Abstract

Charging internally for the use of computer facilities is now a common organizational practice. A charge-out policy can play a major role in promoting effective and efficient utilization of computing resources. In practice, charging all too often fails to have a significant beneficial impact, and indeed can be a source of tensions and user dissatisfaction. A charge-out system is most likely to be successful when it is based on an understanding of the purposes underlying charging and the requirements for it to be effective. This monograph is intended to contribute to such an understanding. (Author)
