This article investigates the entanglement between socio-economic and technological factors in conditioning people’s patterns of Internet use. We analysed the influence of sociodemographic and techno-social aspects in conditioning the distinctive digital practices developed by Internet users. In the 21st century, where digitalization is at its peak, the problem is that digital exclusion persists, which hinders the notion of attaining equal opportunities for people; in this sense, inclusion in the digital realm is connected to the state of social inclusion. Social inclusion is the amalgamation of several concepts, and perceiving it from the lens of the digital divide is one of those many factors. The paper endeavours to explore a quantitative relationship by studying three countries: Pakistan, India, and Bangladesh, and understanding the state of digital and social inclusion in them by undertaking an Ordinary Least Squares Regression (OLS) analysis, which will be adjusted via country, and Years Fixed Effects. Data from the World Bank Database was extracted to link the digital divide and social inclusion, which are intertwined to draw the relationship that people with either social or economic vulnerabilities are likely to be digitally excluded rather than prioritized. The study found that Pakistan needs to catch up in social progress and digital inclusivity in South Asia when compared to India and Bangladesh, which have fared better and have, over the years, been able to improve their digital and social inclusion rates. The paper also recommends improving economic and social dimensions to promote development and lessen the digital divide.

The purpose of this study was to investigate level of teachers’ technological competencies and the effect of teachers’ age, gender, educational level and teaching experience in relation to their technological competencies they hold. Questionnaires were used to collect the data from 139 teachers from selected schools using simple random and purposive sampling procedures. Descriptive and inferential statistics were carried out using SPSS software version 23. The study found that majority of teachers were at the first level of technological competency (KA). It was also found that there was significant difference between teachers’ level of education and technological competencies they hold. However, the study found that there is no significant difference between teachers’ gender, age and working experience and technological competencies they hold at p-value of 0.05, though there were some variations. The study recommends that provision of training among teachers should focus on uplifting teachers from KA level to another levels.

Educational gaps are increasingly salient as skills and knowledge gain prominence in digital societies. E-privacy management, namely, the ability to control the flow of information about the self, is an important asset nowadays, since a skillful use of digital technologies enables full participation in social life and limits the exposure to unwarranted algorithmic processes. We investigate whether and why education affects e-privacy management, and whether the educational gaps vary following a country’s degree of digitalization. We empirically test two sets of mechanisms, one derived from the digital divide and diffusion of innovations theories and the other from the reflexive modernization theory. The study employs Eurobarometer 87.1 data (N = 21,177), collected in 2017 among representative samples from 28 European countries, and uses multilevel linear regression model. Findings suggest that the years spent in education positively affect e-privacy management, and that this effect is largely mediated by digital skills and Internet use, and to a lesser extent by a reflexive mind-set. The educational gap in e-privacy management narrows in more digitalized countries.

Introduktion: Alla i samhället påverkas av den digitala omställningen och covid-19 pandemin har fungerat som murbräcka för både ökad digital transformering och ökad användning. den äldre gruppen varit mest utsatt inte bara iform av ökad risk för död till följd av sjukdomen utan även varit begränsad i sitt sociala liv med minskad delaktighet som följd. Trots rekommendationer beträffande isolering och karantän har viss social interaktion ägt rum och även med hjälp av digitala verktyg men emellertid resulterat i ökad social isolering med ohälsa både på fysiskt och psykiskt plan (Folkhälsomyndigheten, 2022a). Covid-19 pandemin har gett upphov till etiska frågor, vilket aktualiserar andra frågor som exempelvis vilket samhället som skapas, vilka attityder som ska styra, vilka normer som samhället ska eftersträva och med det vilka etiska perspektiv det nya ska antas. Syfte: Studiens syfte är att undersöka äldres digitaladelaktighet med fokus på den digitala klyftan med etiska överväganden för att resultera i ökad inkludering. Metod: En strukturerad litteraturstudie som inkluderade 11 vetenskapliga artiklar publicerade 2019–2022 som söktes i databaserna PubMed och Web of Science. Resultat:Resultaten visar det komplexa sambandet mellan äldres digitala användning för ökad delaktighet, för aktivt åldrande och samhällsengagemang. Slutsats: Trots ökad digital tillgång är äldre fortfarande utanför digitaliseringen i samhället av mångfaktoriella orsaker. För ökad digital inkludering och delaktighet föreslås genom resultat, att fokusera på de äldres olika behov och ändra perspektiv genom fokusera på det aktiva åldrandet som en resurs för samhället och dess utveckling., Introduction: Everyone in the society is affected by the digital transition and the Covid-19 pandemic has served as a gateway for both increased digital transformation and increased use. The elderly have been most exposed not only in the form of increased risk of death dueto a disease but also as victims limitations in social life with reduced participation as anoutcome. Despite recommendations regarding isolation and quarantine, some social interaction has taken place. Also with the help of digital tools, but has nevertheless increased social isolation resulting in ill health (Public Health Agency, 2022). The Covid-19 pandemic has given rise to ethical issues. Which raises other issues such as which kind ofsociety is created, which attitudes prevail, which norms the society is apt to strive for and with which new ethical perspectives are to be adopted. Aim: The aim of the study is to investigate the digital participation of the elderly with a focus on the digital divide with special reference to ethical considerations such as potential for increased inclusion. Method: A structured literature review including 11 scientific articles published in 2019–2022 found in the databases PubMed and Web of Science. Results: The results showed atcomplex association between the elderly's digital use for increased participation, for active aging and community involvement. Conclusion: Despite increased digital access, the elderly still stand outside digitalisation in the society for multifactorial reasons. For increased digital inclusion and participation, the results suggest to focus on the different needs of the elderly and change of perspective by focusing on active aging as a resource for the society and its development.

