Africa. Change Agent, reflected upon this significant fieldwork. It comprised an ambitious exhibition of twelve electronic sculptures, videos and interactive works that each in different ways examined and reflected upon the innovative cultural practices I had witnessed and helped foster through media arts-thinking and action within the townships, showcasing the transformative power of cooperative, creative action for the festival’s local and international audiences.

In the past few years women’s empowerment and gender equality initiatives have been under increasing pressure to measure their impact. This thesis explores the stakeholders’ experiences with the monitoring and evaluation practice with a case study of a women’s fund that provides grants to grassroots women’s organizations in South Africa. The study is based on previous research, the grassroots development framework, and a combination of principal-agent theory and Kabeer’s (1999) women empowerment framework. Through a content analysis of interviews with staff members and grantees, as well as the review of documents, challenges and opportunities experienced in their current monitoring and evaluation practice are identified. It is argued that the principal-agent constellation is a key factor that creates challenges in conducting monitoring and evaluation. Furthermore, it is claimed that there is currently a gap between widely used tools and practice at grassroots level as well as between the stakeholders’ different understandings of success and how to monitor and evaluate the work of women’s organizations in the context of a grassroots women’s fund. This leads to the postulation for an alternative monitoring and evaluation model, which strengthens the systematic use of informal methods, is oriented on the agents, and captures the link between individual experience and structure.

This study follows several groups engaged in the rawest form of grassroots organizing that are currently operating in zòn defavorize ("defavorized" zones) of metropolitan Port-au-Prince. Experiencing first-hand the difficulties of surviving in the overcrowded capital--which recently has meant enduring the 2010 earthquake, a cholera epidemic and flawed presidential elections--like-minded Haitians have banded together to tackle neighborhood problems by promoting social programs that simultaneously entertain music-making and community service. Such organizations include a classical music school in Cité Soleil that offers students music lessons and the chance to participate in a symphonic band as an alternative to gang involvement and drug use; a professional music theater troupe that has run intensive performance training for youth in tent cities; a hip-hop collective that has assisted U.S. deportees with integrating into Haitian society; and a rap Kreyòl group that launched a long-term project to remove trash from the streets while simultaneously releasing singles highlighting Haiti's environmental degradation. Dozens of other service-oriented cultural groups are currently active and are using music of genres ranging from rara to folkloric dance and drumming to rasin, in addition to those mentioned above, for extra-musical purposes. These groups use cultural action to address on a small scale the needs of the population that elsewhere might be met by a state with solid infrastructure. Thus, in certain contexts, cultural production provides a modest means to press for change and community development and may in fact involve efforts directed toward the reduction of violence and poverty.The case studies I evaluate are drawn from twenty-one cumulative months of fieldwork. Ethnographic data was collected through varied research methodologies, including intensive participant observation, archival research, an extensive range of interviews conducted across a polarized class

In examining the opportunities that lie within the larger context of Haitian development efforts, mending the strained environment upon which Haiti’s fragile rural agricultural sector depends must be a priority. Though related to other pieces of the Haitian reconstruction puzzle, the question of mending the Haitian environment comes down largely to the best way trees can be incorporated into Haiti’s existing agricultural systems. With this in mind, the purpose of this thesis was to complete an analysis of the work and practices of the community organizations of Borgne, Haiti. The organizations of Borgne have mobilized toward environmental development and the preservation of remaining natural resources through a community-wide tree-planting initiative that provides thousands of trees per year to local residents. Beyond an ethnographic assessment, this thesis explores greater implications of the project as a grassroots development model that may potentially be replicated by other communities and organizations throughout Haiti. Field research was completed on site in Borgne in the summer months of 2010. The primary methods employed in data collection were Participatory Action Research and semi-structured interviewing.
