This paper examines what types of databases that could be useful in clearing house systems, focusing on one of Nasdaq's clearing house systems. To determine this, the reports start by looking at what characteristics are important for the database used in a clearing house system. Based on this information, databases that fit these characteristics, like SQLite, MongoDB, Couchbase lite, and Nasdaq's own database, were used in tests to give an overview of their performances related to both latency and throughput. The test results are then analyzed to determine what database has the best performance under different conditions. This paper concluded that Nasdaq's current database is a good fit for this specific system and that the other databases would most likely not result in the same or similar performances. While the other databases, in general, performed worse compared to the current solution, H2 did have better results in some of the tests.

Purpose – We propose and analyze a new operating model for an energy futures exchange that could be implemented in Brazil, where there is low liquidity for these contracts. The clearing house temporarily assumes the position of customers who fail to answer the margin call, instead of closing the position, as would normally be done under normal conditions. Theoretical framework – The main theoretical bases were diffusion processes, with jumps and without jumps, and the pricing model developed by Merton (1976). Design/methodology/approach – We developed a Monte Carlo simulation model, using diffusion processes, with and without jumps. Findings – The results show that the proposed model and the insurance option generate relatively low-cost increments for the operation that could be easily absorbed by the clearing house. Practical & social implications of research – This study will be especially useful for market agents who want to evaluate the implementation of a Brazilian energy exchange, which to date is not available. Originality/value – The article proposes a new operating model for the Brazilian energy futures market and its results may encourage investment in the sector, which lacks an energy futures exchange.

Systems in the built environment continuously emit time series data about resource usage (e.g., energy and water), embedded electrical generation/storage, status of equipment, patterns of building occupancy, and readings from IoT sensors. This presents opportunities for new analytics and supervisory control applications that help reduce greenhouse gas emissions due to energy demand, if the barrier of data heterogeneity can be overcome. Semantic models of buildings -- representing structure, integrated equipment, and the many internal connections -- can help achieve interoperable data re-use by describing overall context, in addition to metadata. In this paper, we describe the Data Clearing House (DCH), a semantic building platform that hosts sensor data, building models, and analytics applications. This fulfills the key phases in the lifecycle of semantic building data, which includes: cost-effective ingestion of Building Management System (BMS), IoT, metering and meteorological time series data from a wide range of open and proprietary systems; importing and validating semantic models of sites and buildings using the Brick Schema; interacting with a discovery API via a high-level domain-specific query language; and deploying applications to modelled buildings. Having onboarded multiple buildings belonging to our own organisation and external partners, we are able to comment on the challenges to success of this approach. As an example use-case of the semantic building platform, we describe a measurement and verification (M&V) application implementing the 'whole facility' (Option C) method of the International Performance Measurement and Verification Protocol (IPMVP) for evaluating electrical metering data. This compares energy consumption between nominated baseline and analysis time periods, to quantify the energy savings achieved after implementing an intervention on a site., Comment: 13 pages, 4 figures. This paper discusses a construction clearing house framework to bridge knowledge management gap in the Malaysian construction industry. A clearing house is an agreed upon mechanism for transferring knowledge, which includes a centralized repository of information and resources on a collection of specific topics that are accessible by interested stakeholders. The focus is on resolving the problem of managing domain knowledge of the construction industry in Malaysia, emphasizing on the knowledge management practices through the capturing and transferring of construction knowledge and best practices of the industry players.The knowledge management research framework used is improvised from the previous researchers, while the transfer and sharing of construction best practices is based on the adapted framework also proposed by the previous researchers. This paper briefly described five areas namely knowledge need analysis, knowledge inventory analysis, knowledge flow, knowledge mapping and the knowledge creation in clearing house framework for sharing/transfer of best practices. The construction knowledge and best practices clearing house framework would facilitate the development of a clearing house system in the future, which will enable players in the industry to both contribute and benefit from the resources contained in the clearing house system. This clearing house framework will enable knowledge management of governance inculcate a good environment for practicing conducive knowledge management through knowledge and best practices sharing in the Malaysian construction industry.

Effective and deterrent methods of combating VAT fraud are crucial for the undisturbed functioning of EU internal market, provision of sound legal framework for taxpayers and protection of the integrity of the fiscal systems of the Member States. Artificial intelligence, algorithms and other technological developments involving big data analysis provide potent tools, which can assist tax administrations in enforcing taxpayers’ compliance and preventing fraudulent activities with an unprecedented efficiency and effectiveness. However, reliance on such tools in exercise of State’s powers must respect fundamental rights of taxpayers, such as the right to fair trial. This article examines the potential risks and necessary guarantees for the consistency with the provision of the VAT Directive and for the protection of the right to fair trial in the context of new technologies and enforcement of tax laws. The issue is analysed from the perspective of European Union Law and is based on an example of a Polish algorithm-based automated system of detection of VAT fraud.

Although many clinical psychology courses are now making use of validated selection tools, changes in selection processes are almost entirely focused on the post-shortlisting part of the process. The large numbers of applicants who regularly apply to get on courses has led to a traditional reliance on information supplied on the application forms used by the Clearing House (the organisation responsible for coordinating all applications to British clinical psychology training courses), including the academic and clinical references. Training courses tend to outline minimum entry requirements which are, typically, a 2(i) degree or better, a minimum of six to 12 months’ relevant experience, graduate basis for registration with the British Psychological Society (BPS) and European Union citizenship. These minimum entry requirements enable a first phase screening process to take place. Following this phase a closer analysis of the application form takes place, with most courses assigning candidates scores along various criteria. These criteria are not always explicitly outlined by courses, but courses seem to try to quantify applicants in similar areas. For example, candidates can be rated on qualifications, motivation, realism, experience and references. However, the shortlisting process depends fundamentally on the belief that the information we collect via the application form predicts the best trainees. For example, previous clinical experience is rated highly and usually gains the applicants extra points. Similarly, further academic qualifications such as masters are also privileged. However, the question remains as to how shortlisting can be based on these assumptions when so little evidence exists. While the notion that a standard or baseline is probably important, where is the evidence that these sorts of experiences should be given added value?