This paper reports on the South African findings from an international mixed methods study between the LEGO Foundation, Dubit and the Universities of Sheffield (England) and Cape Town (South Africa) on young children’s learning with digital technology. The findings of the study, the first of its kind in South Africa, show the consistency of qualities and experience of play, but also reveal socio-economic, linguistic, ethnic, gender and racial inequalities in the play environments of both groups of 3–11-year-olds. Yet, despite these structural inequalities, the play ecologies of children in resource-constrained environments show their creativity within the digital/non-digital environment. The paper discusses some of the analytical tools used and the geo-political issues raised, and considers these in conjunction with selected data. We conclude that the different socio-cultural conditions and geo-political realities offer new insights about the role global education research can play in helping combat structural inequalities in resource-constrained environments.

The purpose of this article is to discuss an ethnography of code, specifically code ethnography, a method for examining code as a socio-technical actor, considering its social, political, and economic dynamics in the context of digital infrastructures. While it can be applied to any code, the article presents the results of code ethnography application in the study of internet interconnection dynamics, having the Border Gateway Protocol (BGP) as code and two of the largest internet exchange points (IXPs) in the world as points of data collection, DE-CIX Frankfurt, and IX.br Sao Paulo. The results show inequalities in the flows of information between the global North and the global South and concentration of power at the level of interconnection infrastructure hitherto unknown in the context of the political economy of the internet. Code ethnography is explained in terms of code assemblage, code literacy, and code materiality. It demonstrates the grammar of BGP in context, making its logical and physical dimensions visible in the analysis of the formation of giant internet nodes and infrastructural interdependencies in the circulation information infrastructure of the internet.

This article examines, with ethnographic lenses, the emergence of shared networks in the Tseltal and Zapoteco communities in Chiapas and Oaxaca (Mexico). 'Shared networks' are first-mile signal-sharing practices that articulate interconnection infrastructure and values of coexistence to, in the cases studied, extend the internet to areas where the services of existing larger internet service providers are unsatisfactory or unavailable. It argues that by infrastructuring their own local networks and interconnecting to the global internet, Tseltal and Zapoteco people are effectively internet codesigners, building Latin-Centric Indigenous networks and shaping internet governance from below. When comunalidad values, supported by unlicensed frequencies of the electromagnetic spectrum, towers, radio antennas, houses' rooftops, routers, and cables, intersect with the values of the internet service providers and their policies, hybrids emerge. Shared networks are a result of what these hybrids enact and constrain, as well as evidence of the vivid struggles for a more inclusive and pluriversal internet.

The Information and Communications Technology (ICT) revolution has radically improved connectivity across the globe and pervaded into most aspects of modern human life. The fourth industrial revolution is currently taking place, and it will be digital. Pakistan has made significant progress in the last few years in IT, but currently, Pakistan is ranked 135 out of 144 in access to the internet. This low level of ICT usage depends on the multiple factors affecting the individual's decision to ICT usage. For this purpose, this study surveys the correlates of ICT use capabilities in Pakistan. ICT usage is composite of specified digital skills. The data sourced from PSLM – HIES survey (2018-2019) was used for empirical analysis. The empirical evidence is based on the Logit model. The marginal effects of the Logit model suggest that socioeconomic, demographic, regional, and supply-side factors well explain the variation in the ICT usage capabilities of the individuals. Moreover, the leading determinants of the digital divide are ICT infrastructure and access to focal technology. We found a sizeable digital divide among the individuals of Pakistan. This study is an implication of target 9c of the ninth goal of sustainable development goals related to increasing access to ICT and striving to provide universal and affordable access to the internet in least-developed countries. The study's findings help the researcher highlight the factors hindering the ICT use capabilities of individuals and bridging Pakistan's digital divide diffusion.

This thesis aims at contributing to the understanding of digital inequalities among older people, by studying the involvement of older people in research on digital technologies. Some mechanisms driving old age digital inequalities are well known. For instance, people with lower social positions tend to have lower digital skills, to face technology accessibility and affordability issues, and, thus, to engage less with digital technologies compared to their counterparts. However, less attention has been paid to issues related to research and development of digital technologies, such as the involvement of older people in research evaluating new digital technologies. Previous studies indicate that participants and non-participants in research are different one another, with the former being younger, reporting higher educational levels, having better health status than the non-participants. This may bias research outcomes and lead to incorrect conclusions on the utility of digital technologies. The objective of this thesis is to investigate the link between the involvement of older people in digital technology evaluations and the research outcomes. Healthcare is used as exemplifying context in which digital technologies are used. In Study I, participation in digital health research is conceptualised, and a research tool for identifying and measuring selective participation is developed. In Study II and III, factors associated with participation in two digital health intervention studies are analysed. In Study IV, the impact of selective participation on the research outcomes of a digital health study is identified, measured, and corrected. Thesis findings show that participation of older people in digital health research is selective by age, gender, health status, job level, and digital skills, and can indicate a mechanism for digital inequalities. I Studie IV identifieras, mäts och korrigeras effekterna av selektivt deltagande på forskningsresultaten från en digital hälsostudie. Avhandlingsresultatet visar att äldre människors deltagande i digital hälsoforskning är selektivt utifrån ålder, kön, hälsotillstånd, arbetsnivå och digitala färdigheter, och kan indikera en mekanism för digital ojämlikhet. Precedenti studi indicano che coloro che partecipano e coloro che non partecipano alla ricerca differiscono tra di loro. I primi sono tipicamente più giovani, riportano livelli più alti di istruzione, mostrano migliori livelli di stato di salute, rispetto ai secondi. Queste discrepanze tra partecipanti e non partecipanti potrebbero generare una distorsione dei risultati della ricerca (bias) e condurre a conclusioni scientifiche errate che si applicherebbero solo a specifici gruppi di anziani. The "digital divide" refers to the gap between those people who have access to information and communication technologies (computer, cellphones, especially smart phones, digital hardware, software and internet) and those who don't. Literature show that digital divide has been explored extensively in different perspectives. The main objective of the current study is to look at the bibliometric examination of research output on the "Digital Divide" literature published in the Web of Science from 1999 to 2021, using bibliometric and visualization techniques. Initially, minimum number of 14 keywords occurrences are selected in which 70 keywords out of 5127 finalized. For the Keywords analysis VOS-viewer were used. Five keywords “Digital Divide”, “Internet”, “ICT”, “Digital Inequalities” and “Digital Literacy” truly represent the nature of the current research. Finally, 2443 documents on "Digital Divide" indexed in the Web of Science database were analyzed, including Articles, Proceeding papers, Reviews, and book Chapters. Among all of them the most occurring document is Article (1632). For data analysis and bibliometric indicator extraction, the bibliometric method based on the R package, Excel, MS-Access, and VOS-viewer software packages were used. This study reveals the research work, productivity and publication of different authors on Digital Divide. Further, this work provided some pertinent information about the most productive countries, organizations, and authors, preferred types of researcher's sources and authorship collaboration in Digital Divide research as well as prominent research's citations and their use. Similarly, based on the data collected, the focus was on top-ranked publications. Leading countries, institutes, journals, articles, authorships, keywords, collaborative research networks, leading scholars, and keywords were all included in the analysis. In this article, I explore how social class shapes the conditions and configurations of digital media practice in the everyday life of young people in Sweden. Drawing on Bourdieusian theory and qualitative interview data from two research projects, I complicate the notion of Sweden as a universally wired media welfare state by showing how economic and cultural forces are structuring Internet access and digital media practice along the lines of preexisting social divisions. Invoking Bourdieu's conceptualisation of social classes as defined both intrinsically and relationally, I identify and exemplify two different but interrelated processes whereby class makes a difference in young people's everyday relationship to digital media: class conditioning and class positioning. I conclude the article by arguing that distinguishing between these processes might offer a better understanding of the relationship between class and everyday media practice. This report gives an overview on the use of digital technologies and services by individuals and households in order to highlight the recent trends in inequalities in ICT access and use. This quantitative analysis is based on the Belgian micro-data of the Eurostat Information Society Survey concerning access and uses of ICT and online services by individuals and households. The specific goal is to establish patterns and to seek for causal relationships between individual profiles and usage profiles.

The aim of this paper is to discuss the output of an empirical research on digital skills in order to develop a typology of skills circulation among young digital users. Relying on research on digital literacy in media studies and on users in STS, in this article we start criticizing the concepts of “digital divide”, “digital inequalities” and “digital competencies”. Then, we present the principal results of a research study involving 50 adolescents in Italy about how they acquired their competences in the use of digital media. This gave us the opportunity to focus on the digital skills of young people and the development of their abilities in using digital media. The research outlines the patterns of circulation in digital competences among young people in relation to family, school and peer group, defining four kinds of “flows”: parental flow (involving fathers and mothers), peer flow (connected to friends and people of the same age), educational flow (referring to formal education) and technological flow (involving technological devices, such as computers, laptops, smartphones, tablets, etc.). The aim is to understand the interactions between digital skills and the social, institutional and technological conditions that influence the youth’s digital literacy for the everyday use of digital media.

L'objectif de cet article est de mieux comprendre la relation entre l’âge et le milieu socioéconomique des élèves dans leurs usages numériques. Nous avons mené une étude quantitative auprès de 401 élèves du primaire et du secondaire dans la région de Montréal. Quatre variables indépendantes ont été sélectionnées initialement, dont les deux premières renvoient à l'âge (l'âge et l'ordre d'enseignement) alors que les deux dernières renseignent sur le milieu socioéconomique (l'indice de défavorisation des écoles et la situation d'emploi des parents d'élèves). La variable dépendante permettant de rendre compte des usages numériques des élèves était le nombre de technologies qu'ils utilisent sur une base hebdomadaire. Nous avons procédé à une régression linéaire précédée de tests de corrélation. Il en ressort que le niveau socioéconomique semble influencer davantage les usages numériques des élèves que l'âge pour plusieurs raisons explorées dans cette recherche.

Biće analizirani i predstavljeni novi fenomeni koje se pojavljuju u praksama komunikacije i učešća u naprednim inteligentnim sistemima, kao što je visokoškolska zajednica., By deploying theories of digital communications and sociology of web, as well as the empirical evidence - in the thesis attention will be paid to the issue of the possibilities of application of Internet technologies in the area of higher education. Through categories of new sociability and networked community, the processes of collaboration and interaction are explored, and communication possibilities in the internet communities in Serbia are tested. New phenomena that emerge in the communication and collaboration practices in an advanced intelligent system, such is a higher education community, will be analysed.

This paper revolves around questions whether the advent of global Web has challenged social stratification. Contrary to many utopian claims it is argued that technology is embedded in existing social cleavages and relations of power, rather than contributing to redressing them. This problem, called ‘digital divide’ has evolved from a simple distinction between users and non-users to more refined understandings including inequalities, also among Internet users themselves. Informed by Bourdieu’s theory of capital, the paper analyses the data collected on the Internet activities of Wrocław inhabitants. The findings suggest that even if the basic Internet access iscontrolled, the socioeconomic status (and class position) is an important predictor of how people incorporate the Web into their everyday lives. As has been shown, those from more privileged backgrounds use it in a more ‘capital-enhancing’ way. Two main Internet orientations have been identified: informational-utilitarian and communicational-recreational, both correlated with social position markers such as class, cultural and economic capital. This all leads to the conclusion that technology can never be detached from its place in a social and cultural context., Artykuł porusza kwestię relacji między korzystaniem z globalnej sieci internetowej a stratyfikacją społeczną. Wbrew wielu utopijnym twierdzeniom korzystanie z technologii jest raczej osadzone w już istniejących społecznych podziałach i stosunkach dominacji, niż przyczynia się do ich zniwelowania. Problem ten, zwany „cyfrowym podziałem”, ewoluował od prostych rozróżnień na użytkowników i nieużytkowników sieci w stronę ujęć wielowymiarowych, wskazujących na nierówności wśród samych internautów. Czerpiąc z teorii Pierre’a Bourdieu, autor artykułu analizuje dane na temat aktywności internetowych mieszkańców Wrocławia. Wyniki wskazują, że nawet przy kontroli zmiennej „dostęp do Internetu”, status socjoekonomiczny (i pozycja klasowa) jest istotnym predykatorem sposobu wykorzystania sieci w życiu codziennym. To osoby uprzywilejowane społecznie w większej mierze angażują się w czynności zwiększające ich zasoby. Zidentyfikowano dwa typy orientacji internetowych: informacyjno-utylitarny i komunikacyjno-rozrywkowy, oba skorelowane z takimi wskaźnikami struktury społecznej, jak: pozycja klasowa, kapitał kulturowy czy ekonomiczny. Wszystko to prowadzi do wniosku, że korzystanie z omawianej technologii nie może być analizowane w oderwaniu od kontekstu społecznego i kulturowego, w którym jest ona osadzona.

As a predominantly social phenomenon, many examinations around issues caused by digital inequalities appropriately focus on the policies, attitudes, and other cultural elements that pertain to the adoption, use, and proliferation of digital technology. As a compliment to these analyses, this paper will examine the materiality as a component of the digital inequalities in Brazil's urban poor areas, known as favelas. We specifically look at the material aspects of the digital artifacts used in LAN Houses and state-supported Telecenters located inside the favelas in the city of Vitoria, Brazil. This study is driven by qualitative exploration using critical ethnographic methods such as observation and interviews - designed to focus on the perspective of the local users of LAN Houses and Telecenters. We apply critical ethnography to give voices to the locals and allow them to understand the material issues and conflicts on their terms. Through examples from keyboard layout to power unit supplies, we will describe how the materiality of digital artifacts contributes to digital inequalities and how unique social conventions are formed in this context. Shedding light on people's experiences with such materials broadens our view of different ways that technology and internet is used, and perhaps thereby do a better job of developing appropriate technologies for these people.

This study explores and compares attitudes and feelings of middle-aged British and Swedish Internet non-users as well as their reasons for being offline. The rich qualitative data are conceptualized and presented according to various reasons for non-use, positive and negative feelings regarding non-use, and the positive as well as negative influence of and dependence on social networks. The comparison shows both unique and common perceptions of the British and Swedish respondents, some of which can be attributed to social, economic, or socio-economic factors. However, it also displays vast differences between middle-aged non-users in both countries. The analysis paints a complex picture of decisions for and against the use of the Internet and the need for more research to understand these highly complex phenomena, which cannot simply be attributed to socio-economic backgrounds as has been done in most previous research. The analysis shows that more complex reasons, such as lack of interest or discomfort with technologies, as well as the somewhat surprising finding that social networks can prevent non-users from learning how to use the Internet, as it is more convenient to stay a proxy-user, should be considered in future research and policies regarding digital inequalities.

In this paper we reflect on how research and policies can and/or should help in the development of a sustainableparticipatory information society for all. More specifically, we aim to investigate critically how social media can entail bothpotential and pitfalls, especially with regard to the difficult relationship between digital and social inclusion. First of all,traditional information society policies are scrutinized. Furthermore, we point at the existence of digital inequalities and wereflect briefly on policy intervention on e-inclusion. In addition, we also evaluate the raise of social media. Finally, attention isgiven to the challenge of how research can contribute to the participation of all in the information society.

L'objectif de cet article est de mieux comprendre la relation entre l’âge et le milieu socioéconomique des élèves dans leurs usages numériques. Nous avons mené une étude quantitative auprès de 401 élèves du primaire et du secondaire dans la région de Montréal. Quatre variables indépendantes ont été sélectionnées initialement, dont les deux premières renvoient à l'âge (l'âge et l'ordre d'enseignement) alors que les deux dernières renseignent sur le milieu socioéconomique (l'indice de défavorisation des écoles et la situation d'emploi des parents d'élèves). La variable dépendante permettant de rendre compte des usages numériques des élèves était le nombre de technologies qu'ils utilisent sur une base hebdomadaire. Nous avons procédé à une régression linéaire précédée de tests de corrélation. Il en ressort que le niveau socioéconomique semble influencer davantage les usages numériques des élèves que l'âge pour plusieurs raisons explorées dans cette recherche.
